Now that the clubhouse has undergone some renovation, maybe it is a good time to remind our residents that it is available for rental for non-profit events by Association members in good standing. The rates charged by the Association, as listed in the article on this subject later in this newsletter, are very competitive. The rates and rental conditions are also given in detail on our website www.wsmaonline. org and the Clubhouse Bookings page of the site shows its availability. Those who have considered a rental in the past but have been deterred by the deteriorated condition of the restrooms, might want to re-evaluate this option now that the restrooms have had a major upgrade. Anyone who may be interested and would like to view the facility can do so by contacting Dave Ellis at 281-347-2580, who will be please to accommodate the request.
The February Yard-of-the-Month award goes to Terry and Jo Anne Nickens of 22410 Unicorns Horn. Terry transferred from Memphis in 1990 and has lived in Williamsburg Settlement ever since. He has four grown daughters and one of them was in elementary school when they transferred and so has received all of her education in Katy schools. Terry has been in the rice business for many years. He enjoys the Settlement and has a great man cave garage that is very neat and orderly, where he tinkers often. Please drive by and admire Terry & Jo Anne’s beautiful well-kept yard.

JANUARY 17, 2012 A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, January 17, 2012, 5:30 PM, at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449. ATTENDANCE Board Members present were Floyd Ball, Dave Ellis, Walter Smith, Larry Crain, Don McClelland and Martin Spears. Also in attendance were Dolores Sue, representing Planned Community Management, Inc. (PCMI) and Officer Paul Wilburn. With a quorum being established, the meeting was called to order at 5:30 PM. MINUTES The Board reviewed the minutes of the November 15, 2011 meeting. A motion to accept the minutes as written was made by Walter Smith, seconded by Dave Ellis and unanimously approved.

HOMEOWNER CONCERNS There were three (3) homeowner present for the Customer Concerns portion of the meeting. A resident asked if when the pool was re-plastered, was it brought into American Disability Act (ADA) compliance. The Board confirmed that it was. She also asked if the swim team league could measure the depth of the pool again as the league guidelines have changed allowing the depth to be measured 18 inches from the edge of the pool rather than 6 inches, as it was with the former guidelines. The team wants to check to see if the depth is sufficient to allow a return to holding home swim meets. The Board said they would be happy to meet with the league representatives and have them measure the depth. A resident was concerned about a small fire that occurred in December. The sheriff and fire departments were called but neither of the entities filed a report. The Board explained to the resident that it does not know why the report was not filed; however, the homeowner has advised Officer Paul Wilburn (who made a follow up investigation of the fire) that the incident won’t be repeated. The resident asked if such fires are legal in a residential subdivision. Officer Wilburn explained that in Harris County fires are permitted provided that they are contained and there is no fire ban in place. This resident also reported hearing a noise a few nights ago that resembled gun fire but did not see anything. One of the Board members also heard it and thought it may have been aerosol cans exploding. No one could shed further light on this occurrence. A resident who is a leading member of one of the women’s tennis leagues that use our courts asked if she could present an estimate to the Board to purchase replacement sponges for our sponge rollers. The Board confirmed that this would be fine and will review the proposal at a subsequent meeting. The resident also asked for permission to put a small locked cabinet in the ladies restroom to store various consumables, which they bring during the tennis playing seasons. The Board agreed, provided that the box is stored in the vanity cupboards and hence out of sight. The tennis leagues would also like to have a better trash can, one that can be emptied without the need to touch the lid.
PATROL SERVICE REPORT Martin Spears presented the patrol service report. He remains very pleased with the patrol service. At this point, Officer Wilburn was thanked for attending the meeting and subsequently left. FINANCIAL AND DELINQUENCY SUMMARY Dave Ellis presented the financials. As of December 31, 2011, the money in the bank totaled $507,939.46. This includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. Delinquency for the month ending December 31, 2011 totaled $28,848.22. The year ended with a five percent (5%) delinquency rate. OLD BUSINESS Clubhouse Renovations Report Larry Crain and Martin Spears reported that the restroom renovations have been completed and that they are well pleased with the result. The improvements include new vanities with granite counter tops, new tiles and new light fixtures. The trim throughout the whole building has also been re-painted. The only remaining work is some clean-up of the floors and the sealing of the granite counters and tile grout which Martin will take care of. He suggested that floor mats might be placed at entry to restrooms so that people can clean their feet prior to entering. Floyd Ball thanked the committee for their hard work. Pool and Baby Pool Repair/Re-plastering Update Dave Ellis gave a final report on the pool re-plastering. The only residual problem was a leak in the baby pool but that has now been repaired so all work has been completed. Next Perimeter Fence Repair Day Larry Crain reported that the next perimeter fence repair day has been set for February 18, 2012. Larry requested an expenditure of up to $1,000 for the materials. A motion to allow $1,000 expenditure for the February 28, 2012 fence repair day was made by Walt Smith seconded by Dave Ellis and unanimously approved.
The community of Berkley Park has requested that as repairs are done to the perimeter fence, all exterior gates on their side be removed. Floyd Ball asked the Board if when they are repairing that section of fence, would the Board be agreeable to him sending a letter to those residents explaining the situation and seeking their permission to remove these gates? The Board unanimously agreed. NEW BUSINESS Agreement between Williamsburg Settlement and the Ladies Tennis Leagues The Board reviewed the drafted agreement with the tennis leagues whereby at the beginning of the annual season in August 2012, non-resident league members would be required to pay an annual fee for the use of WSMA facilities. The agreement also establishes rules for the leagues’ use of these facilities. It has been learned that there is one league, which no longer has a resident on the team. The Board reviewed and discussed this issue. The drafted agreement was unanimously approved for all leagues, which do have a resident team member. The team, which no longer has a resident member, will be contacted and informed that they must rectify this situation to continue to use our courts. The Board tabled this issue until the February Board meeting at which the status of this league will be finally determined. Report on December 28, 2011 Electrical Problem and Resulting Fire Dave Ellis reported that on the evening of December 28th one of the power lines feeding the clubhouse transformers broke and fell to the ground. This caused the tennis court fence to be momentarily electrified which resulted in some damage to our electrical distribution panel beneath the transformers and some of the windscreens to be burned. All damage has now been repaired and Dave Ellis has met with the appraiser and submitted a claim, which would reimburse the Association for the cost of the repairs. CenterPoint is coordinating with Dave Ellis on making a more permanent repair on the morning of Thursday, January 19, 2012.

Wading Pool Motor Dave Ellis reported that the bearing on the baby pool motor has failed and the motor needs to be replaced. The cost to replace the motor, gaskets and seals is $461.74. A motion to have the current pool contractor replace the motor was made by Walt Smith, seconded by Martin Spears and unanimously approved. TEXAS LAWN CARE Larry Crain presented an estimate from Texas Lawn Care to perform some needed replacements of leaking rotors, pop up sprinklers heads for a cost of $460.10. A motion to have these repairs performed was made by Walt Smith, seconded by Martin Spears and unanimously approved. ADJOURNMENT TO EXECUTIVE SESSION At 7:10 PM, the Board adjourned to executive session to discuss Delinquencies, Deed restriction and contract matters. The Board thanked the residents for coming to the open session. ADJOURNMENT OF EXECUTIVE SESSION At this time, the Board reconvened to open session to inform residents of decisions made during executive session. There were no homeowners present. DECISIONS MADE DURING EXECUTIVE SESSION Delinquencies At the current time, everyone who is delinquent has been asked to enter into a payment plan or is at the Association attorney. Deed Restriction Violations The Board instructed PCMI to turn over two residences for violations upon their February inspection. The Board instructed PCMI to close one violation that is currently at the attorney.

Increase Patrol Hours Martin Spears requested increasing the patrol service by four (4) hours per week. After due discussion a motion was made by Martin Spears to increase the patrol service by four (4) hours per week. It was seconded by Walt Smith and carried with four (4) in favor, one (1) against and one (1) abstention. With no further business, the meeting was adjourned at 7:55 PM. This is just a reminder that the email addresses, to which emails from the WSMA Webmaster are broadcast, are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic, as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the web site, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, please also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so, as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.
RESIDENT DIRECTORY MAINTENANCE
If any resident wishes to change the information that they have previously provided for publication in the directory, they can do so by using the Residents’ Directory Entry Form accessible via the Registration page of our website www.wsmaonline.org. When the information is received, it will be updated on the database. If the resident indicates that he or she wants that information published in the directory, it will be sent out in a monthly update to all registered
residents who can use it to manually annotate their copy and it will be marked for inclusion in the next edition. A log will be maintained of all changes since the last publication, which will be emailed to any resident who requests it. This way, the directory can remain useful throughout its operational life. New residents to our subdivision are requested to use the same form to register their information for inclusion in the directory or to state their desire not to have their information included. This request is included in the “Welcome Packet” given to all new residents, as soon as PCMI is made aware of the change in ownership.
STREET LIGHT OUTAGES
To report a burned out street light, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, the website address to do this is http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!
Reminder About House painting
Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

2012 Folk life Festival
What was life like for the pioneers of early Texas? How did they Dress? What skills did they need to survive? Where did the children go to school? What kinds of animals did they own? These questions and many more will be answered for those who attend the 27th Annual Katy Folk Life Festival. Talan Holmes Charity Golf Classic is a Golf Tournament that has one main goal. We are all about providing funds to a group of people who are born with Tebial Hemimelia (TH from here on). TH is a rare
malformation, 1:1,000,000 or lack of formation of the Tibia which is the weight bearing bone in the bottom of the leg. This tournament started out to pay the medical expenses of Talan Holmes, the tournament chairman’s son. Talan has undergone his first surgery and is now working with his first prosthesis trying to learn to walk.

Like Music? “You’ll Love Katy!” The Katy/West Houston Jazz Festival is scheduled for April 27 and 28, 2012. You will not want to miss this exciting weekend of music and art coming to Katy, Texas! The purpose of the Katy/West Houston Jazz Festival is to increase exposure of jazz, to extend jazz education for developing musicians and to provide entertainment of the jazz music medium in the Katy and West Houston areas. The Festival’s activities are noncompetitive and dedicated to the development and preservation of this truly American art form. The Katy/West Houston Jazz Festival is also a uniquely different event for jazz music patrons. All attendees have the opportunity to hear big bands and combos comprised of student jazz musicians throughout the day, as well as featured guitar artists and aspiring music groups, via the component known as the Katy Guitar Fest. Performance participation in the Katy/West Houston Jazz Festival is open to all student jazz ensembles (big bands and/or combos) at the middle school, junior high, high school and/or college levels. Performance and participation in the Katy Guitar Fest is encouraged for all guitarists of all ages and all genres of music. Easter Services/Events FORT BEND SYMPHONY AND ST. PETER’S UMC CHOIR PRESENT ‘THE SEVEN LAST WORDS OF CHRIST’
The Fort Bend Symphony Orchestra returns to Katy on Saturday, March 24th, joining with the St. Peter’s United Methodist Church Choir, to present Theodore Dubois’s The Seven Last Words of Christ. The chamber concert begins at 7:30 PM at the church, located at 20775 Kingsland Blvd. The Seven Last Words of Christ provides a musical setting for seven phrases spoken by Jesus Christ while he hung dying on the cross. The phrases, taken from all four Gospels, are often shared in churches during Holy Week to help Christians reflect on the meaning of Good Friday. FBSO will accompany the choir with a smaller chamber orchestra consisting of strings and woodwinds. FBSO is under the direction of Katy resident Dr. Hector Agüero. Sunday, April 1st - Palm Sunday The Katy community is cordially invited to attend a Lenten Cantata, “Behold the Gift of Love” presented by the Choir of Living Word Lutheran Church. The cantata tells the story of God’s redeeming love for us and retraces Christ’s suffering and sacrifice on the cross. The choir, accompanied by a chamber orchestra, will present the cantata on Sunday, April 1st at the 8:00 am, 9:30 am and 11:00 am services. Following the services, children will be invited to an “instrument petting zoo” where they can see and hear up-close demonstrations of the orchestra instruments. Thursday, April 5th - Maundy Thursday The Maundy Thursday worship service will be held at 7 pm. Community Events Keep Kids Connected
Bingo Fundraiser on Saturday, March 3rd at 6 pm at St. Bartholomew Catholic Church in Old Katy. The event will start with an enchilada dinner from 5-6 pm for $6 for anyone who is interested. Keep Kids Connected was created to help kids stay connected to family and friends while they undergo their treatment for cancer or any other life-threatening illness. The idea for the organization was created by Caitlyn Mortus who is, herself, a cancer survivor. While going through her treatments, she was given a Netbook computer from a family friend. The computer kept her in contact with her friends and helped keep her spirits up when she was in the hospital for her treatments or unable to have visitors. Her wish is that every kid battling cancer or any life-threatening illness be given a computer so they can stay connected to their family and friends while they are going through their treatments. Her wish has become our mission.
