THE PRESIDENT’S LETTER

(from the Settlers Village HOA Board) Settlers village is offering a $1,000 reward for information leading to the arrest and conviction of those responsible for destroying the neighborhood sign on fm 529 @ Settlers Village. Please take a moment to visit the neighborhood’s new website located at www. settlersvillagehoa.com . The Board is very interested in any and all feedback. The annual delinquency review has been completed and 51 properties were referred to collections. It is strongly recommended that if you received a communication from the Settlers’ attorney, that you address it promptly to keep the expenses from shooting into the stratosphere. They add up very quickly and while the Board recognizes that economics the neighborhood to the best of its ability and that includes, unfortunately, debt collection. one their letters and set up a pay plan. But, above all, do not ignore this obligation that you signed for in your house sale contract. By the time we publish the board hopes to have the new Settlers’ website up and running. The preliminary version might be a work in progress as we determine what information we need to have on it. The HOA did receive an anonymous complaint letter and wanted to try and address the large number of points that were brought up. First, the HOA Board members receive a report each month on who the management company has cited with a letter. The process is unavoidably long because of the legislative requirements regarding adequate notice, of what expenses can now be recovered by the HOA and inspection limitations. As an example, an inspector cannot trespass by entering the property - they can only view from either a public right of way or at the invitation of a resident. The average time requirement

In 2010 we collected $278 and $297 in 2011. We have collected $94 so far for 2012. Please rinse and bag the cans to minimize the attraction to bugs. They can be dropped at 6642 Cove Lake. All are residents and property owners within the district. The MUD Board can be contacted via their attorney Taylor Goodall of Smith, Murdaugh, Little & Bonham at 713-652-6500. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned light poles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. While the deputies have been asked to be lenient toward illegal signage, a discussion is now underway to allow the deputies to cite offenders as more than enough time has passed to allow everyone to become familiar with the new rules.

Total dollar delinquency for the neighborhood in March stood at $212,677.57 translating to an outstanding 7.13% decrease from one year ago and a 13% decrease from one month ago. While the dollar delinquency translates to the equivalent of 738 properties, there are actually 374 properties (as opposed to 373 in 2011) in delinquency. HIGH-STAKES TESTING

During the April 12th Board meeting, the Cypress-Fairbanks ISD Board of Trustees passed a resolution calling for a re-examination of the public school accountability system by the Texas Legislature. The resolution states that standardized, high-stakes testing is undermining our mission to prepare students for competitive careers in the global arena. CFISD superintendent Dr. Mark Henry stated, “The educational system is overly dependent on high-stakes, standardized tests. Educators do support accountability, but at the same time, oppose the current system that does not support preparing all of our students to be productive citizens and leaders in a rapidly changing world. Standardized testing, as currently implemented, hinders progress toward a world-class educational system by driving instructional time.” It is the district’s responsibility to produce graduates who are and technology education programs for those students who are not state system, students have very little room in their graduation plans to explore vocational opportunities. Recently, the CFISD Community Leadership Committee (CLC), whose membership includes parents, business leaders and community members, endorsed the Board’s resolution, which calls for the review of the role of high-stakes testing and its impact on schools. According to Stacye Anderson, CLC community chairperson, “The CLC unanimously agreed to support the CFISD Board of Trustees Resolution Concerning High-stakes, Standardized Testing of Texas Public School Students. We are so glad to see our district become the largest district in the state so far to join this movement to implore our legislators to rethink the current approach to assessment of learning. Although we are extremely supportive of holding schools accountable for teaching all Texas children, the current overemphasis on standardized testing impedes learning and students is onerous.” Although promotion of high-stakes testing may be based in good intention, adopting the attitude that if a little testing is good, then a lot of testing must be even better is detrimental to our students emphasis on high-stakes tests restricts student career options, which in turn negatively affects our state’s economy. B.F. ADAM GOLF CLASSIC RAISES MORE THAN $108,000

The Cypress-Fairbanks community raised more than $108,000 for student scholarships during the Cy-Fair Educational Foundation (CFEF) B.F. Adam Golf Classic, held May 17th at Blackhorse Golf Club. A total of 296 golfers and 50 volunteers participated in the event - one of the largest non-celebrity tournaments in Houston. “This year’s tournament was another huge success for CFEF. The community once again came out in full support to make the tournament the best yet,” said Marie Holmes, director of the CFEF. Lead underwriters for the tournament were the Cypress Fairbanks Medical Center Hospital and the B.F. Adam Family. Platinum sponsors included Linebarger Goggan Blair & Sampson, Daltile placed third. The tournament was named after Bernard Fred Adam, a lifelong Cy-Fair resident and a devoted school board member who served 24 years on the board. Adam Elementary School is named in his honor. The golf tournament has always garnered great support from the community, raising more than $1.7 million for student scholarships since its inception.
