Every resident must have a MPCA I.D. CARD to use the pools, clubhouse and tennis courts. Complete the I.D. Registration form in this newsletter and return it to the office at least 3 days before coming in to the office for pictures taken. If you are renting your home, please provide us evidence that you live in the subdivision, i.e. a water bill with your name on it, etc. ID’s are for residents only. Homeowners who do not live in Memorial Parkway are not eligible for a MPCA I.D. CARD. Once you have the card, turn it in to the office the following year for validation. If you already have an ID card, please turn them into the office so that we can validate them for 2012 and you’ll be ready to use the pools when they open this summer.


All sidewalks within Common Area shall be maintained by the Association. All other sidewalks shall be maintained by the Owner of the Lot on which the sidewalk is situated. If any section of your sidewalk is uneven, which may cause someone to trip and hurt themselves, you are responsible for repairing or replacing that section of the sidewalk and liable for any injuries incurred.


It is not a violation of our deed restrictions to park a vehicle on the street as long as it is not being stored, is fully operational and has current tags. However, the Transportation Code of Texas, Title 6, Chapter 545, Section 302, states that .a vehicle cannot park closer than 15 feet to a fire hydrant. .a vehicle cannot park closer than 20 feet to an intersection. .a vehicle cannot park closer than 30 feet to a stop sign. The Board has asked our Constables to take the appropriate action whenever there is a violation of the Transportation Code.


The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles may not be able to reach their destination if traffic flow is inhibited, especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most. Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street. Be considerate of your neighbors and don’t park your vehicle in front of their house or block their mailbox. Also, think of the neighbor across the street and park so that you’re not making it difficult for them to back out of their own driveway. All of our homes have at least a two or three car garage and room for several cars in the driveway. We respectfully request that you refrain from parking on the street.


If you are having any problems with getting trash picked up or want to register a complaint, please call WCA at 281-368-8397 if you are a customer of Memorial MUD. If you are a customer of MUD 81, you may call Royale Disposal and Recycle at 713-526-1536.


The HOA has received complaints about trashcans being stored in front of the home, left at curbside, and not being stored out of sight. In the past, the deed restriction committee has not been writing letters to homeowners about proper storage of trashcans. Since this has become a problem in the neighborhood, we are now sending letters to homeowners if their trashcans are not properly stored out of sight. Trash cans should be placed at the curb the morning of trash pickup and the cans should be stored away out of sight by the end of the day. If your trashcans are visible from the street on any day other than trash day, you will in violation of the deed restriction. Thanks to all of you who have started storing your trash receptacles

out of public view. It really has made a big difference in the overall appearance of our neighborhood and we appreciate your cooperation.


We ask that you keep the street area in front of your home clean, so that leaves, pine needles, grass clippings and dirt won’t accumulate in the gutters next to the curb and end up being washed into the drains causing them to back up and flood the streets. If you see someone putting grass clippings, oil or other debris down the drains, please contact the MUD District and the County at 281-463-6300.

2012 Maintenance Fees

The 2012 maintenance fee of $315 is now past due. A late notice has been sent to each owner who has not paid the fee and a $25 late fee, plus interest, has been added to their account. If the fee is not paid by February 28th, another late notice will be sent with an additional $25, plus interest, will be added to their account. A lawsuit in Small Claims Court will be filed on April 1st against all those who have a balance due on their account. Checks should be mailed to: MPCA P. O. Box 670612 Dallas, Texas 75267-0612

Please do not drop your payment off at the office or send it to 21600 Cimarron Parkway, as it only delays the process and could cause late fees to accrue on your account. Allow several days for your payment to reach the bank. The date that the bank deposits your payment into our account is the date we use as your “paid date.” You may pay by Visa, MasterCard or Discover credit card, but no less than $100. Contact the office for information about the authorization statement that must be completed before payment will be accepted by this method. You can also go to our web page ( for a copy. We do not accept any cash payments.

You may get on a payment plan with a set-up fee of $25, which will be added to the total amount due on your account... This arrangement protects you from getting late fees and possible legal action as long as you do not default on your monthly payments. The down-payment is $100, followed by a payment of $50 due the first of each month until your account has a zero balance. If you did not receive a statement, notify the office immediately.


MPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales. Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. If a sign is on a public right of way, like the esplanades), they may be subject to fines of $500-$1000 per occurrence per day. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.

Memorial Parkway Community Association has inspectors that drive through the neighborhood checking for violations of our deed restrictions. They are not permitted to get out of their cars and/or trespass on your property. They only take pictures of violations that can be seen from the street. If you see one of our inspectors stopped in front of your home, please do not approach their vehicle to confront them, but call the office to confirm whether it is our employee or not. If you get a notice of violation and you feel it was sent to you in error, please call the office. Our staff will look at the picture taken of the violation and confirm whether the address is correct or not. Our inspectors make every effort to make sure they’ve got the right violation logged to the right address with the right picture to go along with it. But with 2,219 homes to inspect and over 25 miles of streets, they sometimes get it wrong. If that’s the case, we apologize for the mistake, and will remove the violation from your record. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away.

PROCEDURE FOR REPORTING LOOSE DOGS, DOG BITES & LOST PETS: 1. Contact Harris County Animal Control at 281-999-3191 or 281999-3194. A recorded message will guide you through the system. When reporting a loose animal you will be asked to give your name and address, a description of the animal and the address of the animal’s owner (if known).


If you have noticed a problem in the subdivision you think needs taking care of, please complete the resident comment form and turn it in to the office. The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Having complaints in writing is helpful, if the association has to take legal steps in enforcing deed restriction violations. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase. RESIDENT COMMENT FORM

The ACC is receiving record numbers of requests to make improvements or changes to the exterior of homes. We thank you for your cooperation in filling out the forms before starting any work. If you are planning to do any repairs, re-roofing, re-painting, additions, pools, storage sheds, fencing or patio covers please turn in a request form for approval. Clubhouse rental

The rental fee for using the clubhouse is $50. Have you always wanted to have a large party but didn’t have enough room in your home???? Rent the newly remodeled clubhouse with full kitchen. Guidelines for renting the clubhouse are as follows: 1. Must be resident of Memorial Parkway. 2. Valid MPCA I.D. card. 3. Reservations must be made at least 2 weeks in advance of use with money down and forms completed. 4. $275 damage deposit. 5. Available for use from 8:00 AM to 1:00 AM. 6. Pool and clubhouse cannot be rented at the same time. 7. Clubhouse holds maximum of 50 individuals, per fire code. 8. If alcohol is being served, a security guard may be required to be present. 9. The resident renting the facility will be held responsible for any damage to the facility caused as a result of user neglect or alcohol use. Additional charges over and above the deposit may be assessed to cover damages.


The Memorial Parkway clubhouse located at 21600 Cimarron is available to non-profit adult and youth groups for meetings. The meeting times and days for adult and youth groups are from: 3:00 PM - 5:15 PM, 5:30 PM - 6:45 PM and 7:00 PM - 10:00 PM on Monday, Wednesday, Thursday and Sunday (some exceptions regarding times on Sunday). Reservations must be made at least 2 weeks prior to reservation date.

Katy Tween/Teen Talent Showcase Competition

Global Arm, Inc. and Teens Exercising Extraordinary Success (T.E.E.S.) hosted the inaugural Katy Tween Teen Talent Showcase Competition on Saturday, December 3, 2011, at Zo-ca-lo Lounge (510 Mason Road). Contestants from Katy ISD and Ft. Bend County ISD entered the competition. Along with their parents, they networked with many recording industry professionals and received valuable advice on career paths, personality, stage presence and business matters. Lunch was provided courtesy of Chick-fil-A (369 South Mason Road). Music industry

Two of the contestants performed original numbers and the others treated the audience to covers by Carrie Underwood, Selena Gomez, Etta James and Jamie Fox. Vocal ability wasn’t the only surprise of the day - two of the contestants performed their numbers by playing the guitar. The 1st place winner of the showcase was Ms. Reagan Douglas, of Katy, TX.  Ms. Douglas performed a song she wrote entitled, Till The End (dedicated to Cancer victims), with her guitar; 2nd place winner was Ms. Skyler Sadler (Katy, TX) who performed At Last by Etta James; and the 3rd place winner was Ms. Kaitlyn Wright (Katy, TX) who performed Change by Carrie Underwood. Each winner received a trophy, courtesy of Katy Trophies. 2nd and 3rd place winners received a Chili’s Gift Card, courtesy of Don McGill Toyota. The 1st place winner won a package valued at over $16,000 which consisted of a complimentary studio session at Music World Studios (courtesy of Matthew Knowles), a complimentary photo shoot (courtesy of Jamie LeBlanc Photography), a featured song on Coast 2 Coast Mix tape hosted by Wildman Teddy T (courtesy of Star Quality Entourage) and a featured song on the upcoming film soundtrack starring Snoop Dog (courtesy of Vision World Entertainment).   Door prizes were given away between performances where audience members won gift cards from Chuy’s Restaurant, Five Guys Burgers & Fries, Red Oak Grill, and Perry’s Restaurant. Additional gift cards were given away from Salt Grass Steakhouse and Carino’s (courtesy of Don McGill Toyota).   T.E.E.S. will continue to host future events to raise funds for a Teen Community Center in Katy Texas, as well as expand their Teen Table Talk program to other neighborhoods around Houston. Individuals or companies interested in donating may do so by visiting the website at Local businesses, companies and corporations may elect to offer their support by sponsoring any of our fundraising events. Teens Exercising Extraordinary Success (T.E.E.S.) is recognized by the Internal Revenue Service as a 501(c) (3) organization and donations to the organization are tax deductible to that extent allowed by law.

The James E. Taylor Swimming and Diving Team participated in the Texas Interscholastic Swimming Coaches Association Gulf Zone Championships on November 18 and 19, 2011 at the Conroe ISD Natatorium. On February 2, 2012, Fashion Extravaganza will be held at Taylor high School as a fundraising for Taylor’s Project Grad 2012. This will be the 6th Annual Fashion show, as well as a market with many vendors promoting substantial savings on their products and services. The fashion show includes fun fashions, designer gowns and tuxes modeled by our THS senior men and women. The products and services include restaurants, limos, florists and more. The show and market is a very fun event and one in which the students really enjoy participating. Tickets can be purchased for $5 in advance or $6 at the door and as I have said earlier, all of the proceeds go to Project Grad.

Houston Fire Fighters Making Houston the City with the Biggest Heart FOR MDA


It’s official, Houstonians through the Houston Fire Fighters raised a record breaking $509,961 for the Muscular Dystrophy Association making them the #1 Fill-the-Boot department in the country for the last 9 out of 10 years raising more than $6.3 million during that time.

For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston When you join the Y, you belong to a Professional Fire Fighters Local #341 will begin their 2012 Fill-theain palette community of men, women and children Boot fundraising campaign for the Muscular Dystrophy Association who strive every day to be healthy, on Saturday February 11, 2012 during the hours of 10 AM and 2 th th th PM. Fire Fighters will also be out March 10 , April 14 and May 12 to collect funds for the campaign. • Youth Sports Leagues Light








The Fire Fighters rely on support and donations from the community for the success of the campaign.
