April 2013 West Memorial Swim Team

West Memorial Swim Team is gearing up for the 2013 season. Registrations will be taking place in April for children 5 to 18 years of age. WMST is a non-profit organization and member of the West Houston Aquatics League (WHALe). It is a fun and competitive way for the kids to spend part of their summer. The team will start practicing the first of May and the season runs through the month of June. If you have any questions, please contact Helen Helm at (email). Watch for our giant sharks for dates. We hope to see you this summer!

Making the Summer-Time Count

Enjoying your free time is important. Making the most of it is sometimes a challenge. But there are no guarantees in having a trouble free summer. It takes planning, thought and care in implementing your plan. It is good if someone is out there helping to make it happen as well. We call help many things; angels, good neighbors, an active volunteer and sometimes we use harsher words. But we need to talk about it and we need to keep it on track. Our alliances with one another are supposed to be part of that network. Don’t ever give up on that process. Get the facts and make sure it did not morph into something we did not agree to. If it feels less friendly then it should, it probably did change. It was intended to be a good process. I find being civil to one another can get challenging. They say you always get what you pay for; but it is the things that you are not getting that cost more. Personally, I believe that good things come at a small price. While bad things seem to catch us by surprise; so limit the surprises by

staying involved. Speak up if there is something wrong and try eliminating entitlements that are not needed. Beauty has always been in the eye of the beholder. Responsibilities Relationships in any organization have a purpose. We establish structure through concepts we use early on in School Clubs, Local Associations, our Church Events and even Political Parties. The Robert Rules of Order have been implemented to help us to work with each other. A structure to ensure civil discourse and hopefully we all get to review a class or two. The issues on civil society are coping with minor and major challenges. I cannot think of anything more worthy of talking about; however, it does bring up deeper issues that can cause conflict between each other. But it is still a worthy endeavor. I will look back at Hurricane Ike to recall some lessons we learned. Galveston ISD lost a lot of School Buses during the storm surge. People trying to get out of Galveston found a lack of transportation to get off the Island. Afterwards, someone commented that it was a shame that volunteers could not have been used to drive the buses to help in the evacuations. It would have been a win-win situation. But there was no easy method to accomplish the task. Therefore people struggled unnecessarily trying to get out and buses were lost in the storm. But let’s look at what happened here, in West Memorial in 2008, after the storm. People came out and helped one another. Downed

trees were removed from the streets, even as the assessments were being done. It was a blessing that many just took for granted. Every action has a cost. The one we accepted, begrudgingly, was from those who waited. It is the same thinking that you see when individuals pass on the expense to another. We see it happening, when we allow, irresponsible actions from others. That mattress dumped on the school grounds, those tree limbs stuck in the recycle bins and others like this. They were irresponsible actions. During the Hurricane aftermath, debris thrown on to the esplanades was an extra expense. But it was caused by misinformation; at least I would like to justify it that way. Being responsible includes making note of time, date and persons that you have gathered your information from. Later, should it come up, it is easier to have the facts written down then recalling from memory. A lack of information is a matter of cost. Sharing the costs need to be an agreeable action.

Our Annual Meeting Update

Our Annual May Meeting will be on May 28th at 7:00 PM, you are an important part of the process. Give your proxy to a neighbor or send it in to High Sierra Management. During the Annual meeting, we discussed the Financials and some changes. A piece of information is being shared simply because we found it important. Keep an eye on our website and our newsletter, courtesy of Krenek Printing.

West Memorial Yearly Assessment Collection Process

High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full or an installment plan set up by February 1st of each year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February each year. The homeowner is not charged for this letter. In April, the management company will send a certified letter requesting payment to each delinquent homeowner who has not already set up an installment plan and the homeowner will be assessed a fee for the letter. expense is part of a process and not a punishment. It is something that can be discussed during our annual meeting.

Behind the Scene Insight

The inspector is hired by the Management Company and is sent out to collect data monthly. Your Directors will get these letters in the mail just like you. The only difference is that we have to correct it and then face our fellow Directors afterward. It makes us accountable to your cause as well as a reminder that no one should be “above the law.” We are not in judgment over every details, so speaking to us, helps keep it all on track. The Directors are neighbors that volunteer their time for our subdivision.

Patrolling Changes

Security on Duty may not always be in their Patrol Car; they have an opportunity to take training for Patrolling on Bicycles. So heads up… and keep our neighborhood safe for everyone.

Watch Your Signs!

Please make sure you take down your signs after a garage sale or election. Posting of signs is restricted by guidelines in your homeowner’s contract. West Memorial subdivision is a familyoriented neighborhood. We should resist the posting of signs, especially if we do not respect the community property and remove them after our event. Running a business out of your home is also restricted in your homeowner’s contract. Please be sure to read it carefully and adhere to all guidelines. We want our neighborhood to be a place people want to live! More information will be made available through other articles in the newsletter and through the West Memorial website as well. If you would be interested in sharing an article or otherwise contributing to the newsletter, please send your information and the article to or to my direct email address at It is still our neighborhood and your board of directors meets on the fourth Tuesday of each month at 7 PM in the clubhouse. Please come! Bring your concerns, your questions and your celebrations! We are here to help you! If you have questions about anything in our neighborhood, you should find a resource on our website or contact Tami Martin with High Sierra Management. You will find her contact information on the website and in this month’s newsletter as well.

The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood.

buying ants, roaches, termites, etc… Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at least 4” - 6” below the top of your homes exposed foundation edge/ side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy. Lawn - Spring is the perfect time to do a fungicide treatment to stop brown patch in its tracks along with other fungi. If your lawn is thin and weak in some areas, here are some important fundamentals: a) lawn aeration b) fertilization c) weed control.

Your Association pays for streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713207-2222 and report it. You may also report outages online at www. Each light has a number on it. When reporting the out light, give the pole number and street location. We want all lights to work. A lighted area is a safer area.

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also

Most important is proper watering • Water once per week (unless you get a 1/2” rain or more - then do not water.) • Water heavily (1” - 2”) for total lawn coverage. • In severe drought, water every 5th day. • Water from 5 AM to 7 AM in the morning - NOT AT NIGHT. • A heavy deep weekly watering makes the turf grow deeper, stronger and more drought resistant roots. • Less watering also saves you money!! Test scores released by the Texas Education Agency (TEA) from the 2012 State of Texas Assessments of Academic Readiness (STAAR) accountability test for grades 3-8 show that Katy ISD outperformed the state in every grade level assessment. The district also exceeded the state passing rate by an average of 13 points. “While we are very pleased that our students outperformed the state, that is not our only goal,” says Katy ISD Superintendent, Alton Frailey. “While we will remain competitive with our peer districts within the state accountability system, our primary objective is to provide each student high quality and comprehensive learning experiences.” The STAAR test assesses student performance based on the Texas Essential Knowledge and Skills (TEKS) learning objectives developed by the TEA. Because students took the STAAR test for the first time in 2012, test scores will not count in any way toward a student’s 2012 - 2013 state testing results, regardless if they passed or failed the test. The TEA is currently in the process of developing a new accountability system for the 2013 - 2014 school year. Additionally, the TEA will not be assigning accreditation status to school districts in 2012 - 2013. During the next two weeks, parents will receive their child’s Confidential Student Report, which provides a summary of how their child performed. Because the STAAR assessments are new and more rigorous than past TAKS assessments, many parents may see test scores that differ from previous TAKS test results.

T he Residential & Commercial Cleaning Kleaning C ompany

“The change in scores is not a reflection of the education that students receive as we continue to provide high-quality instruction that students and parents expect in Katy ISD,” says Katy ISD’s Chief Academic Officer, Dr. Christine Caskey. “Not only is STAAR more rigorous than TAKS, this was the first time students saw the format of the new test. As students and teachers become more familiar with STAAR, we anticipate that future scores will improve.”

e r y First Visit Only

Students who participate in the 2013 spring administration of STAAR will receive a new Confidential Student Report near the end of the 2013 school year. The 2013 spring administration of the STAAR will be the first set of test results that will count toward a student’s state testing performance.

In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year.

The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States.

There are not many strict requirements that need to be met to host a student.

HardiePlank Siding & Exterior Painting Energy Efficient Replacement Windows Re-Roofing -- Blown-In Attic Insulation

The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture.

There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home.

HardiePlank or Window Replacement *Minimum purchase required

The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested.

Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year.

Extend Life

With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start.
