Happy Valentine’s! CHRISTMAS HOLIDAY YARD CONTEST WINNERS
Once again, our residents did a wonderful job with their Christmas lights and decorations. The choice is always very difficult as there are so many beautifully decorated homes in our subdivision. The judging was done by Board member Cyndy Thompson, our Christmas Holiday Yard Contest Chairperson, who manages this annual event, as well as the Yard-of-theMonth program. Incidentally, she also decorated the entrances for us so we can thank her for that also. As usual, the contest resulted in the selection of a first, second and third place winner and each award recipient had the appropriate sign placed in their yard. This year the winners were: 1st Place - 22831 Bucktrout - Perry & Stephanie Rainosek 2nd Place - 22402 Wetherburn - Joe & Marilyn Susa 3rd Place - 1530 Carters Grove - Larry & Andrea Evans We hope that you and your family found time to drive around the neighborhood to see these yards, but if you didn’t, photographs of the three winners are posted on the Christmas Yard Contest page at www.wsmaonline.org our website. Our congratulations go to these winners and our thanks go to everyone who made the effort to brighten up our subdivision during this wonderful time of the year.
The Yard-of-the-Month award for January goes to Steve and Helen Barricklow of 22211 Bucktrout. Steve and Helen have lived in The Settlement since 1988, raising their four children here. Their favorite thing about the neighborhood is that it is established, contained and beautiful. They commented that even though their children, like those of many of the original families in the neighborhood, are now grown, it is nice to see new families with young children buying homes and also getting to experience the enjoyment of life in The Settlement. Steve and Helen’s yard is well-manicured with Boxwoods, Sega palms and Aztec grass, as well as a very neat and well maintained area of ground cover. Thanks to both of you for contributing so much to the beauty of our neighborhood.

WALKING IN THE SUBDIVISION
The tragic event that occurred in December in which a lady died after being hit by a car while walking at night in a Spring subdivision, should remind us that we all need to be more aware of this danger when walking in our neighborhood after dark. As we don’t have sidewalks and thus have to walk on the pavement, it is often difficult for drivers, even when driving below the posted speed limit, to see us if we are wearing dark clothing. To avoid a similar event, residents are advised to wear reflective clothing or carry a light of some kind that alerts approaching drivers to their presence. And of course, we should always walk on the left side of the street so that we are facing the oncoming traffic. We don’t want anyone to be hurt or worse, because they aren’t seen until it’s too late.

This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. If any resident wishes to update the information that they have previously provided for publication in the Maintenance Association Directory or on the Directory page of our website, they can do so by using the Residents’ Directory Entry form. This form is accessible via the Registration or Directory pages of our website www.wsmaonline. org The webmaster uses the information submitted to maintain the directory database. If the resident indicates on the form that he or she is agreeable to having that information accessible via the online Directory page, the update will be made as soon as possible usually within 24 hours. Throughout 2013, the information will also be marked for inclusion in any future edition of the hard copy directory, monthly updates of which will be emailed to all registered residents who can use them to manually annotate their copies. If the resident wants the information restricted to the hard copy directory, then it will be used only for this purpose and will not be posted on-line. A record of all changes since the last publication of the hard copy directory will be maintained and will be emailed to any resident who requests it so that they can keep their copies current. New residents to our subdivision are requested to use the same Residents’ Directory Entry form to register their information for inclusion in the directories or if they don’t want ANY information included IN EITHER the hard copy or the on-line directories, they can so indicate by completing the simpler form at the bottom of the Registration page. This request to new residents is included in the Welcome Packet given to each as soon as PCMI is made aware of the change in ownership.
STREET LIGHT OUTAGES
To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage (the website address). Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently
displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!
Reminder About House painting
Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) requires an additional lifeguard then the cost of the additional guard will be deducted from the renter’s deposit. • Two responsible adults must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM • A $100 refundable deposit is required.

Lifeguards will be ordered by the Association from the pool management company and paid for by the renter at same time as the rental fee. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required. Veterinary Public Health LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

For graduating seniors from Fort Bend County public high schools, The George Foundation has established a financial-need based scholarship program administered by Scholarship Management Services, a department of Scholarship America. Scholarships in the amount of $20,000, awarded $5,000 per year, are renewable for up to four years for full-time students attending an accredited twoor four-year public Texas institution of higher learning. STAAR SCORES WILL NOT AFFECT COURSE GRADES FOR 2012 - 2013
Texas Commissioner of Education Michael Williams announced today that he will again defer the requirement that states that STAAR end-of-course examinations be counted as 15 percent of a student’s final grade in each subject tested. With this announcement, local
school districts have the option to move forward with the 15 percent rule for the 2012 - 2013 academic year. Last year, Katy ISD opted to participate in the deferral as the district adjusted to the rigor of the new STAAR test. “Katy ISD will again participate in the deferral, as we feel that this will allow both students and teachers an opportunity to better understand STAAR, while focusing on the subject matter and not just a final test score,” said Dr. Christine Caskey, Katy ISD Chief Academic Officer. As posted on the Texas Education Agency’s website: “Deferring the 15 percent rule for this school year relieves some of the pressure being felt in Texas districts as we continue the transition to a more rigorous accountability system,” Williams said. “This deferral also allows the Texas Legislature ample opportunity to address the various issues and concerns that have been expressed about implementation of the new system.” On Nov. 29th, Williams received letters from Gov. The 2013 Katy ISD FFA Livestock Show and Rodeo
It made history in 1943 as the first of its kind to be established on a local school level and now the Katy Rodeo has grown to encompass three nights of rodeo entertainment for the whole family. 70 years later, the Katy Rodeo is one of the few remaining youth and professional rodeos still supporting FFA. In conjunction with the annual Katy ISD livestock show, the Katy Rodeo is an event that supports agricultural education within the Katy Independent School District. The livestock show, rodeo, carnival and parade draw sold out crowds from Katy and many of the surrounding areas.

The Katy Rodeo has something for all ages. The Katy Cowgirl Mounted Drill Team opens each night’s performance while a Katy ISD student performs the national anthem. The rodeo consists of all pro events including Bareback and Saddle Bronc, Steer Wrestling, Ladies Breakaway, Calf and Team Roping, Bull Riding and Barrel Racing while allowing the Katy youth to participate in junior Calf Roping and junior Barrel Racing. The young children can also participate in the rodeo events by joining the Stick Horse race or the ever-popular Mutton Bustin’. The KISD FFA students have a chance to compete in the “ever popular” Calf Scramble. The carnival also delights spectators of all ages, as well as the annual Saturday Morning Parade.

Hosting a foreign exchange student is easier than you may think
During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. Katy Churches Combine to Celebrate Christmas around the World
The December 9th concert, “Christmas around the World,” was the nineteenth year that the congregations of Epiphany of the Lord Catholic Church and the Katy Stake of The Church of Jesus Christ Williamsburg Settlement
of Latter-day Saints have combined for a Christmas concert. The collaboration began in 1994, at the invitation of Father Jack Dinkins, when new neighbors, the Katy Stake Center, was built across the street. This year’s choir was made up of 120 voices from both congregations, with the addition of a children’s choir of nearly 100, plus Epiphany’s small Contemporary Choir, as well as a community orchestra. The theme of the evening was introduced with flags from many countries being marched in while the congregation joined the choir for “O Come All Ye Faithful.” The Christmas music of the concert came from many nations: Italy, West Indies, Ireland, France, Ukraine, Spain, Switzerland, Germany, Austria, Philippines and Africa, as well as some English and American traditional tunes. There were several highlights. The Latin “O Magnum Mysterium,” gave the impression of a cappella beauty resonating in a Roman cathedral. “O Holy Night,” with the choir backing up Debbie Siebert’s soprano solo, brought audience members the Christmas glory they were hoping to feel. “Silent Night,” sung simply to guitar, as it was originally written, was essential. The two choirs and any who join them from the community, plan to continue the tradition for years to come, with next year marking two decades of singing together. Epiphany includes about 2,500 members in and around Katy. The Katy Stake includes 10 congregations in and around Katy, as well as north to Bear Creek and Copperfield areas and west into Austin County and beyond.

Fat Tuesday marks the end of Mardi Gras and the beginning of the Christian season of Lent. Many traditions celebrate Fat Tuesday with the eating of pancakes, giving the occasion the name ‘Pancake Tuesday’ or ‘Pancake Day.’ Pancakes contain flour, eggs and sugar, which were once forbidden rich foods during Lent.
