Tony Alexander BNZ Chief Economist Property Market Update The Labour Party proposed a few weeks ago handing over control of our long term savings to the Reserve Bank to use as a tool for implementing monetary policy. That policy would be unworkable given the lack of any information on how our economy and inflation are affected by changes in Kiwisaver contributions, the negative impact on savings returns in the long term, and the high likelihood that people would delay debt repayment when contributions were forced upward. Now Labour have proposed attempting to influence the housing market by altering the flow of foreigners coming into the country so population growth is kept at some optimum pace for housing affordability reasons. Here are some reasons why the policy wouldn’t work and would not be implemented. First, no political party including Labour has a population policy and if you don’t have a target for how fast you think population should be growing you can’t develop a migration policy with population growth in mind. Second, three quarters of the flows of people coming into New Zealand and migrating out are Kiwis over which policy has no influence. The burden of adjustment would fall on foreigners. But those people often take a long time to make arrangements for migrating to New Zealand and the speed with which our migration numbers turns means many would be almost near the end of their process when they would be locked out. In addition, at times when the overall migration numbers are falling it would not be possible to quickly boost foreigner inflows unless essentially one opened the doors to the many low skilled people with poor english language skills looking for anywhere other than their own third world country to live in. Third, almost every week there are surveys released showing Kiwi employers struggling to find staff. The country has a lot of construction work to do over the next few years and people from offshore are needed. Offsetting the effect of generally lowly skilled Kiwis not migrating to Australia by restricting inflows of skilled engineers and such like would have a very deleterious impact on our economic and income growth. Fourth, New Zealand has a bad reputation when it comes to receptiveness to foreign investment, and were we to alter migration rules willy nilly then our reputation as a good

place to put effort into trying to get into would suffer. And much as many Kiwis would hate to admit it, we are not top of the list of countries to which people want to shift. As with the Kiwisaver proposal for influencing inflation, full marks to Labour for thinking outside the square on the housing affordability issue. But as they have already admitted, they have no idea what numbers are involved. Therefore from a property buyer’s point of view I would not be holding off making my purchase just in case Labour wins the election and forms a coalition with the Greens and various rag tag parties even further on the left and restricts migrant inflows. After all, the Greens support letting more and more desperate people into the country, not fewer. There is only one way housing affordability will be sharply improved in New Zealand and that is if supply of new housing is radically boosted. But that is not going to happen as it would require such extreme steps as removing restrictions on where one can build houses, the types of houses, slashing council development and consultation fees, cutting building standards, forcibly breaking up the building materials supply sector, and buyers choosing standardised buildings rather than individually architecturally designed labours of love. House prices keep drifting upward with gains in Auckland and Christchurch slowly spreading at unpredictable speeds to other parts of the country. Just quickly, take note of some recent hefty cuts in fixed lending rates. Were I borrowing now I would look to fix three years at 6.25% or four years at 6.59%.
