No lifeguards on duty MONIQUE BASSON

hose looking to cool off at one of Kouga’s beaches, they now have to swim at their own risk as the beaches are no longer monitored by lifeguards. According to Kouga Municipal spokesperson, Laura-Leigh Randall, their will only be lifeguards at Dolphin Beach from November this year. “There are lifeguards at Dolphin Beach, our Blue Flag beach, from November to April. The other swimming beaches usually only have lifeguards over the December holiday,” says Randall. “The municipality has limited resources with which it has to deliver a vast range of services. This means that, when the new budget is approved annually, Council has to prioritise what can and can’t be done in any given year. When it comes to lifesaving services, having these available over the peak holiday season and during the Blue Flag season, was considered to be the priority.” Randall advises residents never to swim alone and to look out for the people you are with. “Also avoid places that are not considered safe for swimming. If you are uncertain as to the sea conditions at any given time, the National Sea Rescue Institute (NSRI)I can offer advice in this regard.” According to DA councillor, Brenton Williams, the DA believes there should be permanent life guards at the main beach throughout the year for a number of reasons. “Our beaches are our prime assets and Dolphin Beach in partic-

ular, is a world class swimming beach. We are trying to grow the tourism industry and having year round lifeguards on Dolphin Beach will make tourists and locals feel safer and more secure. On most sunny days, one will see people swimming at the beach even when there are no lifeguards on duty during the winter months, says Williams. “There has also been an increase in shark activity in recent times and having more eyes on the water will assist in lessening the risk of an incident and also to have a quicker response should an incident occur. Furthermore, we have some highly capable and experienced lifeguards in Jeffreys Bay who earn no income for six months of the year as they only get a contract from November to April. “We cannot expect to retain the best lifeguards if they can get better employment opportunities elsewhere on a permanent basis. We also need to deploy permanent security personnel to the Main Beach and extended beachfront area to prevent the criminal element from stealing and harassing people who want to enjoy our world class asset.”

Monique, whose recyclable dress was designed by Bianca Stuke from JBay Academy, was crowned the overall winner of the fashion show. Designers pulled out all the stops and impressed judges and spectators with outfits made from newspapers, cable ties, black bags, balloons, old ties and number plates. The fashion show will for the first time cross the boarders of the Kouga region and take to the catwalk at the Nelson Mandela Metropolitan University (NMMU) in Port Elizabeth on October 24, forming part of the opening ceremony of the prestigious First Lego League (FLL) tournament. MEC reaches out to family of murdered woman SOCIAL Development MEC Nancy Sihlwayi lived up to her promise of buying furniture for a Hankey family whose house was set alight after two of their members were raped and murdered last year. Claudia Antonie, 41, and her nephew Lukishia Plaatjies, 6, were gang-raped and brutally murdered in the house in August last year, after which the perpetrators allegedly set the house on fire in an apparent attempt to erase evidence. The plight of the family was brought to the attention of the government during the provincial commemoration of the 16 Days of Activism on No Violence against women and Children which Kouga hosted. Then, Sihlwayi made a commitment to procure brand new furniture for the family and to facilitate a construction of a new house with the Human Settlements MEC. Though the furniture could not immediately be delivered due to delays by the service provider, there was proof that it was ready and safely stored in the provider’s warehouse in Port Elizabeth and would be delivered on demand of the Antonie family. At a handover event held at the Vusumzi Landu Hall in Hankey, the family were given

bedroom linen for their new beds. “We are responding to the cries, hopelessness, the lack of confidence and the feeling of exclusion felt by this family due to the cruel manner which they lost their loved ones,” said Sihlwayi. “We have a mandate as a department to restore the dignity of our people which for years they have been stripped of. We also have a responsibility to provide relief and some comfort for victims of abuse, such as the Antonies here,” she said. Sihlwayi hit out hard at illegal shebeen operators whom she fingered as contributing to moral decay as they never stick to regulations such as closing times, thereby contributing to youngsters loitering at dangerous hours of the night and morning and are therefore exposed to crime, as victims or perpetrators. “Many people engage in substance abuse as an escape from challenges such as poverty. We need to soberly confront challenges for us to be able to think of ways to bring about meaningful change,” she concluded to loud applause from the crowd. The application for a house is now with the office of the Human Settlements MEC and is being processed. It could not be immediately confirmed when construction would start

due to departmental processes that needed to be followed. Kouga Executive Mayor Daphne Kettledas thanked the people of Hankey for rallying around the Antonie family throughout the difficult period and for ensuring that suspects of the crime were arrested within 24 hours. “We may not be able to take away the pain completely, as it is unthinkable that human

‘Kouga not ready for Thyspunt’ “THE Kouga Muncipality is unequipped to handle a mega project like Thyspunt.” The sobering reality of the impact a mega project can have on a rural municipality was discussed at a public meeting in Humansdorp on Saturday. Astrid Basson, a DA councillor in the Lapelale Municipality witnessed the impact the construction of the Medupi Power Station has had on her town. “Unless careful planning and preparation takes place prior to the building of a mega project, the impact on a rural municipality can be severe,” says Basson. “Lapelale has been subjected to increased sewage spills and deteriorating roads due to the influx of people and traffic into the town. There has also been a major increase in crime as many job seekers failed to find work and they resorted to house breakings to survive. “The local police station was never upgra-ded, as the state departments like the

police and health care view a project like Medupi as being temporary, so no plans were made to deal with the increase in population.” The positive spin-offs from Medupi have been an increase in house prices, accommodation establishments have benefitted as have bottle stores and the catering industry. A shopping mall and a private hospital have also been built in the town. However, any expectation that Eskom would wave a magic wand over the town and fix up the infrastructure were quickly dispelled. “Eskom spent R 11.5 million fixing the road to Medupi, R 10 million on a new transformer, R 31 million on a new sewage station and R 3,8 million on clinics,” says Basson. The advice Basson has for Kouga is simple: “Plan for all contingencies prior to the start of construction should Thypunt become a reality. “Make sure policies are in place for any

contractor camps that will be built, make sure all spheres of government are involved in the planning process to ensure basic service delivery is not compromised, what measures are in place to make sure locals are actually employed, and engage with the Police to ensure they are equipped to handle an increase in crime, drug usage, alcohol abuse and strike action.” The leader of the DA in Kouga, Elza Van Lingen, says that it is clear that Kouga is totally unprepared for a project with an estimated budget of R200 million. “If we look at the sewage spills and the state of our roads at present, there is no way Kouga Municipality will be able to handle a mega project.”. There is still a lot of uncertainty about whether Thyspunt will go ahead or not. Residents are still awaiting the final draft of the Impact Studies, which have revealed serious flaws, and the nuclear deal has yet to be approved by Parliament.

Housing list withdrawn, not scrapped THE housing list for RDP houses in Humansdorp has been temporarily withdrawn and will be tabled once again to the Kouga Municipal Council in time to come. This is according to Executive Mayor Daphne Kettledas. “Portfolio Councillor of Infrastructure, Planning and Development councillor Patrick Kota recommended to Council the withdrawal in order to comply with certain legislative requirements, as well as consultative processes before Council could approve the list. The same process was followed in respect of the other two projects, but not with the 391 houses planned for Kruisfontein,” says Kettledas. “Once the process is done, the item will be tabled once again to Council.” Kota explained that before the lists for the 220 houses for Pellsrus and the 1 500 houses Ocean View were finalised for tabling before Council, meetings between the Portfolio Councillor, the Housing Project Steering

Committees and the ward councillors of the affected wards were held to iron out some concerns and to ensure that everyone clearly understood the process of allocation. “This kind of meeting is still outstanding between the mentioned groups and the ward councillors of Wards 4 and 5. This was explained to both councillors in the said Council meeting, but it appears they did not understand or agree with this detail. The meeting is meant to take place before the end of September,” says Kettledas. “The procurement process for the construction of the 391 houses in Kruisfontein is already under way by the Department of Human Settlements, with the tender having closed on July 3. The technical evaluation is in progress and we are looking forward to Bid Evaluation and Bid Adjudication processes. “The above should clarify that the withdrawal of the beneficiary lists, temporarily we might add, does not amount to halting or

delaying the process of construction. The lists will, in any case, go back to Council for adoption once finalised.” According to Kettledas, the municipality has thus far displayed commitment to delivery of houses for all its communities, in particular Kruisfontein where the 391 units would only be a first phase of a bigger project, with 139 and 2 109 housing units to be built for Arcadia and Kruisfontein respectively. “We are committed to deliver these in line with national regulations and standards. To unlock the other two phases, the municipality is busy with the construction of an Outfall Sewer Plant with R8,4 million being spent on this project and an upgrade of the Kruisfontein Waste Water Treatment Works at R64 million,” she says. “The communities of Kruisfontein are aware of these projects and what they are intended for. So, there will be houses for Humansdorp, 391 in the immediate future and a further 2109 in the following phases.”

Explore the wonder of SUP with JBay Adventures JAN OLIVIER IT does not matter if you are male or female, young our old, an experienced surfer or if you haven’t touched a board before at all. Stand Up Paddling (SUP) is for everyone. SUP combines a full body workout in an extra- ordinary environment. Ride ocean waves, paddle over coral reefs with crystal clear water, enjoy sunrises while standing up paddling offshore, or use your paddle board to discover wild and unspoilt coastlines. Instead of lying on your chest and jumping to your feet when you catch a wave, you stand, propelling yourself through the water with a long paddle or oar. A stand-up paddleboard is thicker, wider, and longer than a surfboard, so it’s easier to stand on and provides more stability on choppy water. We just had to try it. SUP has been around for millennia but has only became a more modern sport since the 1940’s. It seems that with our rushed lives, our hobbies are also becoming more extreme. Antonio from SUP Tours, which forms part of JBay Adventures, made sure our initial expectations were crushed. I could never have expected what a truly awesome experience awaited us. We arrived at JBay Adventures early Saturday morning and quickly got distracted by the amazing views this jewel of a place has to offer. Everything just felt right and I guess that is why the word “Adventures” features in their name, a true hub for all kinds of expeditions, safaris and experiences. We discussed the game plan before heading off to Kabeljauws River on the northern side

of Jeffreys Bay. After a quick safety talk we inflated the SUP boards. These boards weigh only 2.5kg and can fit into a bag, making it a great option for families with limited vehicle space. This is great because you can purchase or even rent a board from Antonio to go and explore the wa-

terways. Once we got going I found it much easier than what it had looked like and I came to the conclusion that if you can stand on one leg for 5 seconds and not have dirt on your face, you will enjoy this. The SUP boards are manoeuvrable and wide and offer very good stability.

Classes of all grades had to develop a product out of recycled materials that could be marketable and profitable. The projects included candle holders, lanterns, placemats, dollhouses, flower crafts, an organiser, a thermometer and even a broom made out of 18 plastic cool drink bot-

tles. The ultimate winner was the Grade 1 class with a herb garden planter for your kitchen made from painted plastic bottles on a wooden base. The school has an array of on-going projects. There are also the choir that performs at gala events, a dance project, handyman project, chess, knitting, landscaping, beads and hospitality. Soon these learners will take all the sport awards too. Kings College is a small school with lots of determination, commitment and gratitude, but most of all with values and lots of love.

CELEBRATE TOURISM MONTH AND WIN

Tourism is what makes the Kouga go around, and locals are being encouraged to join in and explore what it is that keeps international visitors coming back time and again. The Kouga Local Tourism Office, in conjunction with the Kouga Express, will pay tribute to the region’s rich heritage and the great strides which the tourism industry has made to be recognised as a key economic driver in the region - all in celebration of Tourism Month and Heritage Day. Each week for the month of September the Kouga Express will publish an article highlighting some of the best historical tourist attractions in the Kouga. First under the spotlight is the Kouga Dam which nestles like a silent giant just 26km’s out of Patensie. One imagines God scooped out the rich red earth of the valley so as to help the genius engineers in the not so humble task of creating this manmade wonder that is the Kouga Dam. Take a slow meandering drive to the dam and see if you can spot Queen Victoria’s bust in the conglomerate of cliffs along the Gam-

toos River - you can only see it from the west, so you need to stop and look back. The Kouga Dam is the lifeblood of the valley, which irrigates most of the farmland. Initially called the Paul Sauer Dam, it also supplies Port Elizabeth with most of its water. Construction of the dam began in 1957 and it was officially opened in 1969. The dam is a double curvature arch dam 82m high with a storage capacity of 128,7 million m3. Provision was made in the design to allow for a future raising of the water 1evel by some 15,2 m. The construction of the wall marked the beginning of an era of double curvature arch dams in South Africa. Besides the normal central overspill section, flood-control sluice gates with chute spillways were provided on the left flank. WIN! WIN! WIN! From there it’s a quick two-day break before the Billabong SA Junior Champs presented by BOS begins at the Lower Point in Jeffreys Bay. “We’re excited to be hosting the South African Junior Champs in Jeffreys Bay this year ,” says Billabong South Africa Marketing Manager Chad D’Arcy. “We are looking forward to having the best junior surfers in the country competing for their District titles, as well as individual titles. It’s a great achievement to be a South African champion, and there will be some proud moments when we award these titles.” Crystal Hulett is one of the local favourites for the two events, as she is a stand-out surfer at both venues. Crystal, from St Francis Bay, has plenty of victories under her belt and is undoubtedly going to excel in the Eastern

Cape point breaks. A natural-footer (left-foot forward) Crystal is adept at surfing the longer waves of the Eastern Cape, and stringing together series of moves and combination moves in order to impress the judges. Joshe Faulkner is another local surfer who is set to impress. Joshe surfs with his rightfoot forward, is thus a goofy-footer and has his back to the right-hand point breaks of Seal Point and The Lower Point, Jeffreys Bay. Joshe placed third in the u.15 division last year but will be surfing in the next division, the u.17 division, this year. Historically, the later part of the year is good for surf in the Eastern Cape, with September and October always good for swell and winds. Seal Point is one of the most consistent waves in the area and there are always waves to be had there, and the Lower Point in JBay is also consistent, and with it being a sand bottom point there are always waves to be had. With surfers from all over the country flying in for the two events, the local surfers are going to have their work cut out for them during this fast contest period. With prizes and prize money on offer, as well as South African Champion titles in hand, the junior surfers will be going all out to finish the year off with a bang.

Die Laerskool Stulting het vanjaar uitstekend tydens die jaarlikse netbal­uitdaging gevaar. Die o.12A­span is as die provinsiale wenners gekroon, terwyl die o.13A­span as provinsiale naaswenners weggestap het. Tydens die nasionale netbal­uitdaging in Pretoria het Rudi van Pick ’n Pay, Francois van Labacor, Wendy van Supa Quick en Johnny van Diesel Mechanical Services gesorg dat die spelers snoesig bly.
