The document is part of preliminary reports from the office of the Auditor General and both the municipality and the AG’s office are still busy with the internal processes which will lead us to the release of the audit opinion by the AG when the process has been finalised. “We would only be able to comment when the AG has released the audit opinion and Council has been able to interact with that report.”

ONFIDENTIAL municipal statements have “mysteriously” found its way to the streets of Jeffreys Bay for every Rag-tag and bobtail to see. When the resident - who found the statements laying in Diaz Street - attempted to return it to the municipality, ownership and knowledge of such statements were vehemently denied by the municipal official on duty. According to the resident, who wish to remain anonymous, he came across the statements when the municipality phoned him, requesting that he clean up his rubbish that was supposedly laying in Diaz Street. “It turned out that this “rubbish” does not belong to me at all, but are in fact the property of the municipality,” said the resident. According to the statements, which has been confirmed to be part of preliminary reports from the office of the Auditor General, the Kouga Municipality owes Eskom close to R16 million and has debt to the amount of over R14.5 million by the Department of Transport. They, furthermore, owe the Office of the Auditor General over R5 mil-

Criminals outsmarted by police and technology OUTSTANDING and innovative detective work, mixed with a healthy scoop of technology savvy, led to the arrest of two men hours after they stole cell phones from a house in Wavecrest, Jeffreys Bay. According to w/o Petra Els from the Jeffreys Bay Police Sation, Mandla Mphokeli (28) and Mthobezweni Madikizela (25) from Ocean View, Jeffreys Bay were arrested on November 3 for house breaking and theft. They appeared in the Humansdorp court on Monday, November 5. “After receiving a report of house breaking in Wavecrest, during which two cell phones – a Blackberry and Ericsson phone – were reported missing, constable Mveleli Ncana and Lulamile Mshweshwe from the Jeffreys Bay Police Station left no stone unturned to ensure the suspects are taken to task,” said Els. “Fortunately the complainant had Blackberry Protect installed on his stolen cell phone. Armed with his son’s cell phone, the complainant were able to show the police officers the location of his stolen phone as displayed on a map on his son’s phone.

It was determined that the address displayed on the phone was at Winnie Mandela Street in Jeffreys Bay. At said address two men were found. “The one man, the owner of the house, denied any knowledge of the stolen cell phones and pinned the blame on the second person who had come into his house in the early hours of the morning,” said Els. “The one suspect was taken to the police vehicle and police officers searched the house in the presence of the owner. They activated a forced ring on the Blackberry and found both phones hidden away between a wooden pane and a piece of plastic at the window. Both the phones memory cards were already removed and the one suspect was taken to the police station for questioning. The officers, however, received information that the owner was in possession of the memory cards. “They then went back to the house where they found the owner with the memory cards. When they inserted these cards in the phones they established that the owner of the house had taken pictures of his girlfriend with one of the stolen phones, thus proving his involvement.”

Another scam targets local residents YET another inventive and very believable scam has found its way to Jeffreys Bay. According to w/o Petra Els from the Jeffreys Bay Police Station, the newest scam by con artists comes in the form of a telephone call which is allegedly from a representative from an IT company under contract from Microsoft. “The person phoning begins by giving his or her name and surname. The caller then proceeds to ask whether your computer works on Windows XP or Windows 7. The next question in line is to find out if you have internet access to that specific computer and if you are the legal owner of the computer. The reason for this is that only the owner has administrator privileges which give him or her access to the computer’s operating system,” said Els. “The caller then guides the unsuspecting resident to enter a number of keys in order to gain access to that specific computer’s operating system. They caller then asks the person

on the other side of the phone to read back the number or phrase displayed on the computer. After you have read back the number or phrase, you are informed that your computer has been infected and that you need to download a certain programme to rectify the problem that has occurred on Windows. This programme is available on their website at no cost.” According to Els, once the programme is downloaded - which is in fact a virus infecting the specific computer by opening a backdoor Trojan - these con artists are able to gain access the computer over the internet without the owner of the computer’s knowledge. “From there they can go through all your files and retrieve personal details such as banking information, credit card information inter alia,” said Els. “These people are so sure of themselves that they will even phone the resident back to make sure that their programme has been downloaded.”

St Francis Sustainable Seas Centre opens this Friday ESTI STEWART A NEW working visitors centre, the St Francis Sustainable Seas Centre at Port St Francis, will be officially opened on Friday, November 9 with a dinner with guest speaker Peter van Kets, followed by an open day on 10 November that will end with music and a braai on Squid Square while rubbing shoulders with a few King’s rugby players. Peter van Kets is no stranger to St Francis. He has twice rowed across the Atlantic Ocean in unsupported races, one being a 76 day solo journey. 153 Families benefit from electricity project MONIQUE BASSON AFTER 15 years of living without electricity, facing various criminal elements emerging from the dark as soon as the sun goes down, more than 150 families from an informal settlement in Humansdorp now have electricity for the first time. After a year of careful planning and hard work, Executive Mayor Booi Koerat, who grew up in this area and buried his father here, had the privilege of switching on the very first electrical light on Thursday, November 1. “Today I am very proud of what we have achieved,” said Koerat. This initiative forms part of a R1.7 million project that saw the electrification of the Old Golf Course settlement at KwaNomzamo, benefitting 153 families living in informal houses. Two big lights, lighting up the whole area, will also be installed. According to resident Buntu Ganto, who have been living in KwaNomzamo for the past ten years, having access to electricity will ensure a much better and safer life for all of them. “We will no longer have to fear criminals hiding in the dark and we will be able to send our children to the shops without fearing for their lives,” said Ganto who smiled from ear to ear when the light in his house was

switched on. Nobuhle April, who also fought for this project, said not only will the criminal elements be reduced, but a lot less houses will burn down now that they have electricity and do not have to use candles for light. “We have suffered a lot in the past, but things will be a lot better now.” Koerat said: “The Kouga Council is committed to improving the lives of our people. Our ultimate goal is to ensure that each of these families have a proper house, but there is a lengthy process that must be followed before this can be achieved. “Consequently, we have decided to start with the electrification of the sites as a first step, so that the families living here at least have access to power. Electricity is something many people take for granted, but to many of these residents it is a ‘luxury’ they have never known before. “This day marks the beginning of great things still to come. The second phase of the planned infrastructure upgrade will see to it that each family will have running water coming from a tap in their houses, and they will also have flushing toilets. Upgrading the roads is also high on our list of priorities. We are, furthermore, busy negotiating with a neighbouring farmer to buy land from him in order for us to build additional houses for our people.” According to Koerat, they hope to complete this infrastructure upgrade within the next three years.

PLANS for a handicap-accessible ramp to be constructed at Dolphin Beach received the green light from the Kouga Municipality. On completion, the ramp will make the beach accessible to people with disabilities. According to municipal spokesperson, Mfundo Sobele, construction of the new ramp - to be built at a cost of R200 000 - is set to be completed by the end of this month in time for the hoisting of the Blue Flag and will be replacing the current wooden ramp at the main beach. The project is funded by the Department of Environmental Affairs and forms part of their efforts to assist coastal municipalities

A contractor will be appointed very soon. “The facility will be there to provide better access to the beach for people with disabilities.” According to Jakkie Pieters, who is from Kouga APD and who is wheelhair-bound himself , the new ramp will include a deck on the beach where people can convene with their families. Pieters has been fighting for better access to public places for some time now.

Op 10-maande kon die dokters geen teken van kanker by haar vind nie.

“Ek het vir die Here gesê dat ek baie graag ’n groot bedrag geld vir die uitbreiding van Sy werk sal wil gee, maar ek het nie baie geld nie. Ek belowe egter dat wat ek met my twee hande kan doen, sal ek met ’n lied in my hart en ’n glimlag op my gesig vir Hom sal doen.” Meyer was vir etlike jare die sameroeper van die groot koektafel by die NG Kerk se jaarlikse fondsinsamelingsbasaar waar sy meer as 110 koeke en terte op ’n keer gebak het. Sy het ook as ’n diaken en ouderling gedien, en is ’n ware steunpilaar in die gemeenskap van Astonbaai waar sy al vir die afgelope 33 jaar bly en van haarself gee. Sy het verlede jaar besluit om meer tyd by haar kinders te spandeer en het uit al haar leiersposisies te bedank. Dit beteken egter nie dat sy nie meer na haar medemens uitreik nie. Volgens Meyer kook sy nog gereeld beskuit en konfyt en vat die pakkies na siek en oumense in die gemeenskap. “Ek gaan nooit met leë hande nie en koop nooit iets nie - ek maak alles self, ek gee in der ware van myself.” Meyer gee ook twee maal ’n week ’n gekookte bord kos aan ’n familie in Astonbaai. Meyer som haar liefdesdiens soos volg op: “Die Here sê in Sy Woord dat jy jou naaste moet liefhê soos jouself. Dit is wat ek probeer doen, liefde uitdra na my naaste toe.”

Enter our Christmas baby competition K

OUGA Express is once again looking for a baby to grace our front page of the last edition of the year – our Christmas edition on Thursday, December 20.

The Kouga Express RRAD Photography Christmas Baby Competition is aimed at making the day even more special for babies who are celebrating their first Christmas. The competition is therefore open to all babies who are younger than one year old on December 25, 2012 and who is resident in the Kouga. To enter, parents must send a recent colour jumbo-size photograph of their baby with the details of the baby: name and surname, date of birth,

residential address and contact details of the parents. Entries must reach our offices at 2 Corporate Park, 75 Da Gama Road, Jeffreys Bay before 4pm on Friday, November 23. Entry is free of charge. No e-mailed entries will be accepted. Computer printouts or photos larger or smaller than jumbo size will also not be accepted. Parents can enter any recent photo for the competition. Entry photos do not need not have a Christmas theme, and baby’s face must be clearly visible. The winners of the competition will be re-photographed by RRAD Photography for the front cover of the newspaper. The winner will be selected from the photographic entries by judges

who will be representing the prize sponsors. Entry photos will be selected, at the discretion of the Kouga Express Editor, to be published in the run-up to the finals. Not all the entries will be published in the Kouga Express. Winners will have to be available between December 1 and 9 for the front-page shoot, which will be done by RRAD Photography. The winner will also receive photos from this shoot on a CD as a keepsake of the event valued at R2 400. He or she will furthermore be the lucky winner of a ÉFA Bamboo Nappies hamper to the value of R900 which includes 6 nappies - 3 Baby Bamboo Nappies and 3 Baby Polyester Nappies - 2 night boosters and 2 baby wetbags.

Model stel studies eerste NADAT Susan Scoeman (17) van Jeffreysbaai onlangs as finalis aan ’n landwye kompetisie deelgeneem het, het sy nooit kon dink dat daar na die tyd ’n opwindende aanbod hieruit sou voortpruit nie. Susan,’n graad 11-leerling aan die Hoërskool Nico Malan op Humansdorp, het ’n baie aanloklike aanbod vir ’n loopbaan in modelwerk ontvang. Nadat sy aan die Suidkus van Natal aan die finale rondte van die Miss Summerheat South Africa deelgeneem het, was die ervaring vir haar meer as genoeg beloning vir die maandelange geldinsamelingspoging. Al die deelnemers en finaliste moes fondse insamel vir Mission Rhino se voorkoming van die uitwissing van renosters. Terug op Jeffreysbaai het Susan ’n telefoon-oproep ontvang van Elsubie de Lange, die Direkteur en stigter van die bekende Just You Model & Artist Management. Elsubie, wat tydens die kompetisie as een van die beoordelaars opgetree het, was so beindruk met die nooientjie met die raafswart haarprag en spierwit sprankel glimlag, dat sy vir haar ’n aantreklik uitnodiging as

model, na Gauteng gerig het. Susan wat beplan om oor ’n raps meer as ’n jaar, tandheelkunde te gaan studeer, voel egter dat dit nou tyd is om haar volle aandag aan haar studies te wy. Sy het reeds verskeie titels agter haar naam, en glo dat sy wel eendag die geleentheid sal kry om weer aan soortgelyke kompetisies deel te neem. Susan het ’n totaal van R10 000 ingesamel tydens haar tyd as streekstitelhouer van Miss Summer Heat South Africa. Sy het ondermeer ’n baie suksesvolle Mission Rhino-golfdag op Jeffreysbaai gereel.

Volgens die rekenaarbrein agter die Klub, Kassie de Jongh, het hulle met ’n skamele vier leerders in 1997 vanuit ’n motorhuis begin. “Vandag spog ons met nie minder nie as 50 ywerige leerders,” het De Jongh, wat ’n groot passie vir kinders het, gesê. Elnic Rekenaarklub bied opleiding in al die Office programme - insluitende Microsoft Word, Excel, PowerPoint en die Internet - en maak voorsiening vir leerders vanaf 6-jaar tot graad 12, asook vir ouer mense wat graag met rekenaarprogramme vertroud wil raak. Die oudste leerder wat al deur De Jongh opgelei is, is ’n 82-jarige

dame wat graag haar eie outobiografie wou skryf. Vanaf graad 8 kan geregistreerde ICDL leerders die ICDL eksamen aflê, wat ’n internasionale erkenbare rekenaar-geletterdheid eksamen is. “Graag wil ons aan al ons oud-leerders en die gemeenskap baie dankie sê vir hul ondersteuning die afgelope 15 jaar,” het De Jongh gesê. Swarts van die Provinsiale Verkeersafdeling Humansdorp was die betrokke aand aan diens en het onverpoos by my gewaak vir ongeveer 2 ure totdat die AA dienste opgedaag het. Hulle behulpsaamheid het nie ongesiens verbygegaan nie, en ek wil graag my opregte dank aan hierdie twee here oordra. Ook wil ek graag my dank uitspreek teenoor Riaan de Vos van Auto Towing en al die personeel van Dirk Ellis motors wat so behulpsaam was en seker gemaak het dat ek die volgende oggend reeds in Port Elizabeth was..

Louis Rautenbach van Humansdorp skryf: Hiermee wil ek graag die Poskantoor op Humansdorp in geheel komplimenteer, en ook in die besonder die personeel van harte bedank. Dit is altyd skoon en netjies in die gebou, en dinge word ordelik gedoen. Die vriendelikheid van die personeel is sonder uitsondering uitstaande, en die tempo en ywer waarmee die kliÍnte bedien word, is besonders prysenswaardig. Ek wil die mense wat vir ons as kliÍnte bedien, opreg bedank. Dit is gewoonlik geen plesier om op enige plek in ’n tou te wag nie, maar werklik, om net die mense se toewyding en ywer te sien, maak dit ’n aangename wag en aangename erva-ring om die Poskantoor op Humansdorp te besoek. Julle laat mens sommer weer goed voel vir die dag en uitsien daarna om die Poskantoor weer te besoek. (En waar kry mens nog die Bestuurder wat persoonlik betrokke raak en altyd ’n vriendelike groet het?). Ek merk op dat Humansdorp die Poskantoor toekenning vir kliÍntediens ontvang het. Baie geluk, u en u personeel verdien dit. Weereens, baie dankie. Ek sou graag persoonlik elkeen afsonderlik en opreg wou bedank, maar dit is mos maar ongelukkig nie altyd moontlik nie.

En weet jy, dit is nie nodig om jou gordyne permanent toe te hou nie - sit net kantgordyne voor jou vensters en niemand van buite insien nie, terwyl jyself steeds kan uitsien. Ek bly in ’n gebied met baie klein erwe, die huise baie naby aanmekaar, langs my is ’n drieverdiepinghuis. Tog kyk ons nie in mekaar se kospotte nie, want kantgordyne gee ons privaatheid. Kalmeer en maak vrede met jou bure - vrede en vriende.

Dit word dan ver-koop deur die kinders wat op hul beurt weer skoolbenodighede koop by die herwinningsprojek in Pellsrus. Afgesien van die gemors doen hulle eintlik ’n goeie werk. Nou wil ek vra, asseblief kan julle nie saam werk en die goed in óf ’n deurskynende sak sit óf so dat hulle kan weet dit is vir hulle uitgesit. St Francis MTB Challenge postponed ESTI STEWART THE St Francis MTB Challenge has been postponed to February, 24, 2013. All the routes are still under water, and with only three weeks to go, not making a decision now was looking for trouble. “I believe in safety first. The program for the weekend will stay the same, with the Balobi Team Day Ride and individual Night Ride on Friday, the Port Hole Kids Fun MTB Ride on Saturday morning and the main 15km, 35km and 80km distances on Sunday from the St Francis Links.
