HEARING AIDS AND HEARING TESTS

KOUGA EXPRESS | THURSDAY 28 NOVEMBER 2013

All set for safe festive season MONIQUE BASSON RESIDENTS can expect more roadblocks, more patrols and a “zero tolerance” attitude this December and January. The Kouga Municipality have all their ducks in a row to ensure a safe and successful holiday season for residents and tourists alike. They will leave no stone unturned to enforce the law fairly, but robustly. According to municipal spokesperson Mfundo Sobele, the municipality will appoint eight additional traffic officers on a temporary basis to help ensure a safer festive season - clamping down on drivers under the influence, as well as those with no regard for the speed limit. “We will have a zero tolerance campaign on drinking and driving, as well as motor-

ists driving without a licence,” says Sobele. “We will furthermore clamp down on unroadworthy vehicles and conduct free roadworthy tests at our station between December 2 and 5 in order to combat infringements of the law.” Sobele continues that municipal officials will assist with traffic control at busy intersections during the holidays and point controls will be conducted at various entrances to the beaches, particularly on New Year’s Day. “All of this will be done to ensure that our roads are safe for all users.” Sobele says: “Joint operations with the SAPS will be carried out, with a special focus on illegal liquor trading and the monitoring of liquor trading hours.” Residents will also be relieved to hear that strict measures on stray animals will be enforced. “These animals cause damage to properties and pose a great danger to moto-

rists,” says Sobele. “No animals will be allowed on the Blue Flag Beach (Dolphin Beach), as well as other beaches. Dogs must be on a leash for the safety of beachgoers and others animals. “Our officers will conduct regular patrols on beaches to guard against alcohol consumption.” Prospective criminals will have to tread lightly as four additional Law Enforcement officers have been appointed for the season. “These officers will be deployed at Dolphin Beach to make sure people abide by the rules and that they keep up with the standards of the Blue Flag.” Some 27 additional life guards will be appointed, of which 18 are trained locals. “We request residents and visitors not to be alone or swim in remote areas as they may be out of sight of the life savers.”

ARE you tired of the murder, rape and abuse of children and women? Role players in Jeffreys Bay joined hands and are set to take to the street in protest. The Assembly of God, in conjuction with the Jeffreys Bay Police and Traffic Department, will host a prayerwalk on November 30. The walk will start at Shoprite Usave at 10:00. The Prayerwalk froms part of the 16 Day of Activism against Women and Children. Everyone is welcome to join the walk. For more information, contact Margaret at 0 084 026 2636.

Warning: dog snatchers posing as SPCA inspectors MONIQUE BASSON The Department of Social Development and Special Programmes handed over a 16 men squid vessel, called the SnowGoose, to members of the Oyster Bay Fishing Project on November 22. ONE OF A KIND

Oyster Bay youth receives fishing boat THE Department of Social Development and Special Programmes handed over a 16 men squid vessel, called the SnowGoose, to members of the Oyster Bay Fishing Project. The R800 000 fishing boat was officially handed over by MEC Pemmy Majodina on November 22. Over the next 5 years the members of the Oyster Bay Fishing Project will be able to catch, process, and market their fish, and they will learn how to run the boat as a business. The entire project will be mentored by Balobi Fishing Enterprises until such time the Oyster Bay Fishing Project will be able to run the boat and its catches as a fully fledged business venture. Majodina said: “The Department founded and support this Project because of the good motives the project members have for the community. They are not there to enrich themselves, but endeavour to uplift the community as a whole. They care for their society and strive to protect and develop the poor and vulnerable, creating a better life for all. “Oyster Bay is the only black-owned fishing corporative in the country.” Founded in August this year, Project members took to the sea in October - returning

with 900kg of squid and securing R80 000 for the Project. With the re-opening of the season, they again set out on November 22 in conjunction with 25 other fishing boats. The SnowGoose will be at sea for three weeks. It is estimated that members of the project can make more than R800 000 in the 21 days that the fishing season is open. All fish are sold to Balobi Fishing Group, which is an integrated fishing group located in Port St Francis. They package and export squid, hake, pilchards and line fish. Future plans for the Project include the awarding of bursaries for students passing grade 12 by 70% or more. The Oyster Bay Fishing Project consists of seven previously disadvantaged members six males and one female - and was funded by the Department in August this year to the tune of over R1.4 million. The aim of the project is to uplift members and their community from poverty and to create job opportunities in the small scale fishing community of Oyster Bay, as well as to address issues of food security. On the day, Majodina also distributed food parcels to 20 needy families of Oyster Bay and surrounding farms.

THE Humansdorp SPCA has issued an urgent warning to pet owners to be aware of imposters posing as SPCA inspectors. According to Jessica Naudé from the Humansdorp SPCA, reports of pets being stolen throughout the Kouga are rife at the moment. “We received a number of complaints where these imposters collected dogs from their owners under the pretext to have them vaccinated. None of these dogs were ever returned. These incidents mainly took place in the informal settlements. “The thefts have happened during the day and night. We are urging the community to be vigilant after this spate of recent dog thefts and attempted dog thefts. “It is believed that these dogs are being used for illegal dog fighting.”

According to Naudé the most wanted dogs are German Shepherds, Rottweilers, Pittbulls and Boerbulls. These are high in demand because they are more aggressive and healthier. “Do not hand over animals to anyone claiming to be from the SPCA without checking first,” says Naudé. “Genuine employees will wear the official uniform when on duty with registered insignia, they will be in possession of formal identification and will not be afraid of anyone verifying that they are who they claim to be. “We ask everyone to be sensible and alert. Even if an individual gives a telephone number to ring, ensure it is the actual number of the SPCA. We urge everyone to have the number of their local SPCA on their cell phones.” The Humansdorp SPCA can be reached at 0 042 295 2814.

KOUGA EXPRESS | THURSDAY 28 NOVEMBER 2013

Kouga wins court battle against DA THE Democratic Alliance (DA) suffered its second defeat against Kouga Municipality this year when the Supreme Court of Appeals dismissed, with full costs, an appeal by the party that the appointment of the municipality’s directors be declared unlawful. The DA also lost the case in the Port Elizabeth High Court in January this year, also with full costs. Welcoming the judgment, Kouga Executive Mayor Booi Koerat said the Supreme and High Court decisions made it clear that the appointments were legal and that the incumbents had the necessary qualifications, skills and experience to head the institution. The judgements followed claims by the DA last year that the municipality had acted unlawfully when it appointed directors Carleen Arends (Tourism, Creative Industries and Local Economic Development), Carlien Burger

(Finance), Victor Felton (Infrastructure and Planning), Japie Jansen (Social Services) and Thobeka Tom (Administration, Monitoring and Evaluation) in August 2012. “It is good to have confirmation from the highest courts of law that the right people were appointed to take Kouga forward and that the right process was followed,” the Mayor said. “We are grateful that we can now put this unpleasantness behind us. The opposition’s political game-playing has been obstructing our efforts to improve services, but we can now focus on unlocking the full potential of this institution and the region as a whole.” He said that the Supreme Court had been highly critical of the manner in which the DA had approached the court. “They wasted the court’s time and were reproached for forcing the municipality into a legal battle when the matter could have been

resolved internally. This is why they were ordered to pay the municipality’s legal costs as well,” he said. He said that the Supreme Court had upheld the municipality’s contention that the appointments were lawful as the institution did have a staff establishment and the Municipal Manager had been consulted sufficiently. “The court rulings have vindicated Kouga. We were able to prove that the correct process was followed and that our directors have the relevant skills as required by section 56 (b) of the Municipal Systems Act 32 of 2000.” He said the court case had been based on misinformation that had been fed to opposition councillors by disgruntled employees. “It is of serious concern that opposition councillors would allow themselves to be used in this manner. It is of even greater concern that they would encourage officials to behave inappropriately,” he said.

“In so doing, they not only wasted the court’s time but delayed the progress our communities deserve.”

Jolandie Rust (29) became the first woman to circumnavigate the entire African continent solo. Four days before her journey came to an end last Sunday, she stopped over in Jeffreys Bay. She set out in April 2011 to live her dream of becoming the first woman to cycle around the continent. She made it to Northern Angola, where her bicycle and most of her gear was taken from her by four armed men. Jolandie returned home and relaunched her adventure in April 2012, this time on a BMW F650 GS Dakar motorbike. She crossed 27 countries including the Congo, Cameroon, Nigerie, Libie, Egypt, Soedan, Tanzania and Mozambique covering a distance of over 40 000km and using 2 000 litre of petrol. She now wants to compete in the Dakar Rally, being the first woman to do so, and travel through South America. PHOTO:SUPPLIED

“Kyk, daardie dingetjie (beter bekend as Snorre) dink regtig hy is ’n hond.

geurige tuin, wat as ’n funksielokaal gaan dien, sal aanstaande jaar Februarie voltooi wees,” sê Crouwkamp. .Lelies, vir jou huis of funkies, kan by Trendz in Jeffreysbaai bestel word. Kontak hulle by 0 042 293 3974..

Humansdorp Spar vier 5de bestaansjaar

KOUGA EXPRESS | THURSDAY 28 NOVEMBER 2013

KOUGA EXPRESS | THURSDAY 28 NOVEMBER 2013

Let your bark be heard . . . MARIËTTE HERMANN THE holiday season is once again nearly upon us. Summer weather and time off to visit with friends and family are what we humans have been looking forward to all year, but we must remember that this time of the year presents some real challenges and potential hazards for our pets. The population of Jeffreys Bay is growing by the day as more and more holiday makers descend to enjoy the beach and a well-de-

served rest. As a result, the roads are getting busier and busier, which can be especially dangerous for our dogs.Try and keep your pets adequately fenced in at all times with gates properly latched. When out for a run or a walk, keep your dogs on a lead, particularly in the vicinity of busy roads and take care when driving - look out for any stray or lost doggies on our roads. Despite our very best efforts, dogs may sometimes escape. Prevention is obviously better than cure, but if they do go on walkabout make sure you increase the chances of

their safe return by making them easily identifiable. Your dog should have a collar and a tag which states their name and your contact details. Are your contact details up to date? If your dogs don’t have visible identification I would urge you to get them a dog tag stating their name and your contact phone number. You can also have your dog micro-chipped by your veterinarian. If possible, it is best to have both methods of identification in place, so should your lost dog be found it will be easy to ensure that he or she is returned to you as quickly as possible.

With people come their dogs! There are going to be a lot of new dogs around town in new surroundings over the next couple of months and some will inevitably stray. If you spot a dog that looks lost and does not seem to be injured, please phone the Humansdorp SPCA immediately. If your own dog gets lost, inform the SPCA in the first instance and then check with all the local vets and pet charities. This is the season … of soaring temperatures and hot sunshine, so we need to make sure our dogs have plenty of fresh cool water to drink inside and outside the house all day long. Although some dogs like to bask in the sun, they must have a shaded area. If this does not occur naturally where you are staying, you can always buy shade cloth which is widely available at hardware and other stores in Jeffreys Bay. Long-haired breeds will benefit from a haircut which will help to keep them cool. The hot weather also brings a resurgence in our flea and tick population. Although particularly common in tall grass, amongst the dunes or in wooded areas, they are also be in our lawns and gardens. These creatures are a nuisance for pets, but they may also carry disease which can affect the health of not only our pets but ourselves and our families as well. It is safest to have adequate controls in place such as topical treatments or anti-flea and tick collars, so please see your veterinarian for advice. That’s all for now, enjoy the run up to the Holiday Season and as always if you have any questions or comments please contact me at mariette@sirwoofalot.co.za.

Please give us a loving home

Jessie is very friendly and is a real lady. She needs a home as soon as possible as she is getting kennel stressed. She loves people.

Koda is a bundle of fun with lots of bounce. He has an awesome personality and loves other dogs. To adopt Jessie or Koda, contact the Humansdorp SPCA at 0 042 295 28104 or phone their emergency number 0 073 121 8963. PHOTOS: SUPPLIED

KOUGA EXPRESS | THURSDAY 28 NOVEMBER 2013

CITIZEN JOURNALIST

“Gaan julle more ’n kans vat?” vra hy. “Die weer lyk mooi.” “Dit is reg so, meneer,” antwoord ek opgewonde. In rekordtyd word alles gereël. My bemanning word gebel, want moreoggend 04:00 moet alles reg wees. Eerste is my permithouer. Hy groet beleefd: “More Kappie, mooi oggend en lekker koud né?”

Ek kry so ’n lekker gevoel toe my bemanning sê: “Kaptein, vandag gaan ons goed visvang.”

Die diepte is 87m of 42 Fathom, soos my manne sê. Toe kom daar ’n paar groot Geelbekke en ’n Kabeljou of twee tussen-in. “Sjoe”, skreeu een man, “so diep hierdie tyd van die jaar, Kappie”. “Lines-up”, kom die opdrag. “Hulle is honger”, sê my een man. Gevaarlik naby ons kom ’n vragskip verby, of stomers soos my mense sê.

Ja dis so waar, nog so twee ure se werk dan is ons klaar. Hande seer, rug af, stap ek by die huis in waar vroulief staan met haar neusie in die lug opgetrek en sê daai ou gesegde: “A fisherman doesn’t die, he only smells that way”. 04:00 more maak ons weer so.

WHAT would a visit to the winelands be without a wine tasting?

skyngroep in Jeffreysbaai uitgereik.

How can you visit the hub of the chokka industry, and not treat yourself to a unique calamari tasting? Calamari Tasting are new on the menu at Port St Francis, where Juan Schmidt at On the Harbour Seafood and Grill stands ready with his version of a calamari tasting – taste the difference between local calamari and imported Patagonian calamari, prepared three ways. Juan prepares a tasting of imported vs local calamari, prepared Cajun, grilled, crumbed and, on the side, some local calamari heads, deep fried. The cost of the tasting is only R50 per plate. It goes down very well with a glass of white wine and surely you will follow it up with an order for mains. For more information, contact Juan Schmidt at 0 082 782 4366 or send an e-mail to juan.ontheharbour.yahoo.com.

KOUGA EXPRESS | THURSDAY 28 NOVEMBER 2013

SPORT 15

Train race is back with a twist THE popular race between man and machine,

the Great Train Race, is the inspiration behind a new train race to put Nelson Mandela Bay on the map in 2014.

The inaugural Nelson Mandela Bay Train Race will take place on July 17, and unlike the original Great Train Race, it will see teams of five taking on a Metro train in a 40km challenge from PE to Uitenhage, via Despatch. The narrow gauge Apple Express is currently out of service. Race organiser Michael Zoetmulder of Zports, said the new Train Race route would ensure much easier logistics for the teams and potentially enable companies to enter multiple teams. Individuals can also take part. Zoetmulder said races with a man versus machine concept have always been popular, and Nelson Mandela Bay Tourism (NMBT) have joined forces with Zports, and the munic-

ipality to ensure the revival of the Train Race. NMBT CEO, Mandlakazi Skefile, said they welcomed the idea of the event as it would continue to promote the region’s status as a popular sporting destination. “NMBT supports the return of the Train Race concept,” Skefile said. “Unique industry events are becoming of greater importance as they enable a destination to market itself in this emerging market and also create a unique and an authentic experience in the destination for the visitor. An event of this nature has the potential for a great increase in the social and economical benefits of the destination.” Zoetmulder said, “Over the past 3 years we have been in discussion with the Passenger Railway Agency of South Africa (PRASA) to find a solution to re-establish the Train Race and are confident that we’ve found a longterm solution that will also become the first

major event to incorporate the three towns of Nelson Mandela Bay – Port Elizabeth, Despatch and Uitenhage – when we race against a Metro Rail train between Port Elizabeth and Uitenhage in 2014.” “The Great Train Race was a unique destination event and it was a huge shame to see this event come to a standstill in 2004. We hope to ensure that the Nelson Mandela Bay Train Race will avoid any of the controversy that surrounded the Great Train Race in that the new look train race will be a communitybuilding charity event with no cash prize money up for grabs. Teams will race the train for branding rights and winners’ floating trophies. “Like the Urban Run, which raised in excess of R230 000 for charity this year, the Nelson Mandela Bay Train Race will challenge teams and companies to support nominated charity projects within the communities

along the way. Zports hope to partner with Rotary and their 6 local clubs to identify and manage these community projects to ensure that the Train Race leaves behind a sustainable legacy each year. The Nelson Mandela Bay Train Race will be a 40km relay event for teams comprising five runners and will include corporate, social, club and schools categories. Each year the race start will alternate between the Port Elizabeth station and Uitenhage station, with 2014 being the “up” run from Port Elizabeth to Uitenhage. Zoetmulder said opportunities are also being made available for companies to partner the event through the sponsorship of the various transition and water table points along the route. Visit www.nmbtrainrace.co.za for further information or contact Zports at 0 041 484 7860

Koertzen (2/19) as die beste boulers. Windsurfing Nationals to be held THE St Francis Classic, the second leg of the annual National Slalom Tour between KwaZulu Natal, Eastern Province and Western Cape, will take place in the greater St Francis from November 29 to December 1. The section between St Francis Bay main beach and the Kromme River is the preferred venue for the races, however a final decision will be made every day between 08:00 and 09:00 at Skipper’s briefing. “The final venue depends on the weather conditions of the day, and if the wind is not favourable, we will move to either Kabeljous or the dam,” says organiser Greg Betts. “Slalom really is an exciting discipline that every windsurfer sooner or later will get into. Even the most hardcore waveheads some-

times like to speed it up and see who’s faster. You don’t have to be a world class racer who is always sailing heavily overpowered to experience the rush of sailing fast and overtaking another windsurfer. “A lot of windsurfers like to believe that they’re not competitive and are more into soul surfing than the competitive corner of the sport, but not many people can resist the temptation of seeing who is the fastest windsurfer.” Slalom is a high speed race in typically two sorts of slalom courses. The Figure of Eight includes surfing all of the course on a beam reach with two floating marks that have to be jibed around, and in Downwind two marks are laid and sailors sail a downwind course - gibing around each mark only once.

Slalom boards are small and narrow, and require high winds. Funboard class racing rules require a wind of 12 to 35 knots for the slalom event to take place. The event has two divisions within the slalom races: Masters and Blasters, with Blasters being the not so serious surfers just wanting to have fun. The entry fee is R450 (Masters) and R250 (Blasters) respectively. The final leg of

the tour will take place in Langebaan from January 24 to 26, 2013. For entries and more information contact Greg Betts of Windsurfing South Africa Eastern Cape at 0 073 611 3259.
