Stormsriver Adventures must close MONIQUE BASSON

ORE than 90 residents will soon be without work after one of the town’s biggest employers is allegedly forced to cease operations after 15 years in the area. The adventure tourism company Stormsriver Adventures and Tsitsikamma Canopy Tours, who has been active in the Tsitsikamma area since 1998, has been informed by the South African National Parks (SANParks) that they must close their doors by June 30 this year. SANParks decided not to renew the contract for this part of the Tsitsikamma forest which is used by the company for their outdoor activities. This part of the forest belongs to the state. Stormsriver Adventures CEO Ashley Wentworth, believes that this decision will have a negative impact on the area and its community. “The socio-economic impacts of our forced closure are devastating. A total of 95 families will be affected, with 50 permanent and 45 part-time employees who will lose their jobs - R250 000 in wages per month will be lost,” said Wentworth. Apart from the major job losses, 230 school children will stop receiving a meal four times a week, the company’s aids programme will come to an end, and the community animal welfare programme will cease to exist. “Tourism will be negatively impacted and we will be forced to close our two information

Nagenoeg drie uur later was dit my beurt om in te gaan. Ten spyte van die sertifikaat van my oogkundige het hulle op ’n oogtoets aangedring wat uitgevoer is deur ’n beampte wat nie op standaard is nie,” sê Kabous. Teen 13:00, met die eindpunt in sig, moes Kolesky in sy spore omdraai om vir ’n verdere

Maar hier gekom was daar niemand om ons te help nie. Ek het vir vyf mense gevra om my te help, maar almal het my geïgnoreer,” vertel sy. “Ek kan nie huis toe gaan voor ek betaal het nie.” Sommige inwoners wat nie so lank kon wag nie, moes onverrigter sake omdraai. “SANParks have since 2010 indicated that we would have to go through a tender process, but have constantly delayed this and granted six-month extensions,” said Wentworth. “We were not opposed to the process provided it was fair and transparent and respected our intellectual property rights as we brought the canopy concept into Africa in 2000. W we have developed a sustainable business model, embracing responsible tourism and have certain legal intellectual property. You simply cannot put an established business out to tender. This is what we are contesting. “Our attorneys are constructively trying to engage SANParks to ensure that some sanity prevails. The legal issues between our attorneys and SANParks are at a very delicate stage, but they have finally accepted certain of our intellectual rights. We will at all cost defend the rights of our wonderful employees.” Garden Route Regional General Manager, Jill Bunding-Venter, however said the reports doing the rounds are not only factually misleading but are placing SANParks reputation at risk. “The fact of the matter is that SANParks as a public institution has to follow the National Treasury regulations as far as Public Private Partnerships (PPP’s) are concerned. “In an attempt to address project continuity and protect jobs SANParks has in fact renewed the contract which ended on December 31, 2004 on several occasions and cannot by law continue with the practice. This was specifically done to ensure that no jobs were lost and seamless product offering continues. In essence SAN-

Parks has done all in its power to accommodate the current service provider as well as its reputation.” Despite ongoing negotiations and legal processes, the parties are yet unable to reach consensus on a structured way in which a tender process could be undertaken without halting operations. She said as prescribed by the Public Finance Management Act (PFMA) when a PPP term comes to an end, the opportunity should be put out on an open and transparent tender. The management of the indigenous forests is a function that was assigned by the then Department of Water Affairs and Forestry to SANParks and the permit issued to Storms River Adventures has expired. Typically opportunities relating to state assets cannot be given out in perpetuity. “This is the case for all projects, even where the private sector has to invest large amounts of money for e.g. in the Lodge Concessions, restaurants etc. It should be noted that the current service provider will not be excluded from bidding for this opportunity - in actual fact they will be encouraged to partake in the bidding process,” said Bunding-Venter. SANParks would like to further state that due processes will be followed to ensure that no jobs will be lost. SANParks would also like to see a scenario where the current operations will continue to run uninterrupted until a new service provider is appointed, provided the current operator does not continue to obstruct the process of rolling out the tender. In the event that the current service provider is not successful, SANParks envisages that there will be a seamless handover of the current workforce to the new provider as per Section 197 of the Labour Relations Act.

ESIDENTS are in for another shock when Koukamma Municipality’s price-hikes for services come into effect later this year. If the increases are accepted, it will come into affect on July 1 this year. This is according to the draft budget for the 2013/2014 fi-

nancial year which was adopted during a council meeting on March 27. The final approval of the draft budget is scheduled for May. Considering the economic pressures residents face, the municipality aims to keep tariff increases as low as possible this year. Vlamme verteer deel van Patensie Sekondêre Skool ANNA PAUW BRANDSTIGTING is een van die oorsake wat ondersoek word nadat die Patensie Sekondêre Skool Saterdag amper in geheel tot teen die grond afgebrand het. “Dis ’n reuseslag vir ons skool en vir die gemeenskap,” sê Cecil Nadeley, waarne-mende skoolhoof. Volgens Wentzel het lede van die gemeenskap gehelp om die vlamme te blus. “Teen die tyd dat die brandweer opgedaag het, was meeste van die vlamme reeds geblus.” Die skool het vir vier tydelike klaskamers gewag, waarvan net een Vrydag afgelewer is. Geringe skade is hier aangerig. Die beheerliggaam sou gistermiddag met

ouers en onderwysers vergader het om ’n aksieplan saam te stel. Die skool – wat sedert 1997 net ’n tydelike struktuur is – bestaan meesal uit houtgeboue. Nadeley sê die departement het geld om ’n permanente skool te laat bou, maar dat die sloerdery verband hou met die identifisering

Vandag spog die dorp met vier slaghuise. “Ons glo in die midde-dorp en is positief oor dié besigheidsektor. A municipal cleaner has set herself a special milestone for her 50th birthday – she plans on obtaining her matric. Lilly Stokwe (49) from Jeffreys Bay recently completed her level four (grade 11) Abet training at Makukhanye. She started attending classes in 2012 and did six subjects - Ancillary Services, English, Social Science, Maths, Travelling and Tourism and Life Orientation. Abet is free education available to adult learners who were not able to complete their matric as children. The local principal is Ronaldo Jantjies, who also taught Lilly. Doing the course was hard work because Lilly had to do all of the work by herself. The

challenge was attending late classes after work and being a “housewife” at the same time. Lilly says she learnt about Abet through the local teachers. The Abet course has motivated Lilly to improve her qualifications further and to strive to further her career. Her next target is to complete level five. She would like to encourage other municipal workers and adults who do not have matric to do the course. She would also like to help strengthen the municipality’s involvement with Abet. Her advice for people who would like to do the Abet courses is to keep on motivating themselves and to be patient with themselves.

A study, which is being funded by the Economic Development, Environment and Tourism Department through the Eastern Cape Development Corporation, will look at the possibilities for the narrow gauge line in terms of tourism, passenger transport and freight. This was announced by the Mandela Bay Development Agency CEO Pierre Voges, recently. The Apple Express train stopped operating in December 2010. The PE-Avontuur narrow gauge railway line, which runs for 285 kilometres, is the longest operating narrow gauge railway in the world. The line was best known for its tourist train, the Apple Express, which commenced operations in 1965 to Loerie, later to Thornhill or Van Stadens. According to spokesperson Nerina Skuy, there are hopes to resume a limited service before the end of the year. “The train stopped operating on December

29, 2010. The previous operator, the Port Elizabeth Apple Express (PEAE) Section 21 Company, ceased operating the heritage tourism train because the then Eastern Cape Department of Roads and Transport had reneged on an agreement to support the operation,” she explained. “The railway line suffered flood damage at the airport and at Chelsea during the heavy rains of the past winter. Transnet have indicated that they will evaluate the damage and, depending on this assessment, the decision with regard to repairs or future operations will be made by them. However, this is not the only damage. The section just beyond Kareedouw was damaged in 2008 and has yet to be repaired,” said Skuy. In the meantime, she said, the Apple Express Rail NPC (AER) is in the process of finalising a lease agreement for premises at the Transnet Humerail Diesel Depot where the train is stored. Until this lease is finalised the Apple Express technical crew cannot commence any work on the train. “Unfortunately, at the time the train ceased operating, the coaches were due for refurbishment and some need heavy maintenance. The coaches have spent two years out in the elements and are looking a little worse for wear.”

SOWAT 90 000 ton se appels is onlangs gedurende ’n erge haelstorm in die Langkloof beskadig. ’n Erge haelstrom het deur ’n 20km-strook van die Langkloof beweeg en appels wat nog gepluk moes word, beskadig. Die meeste boere het reeds sowat 70% van hulle oeste gepluk, maar die oorblywende appels is in verskeie gevalle erg beskadig. Veral die Haarlem- en Misgund-omgewings het erg deurgeloop. Marius van der Westhuizen, voorsitter van die Langkloof-boerevereniging, sê sowat 90 000 ton se appels is beskadig, en jong bome is ook beskadig of het gebreek. “In die Haarlem-omgewing is tussen 30 000 en 35 000 kratte se appels beskadig.” André de Wit, voormalige voorsitter van die verenging, het sowat 4000 kratte se appels verloor. “Bome het afgebreek of is ontwortel, ruite is gebreek en van my werkers se huise se dakke het afgewaai.” Die storm het oor die Paasnaweek voorgekom.

Dienlewering aan belastingbetalers neem teen ’n tempo van 12% per jaar af, en Koerat en sy span wil kostes met nog 13% verhoog. Die besluit benadeel die belastingbetalers jaarliks net verder. Ons as belastingbetalers se lewensomstandighede en koste word nie in ag geneem deur die huidige Kouga-leiers se misbruik van hul gesag en swak bestuur van belastinggeld nie. Moet die belastingbetalers ook eers ’n

R10 million barrier bit of a lark PUTTING up a R10 million barrier at Van Stadens-river bridge is a bit of a lark as far as I am concerned. I don’t want to seem callous, but suicidal people have such a deep spiritual problem that no bridge barrier could prevent them from their suicidal mission. They might as well put barriers on all the other high bridges. Personally, I have lost many close relatives who took suicide as the only way out of their dilemmas. A bridge is not the only expedient to put an end to their ordeal. Some use a gun, a rope, gas, or some or other death wish of sorts to end their lives. If a bridge puts a barrier in their way they

will soon find a substitute. I can only wonder how many palms are greased by this R10 million project by a selected contractor or contractors who may be to eager to jump on the bandwagon of enlarging their portfolios. My question is: Are they really interested in peoples’ emotions of having lost loved ones, or in economical advantage. Its obvious that all the other deterrents at the bridge have failed, so let’s try another one. For much less than R10 million, I am sure they can create employment by placing a full-time security official at the bridge. That is my candid opinion. - Desmond Bester

Die ontydige sluit van posbusse DIE volgende brief het ek 24 Januarie 2013 aan die plaaslike Posmeester gerig – sonder reaksie. Is dit te veel gevra? Ek versoek u vriendelik, dog dringend die volgende: Ons betaal ten duurste R320 (vir ons is dit baie geld) vir die gerief om ’n posbus te kan hê sodat ons self ons pos kan gaan haal omdat die aflewering nie altyd so betroubaar is nie. Maar wat baat dit om vir daardie “gerief “ te betaal as jy nou gebonde is aan kantoorure: vanaf 8:00 – 17:00? Ek (en soos duisende ander) werk van 8:00 – 17:00. Soggens ry ek 7:45 by die poskantoor verby, maar kan nie my pos uithaal nie, want die hekke is gesluit. Namiddag kom ek 17:10 verby, maar weereens die hekke is reeds gesluit. Watter voordeel is daar dan eintlik om ’n posbus te huur? Ek verstaan u problem met die “straatslapers” en watter gemors hulle veroorsaak. Ek het simpatie met u daaroor, maar daar is so ’n

maklike oplossing. Gebruik een van u personeellede en laat daardie persoon die hekke eers 17:30 in die namiddag sluit. Net ’n halfuur later, en honderde menses sal juig! Daardie personeellid kan soggens ’n halfuur later begin werk of haarmiddaguur of sybe ’n halfuur langer maak. En siedaar! Waarom almal wat betaal vir hulle posbusse nou straf? Dit hoef mos nie nodig te wees nie. Personeellede kan roteer om elkeen ’n beurt te gee. Om op ’n Saterdag in te ry dorp toe om pos te gaan uithaal, sal nie meer nodig wees nie. HE annual Christy’s Catch Crab Walk/ Run and Mountain Bike Ride will take place on April 27.

This event forms part of the SAMSA Sea Pledge Saldanha to Sodwana celebrations. The run will start at the Walskipper in Jeffreys Bay at 09:00, with registration taking place at 08:00. The finish line is at Christy’s Catch in St Francis Drive, St Francis, a mere

15km away. Sponsor Mark Christy insisted on the shorter distance as family participation is what he wants to see. The 15km walk and run is all along the beach from Walskipper to the St Francis main beach, and then to Christy’s Catch. The Kromme River will be crossed by barge. Runners are also welcome to enjoy this event as part of their training, however it is not a marathon. Mountainbikers can participate in a circular 45km event, starting and finishing at

Introduce a friend to win at women’s race SCHOOLS, businesses and individuals who inspire friends and colleagues to take part in this year’s SPAR Women’s Challenge will stand to win great prizes in the 20th edition of the race in Port Elizabeth on May 4. According to SPAR Eastern Cape marketing manager Abri Swart the aim of the “introduce a friend”-competition is to reward loyal supporters and encourage new participants to discover the fun and community spirit of the road race which annually draws around 12 000 runners. “If a lady who took part last year introduces a friend who did not, they fill in an additional form that goes into a separate lucky draw. If their names are drawn, each of them will win R1 200.” Swart said participants may introduce as many new ladies as they wish, but may only nominate each one once. “We’re once again also offering incentives in the hotly contested schools and corporates category.” He said the primary school and company with the most entries would each win R2 500, while the most-represented high school would earn a laptop computer. “In addition, the teacher who assembles the largest number of learners will receive R1 200 for his or her efforts.” Last year Lorraine Primary went to the head of the class, while long-time supporter Lawson Brown High narrowly beat off challenges from Arcadia and Westville Senior Secondary Schools. Aspen Pharmacare took advantage of the team-building opportunity to scoop the profits in the corporate category. “To make things easier on everyone, we have instituted a special bulk entry procedure for schools and companies,” said Swart. “But each runner can still choose whether to do the 5km or 10km event, as both count towards the total.” He said participants in the newly introduced Little Ladies’ Race for girls under the age of nine, which takes place during registration at Pollok Beach on May 1, would not qualify for the primary schools category. Swart said organising club, Walmer Athletics, had already dropped off or posted bulk entry packs – containing forms, posters and instructions – to interested schools and companies across the metro. “Their race numbers and T-shirts will be prepared and prepacked in bulk for collection before the race.” Representatives can collect their organisations’ packs from the registration tent during office hours on April 29 and 30.
