FIRE and rescue services will become more visible in the Gamtoos Valley area this year, with the construction of a satellite fire station at Hankey set to begin this month.

The fire station will be built just outside Hankey along the road to Patensie. Kouga Executive Mayor Booi Koerat said R1,2-million would be spent on building the facility. A total of six permanent fire-fighters will operate from the station once it is open. “We have always had this service in that area, but fire-fighters had to operate from a temporary facility they shared with our infrastructure department,” he said. “The new station will allow us to improve this service. Not only will our fire and rescue team be more visible, the facility will allow even quicker access to any emergency situation, as it is located next to the main road. It will also boost staff morale and improve overall performance.” The site, erf 464, was handed over to the contractor, PG Lewis, this week. Work is expected to begin within the next two weeks. The completion date is set for the end of June 2014. Hankey’s will be one of three satellite stations in Kouga. The other two are situated at Jeffreys Bay and St Francis Bay. The main unit is centrally located at Humansdorp.

Clinics to be ‘cleaned­up’ THE Eastern Cape Health MEC Sicelo Gqobana led a high delegation of his department’s officials and Kouga councillors on a clean-up programme of various clinics in Kouga. The three-day programme was part of the launch of the department’s Rapid Response Team for Cacadu and included visits to clinics to identify challenges and to develop immediate and long-term solutions. Speaking at the launch on Friday, at the Pellsrus Clinic in Jeffreys Bay, Gqobana said it was important that leadership left their offices to see the conditions that the public have to contend with, and after that develop solutions. “We must understand that leadership is not about the titles we hold but is a function that we must perform to improve the lives of the people,” he said. Gqobana committed his team to resolving most of the pressing challenges by the end of April and to bring in strategies to resolve long-term challenges. “For instance we found that some of the clinics did not have signs that direct patients to service and in some, like in KwaNomzamo, people were being turned away because of the shortage of nurses,” he added. KwaNomzamo will now get an additional four nurses, while Pellsrus, Loerie and Kruisfontein will be getting facelifts. Six jobs will be created for the work in Loerie while 20 jobs will be created for each of the projects in Pellsrus and Kruisfontein. Some of the findings of the MEC were high alcohol, drug abuse and teenage pregnancy rates, in particular in Patensie and the “department must work with community leaders and clinic committees to overcome these challenges,” concluded Gqobana. Permanent caretakers would also be employed to look after the upkeep of the health facilities. There are eight Rapid Response Teams in the province, and their tasks include monitoring of services, random visits and following complaints about health facilities and services.

Phola Park to get electricity MORE than 300 erven in informal settlements at KwaNomzamo, Humansdorp, will be electrified over the next four months as part of Kouga Municipality’s commitment to take services to all communities. An amount of R3,2-million has been allocated to install electricity at 238 erven in Phola Park and 91 erven at Shukushukuma. Kouga Executive Mayor Booi Koerat said the contractor, VE Reticulation, was expected to be on site within the next two weeks and that the work was scheduled to be completed by mid August. “Following the finalisation of the Golf Course settlement, we promised that we would also fast-track the formalisation of these two settlements. We are excited about the progress that has been made. We look for-

ward to rolling out further services to the area in preparation for building houses.” The Mayor said the project would also boost employment, with between ten and 15 jobs to be created. The municipality is also preparing for the electrification of other informal areas, including, Umzamowethu, Thornhill, Donkerhoek and Andrieskraal.

The municipality started its Local Economic Development (LED) outreach last week with a well-attended session at Hankey. Kouga Executive Mayor Booi Koerat says the purpose of the outreach was to update the municipality’s database of unemployed residents and Small, Micro and Medium Enterprises (SMMEs). “The sessions are aimed at all ward-based SMME forums, community SMMEs, emerging contractors and entrepreneurs, cooperatives, farmers and other stakeholders eager to learn more about up-an-coming business opportunities,” he said. “There is a wealth of developments being planned for our area, including, housing projects, agricultural initiatives and the Sarah Bartmann Centre of Remembrance.”

He said the database would allow the municipality to assess and empower SMMEs in order for them to benefit from local developments. It will also assist the municipality to audit technical skills for job opportunities that arise at projects. Steep tariff increases proposed for Kouga MONIQUE BASSON KOUGA residents will have to brace for big tariff increases - including up to 23% for rates - which could come into effect at the beginning of the town’s financial year on July 1. The proposed tariff hikes were highlighted during the tabling of the draft budget report for 2014/2015 at a Council meeting on April 8. On rates a 23% tariff increase was incurred to effectively gain a 7% Rand value increase based on the prior year figures. “This is due to our valuation roll dropping by R8 billion in total,” says Kouga mayor Booi Koerat. “We are engaging with the service provider to look at the possible supplementary rolls with the inclusion of the wind farms to reduce this tariff before final approval on May 31. This

Property rates to increase with 23% to gain a 7% Rand value increase based on prior figures. tariff will be the worst case scenario.” For refuse removal the annual tariff increase is 10% higher than the previous year to ensure that it will operate as a trading service as required by National Treasury. Electricity will go up with 8.4%, which is 1% above the benchmark of 7.39% set by NERSA for 2014/2015, while water will increase with 8% and sewerage with 6%. The total budget for the 2014/2015 financial year amounts to R649.5 million, of which R33.3 million is the Capital Budget and R616.1 million the Operation Budget. Koerat says: “Our Capital Budget is mainly

funded by grants. Various applications are currently at Government departments to ensure the burden does not fall on our ratepayers when we address the upgrading of infrastructure or developing new infrastructure to unlock capacity and adequately serve our communities. “Our ratepayers and customers are already burned heavily by high taxes and continuing price increases at just about every level; electricity, fuel and food prices being points in case.” According to Koerat, with the compilation of the budget the focus was on service delivery. “The needs were prioritised to form the basis for the budget and to match income and resource to these needs. “Endeavours have again been made to distribute the budget as equitably as possible across the various wards, but I would like to emphasise that a simple comparison from ward to ward cannot be made, as certain facilities such as the water and sewage treatment plants, pump stations and electrical sub-stations, service many other wards and not just those in which they are located. The draft budget was adopted by Council, despite objections from the DA. “The draft budget is not the final product. There are still processes to follow before a final budget can be approved and it is possible that some adjustment will be made to arrive at a final budget for tabling in council,” says Koerat. Kock is al 28 jaar ’n speurder, en hoewel daar dae was wat hy wou handdoek ingooi en nooit weer ’n polisiekantoor sien nie, sal hy sy beroep vir geen ander verruil nie. “Ek beoog om my laaste 14 jaar as speurder by die Jeffreysbaai-tak deur te bring - ek is presies waar ek wil wees,” sê Kock wat eers daarvan gedroom het om ’n wildbewaarder te word en later ’n pastoor. Penguin Waddle joins Nautical Capital Festival ESTI STEWART THE 2014 Eastern Cape Penguin Waddle will be one of the highlights of the Nautical Capital Festival on April 26. The “waddlers” will arrive at Port St Francis in time for the SANCCOB talk and penguin release, while proceeds from the official fun run, the Christy’s Catch Crab Walk & Run will be donated to the Rehabilitation Centre in Cape St Francis. The Penguin Waddle is one of many efforts to create awareness and educate people about the conservation of these birds. There is concern that if the decline continues, this iconic and well-loved species may become extinct in the near future. In most recent years organisations through SA affiliated with the Penguin Promises campaign undertake a “penguin waddle” to raise awareness. This year is no exception as the 2014 Eastern Cape Penguin Waddle will be the most ambitious one yet. Some eight people will be walking 120km from Bayworld in Port Elizabeth via Cape Receife to Cape St Francis over six days from April 21 to 26. They will be

camping along the way and crossing a few rivers with the kind help of various organisations en route. Members of the public and various groups are invited to join them for short or day sections. Day one will start at Bayworld and finish in Willows, day two will stretch to Bushy Park, day three to Van Stadens, day four to Gamtoos and day five to Jeffreys Bay. On the last day, en route to Cape St Francis, the group will arrive at the 2014 Nautical Festival at Port St Francis, becoming part of the conservation focus of the festival. Then, accompanied by a number of other willing walkers, they will complete the last 5 km of the walk to the SANCCOB facility at Cape St. Francis where they will be united in support of the African penguin. A number of organisations nationally work towards this campaign. Locally these include SANCCOB (the South African Foundation for the Conservation of Coastal Birds) at Cape St Francis, SAMREC (the South African Marine Rehabilitation and Education Centre) at Cape Receife and Bayworld in PE. IEC announces special votes procedures APPLICATIONS for special votes for the general election will open on Monday, the Electoral Commission of SA (IEC) said last Thursday. Special votes would be cast on May 5 and 6, as opposed to May 7 when the rest of the country’s eligible voters would cast their votes, IEC spokesperson Kate Bapela said. There are two categories of special votes. The first is for those who qualify for a home visit due to physical infirmity, disability or pregnancy. The second category of special votes is for people who will be absent from their voting district on election day. They can cast their votes at the voting stations where they registered on either May 5 or 6, between 09:00 and 17:00. In addition the job incumbent will assist with truck loading, receiving, picking of orders and milk transfers. General housekeeping and enforcing safety regulations will form part of the daily duties whilst working with other stock Controllers to coordinate activities. Knowledge and Skills: The successful candidate will be matriculated and has previous stock control experience in a similar position. Computer literacy will be an added advantage. Accurate figure work is a must. This position will require overtime work, and time will be spent in a refrigerated environment. Possession of a Code 8 Drivers License and/or a Forklift license will be an added advantage.

In addition, the job incumbent will assist with packing, truck loading, picking of orders and transfers. Knowledge and Skills: The successful candidate will be matriculated and has preferably 2-3 years previous stock control experience in a similar position. Computer literacy will be an added advantage. Accurate figure work is a must. This position will require overtime to be worked and aspects of the job will have to be performed in a refrigerated environment. EP Kings ready for Boland Cavaliers in the Bay THE EP Kings are keen to impress on their home ground when they go up against the Regent Boland Cavaliers in the Vodacom Cup at Nelson Mandela Bay Stadium at 7pm this Friday (April 11). EP Kings Coach, Mzwandile Stick, said the Vodacom Cup was a great opportunity for him to give back. “I am new to coaching but I was a player in the Kings set-up from the junior side and this was one of my visions to achieve in life. This is my chance to take all the experience I have gained on and off the field and give back to the team.” Stick has an illustrious rugby career that started at EP Kings before moving on to the Sharks and then the Springbok Sevens. He captained the South Africa sevens team during the 2008–09 IRB Sevens World Series which saw the team win the series title for the first time. He retired as a player in 2012 and went on to coach the EP Kings Under-21 side last year. The Vodacom Cup is South Africa’s premier development tournament. “To our supporters I say, be patient with our youngsters; they are still coming up, but the future looks promising.

Look out for players like Aidon Davis, Masixole “Coyi” Banda and CJ Velleman – they are going to go far,” said Stick. Davis is currently in Cape Town as part of the extended training group of 70 of the country’s most promising Under-20 players. This squad will be reduced to approximately 40 players who will then continue with preparations for the 2014 IRB Junior World Championship held in New Zealand this June. Davis already played for the SA Under-20 side last year. The EP Kings can also boast having one of the Du Plessis brothers in its ranks, Francois “Tabbie” Du Plessis. Youngest brother to Jannie and Bismarck, Tabbie is also a front ranker. All three of the brothers have come up through the ranks of the Vodacom Cup. “The players are looking forward to meeting Boland at NMB Stadium – it’s going to be a good match. Most importantly, they need the support from the people of the Eastern Province so we can do well and be prepared for the Absa Currie Cup,” concludes Stick. The game will also be televised on SuperSport 1.

Clubs shake hands on Mayor’s Cup THE finals of the 2014 Kouga Mayor’s Cup Rugby Tournament will no longer be replayed. Finalists Jeffreys Bay United and the United Barbarians of Patensie have agreed to share the winner’s spoils in the spirit of true sportsmanship.

The score was 8-8. An additional 20 minutes were played, but no winner could be decided as the score stood at 11-11. The clubs initially asked to replay the finals, however, after further consultation agreed to share the cup. The prize-giving will take place on April 26.
