Budget met with outrage by DA PATRICK CULL

OUGA Mayor Booi Koerat presented a R5.8 million Adjustments Budget to Council this week, pushing the municipality’s total expenditure for the current financial year to R527 million.

The Adjustments Budget, however, has been met with outrage by the Democratic Alliance that said it had opposed the measure because it contained “glaring mistakes”. The DA is also angry because some of its councillors only received their agendas for the meeting an hour before it started while the municipality’s annual report was tabled and then withdrawn when DA councillors objected to the fact that they were not in a position to discuss the document at such short notice.

“R2.1 million had been cut from the “already lean” budget for Repairs and Maintenance.” The Annual Report and financial statements as well as the AuditorGeneral’s report will now be tabled at the next meeting of Council. The DA is particularly concerned that no provision has been made for bad debt in the Adjustments Budget. DA caucus leader Chimpie Ca-

wood said in a statement after the meeting that in the 2012/13 Budget provision for bad debt of R18.6 million had been made. This, he noted, had been based on a collection rate for property rates and service charges of 96%. “Yet our collection rate is only 89%, which means that further provision for bad debt should have been made in the Adjustments Budget, but instead there is no provision at all.” There also appears to be confusion with regard to the increase in the cost of employees, with two figures of R5.4 million and R13.24 million having been provided. In oppositing the additional costs based on the figure of R13.24 million, Cawood said his party could not support this as it would mean that the municipality’s staff costs would rise to 40% of the municipality’s own income which was “way too high”. By comparison, neighbouring Nelson Mandela Bay’s staff costs were 23% of total operating income at the end of last year. Cawood said the DA was also concerned that R2.1 million had been cut from the “already lean” budget for Repairs and Maintenance. “Our roads are in a serious state of disrepair, there are regular water leaks, the sewage infrastructure is in danger of collapse and more funds should have been allocated for the maintenance budget, not less.” In addition, he said, it was still not clear how the Kouga Municipality intended to settle its outstanding bill for water with Nelson Mandela Bay – R22.6 million was owed at the end of last year and NMB Mayor Zanoxo-

Baie boere sukkel volgens Van der Westhuizen byvoorbeeld verskriklik met bywoning, veral wanneer staatstoelaes uitbetaal word. “Daar is van die ouens wat dan selfs ’n week lank van die werk af wegbly.” André de Witt, Langkloofboer en voormalige voorsitter van die landbougenootskap, het reguit gesê die ideaal sou nou wees om ’n sterker, meer produktiewe kern van plaaswerkers daar te stel. “Dit is baie jammer, want dit sal beteken dat die ouer plaaswerkers, wat saam met ons oud geword het op die plaas, maar nie meer so hard kan werk nie, ook afgelê sal moet word.” Swaarder steun op meganisasie, eerder as hande-arbeid, is ook genoem. Nog ’n moontlikheid is dat Langkloof-plaaswerkers in die wintermaande eerder ’n uurtarief as ’n dag-

loon betaal sal word. Plus minus dieselfde sentimente klink op uit die Gamtoosvallei, ook ’n arbeidsintensiewe landbougebied waar sitrus en groente gekweek word. Dié boere het gisteraand ook die impak van die nuwe arbeidersdagloon van R105 tydens hul maandvergadering bespreek. “Aanpassings sal gewis moet kom,” het Petrus du Preez, voorsitter van die Gamtoos-boerevereniging gesê, “ons het nie verwag die dagloon sou bo R100 gaan nie. Dit is tyd dat ons (die boere) as ’n werkgewersgroep moet saamstaan ter wille van volhoubare boerdery.” Volgens Van der Westhuizen het die minister ’n eensydige besluit geneem en deurgedryf – anders as in die verlede waar daar op lone in oorleg met die boere en amptenare van die departement arbeid ooreengekom is.

Jeffreysbaai­vrou sterf tydens aanval ELLEN HANCKE ‘n Bekende en geliefde inwoner van Jeffreysbaai het tragies gesterf toe sy van ‘n krans in Kaapstad geval het, nadat sy en haar haar dogter tydens ‘n staptog aangeval is. Dawnsy Mieny (47) het vermoedelik met haar aanvallers gestoei toe sy haar balans verloor en van die krans geval het. Sy en haar dogter, Jasmin (22), was in Kaapstad om Dinsdagaand die konsert van die gewilde groep, Red Hot Chilli Peppers, by te woon. Mieny het net ‘n week gelede haar verjaardag gevier. Dit is nie bekend of Jasmin tydens die aanval beseer is nie. Sy word deur familie in Kaapstad bygestaan. Albei is oud-leerders van die Hoërskool

Nico Malan in Humansdorp en Mieny het in die Cambria-distrik in die Gamtoosvallei grootgeword. Vrou sterf in motorfietsongeluk TINNEKE GOEDHALS ’n Baaise vrou is Vrydagaand dood en haar vriend ernstig beseer in ’n motorfietsongeluk op die R75 tussen Jansenville en Graaff-Reinet. Volgens ’n polisiewoordvoerder, ao. Archie Cronje, het die ongeluk omstreeks 19:00 plaasgevind, by die boonste draai van Ravelskloof, sowat 16 km buite Jansenville. Die oorledene, Chéri Nel (26), en haar vriend, albei van die motorfietsklub The Syndicate van Jeffreysbaai, was onderweg na die South Riot-motorfietssaamtrek op Graaff-Reinet. Cronje het gesê die bestuurder het vermoedelik beheer oor die motorfiets verloor. Volgens Gary Hamilton van The Syndicate is almal nog baie geskok oor Chéri se dood. “Sy was ’n baie goeie mens en het ’n goeie sin vir humor gehad. Sy het almal se harte aangeraak en dit was ’n plesier om haar te ken.” “In ons klub is almal soos familie en nou het ons ’n suster verloor. Ons gaan haar baie mis,” het hy gesê. Motorfietsryers het gister op pad terug van die saamtrek by die ongelukstoneel gestop en hulde gebring aan Chéri. Daar is ook Vrydag-

Construction starts on wind farm

T

HE 138 MW Jeffreys Bay Wind Farm Monday officially celebrated the start of construction.

The groundbreaking event was attended by guests representing the community, industry, international and local organisations, lenders, and members of the government and local municipalities. The project is one of the first and largest wind facilities in the country to start construction as part of the South African Government’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP). The Jeffreys Bay Wind Farm is owned by a consortium of experts dedicated to providing clean, renewable energy to the people of South Africa consisting of Globeleq, Mainstream Renewable Power, Old Mutual, Thebe Investment Corporation, engineering firms Enzani Technologies and Usizo Engineering and a local community trust. Jonathan Hoffman, Senior Business Development Director for Globeleq commented at the event: “Today represents a great accomplishment for South Africa’s energy sector. We broke ground on one of the largest wind projects across the African continent. The dedication and commitment of many individuals and organizations have made Jeffreys Bay Wind Power a reality. The project adds to Globeleq’s extensive African power generation portfolio and illustrates our ability to mobilize capital for sustainable and productive power generation investments. Globeleq looks forward to working with our consortium partners, the contractors and community to successfully build the project on time, safely and within budget.

Globeleq proudly endeavours to help create and expand South Africa’s renewable business and continue to create more jobs.” The 138MW Jeffreys Bay Wind Farm will consist of sixty Siemens SWT 2.3 MW wind turbines and is located between the towns of Jeffreys Bay and Humansdorp, in the Kouga Municipality on the Eastern Cape. The site is situated across a total of eight farms and spans almost 3700 hectares of land. The location was chosen due to the good wind resource, relatively flat topography, minimal environmental constraints and proximity to a 132kV Eskom grid line. On November 5, 2012 the Jeffreys Bay Wind Farm project company signed a 20-year Power Purchase Agreement with Eskom, an Implementation Agreement with the Department of Energy and reached financial close with a syndicate of lenders led by ABSA. Speaking at the ceremony, Mainstream Renewable Power’s Chief Executive Eddie O’Connor said: “This is a great milestone for South Africa’s burgeoning renewable energy industry. Mainstream Renewable Power is delighted to see this day after developing the Jeffreys Bay wind farm with our partners Genesis EcoEnergy since 2009. South Africa is endowed with an extraordinary wind and solar resource and Mainstream is developing over 4,000 MW of wind and solar projects in South Africa to harness this free source of power. We commend the Government of South Africa for providing the right framework to establish this new industry and we look forward to continuing our long-term goal of bringing real and sustainable social and economic benefits to South Africa.”

Kouga geraps oor pensioenbydraes

The Executive Mayor of Kouga Municipality noted: “The Kouga Council is proud to be part of this historic event and excited about the opportunities it presents to our region. Sustainable and clean energy is the way of the future. We owe it to our children and grandchildren to support initiatives such as these. As a region, Kouga is well positioned to become the green energy capital of South Africa. We are grateful to the Jeffreys Bay Wind Farm for the role they will be playing in helping us to reach that goal.” Siemens Wind Power will provide expertise and technology for the supply, installation, and erection of turbines. The civil and electrical works – including construction of a new substation - will be completed by a joint venture between Murray & Roberts Construction and Consolidated Power Projects. The project is expected to supply energy to the national grid by mid 2014. Construction will be jointly managed by Mainstream and Globeleq, with Siemens maintaining the turbines for a period of 10 years. During the construction period an average of 200 jobs are expected to be created. The number of jobs will vary from month to month depending on the stage of the construction work on site. More indirect jobs will be created or sustained at local manufacturers and suppliers. The contractors responsible for building the wind farm are committed to employing as many people from the local community as possible and procuring goods and services from the local community where feasible. During the twenty year operation of the wind farm, approximately 11 long term jobs will be created to operate and maintain the wind farm.

Die klag hou verband met die laat oorbetalings van werknemers se pensioenfonds-bydraes aan die Kouga-munisipaliteit se een voorsorgfonds en twee pensioenfondse (Cape Joint Pension Fund en die Cape Retirement Fund). Die Oos-Kaapse tak van die nasionale vervolgingsgesag het toe Kouga-munisipaliteit daarop gewys dat pensioenfonds bydraes en belasting betalings as statutêre verpligtinge beskou word en voorkeur geniet bo die betaling van enige ander skuldeiser. Laura-Leigh Randall, woordvoerder van die Kouga-munisipaliteit, het gister gesê alle agterstallige bedrae is ses maande gelede (Augustus 2012) betaal en die munisipaliteit is ook op datum met die maandelikse betalings. Die wanbetaling van amptenare se pensioengeld en ander bydraes was weens die munisipaliteit se benarde finansiële posisie. Die bydraes is van die werkers se maandelikse salarisse afgetrek, maar die geld is nooit aan die fondse oorbetaal nie. Die werkers was besorg dat die praktyk die groei in hul beleggings sou striem en hulle moontlik die voordele van hul individuele fondse sou verloor.

Increase in student numbers at NMMU New programmes include Dietetics degree

NMMU is the higher education institution of choice for more than 40 000 prospective firstyears.

Applications and admissions to the university soared with close to 7 000 more applications received as at January 31 compared to those of a year ago. According to NMMU spokesperson, Roslyn Baatjies, the university had a 6.7% increase in students being admitted as compared to 2012 - re-

ceiving 41 247 applications for 2013 as opposed to 33 733 the previous year. A total of 6979 first-years were admitted this year compared to 6541 in 2012. Leading the admissions growth is the Faculty of Business and Economics Sciences with 2 705 compared to 2380 last year; reflecting growth of 13.7%.This is followed by Health Sciences with 941 admissions compared to 684 in 2012. The close to 7 000 first-years in-

clude those starting new programmes like the higher certificates in Pharmacy Support and Business Studies; the diploma in Chemical Processing and the four-year Dietetics degree. According to Baatjies, NMMU is the first university in South Africa to train pharmacy technical assistants and to offer a qualification in chemical processing. The latter focuses on industrial processes that convert raw materials such as crude oil, natural gas, coal,

and chemicals into a wide range of products. “The new degree in dietetics will teach students how to cope with people who may be difficult to convince to change their lifestyles. The degree will form part of the courses on offer in the Faculty of Health Sciences under the new School of Lifestyle Sciences,” said Baatjies. Students who successfully complete the four-year BSc Dietetics degree will also qualify to register with the Health Professions Council of

South Africa. Students can still apply for this new course. The Higher Certificate in Business Studies provides an alternative for students who do not qualify for direct admission to a diploma programme. These students need only get an Admission Points Score of 22. The students will be given two years to complete the programme. NMMU received about 180 applications for the Pharmacy support qualification. 96 were admitted as at January 11, 2013.

His unselfish dead, with no want for reward, is proof of this. Willie has been sharing his lunch daily with a friend at school who is less fortunate than himself. His big heart has led to him being selected as Pick ’n Pay and Algoa FM’s first school hero on Monday for 2013. His generosity all started when he asked his mother for extra food to take to school. According to Marica Coetzee, a personal assistant at Old Mutual and a close friend of Willie’s mother Rosanne, he asked his mother for extra food because he is very hungry during break times. “Not asking questions, his mother even bought him a bigger lunch box.”

Little did she know that every break he goes and sit next to a less fortunate friend and offers his extra lunch to him. “The boy only eats enough and shares the remainder with his bro-ther and sister,” said Coetzee. The mother of the boy has been diagnosed with leukaemia and his father earns very little money, according to Coetzee. Sy ontvang geen kanker behandeling nie. Pappa kry ’n bitter karige salaris. Willie het my van barmhartigheid geleer. Hy is klein maar sy hartjie is yslik groot! YYouTube-groep ouTube-groep ssee aalbum lbum kkom om ODETTE KEMP ’n Jong tromspeler, oorspronklik van Humansdorp, gaan dié maand in Amerika sy musiekloopbaan op ’n unieke wyse voortsit – in ’n orkes waarvan die lede mekaar nog nooit ontmoet het nie. Cobus Potgieter (26), wat tans in Amerika woon, het reeds in 2006 bekendheid begin verwerf toe opnames van sy tromspelery kykers op YouTube gaande gehad het. Vandag is Cobus (soos hy op die internet bekend staan) die gewildste tromspeler op YouTube, met meer as 128 miljoen kykers, en dis ook op dié webwerf waar sy loopbaan in die groep “YouTubeBandProject” (YT-

BP) begin het. Soos die naam aandui, is die groep op YouTube gestig, nadat Cobus besluit het om oudisies vir ander musikante te reël. Die lede van YTBP is uit 452 video-inskrywings op dié gewilde webwerf gekies. Hulle is die kitaarspelers BJ Bryant (24) van Tennessee en Bear Rose (31) van NoordCarolina, Evan Collins (30) van SuidCarolina op baskitaar, en Justin Hicks (26) van Georgia, wat die hoofsanger van die groep sal wees. Ten spyte van die afstand tussen die lede, het hulle reeds ’n paar liedjies geskryf. “Ons almal dink op dieselfde manier, wat opwindend is, want ons sukses sal afhang van hoe goed ons kan saamwerk,” het Cobus in ’n mediaverklaring gesê. Die groep sal uiteindelik vir die

eerste keer ontmoet wanneer die nuutverkose lede na Kalifornië reis om hul debuut-album op te neem. Die Kanadese musiekregisseur, Steve Klassen, het gesê hy sien self ook uit na die opnames. “Ek het van die begin af in hierdie projek belang gestel omdat dit uniek is. Dit het baie reëls in die musiekbedryf oortree, reëls wat oortree móés word,” sê Klassen gesê. ’n Dokumentêre rolprent sal opgeneem word wanneer YTBP op 15 Februarie met sy opnames begin. Dié prent sal by die album ingesluit word, sodat aanhangers deel kan wees van die groep se vordering. Privaatheid, rustigheid baie belangrik

Trauma-sentrum benodig eie gebou Kouga Express sit hand by MONIQUE BASSON

IE J-Bay Trauma-sentrum, wat sedert 2006 hulp en krisisberading aan slagoffers van egskeidings, misdaad, verkragting, molestering en mishandeling verleen, het nou self bystand nodig. Dít is egter nie dieselfde soort hulp wat traumatoloog Maryke Pretorius 24/7 getrou en blymoedig aan die gemeenskap bied nie, maar bystand in die vorm van ’n afsonderlike gebou op dieselfde perseel as die Jeffreysbaai Polisie, vanwaar dié sentrum optimaal bedryf kan word. Die sentrum, wat nou saamwerk met maatskaplike ontwikkeling en ’n integrale deel van die Jeffreysbaai Polisie vorm, voer ’n daaglikse stryd in beperkte spasie. Volgens Pretorius wat aan die hoof is van die sentrum en saam met die polisie werk om bystand en terapie te verleen aan diegene wat dit benodig, is daar nie genoeg ruimte by die polisiekantoor om ’n afsonderlike trauma-kantoor in te rig nie. Noodgedwonge deel sy nou ’n kantoor met die kommunikasie beampte van die polisie. Weens die beperkte spasie tot haar beskikking, lyk Pretorius se motor permanent soos ’n kantoor vol terapeutiese speelgoed en papierwerk. “Dit is nie ’n ideale situasie nie,”

sê sy. “As ’n persoon vir berading inkom - dit wissel tussen 6 tot 10 mense per dag - moet hy of sy in privaatheid en rustigheid hul verklaring kan aflê. Om dit te verseker, moet die kommunikasie-beampte haar eie kantoor verlaat. Soms is sy die hele dag sonder ’n kantoor,” sê Pretorius wat al vir 12 jaar met die Jeffreysbaai Polisie werk. Volgens haar was daar 380 nuwe opnames in 2012. Dit sluit nie die ou gevalle in wat van die vorige jaar oorgeloop het nie. Veertig hiervan was aanrandingsake, 50 post-verkragtingsake, 20 verkragtingsgevalle en 100 algemene beradingsake. “Die ideale situasie sal wees as die sentrum vanuit ’n aparte gebou, soos ’n Wendy-huis, op die perseel kan funksioneer. Ons droom daarvan om ’n gebou groot genoeg te hê om ’n ontvangsarea en twee kantore in te rig, maar ons gee nie om om klein te begin en daarvan op te werk nie. Dit groot stuikelblok is egter voldoende fondse.” Behalwe vir broodnodige spasie, sal ’n afsonderlike gebou verseker dat mense nie meer deur die aanklagkantoor hoef te loop om by haar kantoor uit te kom nie, volgens Pretorius.

Dit gons oor luiperdjag op Baviaanskloof­plase MARISKA SPOORMAKER ’n Johannesburgse prokureur sal binnekort die name bekend moet maak van grondeienaars in die Langkloof en Baviaanskloof wat toestemming vir luiperdjag op hul grond gegee het. Dít was die reaksie van Wayne Erlank, streekbestuurder van die westelike gebiede van die Oos-Kaapse Parkeraad, nadat die betrokke prokureur, Neil Gellman, advertensies in dié verband uitgestuur het. “Net vyf Cites-permitte per jaar vir die skiet van probleem-luiperds word aan die Oos-Kaap uitgereik. Sover is daar nog geen permit uitgereik nie,” het Erlank uitgewys. Cites is ’n internasionale ooreenkoms vir die beskerming van bedreigde diere en plante in die natuur. Die luiperd is ’n bedreigde dier. Gellman se advertensie kom daarop neer dat die boer om ’n jagpermit vir ’n probleem-luiperd aansoek sal doen. Volgens die advertensie sal die jagter na die plaas, “gewoonlik” in die Baviaanskloof of Langkloof, moet reis. Hy noem dat dit “krioel” van luiperds in die gebied en dat daar jaarliks tussen twee en drie permitte uitgereik word om luiperds hier te jag. Erlank het gesê die Oos-Kaapse Parkeraad gaan Gellman skriftelik versoek om uit te wys waar en hoe hy die permitte gekry het, “want dit moes deur ons departement gegaan het. Ons dra nie kennis hiervan nie”. Die Baviaanskloof is ook ’n Wêrelderfenisgebied. “Ongelukkig kan enigiemand eni-

giets op die web sit, en in hierdie geval kan dit tot gevolg hê dat internasionale vrae rondom dié status gestel sal kan word.” In sy telefoniese onderhoud met Die Burger wou Gellman nie sê presies hoeveel boere of grondeienaars in watter gebiede wel toestemming vir sy “luiperd-onderneming” gegee het nie. Ook nie of daar formele ooreenkomste tussen hulle aangegaan is nie. “Ek loop nie met getalle en lyste name in my sak rond nie. Daar hoef nie ’n formele ooreenkoms te wees voordat jy adverteer nie,” het hy geantwoord. Volgens Erlank het Baviaanskloofboere en grondeienaars “al ’n ruk gelede ’n vennootskap met die OK Parkeraad gesluit om die hele gebied gaandeweg in ’n bewaringsgebied te omskep”. Die meeste boere, wie se vee gereeld roofdiere soos die luiperd, jakkals en rooikat in dié bergagtige gebied ten prooi val, het al hul boerderye begin afskaal ter wille van natuurbewaring en eko-toerisme. “Hierdie ou is besig met ’n ding wat nie in die Baviaanskloof bestaan nie,” het Chris Lamprecht, voorsitter van die Baviaanskloof-boerevereniging, gesê. “Hy bel al minstens ’n jaar lank rond hier by ons om klandisie te soek. Hy het my ook gebel. Ek het toe, net soos al die ander, gesê ons stel nie belang nie en die volgende wat ons hoor is dat die luiperdjag-advertensies uitgestuur is. “Dit maak ons bitter kwaad, want weer eens kry die Baviaanskloof ’n swak naam.”

Volgens die hostelbestuurderKruger Bekker draai hul elektrisiteitsrekening maandeliks hier by R3 000 en dit laat ’n groot gat in hul begroting.

“Ons kry ’n subsidie van R200 per kind per kwartaal van die Staat. Tans huisves ons 11 kinders. Dus, kry ons R8 800 per jaar van die Staat. Dit is nou as hulle betyds betaal, want hulle is gewoonlik ses maande laat,” sê Bekker. Jolly Dolphin in Jeffreysbaai het dié groeiende nood vir meer bekostigbare elektrisiteit raakgesien, en in samewerking met Buco, Du Preez Loodgieters en Koos Enslin Electric and Plumbing, het hulle vyf solar geysers ter waarde van R35 000 (installasie ingesluit) aan die Hostel

SERVICE DELIVERY STANDARDS & COMMUNITY RIGHTS CHARTER Kouga Local Municipality is mandated with the responsibility of ensuring that the local communities received the basic municipal services as enshrined in the Republic of South Africa Constitution - 108 of 1996, as well as the Municipal Systems Act (Act 32 of 2000, Section 4). Jan Steenkamp, the proud owner of the 1965 Volvo 1800 S. THE Jeffreys Bay Classic Car Club, that rolled into action in August last year, will have their first meeting of the year at the Super Tubes Picnic Area on Saturday, Fe-bruary 9 from 14:00 to 17:00. One of the cars that is guaranteed to be the centre of attraction is the 1965 Volvo 1800 S, owned by Jan Steenkamp from Jeffreys Bay. His great love for old cars stretches three decades ago, when he was first introduced to the Milligan Vintage Trail as a sponsor in 1982. It was, however, only in 1994, that the buyer’s bug got firmly hold of him. The itch to own a vintage car became so overwhelming that Jan acquired a 1930 Ford Model A in this year. This was followed by a 1939 Dodge Coupé, as well as a 1957 Ford Fairlane 500.

The reason for this specific selection of cars can be found in the manner in which the South African Veteran and Vintage Association (SAVVA) classifies cars by, for instance, age groups. Jan, was now the proud owner of a car in the Vintage Class (before 1930), one in the Post-Vintage Class (1931 1939) and a car in the Post War Class (1946 - 1960). There was only one more car left to complete the age classifications of his collections - the Post 60 (1961 - 1970). The car to fill the last spot is none other that the 1965 Volvo 1800 S. Translated from Latin, “Volvo” means “I roll”. When the first 1800 came on the market in 1961, it was the product of Sweden engineering, Italian (Frau) design and assembled by Jensen in England. It was warmly welcomed as the Volvo P1800, with a shape conced-

ed to be of “timeless simplicity”. Strong reservations about the quality of the early British-built cars, and additional assembly plant capacity becoming available in Sweden, led to the transfer of production to Sweden. The product was renamed 1800S and given a new tail badge - the “S” next to the 1800 referring to Sweden and not Sport. In certain quarters the model is still referred to as P180S. The 1800cc engine and four speed gearbox was retained from 1961 to 1969 with an important update in 1970 when the 1800E coupé with a 2-litre engine and electronic fuel injection was introduced. Production of the 1800E coupé sadly came to an end in 1972 after a total of 39 414 cars of all types from 1961 - 1972 had been manufactured.
