Municipality to sell off properties MONIQUE BASSON
HE Kouga Municipality is set to dispose of over 30 properties in a bid to generate a substantial amount of income to provide effective and efficient municipal services.
A list of immovable municipal assets has been compiled that has been earmarked for alienation. Immovable assets include properties - both residential and business - in Jeffreys Bay (11), Aston bay (2), Humansdorp (4), Sea Vista (5), Kruisfontien (3), Loerieheuwel (2), Hankey (2) and Pellsrus (4). The Ben Marais Caravan Park in Humansdorp will also be up for sale, as well as the Jeffreys Bay Caravan Park which currently has an occupancy rate of 7%. The selling of the Gamtoos Mouth Caravan Park and the Pellrus Caravan Park must still be approved and has been put aside for future consideration. Investment proposals are furthermore sought for the Jeffreys Bay Golf Course area and adjacent properties to optimise its potential. All the identified assets fall

within the municipal area of jurisdiction. According to councillor Vernon Stuurman, the municipality is suffering huge losses due to these immovable assets which have become a financial burden, especially parks. “It is the core function of the municipality to make money, and these assets are not optimally used to generate sufficient income. We must dispose of these assets urgently.” Municipal spokesperson Mfundo Sobele said: “The municipality appointed a Land Alienation Committee, comprising of councillors from both parties, to identify land that can be used and to advise council on the legislative process that will have to be followed. The committee was also tasked to identify land which does not currently have or is required to offer basic municipal services. “We will also be consulting with the National and Provincial Treasury where there are uncertainties and seek consent where necessary.” The municipality will now advertise their intention to dispose of the identified properties.

AFTER more than six months of discomfort and unbearable gravel roads, the causeway linking Aston Bay to Paradise Beach is finally open to traffic. “Paradise Beach commuters are now able to drive over the Seekoei River without breaking the law or having to zigzag through a maze of culverts,” said Paradise Beach Neighbourhood Watch chairperson, John Wiehahn. “Inclement weather, especially late August, played havoc with the work schedule. Only two-thirds of the culverts, four rows of the total ten length (40 culverts) could be firmly bedded and cemented in place leaving a two row or 20 culvert gap. However, as a
concession to the long-suffering Paradise Beach commuters, the causeway has been opened to traffic. “The section where 20 culverts still need to be fitted will, of necessity, only allow a single lane of traffic in the interim. This should be rectified very soon.” According to Wiehahn the causeway was officially opened with a braai on August 29. .The project, which saw the structural repair of the causeway across the Seekoei River at a cost of over R2 million, was originally estimated to be completed by the end of March this year. The work included repairs to damaged areas on the culverts, as well as structural repairs underneath the small bridge.
DA leaks confidential information’
MONIQUE BASSON A DA-member leaked confidential information to a member of the public. This is according to councillor Vernon Stuurman. At the ordinary council meeting on Friday, he tabled a motion of exigency, in which he requested an investigation be conducted as he believed confidential information had been supplied to MP Van Lingen in February 2012. According to Stuurman he has faxed proof of this allegation. “Van Lingen is a community member and currently very vocal when it comes to matters of the Kouga. The necessary steps should be taken against all parties
involved.” According to municipal spokesperson, Laura-Leigh Randall, the matter is now before council. “The next step, as per Council’s decision on Friday, is that it will be tabled and discussed formally as an item, with supporting documents, at the next Council meeting. At this stage it would be premature to speculate about the possible outcomes. It would depend on Council’s deliberations.” Van Lingen said: “What one must remember is that I am the constituency leader and therefore the political leader for the DA in Kouga, Koukamma and Baviaans. Any of the caucuses may ask me for advice or to obtain any party or legal opinion on any matter or issue.”

New career path for Kouga youths REWARDS finally came for 12 unemployed Kouga youths when they successfully completed their training as traffic officers. The officers graduated after a year’s training at the Nelson Mandela Bay Traffic, facilitated by Kouga Municipality. The municipality introduced the learnership programme as part of its 2010/2011 Workplace Skills Plan. The first initiative of its kind by a municipality, the programme forms part of the municipality’s interventionist role in curbing unemployment. At the ceremony to hand over certificates, Executive Mayor Booi Koerat said the municipality was very proud of the graduates be-
cause they had represented Kouga well. “You have proven to us that we were not wrong to invest our time and energy in you. We believe that you will fly the Kouga banner high wherever your paths as professional officers take you,” he said. The Mayor compared the graduates to the biblical 12 disciples and urged them to adopt an attitude of servitude rather than that of making a living. “You must also beware of vultures who will seek to corrupt you, as your hard-earned status may be obliterated by another’s mistake,” the Mayor concluded. Speaking on behalf of the graduates, Cynthia Kemp thanked the municipality for the
confidence it had shown in them. She said the graduates were determined not to let the community of Kouga down. These 12 youths paid for all the expenses of the training while the municipality facilitated their enrolment in the college and gave the youngsters onthe-job training. The municipality will now register the graduates with the Department of Roads and Transport as fully-fledged traffic officers. The names of the
graduates are Cynthia Kemp, Jeremy Prinsloo, Jason Petersen, Sherman Felkers, Sphelo Mangali, Vuyokazi Majola, Siena Hendricks, Jason Nodaka, Solomzi Jacobs, Evette Didloft, Branwyne Bosman and Nombulelo Mange.
Public must ‘book their seat’ MONIQUE BASSON THE public is no longer allowed at council meetings without prior notice of attendance to the Administration Department. This is according to Kouga Council Speaker Magdalena Dlomo. “As from today I take a stand as Speaker of Council that now member of the public is any longer allowed to attend council meetings without prior notice to the Administration Department,” she said during an ordinary council meeting on Friday, August 30. “If laws are made, it is made for all of us. We need to
get the respect that our rules of order demands.” Councillors were also not spared from her wrath. Dlomo made it clear that all councillors must put their cell phones and I-Pads in their bags, in order for them to focus on what is happening in council chambers. Things, however did not end there. MP Elza van Lingen, who attended the meeting as a member of the public, was accused by ANC councillor Phumzile Oliphant of illegally recording the meeting. When asked to supply proof of this allegation, Dlomo proceeded to lecture the members of the public that they will be removed from the council chambers if they record meetings. Kouga Council meeting ends in disarray THE meeting of the Kouga Council last Friday eventually had to be adjourned with the most important items on the agenda being withdrawn. The DA councillors left the meeting after the ANC Councillors took an extended caucus and simply took their time to return to the Council chambers. The most important items on the agenda were not discussed after ANC councillor Vernon Stuurman withdrew the tabling of the draft Annual Report from the
agenda. The DA also objected to the tabling of the Gobodo Report, the KPMG Report and the report from the Public Protector, as these items had not been handed to the Councillors prior to the meeting, according to the rules of the Kouga Council. Councillor Nico Botha argued that it was impossible for the Council to properly apply their minds to the reports, as they had never been handed out to the councillors.

OLD expired medicines – prescription and other - are dangerous. If you keep them around your toddler might mistake them for sweeties, your teenager may take a diuretic for his headache, or God forbid, your husband might pop a little blue hormone replacement tablet mistaking it for something else. So we’re all in agreement: old meds should go. But what to do with them? I, for one, just chuck them in the bin (or at least I used to until I started researching this article). Confused and a little embarrassed by my own ignorance, I asked the Health24-team what they did with their old meds, and the results are a little worrying: 60% of them put them in the trash; 20% flush them down the loo; and the remaining 20% do both. “We know it is common practice for the public to pour old and unused medicine down toilet bowls or wash basins, or to throw it into municipal refuse bins,” says Lorraine Osman, spokesperson for the Pharmaceutical Society of South Africa (PSSA).
