H

OUSING blues in Koukamma might be something of the past with the realisation of a new low-cost housing scheme focusing on middle-income earners who do not qualify for government low-cost housing.

A multi-million project for the construction of an estimated 100 low-cost Community Residential Units (CRU), a first for the Koukamma region, is set to take shape in the near future to effectively address the housing backlog plaguing the area - only if the demand warrants such. According to Nkosinathi Ntlokonkulu from the Department of Human Settlements, CRU aims to facilitate the provision of secure, rental housing accommodation for households earning between R800 and R3 500 per month. “The programme seeks to contribute to the government’s agenda of re-dressing the imbalances of the past by bringing lower income people into areas where there are major economic opportunities and from which they would otherwise be excluded,” says Ntlokonkulu. “Once the units are completed the municipality asumes ownership. There will be no option to buy the properties from the municipality.” According to Ntlokonkulu, if the project is approved, a multitude of job opportunities

will be created during the construction of the high densification two to three storey building which will comprise of one and two bedroom apartments, as well as bachelor flats. Although DA councillor Francois Strydom fears that such a project might attract unwanted elements to the region, which is too small for such a scheme, Koukamma Municipal Manager Sabelo Nkuhlu is convinced that it will form an important part of the municipality’s plan to add value and improve the quality of life of residents living and working in the area. “The project will give us the opportunity to improve our property portfolio and generate an ongoing additional income,” says Nkuhlu. “It will furthermore assist in restoring a sense of human dignity. Without this project the municipality will not be able to accommodate the struggling community who has a right to basic services such as water and electricity.” A capable service provider will now be appointed to conduct a demand survey to confirm the availability of the correct market. The municipality will be advised of the outcomes of the study, whether positive or negative. This study forms part of fifteen feasibility studies in the Eastern Cape for the 2014/2015 financial year.

The resident, Cassandra Camons, says: “The first incident took place on May 8. The robbers used my garden spade to try and get in through one of the security gates in my bedroom. When they couldn’t gain access, they came around the back of the house and forced the patio door open, which doesn’t have a gate on yet. “The robbers went straight to my bedroom and stole my cell phone, iPad and cartons of cigarettes. CASH SHORTFALL OF R15.8 MILLION

Koukamma faces cash flow, collection problems MONIQUE BASSON THE Koukamma Municipality is up to their neck in debt and is deteriorating at an alarming rate. According to the agenda tabled at an ordinary council meeting on May 29, should the current negative trend proceed, the projected cash shortfall at the end of June will amount to a staggering R15.8 million. With an average collection rate of a mere

31%, the debt collection rate is the main contributing factor to the municipality’s dire financial straits. According to the agenda, the collection rate of all services (rates, refuse, sewerage, water and electricity) shows a loss for the financial year with a total deficit of R6 million. The main contributing factor is the provision for outstanding debt - with electricity services being the exception - amounting to R18.3 million in total. The total outstanding debt as at March 31

amounts to R45.4 million, of which R34.6 million is debt older than one year. Outstanding rates (35%) is the main contributing factor, followed by water (29%) and sewerage (24%). Humansdorp RD is the main culprit with an outstanding balance of 16%. Short on its heels is Storm River with an outstanding balance of 11%, followed by Joubertina at 11%. Other contributing factors are traffic fines for which the municipality budgeted for an income of R4 million, but only recovered

Businesses to cough up more for rates MONIQUE BASSON BUSINESSES in the Kouga region will have to cough up close to 3% more than residential owners for property rates from July 1. Businesses will see a tariff increase on property rates of 23.25%, while a 20.79% increase in residential areas will come into effect in the new financial year. This is according to the 2014/2015 financial year budget, which was tabled and approved during an ordinary council meeting on May 30. “These increase are necessary to effectively gain a 7% Rand value increase based on the prior year figures,” says Kouga executive mayor Booi Koerat. “This is due to our valuation roll dropping by R7.3 billion in total. “With the draft budget a 23.5% tariff increase was anticipated for all consumers, but with the supplementary valuation roll and the inclusion of the wind farms we were able to reduce this tariff to 20.79%. “It should be noted that the effective increase will differ from household to household as the increase or drop in their annual property valuation will determine the per-

centage increase to be paid.” Tariff increases for other services, with the exception of refuse removal, have been kept between 6% and 8.3%. The annual tariff increase for refuse removal is 10% higher than the previous year to ensure that it will operate as a trading service as required by National Treasury. “To the credit of the unilaterally drafted budget, we can concede that the increases of between 6% and 8.3% are within reasonable limits as prescribed by the National Treasury,” says DA Chief Whip, councillor Chimpie Cawood. However, when it comes to property rate increases, the DA is in total disagreement. “Property rate increases will vary depending on the new valuation roll. This can vary from zero to 45%,” says Cawood. “Nevertheless, there is a budget for a total tax revenue increase of 7%. “The DA is of the opinion that there is no justification in charging businesses a higher tax rate than that of residential properties. They are already differentiated by means of zoning, and thus pay more taxes. Also, there are no differences in service provision, and therefore there is no reason for a higher tax rate to be established.”

Water restrictions for Hankey and Patensie WATER restrictions will be imposed at Hankey and Patensie from June 6 to June 16 in order for the Gamtoos Irrigation Board to carry out maintenance work on the canal network. Kouga Municipal Manager Sidney Fadi said the restrictions would be in effect from 08:00 on Friday, June 6 to 17:00 on Monday, June 16. The following restrictions will be imposed: .No watering of gardens, lawns and grassed areas .No washing of paved areas, walls, roofs, buildings and similar structures, vehicles or other equipment .No filling of swimming pools, paddling pools, fountains

and ponds .No connection of hosepipes or any other form of irrigation system to a tap supplying water from the municipality’s water supply system, except for fire-fighting purposes. Fadi said that while the municipality would endeavour to have domestic water available at all times, there might be times when no water is available. Consumers are advised to make provision for such emergencies. Water from the Klein River, treated at the municipal water treatment works, will be used during the maintenance period.

Koukamma: tariff increases announced

Water, property rates, sewage and refuse removal will all increase with 6%, while electricity will increase with 7.39%. This is according to the budget for the new 2014/2015 financial year, which was accepted during an ordinary council meeting at Kareedouw on May 29. The tariff increases will come into effect on July 1. With an average collection rate of 31% for services for the previous financial year, totalling a deficit of R6 million, councillor Cila Rheeder believes that these increases will only cause bigger financial problems for the municipality with more residents not being able to pay their municipal debt. “Residents’ salaries are not going up by the same high percentage, and they will thus not be able to afford the increases on services delivered by the municipality,” she says. “We need to accommodate the basic needs of our people.”

Die meeste ouers van dwelmverslaafdes kan bloot nie bekostig om hul kinders in privaat-instansies te laat behandel nie," sê Jaars wat jarelange ondervinding in

dwelmberading en gedragsterapie het. Volgens hom is die naaste rehabilitasiesentrum in Oos-Londen. “Ons kan nie toelaat dat dwelmmiddels die lewe van talle kinders vernietig wat andersins ’n waardevolle bydrae tot die samelewing kon lewer nie." Volgens Jaars is binnepasiënt-behandeling nodig, omdat dit belangrik is om die kind uit die omgewing te verwyder sodat hy of sy nie toegang tot dwelms het nie - veral in gevalle waar die persoon nie gerehabiliteer wil word nie. Intussen spits Jaars hom daarop toe om te help waar hy kan. Facilities receive ‘windy’ upgrade SPORTMEN and children from Sea Vista in St Francis Bay not only see the wind farm from afar, but they can now also enjoy the winds of change right at their doorstep. The Kouga Wind Farm has upgraded the sports facilities of the Sea Vista community and invested in a new children’s play park, as part of its corporate social investment commitment to the communities neighbouring the R2 billion renewable energy project at Oyster Bay in the Eastern Cape. The facilities were officially handed over to the Kouga Municipality on May 29. The upgrade to the sports facility included re-sealing and painting the surface of the netball courts, replacing vibracrete panels and diamond mesh fencing, installing a vehicle gate and two pedestrian gates, replacing broken windows, doors and ceilings, cleaning the change rooms and painting internal and external walls. Smhart Security, which installed security doors and an alarm system, will provide security support to caretaker Nceba Sidenana, who was appointed to oversee the facility. Mark Tanton, a KWF director, says the wind farm is working closely with the Kouga Municipality and local communities to identify priority projects and to plan longterm Economic Development initiatives, which will be implemented once the wind farm is commercially operational and generating income for the KWF Community Development Trust. Construction is on track and the 32 turbines will generate 80MW of clean and renewable power when the KWF goes operational in December 2014. A defining feature of the KWF is that it far exceeds the minimum threshold of 2.5% community participation set for each Renewable Energy Bid. The KWF Community Development Trust holds a 26% shareholding in the project company and will derive income from the sale of electricity to fund health, welfare, education, local infrastructural and enterprise development projects. The KWF Corporate Social Responsibility team, which consists of all the companies involved in the construction of the wind farm (the Kouga Wind Farm project company, Nordex South Africa, the Power Group and Actom/VE Reticulation), has also contributed to the following community initiatives: .Upgrade to the Disney Crèche, which included minor roof patches, rust repairs and painting. .Providing new large pots for Aunt Aggie’s Soup Kitchen and Aunt Margret’s Soup Kitchen in Sea Vista, .Responsibility for providing fresh vegetables and other desperately needed foodstuffs to Aggie’s Soup Kitchen and the Shekinah Ministries soup kitchen in Sea Vista on an ongoing basis. .As part of the infrastructure development, Power Construction and Nordex have spent in excess of R150 000 upgrading the main access road between St Francis Bay, Oyster Bay and Humansdorp. .Donated food parcels and blankets to the Sea Vista families who lost their homes when a fire broke out.

Die gesin het twee jaar terug van Tzaneen hierheen getrek. Coetsee, wat elke dag tussen sewe en nege ure oefen wanneer hy tuis is, is 30 weke van die jaar weg op toernooi. “Jy het ’n sterk band met jou familie nodig om so ’n situasie te laat werk. Wanneer ek by die huis is, spandeer ek baie tyd saam met hulle,” sê hy. “My vrou is my steunpilaar. Sy is ’n ma en pa vir ons kinders wanneer ek nie hier is nie. The main function of the SPCA Assisi is to prevent cruelty to all animals. They furthermore assist with spaying, neutering, attending to complaints and emergencies, as well as doing outreaches which comprise of dipping, powdering and treatment. They also deliver educational talks at schools and inspection of all premises connected with the keeping and selling of animals. Application forms to serve on the Management Committee will be available on the night. All interested parties are welcome to attend the meeting.

Potts MMAA fighters excel at championships

Sixteen fighters from the Potts Mixed Martial Arts Academy in Jeffreys Bay competed in the 2014 SWD Classic Championships held in Mossel Bay on March 21 and 22. Woodridge boys selected for Craven Week

Lithe Pulo, Siya Hallom and Ruan du Toit have recently been selected to represent the Eastern Province Under 13 Rugby Team. This team will participate in the 2014 Coca-Cola Craven Week for Primary Schools which will be held in Durban from June 29 to July 4. All three of these boys have been very instrumental in contributing to a successful season for the Woodridge Prep 1st XV. Fox stoked to be involved in JBay MTB Open SYNONYMOUS with perfect waves and world-class surfing action, Jeffreys Bay will play host to a variety of sports during the JBay Winterfest this July. One of the main featured events is bound to be the Jeffreys Bay Mountain Bike Open on July 19. Fox, a world-leader in action sport apparel and equipment is proud to be associated with the event, and the first 20 entrants can look forward to a free Fox riding jersey in their goodie bag. “This year we have decided to offer our support to the MTB Open as it simply sounds like a great event that will take place in the spectacular scenery of JBay and its surrounds whilst providing a challenging and fun race for the entrants,” commented Brode Vosloo of Fox South Africa. Vosloo believes there is great synergy between the event and Fox’s high performance products. “We’ve always been involved in the sport of mountain biking, consistently developing and innovating technical products that give the rider the confidence they need in order to improve with each ride. Many of our staff ride and compete in the various disci-

plines of mountain biking, so not only do we have a professional, but a personal involvement in the sport too,” he said. The first forty entries will go fast, but those missing that cut will also have access to free Fox gear in the form a various lucky draw giveaways, including riding jerseys, seat bags and a Flux helmet. The 2014 JBay MTB Open will feature four routes (a 20km fun ride, 40km, 60km and 85km) all designed by Arthur Joubert. Each shows a classic combination of his skills as mountain-biking enthusiast and construction specialist, and riders can expect fast farm roads, cattle tracks and purpose-built singletrack. The 20km is aimed at youngsters and those doing an MTB race for the first time, while the 40km is for the adventurous fun rider looking to ride a significant distance. Both routes will be fairly flat and non-technical. The longer routes require good technical proficiency and some training in the legs, with the 60km being aimed at trail riders and the 85km fit racers with marathon experience. Vosloo believes the event will be loads of fun for everyone who rides. “There will definitely be some challenging sections of the
