Emile van Zyl en sy vrou Elsa, wat regoor die struktuur woon, sukkel hulle al vir die afgelope 5 jaar onverpoos om die munisipaliteit sover te kry om iets aan die onooglike struktuur te doen, maar sonder enige sukses. “Elke keer wanneer ek en my vrou in die sitkamer sit en by die venster uitkyk, is dít dié gesig wat ons groet,” het ’n ontstoke Van Zyl gesê. “Behalwe dat dit ’n sig vir seer oë is, hou dit ook ernstige veiligheidsgevare in. As die wind sterk waai, dan beweeg die konstruksie van kant-tot-kant. Dit is net ’n kwessie van tyd voor die struktuur gaan omval. “Verder woon daar ook baie kinders in die buurt en hulle gaan speel gereeld op die onveilige erf. Daar is wel ’n kennisgewing op - No entry to building site - maar dié kennisgewing is slegs in engels en meeste van die kinders hier is afrikaans. “Dit lyk asof die munisipaliteit nie by magte is om iets aan die situasie te doen nie. Die vraag is nou: Het ons in ’n doodloostraat beland en moet ons die situasie maar net gelate aanvaar?” ... Vervolg op bladsy 2

Onvoltooide struktuur hou groot gevaar in Volgens Elsa Biljon, wat reg langs die onvoltooide struktuur woon, vrees sy vir die dag wannner die struktuur gaan ingee en op haar huis te lande gaan kom. “Die staalstruktuur is aan die elemente van die natuur blootgestel en daar het reeds een van die balke afgeval,” het Biljon gesê. “Die probleem raak die hele buurt. Potensiële kopers loop verby oop erwe in die gebied en die waarde van die huise word ook negatief beïnvloed. Almal hier is dit eens: die struktuur moet af.” Inwoners Len en Gertie Leslie, wie se uitsig van die see deur die staalkonstruksie bederf word, is ook die herrie in dat die munisipaliteit sy voete sleep om die probleem daadwerklik aan te spreek. Ten spyte van vele skriftelike na-

vrae aan die munisipaliteit, is dié bure nie veel wyser nie en voel hulle dat die keer wat hulle nie geïgnoreer word nie, hulle van bakboord na stuurboord gestuur word. Volgens munisipale woordvoerder, Mfundo Sobele, sleep dié saak al langer voort as wat hulle aanvanklik vermoed het dit gaan, weens die eienaars wat oorsee is. “Die saak is nou aan ons prokureurs oorhanding om die eienaars volgens die wet te verplig om óf van die struktuur gebruik te maak, óf om dit te vernietig. “Ons is hoopvol dat die saak spoedig opgelos sal word. Die munisipaliteit verstaan die uitdagings en potensiële bedreigings wat deur die bure op ’n daaglikse basis in die gesig gestaar word, asook die eindlose frustrasie daarvan.”

‘Verkoop bates om skuld te delg’ HELGA VAN STAADEN DIE DA in die Nelson Mandelabaaimetropool eis dat die Kouga-munisipaliteit sy bates moet verkoop om sy uitstaande waterskuld van R32 miljoen aan die metropool te betaal. Leon de Villiers, DA-koukusleier in die metro, het Dinsdag dié voorstel op die begroting-en- tesourie-komiteevergadering gemaak. Hy het verder ’n mosie ter tafel gelê dat die OosKaapse LUR vir plaaslike regering gevra moet word om in die Kouga-situasie in te gryp. Die komitee het die mosie aanvaar. Kevin Jacoby, uitvoerende direkteur van begroting en tesourie, het op gister se komiteevergadering gesê Kouga se skuldlas word net erger.

Die oorspronklike uitstaande bedrag het van R24 miljoen tot R32 miljoen gestyg. Hoewel die Kouga-munisipaliteit vroeër ’n ooreenkoms met die metro gesluit het om ’n minimum van R500 000 per maand af te betaal om sy uitstaande skuld te delg, hou hy nie altyd by dié ooreenkoms nie. Die rente op die uitstaande bedrag beloop sowat R400 000 per maand. Jacoby het gesê ongelukkig kan hulle nie Kouga se krane toedraai nie, omdat dit onmenslik sou wees. Laura-Leigh Randall, woordvoerder van die Kouga-munisipaliteit, het die uitstaande skuld bevestig. Sy het gesê hulle eerbiedig die ooreenkoms en het verlede week bevestiging van die metro ontvang dat hulle die maandelikse paaiemente ontvang.

Volgens Randall het die nuwe Kouga-raad groot finansiële uitdagings geërf toe hy in Junie verlede jaar die leisels oorgeneem het. Die munisipaliteit se twee grootste skuldeisers was Eskom (vir elektrisiteit) en die metro (vir water). “Die nuwe raad werk egter hard daaraan om die munisipaliteit se finansiële situasie te bestendig. Ons het reeds ons skuld aan Eskom afbetaal. Die raad het ook ’n ooreenkoms met die metro aangegaan oor die waterskuld wat hy geërf het. “Die ooreenkoms is dat ons elke maand ons huidige rekening betaal en dan ook R500 000 ekstra vir die agterstallige skuld. Die metro het onderneem om die rente op ons agterstallige skuld te stop. Ons wag egter nog vir terugvoering hieroor,” het Randall gesê.

they can walk along kilometres of unspoilt coastal dune fields, sharing in the exhilaration of hundreds of dolphins at play as they patrol this stretch of the Indian Ocean, joined by giant Southern Right whales during the winter months. All of this can be found on the website of Open Africa, a website with a Southern Cross focus, listed under Coastal Routes. “These and other strides we have made, continue to put us on the national and international tourist

maps. We still need to do more and we intend doing so,” said municipal spokesperson, Mfundo Sobele. “We are currently busy with a township tourism study where we are investigating possibilities of exploring tourism opportunities and marketing of township products. “This we believe will add value to our tourism route.” Other plans in the pipeline include the beautification of the entrances to the informal settlements of Ocean View, Centerton and Kwanomzamo;

the training of crafters in the informal settlements; as well as the implementation of a Tourism Routes Business Plan. The Department of Tourism and Creative Industries is furthermore planning to host festivals in each town in the Kouga. “The locals will have the opportunity to exhibit and sell their crafts and handmade items, as well as be given a platform for the performing of arts such as storytelling, dancing, drama inter alia,” said Sobele.

Kouga and Cacadu move to close the gap THE Kouga Municipality is strengthening its ties with the Cacadu District Municipality to improve service delivery to local communities. Cacadu Executive Mayor Eunice Kekana, her mayoral committee and Speaker Deon de Vos met with the full Kouga Council in Jeffreys Bay on Tuesday for a frank assessment of the challenges facing the Kouga Municipality. Kouga is one of nine local municipalities that form part of the Cacadu district. Kouga Executive Mayor Booi Koerat said the Kouga Council valued the opportunity to “close the gap” with the district council. “Kouga has made significant progress in dealing with the challenges we inherited from the old Council eight months ago. A solid partnership with Cacadu will boost our efforts to build a strong municipality and better the lives of our people,” he said. Cacadu Executive Mayor Eunice

Kekana said that it was part of the district municipality’s mandate to help local municipalities uplift communities. “The reason for our visit is to gain a clear understanding of what’s happening at Kouga. We will be presenting our reports to the Cacadu management so that they can identify possible interventions,” she explained. She said that Cacadu Speaker Deon de Vos would serve as a link between the two Councils. In his closing remarks De Vos applauded Kouga’s willingness to take hands with the district council. “This willingness to work together, without getting embroiled in turf wars, is one of the great strengths of the municipalities within our district,” he said. “We, as leaders must stand together. “We expect a lot from Kouga in particular because we know that Kouga has the potential to be a blueprint of what a municipality should be to truly make a difference in the lives of its people.”

Hankey se United Congregational Church vier 190 jaar

Die kerk wat nie net toekyk MARISKA SPOORMAKER MINSTENS 190 nuwe siele vir die Here én ’n kerk wat weer aktief saamwerk om gemeenskapswonde te verbind en te genees. Dít is die Hankey United Congregational Church se oogmerk in die viering van dié gemeente se 190ste bestaansjaar. “Baie van ons leef asof die Here net op Sondae leef,” het eerw. Franklin McCabe, herder van die gemeente, aan sy volgelinge gesê, “maar die Here se Woord is oor hierdie grond uitgeroep. Ons moet uitreik na onse mense”. Agter dié eerwaarde se woorde lê die pyn van ’n gemeenskap waar tik en ander dwelms, drank, werkloosheid en armoede hoogty vier. Dít terwyl die gemeenskap se voorouers 190 jaar gelede as vlugtelinge, toe hul grond en vryheid deur koloniste en trekboere hulle ontneem is en hulle as slawe op plase moes werk, na Hankey gekom en in geloof die pad na ’n beter toekoms gebou het. Ongelukkig het apartheid, grondonteiening en ’n tweede fase van verknegting weer jare daarna gekom. Die toekoms het uitsigloos geword en maatskaplike verval sy Siamese tweeling. Wadey van Rooyen staan in die straat bo die historiese Hankey United Congregational Church wat soos ’n kruis gebou is. Haar dink loop saam met haar oë oor die woonbuurt rondom die kerk. “Dit was moeilike jare. Al ons kerke in Hankey was ten nouste by die gemeenskap betrokke. Die klem was op die bevryding wat geloof kan bring en opheffingswerk, opheffingswerk, opheffingswerk,” vertel Van Rooyen, ’n afgetrede onderwyseres in die gemeenskap. Toe kom 1994 en die demokrasie. maatskaplike strukture wat verkrummel, moet die kerk weer sy regmatige plek in die gemeenskap inneem, het die leierbestuur van die kerk en die gemeenskap besluit. En toe hoor die gemeente op 5 Februarie met die Nagmaalsdiens: “U moet uit die toeskouersfase gaan en na eienaarskap oorbeweeg. Onse voorouers het diep spore getrap en ons moet daarin loop. Ons moet die siele wat geval het daar buite gaan optel. Ons moet die mense help.” .Die Hankey United Congregational Church het klaar ’n uitgebreide program saamgestel sodat die terminaal siekes, verslaafdes, ontredderde en verarmde bejaardes, haweloses en straatkinders weer onder veilige Godsvlerk kan kom. Dít alles, asook ’n gemeenskapsopkombuis, gaan natuurlik groot geld vra, beklemtoon Van Rooyen, “daarom het ons ook ’n paar geldinsamelingsgeleenthede gereël”. Die belangrikste hiervan is: S18 Februarie – spesiale gholfdag (waar selfs groentjies groot pryse kan wen), S14 April – verskeidenheidskonsert met drama, dans en musiek, S16 Junie – ’n aandete met 7de Laan se Oom Oubaas, S29 September – groot sport- en pretdag (met onder meer ’n sierwa-optog, marathon-wedloop, inheemse sport en potjiekos-kompetisie). Pluimpie vir rehabilitasie-sentrum Marlene en Dries Muir en gesin van Jeffreysbaai skryf: Ons gesin wil net n enorme pluimpie rig aan die direkteure en personeel van die Aurora Rehabilitasie Sentrum in Port Elizabeth. Afgesien van die uitstekende sorg wat my eggenoot daar ontvang het, was die personeel n bron van enorme onderskraging. Die geduld en sorg van die verpleegpersoneel en fisioterapeute was vir ons n riem onder die hart. Die inrigting is voorwaar n sieraad vir Port Elizabeth. Dorp van Drome Deon Goosen van Jeffreysbaai skryf: Die reaksie op die artikel en foto wat in die Kouga Express verskyn het, i.v.m. die agente wat self begin uitspring het om ons dorp te verfraai, was heel bemoedigend. Terwyl ons daar gewerk het, het heelwat motoriste vir ons die “Thumbs Up” gegee. Sommige mense wil ons grappenderwys huur om hul gebiede ook te kom verfraai. Snoei dit nou net mooi sodat ons weer die straatnaam kan sien. ’n Seer oog is die beboste sypaadjie van die leë erf net bokant die Shellvulstasie. Aan die munisipaliteit wil ek sê die sypaadjie aan die seekant van St. Francisstraat voor The View en Ocean View is besig om in’n donga te verander. Dit word met elke groot reën net dieper en dieper. Kyk bietjie hoeveel moet daar stap om by hul erf of tuiste te kom. Dankie aan al die positief gesinde inwoners van Jeffreysbaai. Ons kan die eerste dorp van drome langs die kus word. On December 17 the community of Jeffreys Bay enjoyed the second annual Seekoeirivier Wine Festival. Over 350 holiday makers and locals attended the event. The Seekoeirivier Nursery, owned by Marlize van Niekerk, hosted the perfect environment for the farm style festival with breathtaking views of the riverbank to tickle the senses. The Seekoeirivier Wine Festival is the only wine tasting in the area where the wine makers run their own stalls. Winema­ kers that attended were Jan Klue from Wolvendritf Cellar, Charles Ochse van Ladera Artisan Wines and Francois van Niekerk from Windmeul Cellar. Windmeul has been awarded the Top Producer in South Africa by the Winemakers’ Choice Wine Competition with no less than four Diamond Awards as well as the Trophy for the Best Red Wine and Red Wine Maker (Francois van Niekerk) two years running. Hoër lone ‘pootjie opkomende boere’ MARISKA SPOORMAKER DIE verhoging van plaaswerkers se minimum-lone kan tot gevolg hê dat talle klein- en opkomende boere naderhand nie meer die paal sal kan haal nie. “Dit skep ook die gevaar dat die groter boere vorentoe meer op meganisasie as op hande-arbeid sal begin staatmaak,” het Ernest Pringle, president van Agri Oos-Kaap, verder gewaarsku. Hy het gereageer op die departement van arbeid se aankondiging dat plaaswerkers se minimum maandelikse loon van 1 Maart van R1 375,94 tot R1 503,90 verhoog word. Die weeklikse loon styg van R317,51 tot R347,10 en die uurlikse loon van R7,04 tot R7,71. Die minimum vereiste jaarlikse salarisverhogings vir plaaswerkers, wat reeds bogenoemde lone of meer as dit verdien, is weer gegrond op die inflasiekoers met ’n bykomende 1,5% daarby. “In beginsel skort daar niks met die verhogings nie. Wat boere soos ek wel bekommer, is dat die produktiwiteit nie ook met die inflasiekoers plus 1,5% verhoog word nie,” het

Daarmee saam styg inset- en produksiekoste ver bo 7%, terwyl die produsenteprys op onaanvaarbaar lae vlakke bly, aldus Pringle. “Daar is geen regeringsregulasie wat bepaal dat ons verkoopprys by die plaashek met 7% moet opgaan nie. Dít terwyl ons produkte op die winkelrak al hoe duurder raak.” Al bogenoemde faktore maak dit al hoe moeiliker vir boere – veral beginner- en kleinboere – om kop bo water te hou, het Pringle uitge-wys. Hy het ook gesê die meer gevestigde boere kan naderhand sommetjies begin maak en oplaas op grootskaalse oorskakeling na me-ganisasie besluit “omdat dit op die lange duur ’n goedkoper opsie kan wees”. Naas die regering en toerisme is landbou die grootste werkverskaffer in die Oos-Kaap. Intussen waarsku die departement van arbeid dat boere wat nie gehoor gee nie aan die jongste verhogings in plaaswerkerlone, dit op eie risiko doen. “Ons inspekteurs en wetstoepassingspanne is op gereedheidsgrondslag om toe te sien dat elke letter van die wet wel toegepas word.” het Page Boikanyo, woordvoerder, gesê.

Landbou gekwel oor moorde op boere verklaring gesê TLU SA is bekommerd dat die regering en die polisie nie die aandag aan plaasmoorde en -aanvalle gee wat dit verdien nie. TLU SA is dankbaar dat veediefstal in die Vrystaat en die OosKaap tot prioriteitsmisdaad verklaar is. Hy is ook verheug om te verneem van al die maatreëls wat ingestel word om renosters teen stropers te beskerm, het Meintjes gesê. “Ons kan al die gesteelde vee terugvind, en ons kan alle renosters beskerm, maar as die boere wat met hulle werk, vermoor word, is daardie aksies absoluut futiel.

The first reader is having problems with water damage to built-in cupboards, caused by a leaking shower in the unit above. The body corporate referred the issue to the person living in that unit, but he is merely a tenant who has undertaken to contact the owner. In another matter, a reader complains about a badly neglected garden gate in one of the units in his complex. The hinges are broken and the wood unvarnished and rotten. The owner refuses to take responsibility. According to Wanda Hayes from Huizemark Jeffreys Bay, the maintenance in a sectional title scheme is typically the responsibility of the body corporate. “The Sectional Titles Act makes the body corporate responsible for the maintenance of the common property, while owners are responsible for their sections.” Hayes says common property includes driveways, parking bays and garages, private and communal gardens, swimming pools, corridors, lifts and entrance foyers. “With reference to the first reader’s problem, it is the duty of the owner of the upper unit to keep his section in a state of repair and fix the shower.” Hayes says the insurance of the building will sometimes cover resultant damage in these situations. “However, if not, he may claim the cost of the repairs from the offending owner.”

The Act even allows the body corporate to perform maintenance to a section at the owner’s expense, should he or she fail to do so, says Hayes. “After giving 30 days’ notice, the body corporate may remedy the situation and recover the reasonable costs of repair from the owner.” Herman Pieterse from Jan Visser Attorneys in Jeffreys Bay says some parts of the common property may be allocated as exclusive use areas to certain owners. “An owner who enjoys such rights is obligated to keep that area clean and neat.” Pieterse says exclusive use areas remain common property and belong to all owners in the scheme in undivided shares. “They are therefore the responsibility of the body corporate.” However, says Pieterse, the Act makes it plain that the body corporate requires the owner to make additional contributions, in the form of a levy, for exclusive use. “This is for maintenance, rates and taxes as well as insurance, unless the rules of the scheme state that the owner is responsible for these costs.” In the second example, Pieterse says one must determine whether the rules make the owner responsible for repairs or whether he merely pays an additional levy. “If he is responsible for the repairs and fails to fix the gate, the body corporate may do so and claim any reasonable costs. LINKS: Meike Strydom het twee rek­ ords ­ diskus en gewigstoot ­ ver­ beter. Sy is ook as die beste atleet van die dag aangewys. Sy het die hoogste punt op die ASA­tabel vir gewigstoot verwerf.
