Start asking the question: What factors affect people's desire and ability to save energy in their buildings in general? Have the students discuss possible factors and how they perceive that each factor will affect the savings? Ask for the potential interaction with the individual factors. Show Figure 1 from SBi 2013:05 State Building Research Institute, Aalborg University Âˇ 2013: "The range of instruments/tools organized into four main categories based on their way of working: creating incentives, breaking down barriers, managing an activity to achieve energy savings and finally putting pressure and promote motivation to implement energy savings." Explain the figure and the four main categories/tools. Discuss with the students the main categories/tools and the relations, as shown in the figure. Discuss different strategies for energy savings from the following: Energy savings can be found throughout the building. It shows analyzes and calculations performed by SBi. One strategy will be to immediately implement all energy saving measures with a payback period of less than 20 years. That way, one third of energy consumption could be cut off by 2030. Another strategy would be to implement the energy savings when there were other reasons for working on the building, for example in terms of repair, renewal and recovery. In that way, a quarter of energy consumption could be cut off in the period up to 2050. But no matter what strategy is chosen, it requires incentives and the necessary means. See Figure 7 from SBi 2013: 05 and discuss the elements that affect energy saving behavior. Ask students about how they themselves or someone they know will respond to saving energy and how it fits with the model. Finally, see Table 2 from SBi 2013: 05 with the factors that work in the UK. Discuss that different labeling schemes, etc., obviously do not have the big effect - despite the fact that new brands and labels are being continuously introduced.

5. Tools to enhance energy savings

Show Figure 12 from SBi 2013: 05 and review the individual instruments and intervention strategies. Take each of the instruments up to discussion and evaluate how effective they can be expected to be. Tuch the topic of investment and economic arguments to make energy savings. Present Figure 14 from SBi 2013:05 and who actually gets the benefits. Discuss the relationships between the individual owners' behavior and investment and the benefits for the society. You can advantageously challenge the students about who really benefits from the investments in the short and long term and hear how they themselves expect to behave. Discuss possible solutions to this potential dilemma.

9. Results of efforts on energy savings
Start asking the question: What do you think the results of the effort about energy savings are? Let the students discuss possible results, and thus also which instruments are most effective. Then present on the SBi 2013: 05 results for each player: • The state's own buildings • Municipal buildings • Private house owners • The general housing sector
Set the results in relation to the effort made: However, in relation to the goals set by society, it is still limited what has been achieved.
