a fin de l’année 2012 qui s’écoule est un moment propice pour faire le bilan annuel des activités entreprises au sein de notre organisation pour le renforcement des capacités professionnelles de nos membres.

Comme l’a fort justement souligné, la nouvelle présidente Duduzile Myeni dans son discours de clôture de notre 16e congrès, « Je vais porter cette organisation afin qu’elle coule comme de l’eau et emmène le développement économique en Afrique », l’AAE a adopté une feuille de route ambitieuse.

L’AAE a mis en œuvre grâce au partenariat avec Further Advancing the Blue Revolution Initiative (FABRI), un programme pour outiller nos sociétés d’eau à faire face aux défis de l’eau non facturée.

Ce programme est entré dans sa phase active consécutivement aux ateliers de Nairobi (juin) et de Ouagadougou (novembre) et aux visites de diagnostics effectuées dans des sociétés d’eau. La Task Force constituée pour ce programme est à la tâche et dans quelques années, nous pourrions avoir nos propres spécialistes en eau non facturée.

Dans le secteur de la communication et du partage de connaissances, nous n’avons pas chômé non plus. A la suite d’un atelier tenu à Conakry consacré à cette thématique essentielle pour la performance de nos membres, nous avons aussi constitué une Task Force et des groupes de travail qui réfléchissent à la conception et à l’élaboration de stratégies de communication qui répondent à nos attentes et nos objectifs stratégiques de développement.

Notre Conseil scientifique et technique (CST) a pleinement joué sa partition en animant avec rigueur et pertinence ses deux assises annuelles (Durban et Conakry)

au cours desquelles, le format scientifique et technique du 17e congrès a été élaboré, de même que la constitution de Task Forces dans plusieurs domaines prioritaires pour nos membres.

Nous avons aussi entrepris d’assurer la relève en mettant en œuvre le vaste chantier des Jeunes professionnels du secteur de l’eau avec le soutien de FABRI. Dans une vision prospective, l’AAE veut concevoir une stratégie d’appui et d’intégration des Jeunes professionnels pour que la chaîne de transmission du legs de nos pionniers ne s’interrompe pas.

Nous sommes à la tâche, assurés que les Jeunes professionnels sont impatients de prendre le relais.

Securing relief

he running out end of the year 2012 appears as a right time to make the annual assessment of activities carried out within our organization for the professional capacity building of our members.

As the new President Duduzile Myeni highly put it in her closing remarks of our 16th Congress, “I will carry it and let it flow as Water's flow, to ensure that, ultimately, it charters economic development in Africa”, AfWA adopted an ambitious roadmap.

Thanks to the partnership with Further Advancing the Blue Revolution Initiative (FABRI), AfWA has implemented a programme to equip our water utilities in order to face challenges relating to Non Revenue Water (NRW).

This programme entered its active phase further to the Nairobi (June) and Ouagadougou (November) workshops and the diagnosis visits carried out in some water utilities. The Task Force made up for this programme has been working hard ever since and within a few years; we should be able to have our own Non Revenue Water (NRW) specialists.

With regard to Communications and Knowledge Sharing, we were not short of work either.

Following a workshop held in Conakry devoted to this essential set of themes for the performance of our members, we have also set up a Task Force and working groups which have been thinking to the design and development of a communications strategies which match up to our expectations and our development strategic goals.

Our Scientific and Technical Council (STC) fully

played its partition by leading with rigor and relevance its two annual meetings (Durban and Conakry) during which, the scientific and technical format of the 17th Congress was elaborate, as well as the setting up of Task Forces in several priority areas for our members.

We also undertook to secure relief by implementing the big project relating to the Young Water Professionals with the support of FABRI. In a prospective vision, AfWA wants to conceive a support and integration strategy of the Young Water Professionals so that the handing over chain regarding the legacy of our pioneers does not stop.

We are performing the task, assured that the Young Water Professionals are eager to take over.

Le programme d’intervention de l’IRC au Burkina Faso comporte deux volets : la recherche-action et le partage de connaissances.

IRC opens a second Africa office in Ouagadougou BURKINA FASO

he International Water and Sanitation Center (IRC) opened a second Africa Bureau in Ouagadougou after the one of Accra in Ghana.

For the IRC Director, Nico Terra, opening national office is part of the new decentralization policy of his organization.

“The opening of our office here in Burkina Faso as in Ghana is part of our ambitious decentralization programme and we are actively exploring opportunities for a long-term presence in Uganda, Ethiopia and Mozambique as well. The Africa IRC programme is within the

center of our vision of a world where each citizen has access to sustainable drinking water supply, sanitation and hygiene services” said Mr Terra.

The IRC has about twenty years of intervention in Burkina Faso with the support of local partners such as Eau-Vive, WaterAid and the Pan-African Intergovernmental Agency Water and Sanitation for Africa (WSA).

The IRC intervention programme in Burkina Faso includes two aspects: researchaction and knowledge sharing.

Green Cross International lance un projet de latrines en Côte d’Ivoire

a Green Cross International (GCI) a lancé le 19 novembre dernier, lors de la célébration de la Journée mondiale des toilettes, un projet de construction de latrines dans une école primaire en Côte d’Ivoire.

Ce projet va permettre à 330 écoliers de Débrimou (un village dans le département de Dabou) de disposer de latrines écologiques sèches et d’un système de recueil de l’eau de pluie.

Initié en 2010, le projet « Smart

Water for Green Schools » vise à favoriser durablement l’accès des communautés dans le besoin à l’eau potable et à des systèmes d’assainissement. Ce projet est déjà mis en œuvre dans les pays comme le Ghana, la Bolivie et la Chine.

Un projet d’infrastructures pour l’évacuation des eaux usées des latrines dans six écoles de la province économiquement faible de Chubut en Argentine a été lancé au même moment que celui de la Côte d’Ivoire.

Green Cross International launches a latrines project in Cote d’Ivoire During the celebration of the World Toilet Day last November 19th, Green Cross International (GCI) launched a project for the construction of latrines in a primary school in Cote d’Ivoire.

This project will make it possible for 330 schoolboys of Debrimou (a village located in the department of Dabou) to have ecological dry latrines and a system for harvesting rainwater.

Established in 2010, the “Smart Water for Green Schools” project provides safe sustainable water and sanitation systems of communities in need. This project is already active in countries like Ghana, Bolivia and China.

L’ONEP annonce la fin du déficit en eau potable à Abidjan pour 2014

L

e déficit en eau potable de 150 mille m3 dans la capitale économique ivoirienne, Abidjan prendra fin en 2014 a assuré le directeur général adjoint de l’Office national de l’eau potable (ONEP), Berté Ibrahima.

Selon les prévisions de l’ONEP, les Abidjanais seront approvisionnés en 30 mille m3 d’eau supplémentaires à fin 2012. En 2013, le déficit actuel aura diminué de moitié, pour être finalement résolu en 2014.

On ajoute que le président ivoirien, Alassane Ouattara avait procédé le 06 août 2012 à Bonoua, au lancement des travaux d’approvisionnement en eau potable de la ville d’Abidjan, d’un montant de 50 milliards francs CFA financés par EXIMBANK Chine.

JOURNÉE MONDIALE DES TOILETTES

Gros plan sur la situation critique de 2,5 milliards de personnes sans toilettes

L

a célébration de la Journée mondiale des toilettes, le 19 novembre dernier a permis de

faire un gros plan sur la situation de précarité dans laquelle vivent les 2,5 milliards de personnes qui n’ont pas accès à des toilettes décentes.

Pour la célébration de cette année, une campagne de sensibilisation en ligne à l’échelle mondiale a été initiée par le Conseil de concertation pour l’approvisionnement en eau et

l’assainissement (WSSCC) et l’Organisation mondiale des toilettes (WTO) pour encourager toutes les parties prenantes (décideurs, spécialistes, population) à agir de sorte à faire de l’assainissement et de l’hygiène une réalité dans ce 21e siècle. “ I give a shit, do you ?” était le thème de cette campagne mondiale de sensibilisation.

Highlight on the plight of 2.5 billion people without toilets

T

he celebration of the World Toilet Day on November 19th was an opportunity to make a highlight on the precarious situation in which 2.5 billion people without access to a clean private toilet are now facing.

For this year’s celebration an online worldwide scale sensitizing campaign has been initiated by the Water Supply and

Sanitation Collaborative Council (WSSCC) and the World Toilet Organization (WTO) in order to encourage all the stakeholders (decision makers, specialists, and population) to act so as to make sanitation and hygiene a reality in this 21st century.

“I give a shit, do you?” was the theme of this global awareness campaign.

A

ONEP announces the end of drinking water shortage in Abidjan for 2014

ccording to the Deputy Managing Director of the Office national de l’eau potable (ONEP) Mr Berté Ibrahima, the 150 000 m3 drinking water shortage in the economic capital city of Cote d’Ivoire, Abidjan, will end in 2014.

Abidjan city dwellers will be supplied with additional 30 000 m3 of water at the end of 2012 according to ONEP forecasts. In

2013, the current shortage will be half reduced to be finally solved in 2014.

It is worth mentioning that the President of Cote d’Ivoire, Alassane Ouattara, had proceeded on August 6th, 2012 in Bonoua, to the launching of a 50 billion CFA francs EXIMBANK China funded work of drinkable water supply of the city of Abidjan.

Constitution d’une Task Force sur la communication et le partage de connaissances

n atelier de renforcement des capacités sur la communication et le partage de connaissances s’est tenu du 5 au 7 novembre 2012 à Conakry en Guinée.

Durant trois jours, les participants essentiellement des responsables de communication des sociétés membres de l’Association africaine de l’eau (AAE) sous la facilitation de Kathy Alison de Further

Advancing the Blue Revolution Initiative (FABRI), ont exprimé leurs attentes et défini la démarche stratégique à adopter pour une bonne communication et un meilleur partage de connaissances.

Pour la mise en œuvre de cette démarche stratégique, une Task Force a été constituée, ayant en son sein différents groupes de travail sur les axes à développer pour

capacity building workshop on communications and knowledge sharing was held from November 5th to 7th 2012 in Conakry, Guinea.

Under the facilitation of Kathy Alison from Further Advancing the Blue Revolution Initiative (FABRI), participants who were mainly AfWA member utilities’ communi-

cations officials expressed during the three days workshop their expectations and defined the strategic approach to adopt for a good communication and a better knowledge sharing.

And to implement this strategic approach, a Task Force including various working groups regarding the priority areas to develop for a DIRECTION EXÉCUTIVE DE L’IWA

The working groups focused their priority approaches on digital media, social media, and the dissemination of best practices, benchmarking, technical and scientific publications, reference libraries and community of practices.

The setting up of this Task force is the expression of AfWA’s commitment to build its members’ professional capacity.

Ger Bergkamp takes over Paul Reiter

G

er Bergkamp, former Director of Regions and Programs of the International Water Association (IWA), took up his duties on December 8th 2012 as interim Executive Director in replacement of Paul Reiter.

Paul Reiter who held the position of Executive Director over

about ten years was entrusted with a new strategic role in order to accelerate the development and implementation of IWA priority activities.

A new Executive Director should be appointed in March 2013.

The Scientific and Technical Council (STC) held its second meetings of the year 2012 from November 5th to 7th in Conakry which main item of the agenda was the scientific and technical preparation of the 17th Congress scheduled for February 2014 in Abidjan.

Sonfonia station

On November 9th 2012, STC participants visited the Sonfonia drinking water production station. This production station with a capacity of 10 thousand cubic meters per day is the fruit of the co-operation with the Israelis. The explanations of SEG Production Manager, Baldé Abdoulaye, were translated into English by one of the hostesses named Wann Binta.

Each participant received a loincloth made by SEG. In addition to this loincloth, each participant was given a tee-shirt, a cap, a pine’s and key-rings.

n The “Soumba wonders”

After the visit at Sonfonia station, participants headed for Khorira Dubreka in the splendid setting of the “Soumba Wonders” where they admired the water falls of the cascade, before sharing a copious lunch.

n Plea for Wann

The Human Resources Manager of the Société nationale des eaux du Bénin (SONEB), Jean-Michel Klican, pleaded with SEG officials to recruit hostess Wann Binta in their Communication Department.

In fact, Wann Binta is holder of a Bachelor’s degree in Management from Nongo University and she is the one who performed the translation into English of the words from Mr Baldé during the visit to the Sonfonia station.

n The call of Rabiatou Serah Diallo

The Chairwoman of the Conseil national de transition (CNT), Rabiatou Serah Diallo called for a better representativeness of women within the decision bodies of African organizations. In addition, she exhorted women to fight for their own autonomy.

The AfWA Days were marked by a series of presentations on the topic “Performance Indicators: improvement and follow up” and by an exhibition in which more than ten companies took part, namely Itron, SAPPEL, CONTORGROUP, TOPAZ, AS Consulting, EMO, SOTICI, HOBAS, SAREF, SEG and ADG Valve.

Le prochain congrès va donc plancher sur les sous-thèmes suivants : la gestion intégrée des ressources en eau et changement climatique, le renforcement des capacités dans l’approvisionnement des services d’eau et d’assainissement, les avancées dans les technologies de l’eau et le traitement des eaux usées résiduaires, les services d’eau et d’assainissement en faveur des populations défavorisées et les options de financement des infrastructures des services d’eau et d’assainissement.

Par ailleurs, les délégués ont, dans une approche proactive, constitué des Task Forces dans les domaines de l’assainissement et du changement climatique, des cités africaines du futur, des Jeunes professionnels de l’eau, des services dans les villes défavorisées, de l’eau non facturée, de la technologie et de l’innovation, de la communication et de la gestion de nouvelles adhésions de membres.

Les participants aux assises du Conseil scientifique et technique (CST) ont pu apprécier l’hospitalité des Guinéens à travers les marques de prévenance et d’attention. De l’accueil à l’aéroport international de Conakry Gbessia aux différents hôtels réservés pour les participants, le comité d’organisation de la Société des eaux de Guinée (SEG) a pleinement assumé sa mission. Lors des différents repas, les Guinéens insistaient auprès de leurs compatriotes pour que la préséance soit accordée aux hôtes.

n Kit de connexion

Les Guinéens ont offert aux participants un kit de connexion (carte SIM et recharge) d’un opérateur de téléphonie mobile pour leur permettre de communiquer aisément.

n Visite à la station de Sonfonia

Les participants ont effectué le 09 novembre une visite à la station de production d’eau potable de Sonfonia.

Cette station d’une capacité de production de 10 mille mètres cube par jour est le fruit de la coopération avec les Israéliens. Au cours de cette visite, l’une des hôtesses, Wann Binta a éloquemment traduit en anglais les explications du directeur de la production de la SEG, Baldé Abdoulaye.

n Le pagne du CST

Chaque participant a reçu un pagne confectionné par la SEG. En plus de ce pagne, chacun a reçu un tee-shirt, une casquette, un pin’s et des porteclés.

Un programme de financement de projets mis en place

n Les merveilles de Soumba

Après la visite de la station de Sonfonia, les participants ont mis le cap sur Khorira Dubreka dans le cadre enchanteur des « Merveilles de Soumba ». Ils y ont admiré les chutes d’eau de la cascade, après quoi ils ont eu droit à un copieux déjeuner.

n Le soutien d’Itron

Itron, membre affilié de l’Association africaine de l’eau (AAE) a fourni aux participants des cartables estampillés de son logotype et de ceux de l’AAE et de la SEG. Par ailleurs, Itron a convié à un dîner le 05 novembre les participants du CST.

n Plaidoyer pour Wann

Le directeur des ressources humaines de la Société nationale des eaux du Bénin (SONEB), Jean-Michel Klican a plaidé auprès des responsables de la SEG pour le recrutement de l’hôtesse Wann Binta dans leur direction de la communication. Celle-ci titulaire d’une licence de gestion de l’université de Nongo, a assuré la traduction en anglais des propos de M. Baldé, lors de la visite de la station de Sonfonia.

n L’appel de Rabiatou Serah Diallo

La présidente du Conseil national de transition (CNT), Rabiatou Serah Diallo a appelé à une meilleure représentativité des femmes au sein des instances de décision des organisations africaines. Elle a par ailleurs exhorté les femmes à se battre pour leur autonomie.

Ce fonds va financer des projets dans les domaines prioritaires que sont l’eau non facturée, l’assainissement, la communication et le partage de connaissances.

M. Reiss a indiqué que la conditionnalité pour obtenir un financement était la création d’associations nationales ou régionales de Jeunes professionnels sous la houlette de l’AAE. L’intérêt de ce programme est qu’il offre des opportunités intéressantes aux Jeunes professionnels d’établir des relations solides avec les pouvoirs publics, les universités et le secteur privé. Il est aussi présenté comme un accélérateur de carrières professionnelles.

A project financing programme sets up

T

he Young Professionals of the Africa water related sector will be able to benefit from a three years programme regarding the financing of their projects with an amount of 300 mille US dollars within the framework of the partnership between the African Water Association (AfWA) and Further Advancing the Blue Revolution Initiative (FABRI).

During an information session held on November 6th, 2011 in Conakry as a fringe event to the

Scientific and Technical Council (STC) meetings, the FABRI Chief of party, Peter Reiss, explained to the participants the availability of this fund for the benefit of the Young Professionals in order to support and encourage the innovative ideas which will push change within the water and sanitation sector.

This grant will finance projects in three priority areas that are Non Revenue Water, Sanitation, and Communications as well as Knowledge Sharing.

Mr. Reiss explained that the condition to benefit from this grant was the establishment of national or regional Young Professionals’ chapters under the leadership of AfWA. The interest of this programme lies in the fact that it offers exciting opportunities to the Young Professionals to establish strong relations with public authorities, universities and business. This programme is also presented as a professional advance career.

Mobilisation pour la mise en place de mécanismes de financements innovants

’Agence intergouvernementale panafricaine eau et assainissement pour l’Afrique (EAA, ex-CREPA) a organisé en collaboration avec le gouvernement de la République du Sénégal du 12 au 14 décembre 2012 à Dakar, la seconde édition du Forum de haut niveau eau et assainissement pour tous en Afrique sur le thème : « Financements et investissements innovants pour accélérer l’accès à l’eau et à l’assainissement pour tous en Afrique ».

Cette seconde édition du Forum de haut niveau s’est penchée sur les mécanismes innovants de financement pour accélérer l’accès aux services d’eau et d’assainissement et la traduction des engagements de haut niveau en actions concrètes.

Au cours de ce Forum, une Think Tank à l’échelle africaine a été lancée, qui sera chargée de mener une politique indépendante de réflexion sur les questions d’assainissement.

Dans son plan stratégique 2011-2015, l’EAA prévoit mobiliser la somme 125 milliards FCFA auprès des partenaires au développement pour atteindre 50 millions de personnes à l’horizon 2015 ayant accès à l’eau potable.

Signature d’accords d’appuis technique et financier entre l’EAA et des partenaires

L’Agence intergouvernementale panafricaine eau et assainissement pour l’Afrique (EAA) a signé lors du Forum de haut niveau, plusieurs accords d’appuis technique et financier avec des partenaires que sont l’Organisation mondiale de la santé (OMS), la Global Water Solidarity, la

Fondation Akvo et le Programme Solidarité eau (PSEAU).

L’EAA a par ailleurs élaboré avec le Conseil des ministres africains chargés de l’eau (AMCOW), un plan d’action visant à promouvoir les relations entre eux et à renforcer la collaboration avec l’Union africaine (UA).

Le vice-président du Libéria, Joseph Boakai a procédé le 12 décembre 2012 au lancement de la Fondation EAA chargée de générer ou recevoir les appuis financiers au profit des organisations de la société civile.

D’autre part, le ministre congolais de la Recherche et de l’Innovation, Jean-Richard Itoua a lancé le 13 décembre 2012, le centre de

recherche. La Fondation Bill et Melinda Gates et la Wallonie se sont engagées à apporter leur appui à l’opérationnalisation immédiate du centre de recherche.

L’existence de ces deux structures va contribuer à la réalisation de taux d’accès et de couverture plus importants à l’eau potable et à l’assainissement.

Lors de la première édition du Forum en décembre 2011 à Ouagadougou, l’une des principales recommandations encou-

rageait les pays membres et les autorités locales à mettre en œuvre un pour cent des initiatives financières de la solidarité eau.

PRINCIPALES RECOMMANDATIONS

Les principales recommandations sont les suivantes : • La nécessité de faciliter l’accès au financement des initiatives d’assainissement pour les acteurs locaux et les communautés locales, • Le rôle des collectivités locales et des municipalités doit être clairement défini afin d’assurer une plus grande participation des autorités locales, • Des initiatives similaires visant à impliquer le secteur privé dans l’agenda de l’eau et de l’assainissement en Afrique existent déjà. L’Initiative EAA de Sanifund devrait compléter et renforcer les initiatives en cours, • Les aspects de la durabilité doivent être pris en compte dans les initiatives.

D'autres mécanismes de financement innovants ont été discutés en sessions parallèles et plénières par d’autres parties prenantes et les recommandations suivantes ont été faites : • Des contrats fondés sur la performance devraient être établis avec des mesures incitatives pour stimuler la prestation de services de qualité, • La capacité à accroître les tarifs en fonction des coûts de

gestion et une politique tarifaire doivent être dissociées des frais de location des opérateurs, • Les projets pilotes doivent être reproduits et étendus à la décentralisation et une attention accordée à la professionnalisation des services techniques ruraux,

• Le financement basé sur des résultats devrait être lié à un système de suivi et d’évaluation solide fondé sur des résultats tangibles,

• Encourager les pays membres et les autorités locales à mettre en œuvre l’Initiative 1 pour cent de financement de la Solidarité Eau,

• Toutes les initiatives de financement devraient être basées sur le fait que l’eau est un droit humain ; l’assainissement et l’hygiène favorisent la santé et le bien-être et devraient tenir compte de l’accès aux services financiers, de l’accès géographique, des questions relatives à la qualité de l’eau. Les services et infrastructures doivent être équitables et inclusifs,

Mobilization for the setting up of innovative financing mechanisms

rom December 12th to 14th 2012 in Dakar, the Pan-African Intergovernmental Agency Water and Sanitation for Africa (WSA, former CREPA) organized in conjunction with the Government of the Republic of Senegal, the second edition of the High Level Forum Water and Sanitation For All in Africa on the theme: “Innovative Financing and investments to accelerate access to water and sanitation in Africa”, This second edition of the High Level Forum dealt with the innovative financing mechanisms to accelerate the access to water and sanitation services and the implementation of high level commitments into concrete actions.

During this Forum, an African scale Think Tank responsible for leading an independent reflection policy regarding sanitation issues was launched.

Within its 2011-2015 strategic plan, WSA envisaged to mobi-

WSA and some partners sign technical and financial support agreements

During the High Level Forum, the PanAfrican Intergovernmental Agency Water and Sanitation for Africa (WSA) signed several technical and financial support agreements with partners that are the World Health Organization (WHO), the Global Water Solidarity, the Akvo Foundation and the Water

Solidarity Programme (PSEAU).

Moreover, the WSA worked out with the African Ministers Council on Water (AMCOW), an action plan aiming at promoting relations between them and at strengthening collaboration with the African Union (AU).

On December 12th, 2012, the Liberian Vice-President Joseph Boakai carried out the launching of the WSA Foundation in charge of generating or receiving financial supports for the benefit of civil society organizations. On the other hand, the Congolese Minister for Research and Innovation, JeanRichard Itoua launched on December

13rd, 2012, the Research Center. The Bill and Melinda Gates Foundation and Wallonia committed themselves to bring their support to the immediate operational implementation of the Research Center.

The existence of these two structures will contribute to the achievement of most important access and coverage rates to water and sanitation.

The African Water Association (AfWA) Congress is a scientific and technical forum to assess how things stand in water, sanitation and environment sector in Africa. It holds every other year.

The 17th Congress will be held in Abidjan from 17 to 20 February 2014 under the theme:” Mobilizing Resources and Governance of Water and Sanitation in Africa”.

The Congress will involve a number of technical sessions, workshops, side events, B-to-B and one-to-one meetings, International Exhibition and a host of other networking possibilities.

Key recommendations are as below: • The need to facilitate access to sanitation funding for local actors and local communities,

decentralization and attention paid to the professionalization of rural technical services,

• Role of local government and municipalities to be clearly defined to ensure stronger involvement of local authorities,

• Integrated solutions which take into account long term financing should be developed for the sector,

• Similar initiatives aimed at involving private sector in the Africa water and sanitation agenda exists already. WSA’s initiative of Sanifund should complement and strengthen ongoing initiatives,

• Results based financing should be linked to a strong monitoring and evaluation system based on tangible results,

• Sustainability aspects need to be factored into the initiatives.

Other innovative financing mechanisms were discussed in parallel sessions and plenary by other stakeholders with the following key recommendations: • Performance based contracts should be developed with incentives to stimulate quality service provision, • Ability to increase tariffs based on management costs and a tariff policy must be delinked from the operators lease fee,

• All financing initiatives should be based on the fact that water is a human right and should take into account the financial access, geographical access, water quality issues and there must be equity and inclusion in all the project interventions, • There is a need to develop institutions that will properly manage facilities as opposed to just building water and sanitation utility infrastructure, • Integrated approaches that improve accountability, efficiency gains, low cost technologies and advancement of private sector investments need to be encouraged, • WASH sector should seek to have linkages with other sectors such as housing to increase

coverage, • To encourage member countries and local authorities to implement the 1 per cent Water Solidarity Finance Initiative, • WSA will continue to play a key role in the conceptualisation of innovative technologies appropriate to the African context, • There is a need for collaboration, increased synergies and complementarity between regional bodies in order to successfully scale up and increase WASH effectiveness, • For effective citizen and civil society engagement in WASH, states should provide the enabling environment for access to information and establish independent autonomous and inclusive regulatory frameworks, • Governments of member states must take leadership to increase domestic financial allocation for WASH ensuring hygiene and behaviour change issues are integrated in such initiatives.
