Last year at this time, Tricia’s Trader ran a feature on PPND (Pallido-Pontal-Nigral-Degeneration), also called “Newell’s Syndrome” due to its being traced back to a pioneer to Montana in the early 20th century, Chet Newell. Newell’s descendants still reside all across northern Montana, and about half of them carry the deadly and debilitating gene that takes many lives in their late 40s and early 50s. COWBOY POETRY BY H. FRED LIESE Fred Liese makes his home at the edge of Black Coulee near Turner, Montana. Raised on the Big Flat, he finds plenty of “inspiration” in the people and things around him every day, and Fred’s brand of entertainment has earned him a large following throughout the US and Canada.

Traction This tire sold here in his store He promises, “You will adore For this product here will give you traction It’s guaranteed for satisfaction. Note the tread, how it’s aligned … our engineer’s unique design. The lugs are deep and they will track Safely, they will bring you back.” “Never will you slide and slip, There’s nothing that these treads won’t grip And through the snow that’s belly deep To ascending up a hill so steep Again, I point to tread design To take you up that slick incline While scoffing at the glare of ice; They’re worth their weight at any price.

He got home way after dark He pulled up in the drive to park Now in the house, he’s truly spent Here is how his story went. He found a shovel in his hand He dug ‘til he found frozen land Then back and forth, he etched his way ‘til pickup truck saw light of day He’d freed it from the snowy mounds Those obstacles on frozen grounds. He told his wife, he was advised Some things are just as advertised. Then the plot is what transpires They told the truth…snow…TIRES! Fred Liese Tricia’s Trader, © 2011

The traction grips roll out the door They’ll aid him with his daily chore To pull his rig through snowy fields Benefits, each tire yields But the rubber never meets the road … Only ground, where it had snowed.

TEN THINGS YOU MIGHT NOT HAVE KNOWN ABOUT SOCIAL SECURITY Social Security is a lot like the ozone layer--we all know it’s there now and we count on it being there in the future. Yet most people don’t know much more about it than that. Here’s a short list of interesting facts about Social Security. (1) Social Security benefits do not automatically start coming in the mail the first day of Normal Retirement Age. They must be applied for. The easiest way is to set up an appointment with the local Social Security office or call 1-800-772-1213. (2) To get an official statement of all the earnings recorded in your Social Security account, an estimate of your current disability and death benefits, and an estimate of future retirement benefits, fill out a Form #7004 Request for Social Security Statement, obtainable at your local office. (3) If you do not find and correct errors in your Social Security record within 3 years, they become part of your permanent record. Therefore, you might want to check on them every 3 years or so. (4) You can work during retirement, but if you earn too much it will reduce the size of the benefits you are receiving from age 62 up to your Normal Retirement Age. The limits on such earnings are currently $14,160 for 2010. Benefits are reduced by $1 for every $2 that you earn over this amount. After you attain your Normal Retirement Age, you may work as much as you want with no reduction in benefits, although they may become taxable if you earn too much. (5) You can increase the size of your retirement benefit by delaying collecting your benefits and by remaining on the job past full retirement age. This higher benefit comes from extra earnings toward your account and a credit awarded for this patience, ranging from 3% to 8% of your benefit depending on your date of birth. (6) For people born after 1937, Normal Retirement Age will increase. For example, if you were born in 1940, full retirement age is 65 and 6 months; born in 1950, it is 66. Anybody born in 1960 or later will be eligible at age 67. (7) Social Security disability benefits do not continue past Normal Retirement Age. The month before you attain normal retirement age the disability benefits are automatically converted to retirement benefits. (8) There is a limit to the amount of benefits that can be paid on each Social Security record called the Maximum Family Benefit, generally around 150 to 180 percent of the worker’s benefit. If this limit is exceeded, the family benefits are reduced. (9) Ex-spouses, widows and divorced widows may all be eligible for benefits on a spouse’s record. Provided the requirements are met, they may even all be collecting on the same worker’s record. (10) There are two Social Security trust funds: one used to finance retirement and survivors benefits and the other used to finance the disability program. - by Dr. Roger Baxter Export rEquirEmEnts EasE up Exporting Montana feeder cattle to Canada has become easier. Recent changes to regulations permit feeder cattle to go with an official ID (RFID or silver ID tag) and health certificate of veterinary inspection. There is no restriction as to how many feeder cattle a Montana–accredited veterinarian can put on one health certificate. Each truck on the shipment is sealed with a USDA official seal. Health certificates for feeder cattle to Canada can now be endorsed at the Port of Sweetgrass and the Port of Raymond Mon – Friday 8:00-4:30 pm by appointment. ~Dr. B

AT THE LIBRARY One afternoon, a group of preschoolers gathered at the library for story time. The book they were reading was, “There Was an Old Lady Who Swallowed a Fly.” After the librarian finished the first page, she asked the children, “Do you think she’ll die?” “Nope,” a little girl in the back said. “I saw this last night on ‘Fear Factor.’ ”

Ramblings of a Conservative Cow Doctor

by Krayton Kerns, DVM, State Rep. HD 58

We hope you enjoy reading this newest feature in Tricia’s Trader. You may agree, you may disagree with Dr. Kerns’ Ramblings, but you will always have something to discuss over dinner.

ROBERT FLOREA

Jenny Craig Weighs the Budget If you can’t stick to your New Year’s, Jenny Craig diet, perhaps you should use a technique perfected by Congress. They too tried to lose weight (shrink the federal budget), but since that is onerous, they are contemplating simply raising the federal debt ceiling somewhere generously above 14.3 trillion dollars. Analogically, raising the debt ceiling is like me raising my target body weight to 250 pounds rather than the 180 pounds I resolved to on December 31st. Since I currently squash the scale to 190, by raising my personal weight ceiling, I discover I actually need to gain 60, rather than lose 10 pounds. What a relief. This gives me a much more optimistic outlook as I enter the “fat steaks and whiskey” phase of the legislative session. (Life is easy when you are a politician and you can lower the achievement bar to happier levels.) Similarly, we members of Montana’s 62nd legislative session have been hunting for painless ways to diet $360 million from our state budget. Since our state constitution does not give us a debt ceiling option, we must trim things to balance the budget. In sessions past, the budgeting process was simply a matter of adding up all the money we thought we had, or would receive, and then spending it. Just like “he who dies with the most toys wins,” legislators who spent the most money in their home districts were hailed as heroes. For example, since 2007 previous legislators have spent $300,000 of your tax money for the “Cultural development of Butte”. (Silver Bow County residents sing Irish folk songs in honor of their legislators every St. Patrick’s Day.) Because all spending has been based on how many dollars we had, rather than on services we actually needed, Montana’s government has grown at pathological rates. It now takes nearly $8 billion to keep our Treasure State operating for just two years. These first five days we have been briefed by state agencies regarding their biennium wish list. As expected, every agency claims to be operating at bare bone levels and simply cannot find any possible cuts. They don’t get the picture. I optimistically, albeit futilely, hope someday a department head will step to the microphone and confess, “Please cut my budget. We are running out of cookie jars in which to hide all the extra money.” It will never happen. Here is our status at the end of week one: Montana’s governor is using very optimistic revenue figures and some of the most intriguing budget shifts and fund transfers to balance his budget. He and his budget director keep humming the 1959 Ethel Merman hit, “Everything’s Coming Up Roses”; others are less enthusiastic. The Legislative Fiscal Division (LFD), the money gurus hired by the legislative branch, take a not-so-rosy view revenues will be down, so we must trim $360 million. This disparity has been argued back and forth as to who is the more accurate speculator. Since guessing is not the ideal technique upon which to bet your paycheck, consider this worst-case-scenario model: If we use LFD figures and they are wrong, Montana will be $360 million above water by 2013. If we use the governor’s figures and they are wrong, we will be sinking $360 million below the surface. Take your pick. (Remember, neither position addresses the real budget buster; a $3.5 billion shortfall in the state pension plan.) The House Tax Committee is the final arbiter establishing which revenue estimate will be used. Your freedom now rests on the shoulders of House Tax Committee members under the direction of Chairman Mark Blasdel. They will suffer enormous, unyielding, unmerciful pressure from progressives to accept the governor’s revenue estimate and spend money. Fortunately for Montana, Chairman Blasdel is a rock. An e-mail, letter, phone call (or twenty-seven-hundred of each) from patriots supporting the more conservative estimate, might help keep Montana in the black. You can reach Rep. Blasdel at mblasdel@bresnan.net to let him know you have his back. Read more of Krayton’s op-ed in his 350 page book, Ramblings of a Conservative Cow Doctor - a collection of published and unpublished articles written about the life of a cowboy as it pertains to America’s freedom. *Annual average Analysts’ Best Picks total return performance (18.4%) versus the comparable S&P 500 performance (4.0%), for 2001 through the close of December 2, 2010. On a total return basis with performance averaged as if an equal dollar allocation were made to each stock at the beginning of the period and held until 12/31 of the following year. Since 2001, a total of 114 stocks have been recommended through this list. Of this total, 75 advanced and 39 declined within the recommended holding period. The holding period for each year’s list is approximately 55 weeks from the inception date to 12/31 of the following year. An investor would incur commissions (and interest charges if transacted in a margin account) to act upon these recommendations. The results presented should not and cannot be viewed as an indicator of future performance. Individual results will vary and transaction costs related to investing in these stocks will affect overall performance. There is no assurance that the list will achieve the results expected and investors may incur profits or losses. The S&P 500 is an unmanaged index of 500 widely held stocks and is generally considered representative of the U.S. stock market. Investors cannot invest directly in an index. A complete record of all Analysts’ Best Picks since 2001 is available upon request. Š2010 Raymond James Financial Services, Inc., member FINRA/SIPC 10-BDMKT-0453c-ICD MM/RW 12/10
