Introduction The Missouri Head Start Association and Head Start Collaboration Office first commissioned this directory of Missouri’s early childhood certificate and degree programs in 2003. A revision in 2005 and this revision to update information on schools and add and delete schools was funded and supported by the T.E.A.C.H. Early Childhood® MISSOURI Scholarship Project. L. Carol Scott of LC Associates maintains the database that informs the directory and prepared all three versions. Collection, organization, and original publication of these data were made possible by funds from the Missouri Head Start Association, the Early Childhood Division of the Missouri Department of Elementary and Secondary Education, and the Head Start Bureau, Region VII office of the U.S. Department of Health and Human Services. The T.E.A.C.H. Early Childhood® MISSOURI Scholarship Project Licensed through the Missouri Child Care Resource and Referral Network (MOCCRRN)

Based on the belief that Teacher Education And Compensation Helps, T.E.A.C.H. MISSOURI is one of 22 states in a nationwide movement to increase quality early care and education. Working with licensed early childhood educators, the foundation of the T.E.A.C.H. MISSOURI scholarship is rooted in four fundamental outcomes: scholarship, education, compensation, and commitment. ♦ ♦ ♦ ♦ ♦ ♦

The Goals of the T.E.A.C.H. MISSOURI Scholarship: Improve the quality of early childhood care and education BY Increasing the education level of early childhood educators AND Increasing the compensation for early childhood providers THEREBY Increasing the retention rate of early childhood providers THUS Improving the quality of care provided for our children and their families AND Creating a model of partnership in Missouri early childhood programs.

T.E.A.C.H. MISSOURI begins with the award of a scholarship at one of three levels. Scholarship Level 1- For recipients who may not be certain that early childhood is their chosen profession so they are seeking: ♦ 9 to 15 credit hours at a local community college only in early childhood specific courses ♦ OR 9 to 15 college credit bearing hours for a CDA

¾ Scholarship Level 1 can be maintained for only one year with T.E.A.C.H. MISSOURI as it is leads to a decision to grow further in the field of early care and education or a national Child Development Associate credential (CDA). A recipient can move to Scholarship Levels 2 and 3 from this point. ¾ There is no limit to the number of recipients in Scholarship Level 1 at any one facility. ¾ Scholarship Level 1 can be applied to college credit bearing classes for AA/AAS or CDA only. ¾ Taking classes towards a CDA through T.E.A.C.H. MISSOURI does not guarantee an individual will earn a CDA. The Council for Professional Recognition awards a CDA once all their requirements have been met. T.E.A.C.H. MISSOURI is a method for meeting the education requirements for a CDA.

At Scholarship Level 1: T.E.A.C.H. MISSOURI provides: • • • •

A one year contract over three consecutive semesters 75% of tuition and books each semester (85% for family providers and owners) $300 bonus upon completion of education year and submission of grades Access to Career Counseling each semester

15% of tuition and books each semester Matching $300 bonus if retention commitment desired

Sponsor provides:

10% - 15% of tuition and books each semester Pass all classes with a C or better 6 month commitment to field of early care and education (if no bonus matched by sponsor) OR 6 month commitment to sponsor/facility (if bonus is matched by sponsor)

Scholarship Level 2 – For recipients seeking 9 to 15 college credit hours in early childhood specific courses as ♦ an introduction to the field ♦ to supplement a degree in an unrelated field, ♦ to meet licensing requirements ♦ or to meet an administrator credential level ♦ this level is most often used to support early childhood hours towards a BA degree ¾ There is a limit of six recipients from a given facility in this scholarship at the same time. ¾ Scholarship Level 2 can be applied to college credit bearing courses through a public community college or university.

At Scholarship Level 2: T.E.A.C.H. MISSOURI provides: • • • • •

A one year contract over three consecutive semesters 75% of tuition and books each semester (85% for family providers and owners) $300 bonus upon completion of education year and submission of grades Reimbursement to sponsor of $7.50 per hour ($11.25 a week) for recipient’s 1.5 hours of release time per week of class Access to Career Counseling each semester

15% of tuition and books each semester A matching $300 bonus if retention commitment desired 1.5 hours of release time to recipient per week of class

Recipient provides: • • • •

10% - 15% of tuition and books each semester Pass all classes with a C or better 9 month commitment to early childhood field (if no bonus matched by sponsor) OR 9 month commitment to sponsor (if bonus is matched by sponsor)

Scholarship Level 3 – For recipients seeking a professional degree in early childhood education with an award of 9 to 15 college credit hours per contract year (three consecutive semesters). Both general education and early childhood courses are covered as each is required to attain a degree. Scholarship Level 3 can be maintained for as many years as it takes to earn a degree. Scholarship contracts are awarded consecutively for as long as funding is sustained. Recipient responsibilities: y y y y

Attend 9 to 15 credit hours at your local public community college/university over one contract year (3 consecutive semesters) working toward a professional degree in early childhood education (AA, AAS, CDA, Proficiency Certificate) Contribute 10% of the total cost for tuition & books each semester Pass all classes Agree to stay in service for 1 full year at your sponsoring center or in operation as a family child care provider after your educational year is completed. (In return for the scholarship and compensation, the recipient agrees to stay in service at the center, family home, or group home for one full year after the completion of the educational contract year. This guarantees a two year commitment by the teacher to the families and children served by the sponsoring facility. If the contract is broken, the recipient is obligated to reimburse T.E.A.C.H. MISSOURI for the full scholarship amount.) Utilize all knowledge gained with children and families in your care

Sponsor Responsibilities: y y y

Contribute 10% of the total cost for tuition & books each semester Allow recipient to take 3 paid hours of release time from work each week of class. Time can be used to study, attend class, or meet general needs to assure success in classes. (Scheduling of release time is decided on between the sponsor and the recipient.) Invoice T.E.A.C.H. for release time reimbursement payments of $7.50/hr each month, mid-semester or at the end of each semester - not exceeding 132 hours a year (T.E.A.C.H. MISSOURI provides funds for paying substitutes, NOT the substitute teachers.) Compensate the recipient at the end of each contract year based on the option chosen with the recipient during the application process. Option 1: Recipient receives a 2% raise over & above the normal cost of living or merit raises Option 2: Recipient receives a $300 bonus

T.E.A.C.H. MISSOURI Responsibilities: y y y y y y

Pay 80% of the total cost of tuition & books each semester over the contract year (90% paid for family child care providers & child care facility owners) Reimburse sponsoring centers & family providers for recipient release time - 3 hours each week of class at a rate of $7.50/hr (a maximum of 132 hours a year) Provide each recipient with a $40 travel stipend each semester Compensate each recipient with a $300 bonus at the end of the contract year (payments are made in two installments of $150, issued six months apart) Offer daily access to a counselor via a toll free call to assist in questions about college, registration & enrollment, creative time management & scheduling, early childhood issues, or to lend a sympathetic ear as a fellow early childhood advocate Renew for another contract year of education in each area where funding is available or sustained

T.E.A.C.H. MISSOURI Since 2000, T.E.A.C.H. MISSOURI has grown substantially. T.E.A.C.H. MISSOURI is currently available in all 115 counties and active in 65 counties across the state. T.E.A.C.H. has worked with 29 community colleges, colleges and universities, and funded over 500 scholarship recipients for more than 4600 college credit hours. T.E.A.C.H. MISSOURI recipients have positively affected the lives of more than 5500 children and the families they serve. The retention rate of providers in the T.E.A.C.H. Scholarship Project in FY2006 - 2007 was 91%, only 9% turnover, as compared to a more than 30% turnover rate estimated in the field of early childhood care and education nationally. The T.E.A.C.H. MISSOURI Scholarship is now available in all 115 Missouri counties. Financial Aid Many students who qualify for tuition support from a Head Start program or a T.E.A.C.H. Missouri scholarship may still need additional help covering the costs of tuition and fees. All schools begin the process of determining eligibility for financial aid in the same way. Completion of the Free Application for Federal Student Aid (FAFSA), available on line at www.fafsa.ed.gov. A paper copy of this form can be obtained by contacting the financial aid office at any community college, college or university. Each entry in this directory contains the phone number for the financial aid office at that school. According to A Financial Aid Guide for Early Care and Education (2002), “In applying for the fall semester, students should apply as soon as possible after January 1 of that year. While the deadline for applying for federal aid [such as Pell Grants] is June 30, other campus based financial aid, which may also use the FAFSA to determine eligibility, may have its own deadlines” (p.4). Students may also want to know more about the Hope Scholarship and Lifetime Learning Tax Credit.
