FRAMEWORK SCOPE In accordance with best procurement practice, EU and UK procurement directives and regulations, KCS, on behalf of the Central Buying Consortium (CBC), created and lead on the national framework for the supply of telephony systems and associated services.
FRAMEWORK USE Our national framework is available for use by all public sector bodies and charities including: • Blue light services • Schools and academies/academy trusts • The NHS and NHS trusts • Housing trusts/associations • Publicly-owned private companies
• Local authorities • Central government • Publicly funded organisations • Registered charities
INDIVIDUAL CONTRACT AWARD Customers will select suppliers based on the Most Economically Advantageous Tender (MEAT). This is the result of a process, determined by the individual, of declaring the value of all products and/or services covered. There are three methods permissible under this framework: 1 DIRECT AWARD/CALL OFF The ability of a supplier to meet the needs of the customer based on one of the following criteria: • Ability to supply the required quantity • Total value of order/individual contract is below £10,000 • Product or service required is unique/exclusive to one supplier • Continuity of existing services or goods • Authorised participants own procurement policy value threshold 2 FURTHER COMPETITION OR MINI TENDER A competition between the capable suppliers within a specific lot to determine the most appropriate to suit the needs of the customer for a defined period of time or project. In any event the Contracting Authority takes no responsibility for the chosen contracting method of any Participating Authority.
