ining industry stakeholders on Wednesday 03 July 2013 committed themselves to an agreement that aims to bring stability to South Africa's mines and restore investor confidence in the badly battered sector. Amid optimism over the accord, the refusal by the Association of Mineworkers and Construction Union (Amcu) to sign up on Wednesday cast a shadow over the process. The agreement, which has as one of its stated aims the restoration of confidence in mining is an acknowledgement by mining companies, unions and the government that something has gone badly wrong and needs fixing. The platinum and gold mines were hardest hit by wildcat strikes last year as Amcu rose to a dominant position on many mines. More than 50 people were killed in violence that accompanied the industrial unrest and companies lost billions of Rand in revenue, shaking investor confidence. Amcu declined to sign the Aveng Moolmans Sishen Rugby Club, the undefeated winners of the Griquas Super League, sitting in front: Byron Booysen and Jakobus Motlhle. sources Minister Susan Shabangu said she was confident Amcu would sign up. Mr Motlanthe said the agreement was unconditional and Amcu had raised no objections to the clauses in the document but that it had said it needed a mandate from its members to sign it. The National Union of Mineworkers (NUM), which has been displaced as the biggest union on the platinum mines and three key gold mines, was not surprised by the stance taken by Amcu. "I am happy that all and sundry can see what type of animal we are dealing with," NUM General Secretary Frans Baleni said. Pressed by reporters at a media briefing on the conditions that Amcu had presented, Mr Motlanthe, who has been tasked with restoring peace and stability to the mining sector by President Jacob Zuma, said the union would not delay the process. The agreement has identified a number of core stumbling blocks and sources of friction in the mining sector and lays out proposals on how to address them. Participants will meet once a quarter to give feedback on progress and difficulties in meeting their commitments. The two critical aspects that have been singled out are, firstly, the restoration of the rule of law and order Continued on page 7

overnment has encouraged South Africans to observe what has become known as Mandela Month by giving at least 67 minutes of their time on 18 July to create a better tomorrow for all. Thursday 18 July 2013 is Madiba's birthday and the day is dedicated to his work and that of his charitable organisations, as part of ensuring that his legacy lives on. In 2010 the United Nations General Assembly declared 18 July as Nelson Mandela International Day, dedicated to the former President's commitment to human rights, conflict resolution and reconciliation. This year, government is again calling on South Africans to support the 94+ Schools Infrastructure Project in support of the national Mandela Day, which was declared by President Jacob Zuma in 2009. The theme for Mandela Month 2013 is “Take Action, Inspire Change. Make Every Day a Mandela Day”. “Madiba has made an indelible mark on our society, having overseen the transition from apartheid to a society built on the pillars of democracy and freedom. To celebrate Mandela Month, South Africans need to uphold Madiba's ideals, including his unwavering commitment to justice, equality and a non-racial South Africa,” said Acting Government Communication and Information System (GCIS) CEO, Phumla Williams. “As South Africans and people from across the globe pray for Madiba during his hospitalisation, we are reminded that we have a responsibility to promote freedom and defend

our democracy in honour of his commitment to these ideals.” Ms Williams said the country should heed President Zuma's call to make this year's Mandela Day “the biggest ever, focusing on doing good all over the country”. “This call does not warrant expensive ges-

tures, but instead communities can participate in activities such as painting classrooms, cleaning parks, repairing water leaks, amongst others,” said Ms Williams. Sanews. gov.za

he 2013 tax season for submission of tax returns has officially opened, the SA Revenue Service (Sars) announced on Monday 1 July 2013. “By the start of business this morning, more than 11,238 income tax returns have already been submitted through the internet on eFiling,” Sars spokesman Adrian Lackay said. He added that by the deadline at the end of November 2012, 5.66-million tax returns had been submitted, a 16.4 percent increase from 2011. Refunds of R14.55 billion were paid to taxpayers, which was 14.8 percent more than the previous year. Mr Lackay said the annual tax season represented one of the biggest direct engagements between a public institution of the government and taxpayers. “It also serves as a key determinant of the levels of compliance among ordinary citizens with the laws of the country,” he said. The key focus for 2013 was to encourage taxpayers to use electronic channels to file their tax

T

returns, to avoid queues at Sars offices. If the taxpayer is not able or confident to complete and submit the tax return themselves on eFiling, it could be done electronically by a Sars consultant at a branch office. The deadline to submit returns by post, or drop them off at a Sars drop box, is Friday 27 September 2013. Non-provisional taxpayers have until Friday 22 November 2013, and provisional taxpayers until 31 January next year. Provisional taxpayers have income from investments, business activities, rent, and royalties. Mr Lackay said from this year a taxpayer whose gross income for the year is below R250 000 need not file a tax return if he/she only earns one salary from one employer, does not have any other form of income such as interest or rental income and does not need to claim deductions such as medical expenses, retirement annuities, or travel expenses. R260 000 from the owner of a bus company to whom he awarded a 5-year contract worth R10-million. He also allegedly awarded three bus companies contracts worth in excess of R25-million without going out to tender, for the provision of subsidised transport services in the Springbok and Barkley West areas. It is scandalous that in a province where 440 523 out of 1.1-million people, nearly 40%, do not have access to subsidised transport. Those who do, use transport services whose operators have allegedly been appointed through illegal means. It is simply unacceptable that this HOD, much like MECs in the province who face serious charges of fraud and corruption, still serve in office. The DA is concerned that under the ANC, those in the provincial government who fight fraud and corruption seem to be punished, while seemingly “crooked cadres” are rewarded. The DA calls again on the department's new MEC, Mac Jack, to do the right thing and place the HOD on immediate suspension, and to initiate its own internal disciplinary measures.

as MEC Mabilo punished for fighting corruption? This is the question posed by Harold McGluwa, the Independent Democrat Member of the Northern Cape provincial legislature and the Democratic Alliance's Provincial Chairperson. The DA is disturbed at the timing of the “redeployment”, or as they see it demotion, of former Transport, Safety & Liaison MEC Patrick Mabilo, after recent media reports indicated he had made attempts to fight corruption and fraud within the department. According to media reports, MEC Mabilo, who is now at the helm of the Environment & Nature Conservation Department, had previously made appeals to national Minister of Police Nathi Mthethwa and Northern Cape Premier Sylvia Lucas to have his Head of Department (HOD), Stephen Jonkers, suspended. Mr Jonkers has appeared in the Kimberley Magistrate's Court to face serious charges of fraud, corruption and contravening the Public Finance Management Act (PFMA). He is accused of allegedly receiving a kickback of

The two main nodes of the iron ore deposits in the mineral-rich region are dominated by Anglo American subsidiary Kumba Iron Ore and the mines jointly owned by African Rainbow Minerals and Assore in Assmang. There are a number of junior companies wanting to enter the space, but the remaining deposits are not of the same scale or quality. "There are two large deposits and in between there are just tiny specks," said Sedibeng's Geologist Nandakumar Lakshmipathy. "We believe we've got the biggest of those specks." he Competition Commission has reached a settlement with 15 construction firms who have agreed to pay fines to the tune of R1.46-billion for collusive tendering in contravention of section 4(1) (b) of the Competition Act. The settlements were reached in terms of the Construction Fast Track Settlement Process, launched in February 2011. The fast-track process incentivised firms to make full and truthful disclosure of bid rigging in return for penalties lower than what the Commission would seek if it prosecuted these cases. According to the Commission, 21 firms responded to the offer of a fast-track settlement. While over 300 instances of bid rigging were revealed through this initiative, the settlements were reached only with respect to projects that were concluded after September 2006, before which transgressions are beyond the prosecutorial reach of the Competition Act. A broad-based empowerment group called Cape Gannet Properties, which comprises 11 entities, owns 26% and the Industrial Development Corporation (IDC) the remaining 10%. The IDC also holds 10% of Cape Gannet, giving the state-owned financier total exposure of R290-million to Sedibeng. Sedibeng aims to become a producer of 2-million tonnes of iron ore, but this is only likely to happen around 2016. Mr Adhya said Sedibeng hoped to produce 750 000 tonnes of direct shipping ore in the financial year ending March next year. The mine has made two shipments of up to 340 000 tonnes this year. Sedibeng trucks its ore to Assmang's Khumani mine 50 kilometres away,

The parties will build the power-generating facility, which will use 319 600 crystalline solar panels, on a 620 ha site 17 km north-west of Kathu. The project, which would be ring-fenced in a special purpose vehicle, Windfall 59 Properties, is expected to be completed by 2014, according to earlier reports from Acciona. The solar pro-

The ore is closer in composition to Khumani's ore than to the closer Kolomela mine run by Kumba, meaning the ore can be stocked at the port with Assmang's rather than be separately handled. Sedibeng and its mining contractor, Blue Chip Mining, had agreed to part ways and it would take at least six months for a new contractor to start. The two small mobile processing plants will treat a stockpile of 500 000 tonnes of material in that time at a rate of about 50 000 tonnes a month. Sedibeng does not yet have a code-compliant resource, but the company is bringing in an independent third party to assess drilling results obtained in recent months and to evaluate its mining plans to deliver reportable resources and reserves. Business Day Live ject, in conjunction with another renewable energy initiative, the Gouda wind park, in the Western Cape, is the group's first investment into South Africa. Acciona Energy South Africa will hold a 51% shareholding in the Kathu project and Aveng Africa 29%. he vision of Bojelakgomo Middle School Principal Ruth Mokgeledi has seen the construction of a weekly boarding house for 32 orphans by international philanthropists in the village of Laxey. The boarding house will accommodate sixteen boys and girls from the local community and two carers. The orphans will initially stay at the boarding house during the week and rejoin their families over the weekend. The immense project, probably a first in the area if not the district, has seen numerous individuals donating towards the realisation of this dream. the less privileged children in the village. The structure has now reached roofing stage and everything is on track to see the house functional early in 2014. Back in Australia the two ladies keep canvassing for financial and material support from friends, individuals and organisations to ensure the project's continuous financial liquidity. So far they have raised enough to build the structure, but more funds are needed to furnish and equip it with furniture, kitchenware and food supplies. Among the sponsors are the Alice O'Brien Foundation, United World College (Singapore), many individuals and the local company (SA) Scorpions Minerals, who has offer-

Further appreciation was conveyed to Sean Blake hardware, who has advised and gave special discounts to ensure fluidity in the construction of the structure. The District Education Director, Mr Vuyani Teise, visited the school and met with the Australian and local managers and expressed total satisfaction by

the level of commitment shown. He said that this was a first initiative of this kind in the district and a marvellous example for the Department of Education to emulate. He briefly referred to the possibility of the Department contributing to the running costs of the house once it is functional next year.

he John Taolo Gaetsewe Development Trust has given ears to the plight of traditional leaders. The trust has finally responded by modifying the traditional offices in Gamorona under the paramount chief Dioka, after the request had been under consideration for some time. This is a pilot project that will see most traditional leaders' offices revamped to meet modern standards of structures within the district. The state of traditional leaders' offices in the district looked too obsolete to cater for the needs of the communities. As a result chiefs collectively approached the trust to come to their rescue. The project value of the overhaul is projected to be close to R6-million rand for all the traditional offices in the district. The trust's spokesperson said that there was a need to preserve and promote indigenous traditions, customs and culture, but these ought to be reflected by the state of presentable traditional offices where chiefs preside over them. He said that traditional leaders play a very important role in the communities and therefore the trust felt their request to modify their offices by way of equipment and physical structures was justified. The offices in Gamorona, now at roofing phase, are estimated to cost R4.16million. Initially the trust had equipped the offices for the traditional leaders with computers, but without fencing thieves soon stole some of them. The trust is now also erecting palisade fencing and installing burglar-proofing to secure equipment.

here seems to be light at the end of the tunnel for the Tribal Authority of Batlhaping ba Ga-Sehunelo, in the middle of the released land claims and tribal disputes, there are more than ten that were made known through Motsweding Radio station in the North West recently. The latest release of the findings of the Tolo commission about the legality of the chieftaincy of the Batlhaping ba GaSehunelo, came as a relief for the whole Batlhaping Tribal Authority. The delay in concluding and releasing the commission findings by two previous commissions had led to the closure of the tribal office as alluded to by the Chairperson of the Ga-Sehunelo committee Mr K Magau. In a meeting on 29 May 2013, where the release of the findings of the Tolo commission and the progress report were tabled, it was stated that due to the sensitivity of the details of the report and the sacred way it needs to be handled, this will first need to be attended to by the royal family, and also taking into consideration that it needs to be deliberated to the new Premier of the Northern Cape, the honourable Sylvia Lucas. This is going to take 60 days according to the Chairperson of the Batlhaping ba Ga-Gasehunelo trust, Mosekiemang Visser. It was good news for the royal family. They relayed their gratitude through the voice of the 84 year-old daughter of the fourth generation of the chieftaincy, Mrs Dorcas Afrika. She encouraged the subjects of Batlhaping ba Ga-Sehunelo to stand up, unite and talk with one voice. The committee consists of members from all sectors from Ward 1 to Ward 9 in GaSehunelo.

Emerging Entrepreneurs Raise Concerns about Access to Tender Information

A

special meeting was held on Friday 28 June 2013 by the Department of Economic Development in the John Taolo Gaetsewe district to address challenges faced by small to medium enterprises (SMMEs). All district forums were represented namely the Tsantsabane Development Forum from Siyanda, Francis Baard SMME Forum and John Taolo Gaetsewe SMME forum. The meeting was

convened by Mining Procurement Manager Mr Mike Moseki from the Department and Billy Moseki from the district municipality. Also present was database manager Kabelo Mzolo from Kimberley. The purpose of the meeting was to debunk the challenges that emerging entrepreneurs find themselves embroiled in regarding procurement procedures. While there was consensus that forums are becoming too many and are as a result derailing the effectiveness of their

mandate, mines still lack in giving out as anticipated to the entrepreneur. It was agreed that forums be synergised so that they speak with one voice in their endeavours to lobby for tenders in the mines. It was revealed that forums also lose credibility due to lack of resources such as offices. Mr Mzolo said that information regarding site briefings from the mines trickles very late to dispatch on time to SMMEs. A good arrangement was that done by the Tsantsabane Mining Forum that

enlisted all mines within its geographic confinement and encouraged other forums to do the same in the future. Mr Mzolo said that it was, however, concerned by the fact that local mining giants Kumba and BHP Billiton do not use the portal, which is seen as a vital conduit to the local SMMEs. The portal releases procurement opportunities as soon as it receives information from various mining houses to the relevant recipients, in this case registered SMMEs.

The Plan serves as the country's blueprint for preventing and reducing alcohol and substance abuse, and its associated social and economic consequences on South African society. In Gauteng Lead SA, together with the provincial government, launched Drug Watch at the Sophiatown Police Station outside Johannesburg. Head of Crime Line and Lead SA activist Yusuf Abramjee, said South Africans had to “fight the drug scourge with all the vigour and energy” at their disposal. He said Drug Watch aimed to “squeeze the space” in which drug dealers are able to operate and to enable communities to deal with the problem. “As a Lead SA and Crime Line initiative, Drug Watch aims to highlight and strengthen the efforts of the South African Police Service (SAPS), the Johannesburg Metropolitan Police Department and Community Policing Forums in clamping down on the trade of drugs,” he said. President Jacob Zuma also extended his support to the initiative. In a letter of endorsement, the President said: “It is clear that working together, we are poised to intensify the war on drugs and succeed. “We have to target the drug manufacturers and dealers”. ssets of Northern Cape ANC leader John Block worth more than R20 million were frozen by a high court order on Friday 28 June 2013, the National Prosecuting Authority said. The Northern Cape High Court provisionally granted the order, freezing the guesthouse and shares, which the Asset Forfeiture Unit (AFU) applied for, said Northern Cape NPA spokeswoman Mashudu Malabi. The Upington guest house was worth about R500 000. “The AFU is seeking to recover the value of improvements made to the guest house to the value of R380 000,” Ms Malabi said. The order also froze 10 ordinary shares worth about R20-million in companies in the Trifecta Investment Holdings group belonging to Mr Block. Ms Malabi said the high court would decide later whether the provisional order should be confirmed. The assets were frozen on the basis of evidence presented to court in the NPA's investigation into alleged corrupt payments by companies in the Trifecta group to Block and others. Trifecta allegedly entered into a number of lease agreements with the Northern Cape social development department in which the rentals, or rental space, were grossly inflated. As a result

A study of 12 municipalities nationwide undertaken by the two departments showed that red tape issues at local government level affected the operation of SMMEs. The practical implementation framework will target the reduction of local government or municipal red tape and enhance the relevant municipal officials' capacity to improve the local business environment. S President Barack Obama told South Africans that he is in favour of the African Growth and Opportunity Act (Agoa) being extended beyond 2015. Mr Obama, addressing the media in Pretoria on Saturday 29 June 2013, said that although he is in favour of the act being extended, negotiators would need to agree on the details. Agoa allows South Africa and certain other Africa states to export products to America tariff-free. According to Mr Obama, 98 percent of South Africa's exports enter the US duty-free. While the support of the President is a good sign, the extension would still need to be approved by the US Congress. Mr Obama said “I see South Africa as one of my top priorities on this trip, which is to promote trade and investment that helps unleash growth here in Africa”. Mr Obama pointed out that South Africa is always at the “forefront of trends in Africa,” and said that, moving forward, Agoa needed to be improved. President Zuma, who said that he too was committed to strengthening ties between the two countries, told Mr Obama that he was visiting the continent at the “right time”. Mr Zuma said “Mr President, you are visiting Africa at the right time… Africa is rising… it is the second fastest growing region after Asia and has become an attractive market for investment.” Iafrica.com

he Hartswater police are investigating a business robbery after a tuck shop in Utlwanang, Hartswater was robbed by four men on Wednesday 26 June 2013 at approximately 09:00. Two of the four men allegedly entered the tuck shop and threatened the owner with a knife and a firearm while the other two stood guard outside. The suspects took an undisclosed amount of cash, cigarettes and airtime from the tuck shop and fled the scene. Community members, however, witnessed the incident and gave chase. They managed to arrest one of the men minutes later and handed him over to the police. The Hartswater police acted swiftly and later managed to arrest another two suspects. The police are still searching for the gun, the goods taken and the fourth suspect. The police requests assistance with regard to the incident and the whereabouts of the fourth suspect.

n Tuesday 25 June 2013 Deputy Minister of Police Maggie Sotyu visited a boy whose feet had to be partially amputated after he was burned and beaten at an initiation school in Pampierstad. Kabelo Mokgweetsi was found naked and covered in blood on 17 November 2012, on the road between Pampierstad and Hartswater. He had been beaten with a sjambok and sticks. Mokgweetsi told reporters after the incident that he had also been told to buy dagga but had refused. He has since recovered from the incident and is now able to walk on the parts of his feet that haven't been amputated. Deputy Minister Sotyu said that illegal initiation schools are a big problem. “People who run illegal initiation schools are criminals. People who know the culture and have experience should be the leaders of initiation schools, not children.” She was part of a government delegation probing initiation school practices.

A number of less-venomous snakes are, however, capable of very serious bites that may not result in fatalities, but in prolonged hospitalisation. The lesser-known stiletto snake (Atractaspis bibronii), was previously known as the burrowing adder. It spends most of its time underground in animal burrows, where it feeds on lizards and snakes. However, individuals are often found at night, especially after heavy summer rains. Its feeding strategy is to find a reptile in a burrow, move over it and then stab it sideways with one of its protruding fangs. It is found mainly in the

Hy sê verder daar is hierdie jaar reeds 30 slange meer gevang as in dieselfde tyd verlede jaar.

wetter eastern half of the country, but also occurs in some arid areas like the Northern Cape. This snake is usually quite nondescript; either brown to dark brown with a similarly-coloured belly, or with a white belly. The venom of this snake is potently cytotoxic or cell-destroying, causing severe pain and excessive swelling and in many cases, necrosis that may result in the loss of a finger. It is not considered potentially fatal, but there is a likelihood that you could spend several days in hospital. As for treatment, there is no antivenom, and there is very little that doctors can do in the short term. As for first aid, there is little that can be done.

Haar eggenoot, mnr Sky Coetzee, is in 1982 oorlede.

Afdeling A wenners Willfred Joel, Nicholas Ryan en Jan Jonkers.

Afdeling B wenners Johan van Wyk, Christo Kruger en Sarel Petersen.

BATLHAROS

Patients get Spoiled by 'Soldiers of Christ’

Staff of the Tshwaragano Hospital in Batlharos and members of the UCCSA Soldiers of Christ of Seoding Local Church with some of the fruit packs they distributed to patients on Monday 17 June 2013.

U

nited Congregational Church of Southern Africa (UCCSA) Soldiers of Christ of Seoding Local Church in the Teemane Region, under the chairmanship of Mr Mfiki Gaetsosiwe, had an outreach on Monday 17 June 2013 under the theme “Christ is calling us to participate in struggle and suffering”. The Soldiers of Christ, known to always be dressed in khakhi, visited Tshwaragano Hospital in Batlharos to distribute 128 fruit packs to patients. The event started with a powerful sermon by Soldiers of Christ chairperson Mr Mfiki Gaetsosiwe and a prayer for all the patients in the hospital.

Openb. Amen!

King James vertaling: “Drought and heat consume the snow waters: so doth the grave those which have sinned.” Sela.”

fun and relaxed atmosphere welcomed guests at the Aveng Moolmans Annual Community Drive Golf Day that took place at Kalahari Country Club on Thursday 27 June 2013. Chantel Korff, a national delegate for Mrs United Nations South Africa 2013/14 helped with the registration of the golf teams. The day was aimed at supporting charitable organisations in the Gamagara area. The Clubhouse was stylishly decorated for the prize-giving function that evening. Mr Dewald Hattingh (Regional Director SA: Aveng Moolmans) said in his speech that it is a privilege for Aveng Moolmans to be able to work in the Northern Cape. The following companies took part: IMT Kuruman Auto, Barloworld Kathu, Dezzo SA, Kalahari Country Club, Aveng Moolmans Corp, Aveng Moolmans Sishen, Aveng Moolmans Tshipi, Workwear Depot, Rimex SA, Leach Toyota, Esco, Chevron, Liebherr, HSE and Bova. Everybody agreed that the day was a huge success. The individual prizes won on the day included Webers, pressure cleaners, air compressors, “Mobi-Coolers”, binoculars and range finders. Lucky draws included caps sponsored by Workwear Depot and a digital camera sponsored by HSE. Japie van Dyk won “Closest to the Pin” and Jaco Geyser won “The Longest Drive”. “The Wooden Club” went to Kuruman Auto in the form of range finders. Golla Stroebel's prize for “The Big Wooden Club” was a chair. The highlight of the day was when the winning teams had the privilege to hand over cheques to local charities. The first prize of R64 000 won by Kalahari Country Club was handed to Berg-en-Rus Old Age Home in Olifantshoek. Mrs Isabel Smit of Berg-en-Rus received the cheque. A total of 37 pensioners are currently accommodated at the home, which has a 24hour frail care division with 25 staff members working shifts. Berg-en-Rus celebrates its 33rd birthday on 1 August 2013 and is currently being restored. The cheque will be used to tile the floors of the building. The second prize of R57 000 won by Kalahari Country Club was handed to Carla Rudolph of the Lector Reading Lab. Lector Reading Lab tests and improves the speed, concentration and understanding with which a child reads. This improves achievement in school and ultimately university. The third prize of R53 000 won by Esco was handed over to Therina van Schalkwyk of Famsa Kathu. Famsa is a Non-Profit Organisation (NPO) that specialises in therapeutic services and community development programmes. Famsa's vision is to actively participate in the protection and preservation of healthy, functional family lives. As part of the Golf Day winnings, sports development will be supported yearly. This year they received R46 000. Everyone involved is looking forward to next year's event. Aveng Moolmans hopes to have even more participants and bigger prizes at the 2014 event.

eld on Saturday 29 June 2013 at the Sishen Golf Club, the Kathu Sanlam Cancer Challenge was a huge success, with a total amount of R82 000 collected. Thus far, this is the most money collected during the Sanlam Cancer Challenge in South Africa (Jacobsdal, who topped the Donation Leaderboard before the past weekend collected R21 000). A total of 110 players participated in the golf day. The winners were as follows: Pieter Tau (Men A), John Shone (Men B), Lyle Pedro (Men C), Angelique Swanepoel (Ladies A), Ansie

Kruger (Ladies B) and Alida Munro (Ladies C). The golf day was followed by an auction and award ceremony. At the auction Mr Llewellyn Jenner bought a 1.5 litre Ernie Els signature wine for a whopping R10 000. An anonymous donation of R20 000 also helped things along. CANSA Kathu would like to thank Sanlam for the prizes and the initiative. A big thanks is extended to the Kalahari Country Club and Sishen Golf Club management and staff for their hard work, good ideas and great attitude.
