Over the past three decades, the construction industry has changed a great deal. With that change has come innovative new ways of executing project construction. Construction Manager @ Risk, Design-Build and Lease-Leaseback are just a few examples of delivery methods resulting from a change in industry needs. Lease-Leaseback Having successfully completed 98 projects (25 in the last 7 years) utilizing the LeaseLeaseback delivery method, Balfour Beatty is one of the most experienced and knowledgeable construction firms of this delivery method. The flexibility afforded by the Lease-Leaseback delivery method allows Balfour Beatty to thoroughly review design documents with Ohlone College and the project architect, resulting in reduced change orders and skillfully completed projects that are on budget. We provide comprehensive preconstruction services, professional construction management, and solid field performance. One most recently completed project utilizing this delivery method is Del Norte High School. This 212,200 sf, comprehensive high school campus was constructed for the Poway Unified School District. It was designed under the Collaborative for High Performance Schools (CHPS) program. Balfour Beatty, as a direct result of effective collaboration between the design and construction teams, as well as the District, was able to complete this $104 million project two months ahead of schedule and $2 million under budget, for a final construction cost of $102 million. The Balfour Beatty team received a performance rating of ‘Outstanding’ on their past performance questionnaire. At the Southwestern Community College Higher Education Center, Otay Mesa, the Balfour Beatty Construction team faced many challenges including an unforeseen soil condition delay that required rescheduling and resequencing of the buildings. Through the team’s management expertise, strong problem solving and communications with architect Martinez Cutri, they were able to mitigate the challenges and finish the project on time and with a change order rate of less than 1%. And this was before the days of change order reduction tools like BIM!

Design-Build Balfour Beatty is extremely knowledgeable and has extensive experience in the Design-Build delivery method. Our broad history of delivering projects for higher education and public sector clients has provided us with an impressive resume of experience, including more than 50 Design-Build projects to-date. We recently completed the San Francisco State University J. Paul Leonard & Sutro Library. Balfour Beatty was the design-builder on the $103.8 million dollar facility. The project won both the Design-Build Institute of America –Western Pacific Region 2012 Project of the Year and the Design-Build Institute of America 2012 Honor Award.

Del Norte High School Del Norte High School is the fifth comprehensive high school in the Poway Unified School District. Measuring over 212,200 square feet over 62 acres, the school serves grades 9 through 12 and was designed to accommodate approximately 2,250 students. Features of the school include 48 standard classrooms, 12 science labs, 5 art labs, 2 music classrooms, 5 special education classrooms, 1 drama classroom, 11 vocational education classrooms / labs, 1 ASB classroom, 6 physical education classrooms, a sports stadium, swimming pool, library, research center, gymnasium, shower and locker facilities, performing arts complex, two-story administrative facility, food services and miscellaneous support facilities.

Qualifications

Successful aspects of this project include a cost estimate that was within 1% of the actual value; the school was completed $2M under budget, allowing Balfour Beatty to return the money to the District for use in landscape upgrades; and the project was completed three months ahead of schedule. Balfour Beatty has provided project management, design assistance and quality control services on this project. Our firm also selfperformed approximately $10 million of concrete and framing work on this project. The school was designed under the Collaborative for High Performance Schools (CHPS) program, which provides students with an environment that is not only energy and resource efficient, but also containing the resources and amenities needed for a quality education.

Qualifications

The library consisted of partial demo and abatement of the existing library and associated science classroom. The existing library was remodeled with new finishes including everything from flooring to HVAC upgrades. The science classroom received new lab casework, resin tops, acid resistant flooring, acoustical ceilings, and overhead fire sprinkler system. The Science & Industrial Arts Buildings included the complete remodel of the existing science and industrial buildings.

The school houses 1,500 students, and was built in two phases. The

first phase included mass grading of the 52 acre site, underground storm utilities, SWPPP for a Level 3 Storm Water Permit site, and the extension of the City roadway, College Road into the site. The second phase included the construction of administrative bldg., library & media center, classroom buildings, science labs, food services building and cafeteria, campus lawns, football/ soccer/la crosse fields, baseball & softball fields, and tennis courts, as well as gymnasium and locker rooms.

The site fell under a Level 3 State of California storm water permit,

due to the natural flow lines of the site, with storm water run off draining to the adjacent Calavera Creek. Two endangered species - the Least Bell Vireo bird and the gnat catcher added activity constraints to the already challenging project.

Sage Creek High School The Sage Creek High School campus houses 1,500 students and was built in two phases. The first phase included mass grading of the 52-acre site, underground storm utilities, SWPPP for a Level 3 Storm Water Permit site, and the extension of the City roadway, College Road, into the site. The second phase included the construction of an administrative building, a library and media center, classroom buildings, science labs, a food services building and cafeteria, campus lawns, football/soccer/la crosse fields, baseball & softball fields, and tennis courts, as well as gymnasium and locker rooms. The campus was designed by the architect to create a dynamic balance of the crafted environment with nature. The architectural and site design fosters an intellectual understanding/experience of 9 | Qualifications natural systems. The learning spaces are diverse with many types

of indoor and outdoor venues. These spaces are intended to engage students and provide an inspirational atmosphere for learning. The site is approximately 56 acres with northern and eastern portions of the site left in a natural, undisturbed state. These undeveloped portions are intended to make a “seamless� edge with the Department of Fish and Game natural preserve beyond the state border. Demonstrations of balanced site designs are there for teaching purposes and to set an example for environmental studies. An example of this is the natural drainage path across the site, sloping from east to west. The drainage path is kept mostly intact with the native landscape/boulders to control the flow of water. The drainage is directed to a bio-swale to return the water to the aquifer.

Foothill High School Science Center The new 51,000 square foot, two-story Science Center includes classroom, biology labs, chemistry labs, a physics lab, staff prep rooms, restrooms, staff lounge, conference rooms and administrative offices. The radial shaped structure features special design elements that include radiused prep rooms, a radiused glass block stairway enclosure, and radiused tall shade structure. Energy-minded features include fabricated steel solar reflectors beneath windows to reflect incoming light from the north and fabricated steel shading devices above the south-facing windows. A landscaped courtyard contains circular planters that double as seating areas beneath mature palm trees. A special accent concrete paving (“lithocrete�) atom design is featured in the west end of the courtyard at the base of a custom-fabricated atomic sculpture. Because funding for this project was especially tight, we supported the District in fundraisers to augment the allocated Measure G Bond funds. When the trade bids came in below the estimate, we worked with the District to further refine reductions in cost in order to maximize the value in the available funds. 11
