Putin's Eorts to Strengthen Ties with African Leaders amid Ongoing Sanctions and Neocolonialism Concerns

The second Russia-Africa summit recently concluded in St. Petersburg, as Russian President Vladimir Putin sought to deepen diplomatic and economic relationships with African nations. This summit comes four years after the first one and faced delays due to the COVID-19 pandemic. However, the timing allowed Russia to showcase its relevance on the international stage, even though the participation was lower than in the 2019 summit, with only 17 heads of state and government attending.

As the West continues to impose sanctions on Moscow over its invasion of Ukraine in February of the previous year, Russia turned its attention towards strengthening ties with African leaders Notably, some African leaders maintained their classic stance of neutrality towards the conflict, further prompting Russia's eorts to bolster cooperation with the continent During the summit, discussions were centered on enhancing partnerships in various sectors, including political, economic, and humanitarian areas. The topics addressed were aimed at creating favorable conditions for trade and cooperation between Russia and African countries President Vladimir Putin addressed the plenary session and highlighted the potential for mutual development in areas such as infrastructure, energy, healthcare, and education. An essential aspect of the summit involved Russia's commitment to supporting African nations struggling with vulnerabilities and economic challenges. For instance, some of the

most vulnerable countries, such as Somalia, Burkina Faso, Eritrea, Mali, and the Central African Republic, will receive 50,000 tonnes of free grain to assist in alleviating food shortages Furthermore, Russia announced its willingness to forgive more than $20 billion worth of debt owed by several African countries. Ethiopia, Libya, Angola, and Somalia are among the nations benefiting from this debt relief program.

In the case of Tanzania, its Prime Minister Kassim Majaliwa represented the country at the summit and engaged in productive discussions with senior executives from four Russian companies. The focus of their talks revolved around trade and business deals. Majaliwa expressed Tanzania's interest in establishing fertilizer factories within the country to meet the growing demand of over 800,000 tonnes per year.

Russia also demonstrated its commitment to assisting African countries in fighting new infections by pledging 1.2 billion rubles (approximately $130 million) for specialized healthcare programs until 2026 This initiative aims to bolster healthcare systems in Africa and prepare the nations to handle health crises more eectively.

Beyond economic and humanitarian cooperation, Putin took the opportunity to address global concerns, emphasizing Russia's fight against neocolonialism and unilateralism. This perspective found support among African leaders, who see their mutual victories in the pursuit of global justice

The St. Petersburg Declaration, agreed upon by both sides, emphasized the joint eort to counter manifestations of neo-colonial policies that undermine state sovereignty and exploit natural resources. It also armed the rejection of illegitimate unilateral restrictive measures, including freezing foreign exchange reserves, and opposed the use of political blackmail to influence the policies of sovereign states.

Overall, the summit has significant implications for Russia's relations with Africa and the continent's economic development. By oering debt relief, providing humanitarian aid, and exploring trade opportunities, Russia aims to cement its place as an important partner for African nations. The geopolitical landscape has evolved, with Western sanctions driving Russia to seek new avenues for growth and collaboration. The summit, despite its lower attendance, served as a platform for improving global perceptions about Russia's intentions and relevance on the international stage.
