C

n late September, a new CATT tradition took shape with the 2nd Annual Sporting Clays Shotgun Tournament at Capitol City Gun Club in Carson City. Overcast skies didn’t deter 37 shooters from testing their skills and socializing between stations.

Top shooter was Dave Peters (Sierra Integrated Systems), hitting 91 out of 100 targets.

Sierra Integrated Systems was the highest scoring team, holding onto the title they earned last year. $350 in cash awards were given out to the top three shooters based on “Lewis Class” scoring: 1st Place was Dave Peters, 2nd Place was Chris Fawcett (Team Simpson StrongTie), and 3rd Place was Robert Cattaneo (United Paint - Stain and Laquer). Prizes donated by Sportsman’s Warehouse in Carson City went to Sierra Integrated Systems as the first place team.

Chairman Ryan Swenson (Simpson Strong-Tie) did a great job in organizing this event.

Needs Volunteers!

ATT members are needed for various jobs as part of the Sierra Senior Services monthly fundraiser breakfast on Sunday, December 7, at the Truckee Senior Center by the Rodeo Grounds. Volunteer chefs will be flipping pancakes and frying eggs and volunteer servers will set the tables and bring the plates to the breakfast diners. First shift is from 7–9:30 am and the second shift is from 9 am to Noon.

The breakfast is open to the public for a nominal fee. The seniors collect the fee at the door and use the money to support the “Meals on Wheels” program. Different organizations provide this help to the seniors during the year—December is CATT’s month to cook and serve.

he months have flown by and we are already talking about the 2015 Building & Remodeling Guide. Part of the prep for next year’s Guide includes reviewing the 2014 articles and photos to determine what might need updating or replacing. CATT members with an interest in contributing editorial content for the 2015 Guide should contact me as step one.

The CATT Board will be approving the 2015 Budget soon. The Budget provides the road map for the coming year, with all income and expense line items explained in detailed notes. The Budget as proposed is balanced and allocates some funds to our rainy day reserve account. Thanks to members Nate Farnell (Fortera Capital Management) and John Manocchio (Waddell & Reed) for serving with CATT Treasurer Paul Griggs on the Budget Committee. You guys do good work!

Judges from outside the area will be here in mid-November to review the nominated projects and select the winners for the Annual Awards Competition.

CATT staff are gearing up for the Sierra Seniors breakfast fundraiser, membership renewals, and the biggest event of the year, the Christmas Holiday Party. Registration numbers for the Party are encouraging (286 dinners at press time) and October isn’t even over yet! Last year’s party had 377 total registrations.

Small Group Health Insurance Plans— The Affordable Care Act—Year Two

This presentation will include a discussion on the new “Grandmothering” law which allows employers with renewal dates in the fourth quarter of 2014 to retain their current noncompliant ACA group health plans for another year.

It is estimated that 70% of all small group business in California is scheduled to renew on December 1st. If your company is one of them be prepared for some bottlenecks. Other topics include the new California law increasing the maximum waiting

period, dependent coverage considerations , and health insurance tax credit [it is not too late to earn your 2014 Health Insurance Tax Credit through Covered California Small Business Health Options Program (SHOP)]. s we move into the winter months and our construction season is slowing down a bit, I wanted to take a moment and make a few statements, reminders, and gather some information for the next rush of projects. First, you are all to be commended on the work you put out each and every day as it makes the inspectors’ jobs, plans examiners’ jobs, and my job much easier. Your effort is truly appreciated and shows the willingness on your part, and ours, to adhere to the slogan “Building Tomorrow Together,” which can only grow into an amazing partnership.

Second, just a reminder, as you prepare for winter and the weather that comes with the season, take a look at your job site and make any necessary corrective actions with your BMPs. You may find that you need to remove and replace some of the protective measures that have been in place all summer.

Lastly, as we work together to make building in Truckee the best experience for everyone, please take a moment to go online and fill out a survey at Survey Monkey. This is a chance to hear what is going right, what we can improve on prior to the next construction season, and come up with new and inventive ideas. Local Government Affairs Committee (LGAC) The next CATT LGAC meeting is Monday, November 17, 4 pm, here at the CATT office.

Guest Speaker is Nancy Ives, Chairwoman of the Board of Directors, Northstar Community Services District. Nancy will explain the roles and responsibilities of the NCSD Board. The District provides fire protection, fuels management, water, sewer collection, snow removal, road surface maintenance, recycling services, solid waste management and trail construction and maintenance. The Board approves mitigation and connection fees plus specific water/sewer/fire codes affecting construction and new development in Northstar. Any CATT member is welcome to attend this meeting.

Q&A for Contractors

our Qualifier just called and quit, what now? We ‘bond’ with a young contractor who is following in his father’s footsteps. We ‘re-member’ rules on a ‘limited’ question about names, but first new law brings new opportunity for contractors ready to travel…

Q: One of my subcontractors recently obtained his Arizona license and he didn’t have to take the trade exam because he has been licensed in Oregon for over five years. It was my understanding that Arizona’s reciprocal agreement was only with California, Nevada, and Utah. Did something change?

A: Yes, there were several changes to the licensing law in Arizona that became effective July 1, 2014. And yes, one of those changes was expanding the reciprocal agreement to include all states that require licenses. This being said, contact our office if you need assistance with obtaining an Arizona contractor’s license or information on any other state’s regulations.

Q: I have worked for my father’s contracting company for many years and he passed away recently. I have applied for a new license and I’m requesting that his license number be re-issued to me. The CSLB sent me a letter requesting a contractor’s bond. My Dad just renewed the bond on his license. Can I request that the CSLB also transfer his bond?

A: No, unfortunately bonds are not transferrable. So even though you will be keeping your father’s license number you will need to obtain a new contractor’s bond.

Q: My CPA recommended that I change my corporation to LLC since CA now allows Limited Liability Companies to have contractor’s licenses. On the application I see that there are boxes to check for “Responsible Managing Member” and “Responsible Managing Manager.” What is the difference between member and manager?

A: It is my understanding that “members” own interest in the company while “managers” are employees of the company who function as officers of a corporation would, but without having a share of the company’s profit. You should consult your CPA or an attorney to assist you with the formation of your new LLC. Q: We are a fire sprinkler installation company and one of our competitors is using a Responsible Managing Employee (RME) that is not involved in the company at all. He receives a monthly payment but he lives out of state and works for another company full time. How do I make the CSLB aware of this?

A: You would want to complete a complaint form which is available on the CSLB’s website. It is also helpful to submit any supporting documentation that you have available. The CSLB will “investigate” the complaint from there.

Q: Our Qualifier resigned from our company recently. We have a new individual that is going to Qualify for the company but he is currently the Qualifier on another company’s license. I see the form to replace the Qualifying party, but does he need to disassociate with his prior employer first, or is that automatic? Also, does the license number change when we switch out the Qualifying party? In other words, do license numbers follow the individuals or stick with the company?

A: No, he is not automatically removed from the current license. He will need to complete a Disassociation Notice to remove himself from his previous company’s license which is available on the CSLB’s website www.cslb.ca.gov.

License numbers stay with the company. In certain limited circumstances you can transfer a license number, but in the case of a corporation such as yours, the license number remains with the company.
