About Participants

The strong scholar-practitioner focus of our courses, due to our involvement in well-known fiscal policy reforms around the globe, differentiates our program from others. Our faculty mentors and guides course participants in the development of projects allowing participants to integrate the knowledge brought to the program with what is newly learned.

Participants need no previous experience in economics, budgeting or public administration, although the program is designed to be most useful for central, regional and local government officials, policy makers, donor agency staff, consultants and program managers working in developing and transition countries.

Courses consist of a mix of lectures, hands-on workshops, computer simulations, case studies, group projects and presentations, roundtable discussions, and on-site visits to various government agencies throughout the State of Georgia.

Participants do not need any previous experience with computers. All courses are taught in English. Simultaneous interpretation can be arranged for groups of non-English speaking participants. Please note that we also offer the Fiscal Decentralization and Local Governance course in French and Spanish.

Tuition and Funding Opportunities Tuition fees are listed by course inside this booklet. The tuition fee includes all training-related costs, including instruction, course materials, access to GSU’s libraries and computer facilities, single-occupancy lodging, local transportation and cultural activities. The course tuition excludes airfare to/from Atlanta, health insurance, meals, or other incidental expenses. The estimated cost for meals and incidental expenses for Atlanta is $49 per day. Participants are typically funded by their government or through bilateral or multilateral development agencies. The participant is responsible for securing a commitment for funding. Lodging & Activities Participants to the courses stay at the Marriott Residence Inn Atlanta Downtown. The hotel is within walking distance of the Georgia State campus and downtown Atlanta. The Peachtree Center train station is conveniently located across from the hotel. The Andrew Young School makes hotel reservations on behalf of participants and room charges are included in the course tuition fee. Participants are generally assigned single-occupancy rooms with a kitchenette and complimentary wireless high speed internet access. A number of field trips and outings are planned for course participants providing an opportunity to interact with each other and with program instructors outside the classroom, while providing participants with a taste of local history and culture. These extracurricular activities include visits to relevant places of interest around the city of Atlanta. Transportation and entrance tickets are included in the tuition fee.

Program Summary The Andrew Young School’s certificate training courses are now in their ninth year at Georgia State University with a very successful track record of capacity building programs around the world. Our courses are designed to meet the needs of governments for ongoing capacity building programs that can strengthen the technical and analytical capabilities of their staff. We assist governments, policy makers, consultants, and donor agencies in developing inhouse skills to design, implement and evaluate sound policy reforms in their country. These include capabilities to provide analysis of the government’s budget process, revenues, expenditures, intergovernmental relations, and evaluations of proposed policy reforms.

Customized (Country-Specific) Training Programs In addition to our annual fiscal policy training program, we develop and implement training programs that address specific policy issues in individual countries. These programs are a collaborative effort with the host government and/or the donor to identify appropriate training for the policy issues at hand. Training sessions are tailored to meet the needs and the experience level of the program’s participants.These customized programs are delivered in Atlanta or in the host country. Recent examples include: fiscal policy training programs for USAID officers, as well as training programs on fiscal decentralization and public financial management conducted for Uganda in 2003; Guyana and Nepal in 2004; Tanzania and Timor-Leste in 2005; Bangladesh in 2005 and 2006; Lao PDR in 2009; Namibia in 2007; Indonesia, Macedonia and Democratic Republic of Congo in 2009.

The Fiscal Decentralization and Local Governance course provides a detailed overview of the theoretical and applied dimensions of intergovernmental fiscal relations, with a focus on developing and transition countries.

Course Topics Fiscal decentralization and local governance play an increasingly important role in assuring sound public policy and democratic governance. By yielding greater fiscal responsibilities to regional and local governments, the public sector can be more flexible in responding to variations in regional and local needs and demands for public services. Additionally, by giving local governments genuine responsibility for the delivery of local services and raising own source revenues, local communities are able to hold their local governments more accountable for service delivery. The design, implementation, and evaluation of decentralization reforms in a country are an important determinant of its success. In addition to exploring the conceptual underpinnings of fiscal decentralization reform, the course also includes workshops with emphasis on techniques for simulating the assignment of expenditure responsibilities, revenue sources and intergovernmental transfer schemes.

The Public Budgeting and Fiscal Management course exposes public sector finance officers and budget officials from developing and transition countries to the latest developments in budgeting and fiscal management.

Course Topics Public budgeting and fiscal management are becoming increasingly important fiscal tools in the public sector. The introduction of modern fiscal management techniques at all levels of government is needed to ensure that the three objectives of expenditure management (aggregate fiscal discipline, expenditure prioritization, and operational efficiency) are achieved. A number of global trends are emerging in fiscal management, including placement of the budget process in the context of a medium-term budget strategy, the devolution of budget responsibilities to line agencies, and the introduction of performance-based budget techniques. In addition, budget analysis tools are important in promoting the efficient allocation of public resources; among others, These tools include public expenditure reviews and performance-based assessments, fiscal architecture analysis, and fiscal incidence analysis. Policy experts at the Andrew Young School are at the forefront of developing such budget analysis tools, and have worked extensively in guiding budgeting reforms in transition and developing economies around the world.

The Education Policy and Development course provides an overview of the theoretical and practical tools for policy formulation, and strategic planning and management of the education sector, with a focus on developing and transition countries.

Course Summary There is a consensus that basic education plays an important role in economic development and growth. Primary and secondary education provides individuals with the skills and knowledge to become more productive; it helps them to improve their income-earning potential; it enables people to participate in governance; it enhances their quality of life; and it can help to improve health outcomes. As a result, a sound education policy reform has the potential to improve the quality of education, and consequently enhance economic development and reduce poverty. Education policy reforms are being pursued in countries around the world to enhance the efficiency and equity with which education services are provided to communities. This course aims to provide participants with practical policy-oriented skills to ensure a sound education sector strategy, including case studies of education policy reform in the United States and a variety of developing and transition economies.

The Tax Policy, Fiscal Analysis and Revenue Forecasting course exposes public sector finance officers and budget officials from developing and transition countries to the latest developments in tax policy design, fiscal analysis, and revenue forecasting.

Course Summary In all countries fiscal analysis and revenue forecasting are essential to the smooth functioning of government. There is an important need for governments to identify and analyze the effects of existing and proposed tax laws on the dynamics of the economy and to develop in-house skills to carry out such analyses. Tax policy issues include changes in tax rates, tax bases, the introduction and elimination of taxes and their impact on revenue performance, as well as the efficiency and equity effects of the tax system. The revenue forecasting component of this course focuses on proven methodologies for forecasting revenue receipts in developing economies as well as micro-simulation models. Approximately one-half of the course time is conducted in a computer laboratory. Participants apply principles learned in the course to assess the strengths and weaknesses of their country’s tax system. Additionally, participants receive hands-on training in applying the latest fiscal analysis and revenue forecasting techniques as well as a good grounding in the principles of tax policy design by leading international experts.
