HURRICANE SANDY BROUGHT A DEVASTATING 13’ STORM SURGE TO NEW YORK WHICH CRIPPLED THE CITY FOR SEVERAL WEEKS AND MONTHS TO FOLLOW. WITH PROJECTED BASE FLOOD ELEVATIONS TO RISE TO 16’7” BY THE YEAR 2080, THERE IS A NEED TO RETHINK OUR WATERFRONT APPROACH AND START ADAPTING TO OUR PRESENT SURROUNDINGS. PROFESSOR: MATTHEW DOCKERY

HURRICANE SANDY BROUGHT A 13 FOOT STORM SURGE TO LOWER MANHATTAN THAT DEVASTATED THE AREA. THE NOMINAL GROUND LEVEL OF LOWER MANHATTAN IS 8 FEET, THUS, THERE WAS NO WAY TO PREVENT ANY OF THE SURGE FROM INFLICTING MAXIMUM DAMAGE. ADAPTIVE WALL AND LIVING LEVEE

SOLUTION

24’ MULTI-PURPOSE LEVEE

THE DANGEROUSLY LOW LEVEL OF THE MANHATTAN WATERFRONT, COMBINED WITH THE STORM PRONE AREA AND FUTURE SEA LEVEL RISE CALLS FOR A FORM OF FLOOD PROTECTION. A LEVEE IS THE MOST EFFECTIVE, STRAIGHT TO THE POINT, METHOD OF FLOOD PROTECTION. PROFESSOR: MATTHEW DOCKERY

CHALLENGE PERCEPTION

A TRADITIONAL LEVEE OFFERS NOTHING TO THE LOCAL COMMUNITY BESIDES PROTECTION. AWaLL CHALLENGES THE PERCEPTION OF A TRADITIONAL LEVEE BY PROVIDING FLOOD PROTECTION, AS WELL AS ADAPTING TO ADJACENT PROGRAM AND CONTAINING PROGRAM AND OCCUPYABLE SPACE. ADAPTIVE WALL AND LIVING LEVEE

DREDGING AND LANDFILL

ALMERE IS A CITY IN THE NETHERLANDS, NEAR AMSTERDAM, THAT IS ENTIRELY MAN MADE THROUGH THE USE OF DREDGING. WE LOOKED TO ALMERE FOR THE UNDERSTANDING OF THE CONTRUCTION PROCESS AND THE FEASABILITY AT OUR SCALE. THESE PHOTOS SHOW THE SCALE OF THE ALMERE PROJECT VERSUS OUR LOWER MANHATTAN SITE. THE ENTIRE REGION IS ESSENTIALLY A POLDER. A POLDER IS A PIECE OF LAND THAT HAS BEEN CLOSED OFF BY DIKES OR LEVEES. THE FIRST STEP IS TO BARRIER OFF THE AREA OF WATER WITH THE DIKES OR LEVEES TO THE POINT WHERE ALL NATURAL CONNECTION WITH THE ATTACHED BODY OF WATER IS BLOCKED OFF. THE AREA IS THEN DRAINED, PARTIALLY THROUGH THE USE OF LOW TIDES AND FLOOD GATES. THE SURROUNDING SEA BODY IS DREDGED AND THE RESULTING TILL WAS USED TO FILL IN THE DRAINED AREAS. CURRENTLY THE SITE IS LOCATED IN M1-4, C4-6, AND THAMES BARRIER, ENGLAND RIGHT IN ACCORDING TO THE CURRENT ZONING.

A FLOOD GATE THAT IS CAPABLE OF SPANNING A LARGE DISTANCE WHILE HAVING A MINIMUM IMPACT ON NAVAL TRAFFIC PASSING THROUGH THEM. THIS MAKES A SYSTEM SUCH THE DISTRICT IS LOCATED ASCOMMERCIAL THIS IDEAL FOR THE SOUTHERN CLOSING WITHIN THEOUR C4-6SITE ZONING DISTRICT. THE END OF WHICH HOUSES A ONLY REQUIRED UPDATE TO CODE WOULD BE LARGE AMOUNT OFTHE BOAT TRAFFIC. INCREASING CURRENTLY THE SITE IS LOCATED IN M1-4, C4-6, AND C2-8. THE INTENDED USES ARE AS OFTHE MAXIMUM HEIGHT TO 900 FEET AND GIVING FAR BONUSES UP TO UP TO RIGHT IN ACCORDING TO THE CURRENT ZONING. CLOSED15 FOR AIDING IN THE COMPLETION OF THE LEVEE. OPEN

THE ONLY REQUIRED UPDATE TO THE CODE WOULD BE THE COMMERCIAL DISTRICT IS LOCATED INCREASING THE MAXIMUM HEIGHT TO 900 FEET AND GIVING FAR WITHINUP THE ZONING DISTRICT. THE ONLY BONUSES TOC4-6 UP TO 15THE FOR OF THE USES ARE AS OF CURRENTLY SITEAIDING IS LOCATEDIN INTHE M1-4, COMPLETION C4-6, AND C2-8. THE INTENDED MAXIMUM BUIDING ENVELOPE REQUIRED UPDATE TO THE CODE WOULD BE RIGHT IN ACCORDING TO THE CURRENT ZONING. INCORPORATING PROGRAM INTO LEVEE LUCCA, ITALY SURROUNDED BY FORTRESS WALLS, THE CITY HAS A HARD EDGE OF PROTECTION. THE CITY BEGAN TO CARVE INTO WALLS WHEN SPACE WAS RUNNING OUT TO CREATE NEW PROGRAM. THE HARD EXTERNAL EDGE STILL REMAINS HOWEVER THE INSIDE EDGE HAS ADAPTIVE TO THE NEEDS OF THE CITY.

ANNING RIVER, CHINA THE SWA GROUP ADDRESSED THE PROBLEM OF A STORM PROTECTION SYSTEM WITH A MULTI PURPOSE LEVEE. BY CREATING AN ELEVATED PARK, THE LEVEE IS IN USE AT ALL TIMES, NOT JUST WHEN THERE IS A NEED FOR FLOOD PROTECTION. IT IS A NEW WAY TO INTERACT WITH THE WATERFRONT.

RETHINING THE CENTRAL BUSINESS DISTRICT LIVING THE DISTANCE BETWEEN THE EXISTING WATERFRONT AND OUR PROPOSED LEVEE IS SUBSTANTIAL. IT ALLOWS US TO CREATE NEW PROGRAM. THIS IS WHERE WE RETHOUGHT THE BUSINESS DISTRICT. NEW YORK HAS LOST ITS STATUS AS THE FINANCIAL CAPITAL OF THE WORLD, PRIMARLY DUE TO ITS OUTDATED BUSINESS CENTER. 90.88 (#25)
