led by the United States. In the 1940’s, 1950’s and 1960’s these two blocs sought to dominate United Nations decisionmaking. But later, a third bloc was formed in the United Nations, that of the so-called Non Alignment Movement largely under the influence of Marshal Tito of Yugoslavia, who resented the domination of the superpowers and the lack of attention given to the needs of small developing nations. A key step, however, was undertaken 15 June, 1964, when a group of 77 developing countries formed what has come to be known as the Group of 77. The formation of the group was announced at the first session of the United Nations Conference on Trade and Development held in Geneva at that date. This was indeed the first non-aligned group in the history of the United Nations and it was dedicated to helping each other and to act as a body to support common objectives in the United Nations. From 77, the size of the group has now increased to 130. When you consider that the total UN membership was 193 members as of 14 July, 2011 with the addition of Sudan, it means that the great majority of Nations in the UN belongs to this group of 77. In fact, if this group decides to act as a body, it will win hands down. At the group’s first meeting in Algiers in 1967, it adopted a charter which has since come to be known as the Charter of Algiers. The group has also met this year under the chairmanship of Commodore Bainimarama, prime minister of Fiji. Samoa is ranked as a member of the Group of 77 and is widely known in the group’s circles. Samoa’s membership is appropriate for our needs, for we are small, poor, and vulnerable to natural disasters in the form of hurricanes, earthquakes and tsunamis. Alignment with one power bloc will result in antagonising other countries who might want to help Samoa, so it would not be a wise move. But keeping our options alive would be better for us. We can then move any way we like. Besides, let us remember that we are a foster child of the United Nations, from 1914 to 1962.

We were cared for by many nations of the world, not by a single power bloc. I am not certain of the current foreign policy of the Tuilaepa government but it seems to me that the present government is continuing the non-aligned policy of the Tupuola era. That is to say, our government is not committed to vote for a particular bloc, American or Russian,

it exercises its own discretion depending on the needs of the country. That is a wise policy and we hope that our government will persevere in continuing this policy which was launched during the early part of the first Tupuola administration. Relations between the powers these days are much more fluid than before, mainly I think, as a result of global trade, aid, and mutual collaboration. The powers now tend to think alike, except in extreme examples especially where the effects are far into the future. In Syria, for instance, China and Russia are more concerned with the long term effects of an immediate military strike by the U.S. on Syrian government forces. Such an action could draw the whole region into a bloody conflict. Our ties with our main aid donors

such as New Zealand, Australia, Japan and China continue to be strong and the present government is to be congratulated for that. As long as the money and other forms of assistance continue to pour in the public is satisfied, although we might heed the advice of the Opposition that one, the aid needs to be spent wisely and two that government ensures that there is no corruption involved in the spending of aid moneys. Our ties with Fiji, however, needs improvement. As Tuilaepa has said repeatedly, this will depend on Bainimara’s fulfilment of his promise to return Fiji to the rule of democracy. A similar requirement for a return to normalcy in diplomatic relations has been demanded by Australia and New Zealand. We also hope that a return to democracy is forthcoming in Fiji, which is such an important social and economic centre for the Pacific. Elsewhere things are also returning to normal in the Solomons, thanks to the work of Ramsi and the people of the Solomon islands for without their cooperation, stability and prosperity would be unattainable. Expressions of Interest are invited from Interested Parties for the Provision of Petroleum Terminal and Aviation

The Scientific Research Organisation of Samoa (“SROS”) with funding assistance from the Government of Samoa procured an industrial scale avocado processing plant from Alfa Laval Ltd in Italy early 2012 as part of its scientific research development into producing premium quality cooking oil from locally available avocado fruit varieties.

Distributor Operations in Samoa for the period 1 August 2014 to 31 July 2019

Upon the successful completion of laboratory based scientific research undertaken, several trial production runs and promotion of a prototype product branded “Samoa Pure Avocado Oil” in the local market, SROS now invites local businesses (“interested parties“) to indicate their interest to start up an Industrial Avocado Oil Processing Plant (“the processing operation”) by submitting an expression of interest (‘EoI’) which addresses the following requirements or information. 1.

EXPRESSION OF INTEREST The Government is seeking Proposals from interested parties to be appointed as Distributor and Agent to manage and operate the Government’s On-shore Fuel Facilities in Samoa. The Government is the owner of all fixed fuel facilities in Samoa including terminal and pipelines located in Apia and Salelologa and aviation facilities at Faleolo and Fagalii Airports, Lands on which the fuel facilities are located are either owned by Government or subject to lease agreements entered into by the Government with the landowners. The Government has entered into a Bulk Fuel Supply Agreement with ExxonMobil for the supply of bulk fuels from 1 August 2013 until 31 July 2018 and in turn appoints the incumbent Distributor as its agent to perform the terms and conditions of the contract. The On-shore Terminal and Aviation Distributor and Agent (‘the Distributor’) is responsible for; a.

Purchasing of all bulk supplies of fuels from the Government’s contracted supplier (currently ExxonMobil)

b.

Scheduling of Medium Range tankers ‘MRs’ deliveries with the supplier of products to meet the demand for petroleum products and maintain an acceptable minimum reserve stock holding of each product in Samoa.

c.

Discharge of MR tankers into the bulk fuel terminal at Sogi Apia.

d.

Management and operation of all terminal and depots to agreed and documented Operational and Health, Safety, Security and Environmental standards, covering the storage and transger of products between bulk tanks, the loading of delivery vehicles, drum filling, stock control and associated administrative requirements.

e.

Maintenance of Government owned assets in accordance with forward maintenance programs agreed with Government.

f.

Distribution of bulk fuels form Sogi terminal to Faleolo Airport and Salelologa depots.

g.

Distribution of products from the terminal and depots to service stations, Government and commercial account customers

All information provided shall be treated in confidence and will be used only for examining submitted proposals.

h.

Dispending of aviation fuel to airlines customers from the Airport depot and hydrant facilities at Faleolo Airport and dispensing of fuel at Fagalii Airport.

SROS reserves the right to decline any EoIs at its discretion.

Providing debtor account facilities for approved local and overseas account customers

Award of any expressions of interest is subject to the finalisation of contract between SROS and with the party with the most compliant EoI.

The project, which is executed by the MNRE through implementation support by UNDP, complements other GEF-funded climate-change adaptation projects part of Samoa’s National Adaptation Program of Action (NAPA) in the sectors of Agriculture, Health and Tourism. This is the first project from GEF on ecosystem-based adaptation in tropical forests. The Goal of the ICCRIFS Project is to Integrate climate change risk and resilience enhancement into forestry management in Samoa while its Objective is to Increase the resilience and adaptive capacity of Samoa’s forest areas and communities depend on them for livelihoods to the threat of climate change through targeted interventions in lowland agroforestry and upland native forestry areas. The focus of the project is four-fold; to integrate forest adaptation measures in forestry policy frameworks; to implement community-based adaptation measures across 26 villages that have stewardship over upland and lowland forests in order to increase the resilience of rural communities and protect their livelihoods from the impacts of climate change; to develop National Park and community upland forests adaptation plans and capture, analyze and disseminate lessons learned for adoption across Samoa’s communities. The ICCRIFS project is implemented on Upolu and Savaii Islands covering 26 villages as main stakeholders in the conservation and sustainable management of their lowland agro-forestry areas (25,000 hectares) and three upland rainforests covering more than 10,000 hectares (Lake Lanotoo National Park, Mauga o Salafai National Park and the community upland forests of the Laulii-Falevao area).

In order to enhance the resilience of forest ecosystems and communities dependent on them, there is a need to introduce alternative forestry and agro-forestry practices supported by an enabling environment through provision of sectortailored climate information tools, supportive policy framework, capacity building and knowledge management actions linking bottom up and top down approaches. The aim of the alternative forestry practices is to reach a combined effect of enhancing resilience of natural forests (assisting natural regeneration, enhancing coverage of native species, reducing loss of seed dispersal agents and old growth seed trees, as well as fragmentation of forest areas), and reducing threats caused by unsustainable land use (e.g. reducing incidence of man-made forest fires, encroachment due to clearing for crops and grazing, etc.).

Finally after a much anticipated wait, the The Telesa Trilogy is complete with the arrival of Lani Wendt Young’s third book to the series: “The Bone Bearer”. After weeks of extensive promotion, SSAB hosted “The Bone Bearer” book signing at the SSAB Megastore - Togafu’afu’a on Tuesday 3rd of September. More than two hundred Telesa fans came in store to buy their books and make the most of the opportunity to get it signed by the acclaimed author herself. Students from Avele College, St. Mary’s College, Fa’atuatua Christian College, Pesega College and Samoa College - to name a few- rushed to SSAB Megastore straight after school to get their copy of the final book of the “Telesa” series. Although the book itself is categorised by Lani as an adventure and fantasy novel for young adults, there was a significant number of mature adults who not only bought a copy for themselves but also for their children. Mahealani Sosene Feagai came to buy “The Bone Bearer” book as a gift for her

future sister-in-law in Tonga and was excited that Lani was there to provide an autograph. Perhaps the fact that The Bone Bearer is written by a Samoan and the story is based (mainly) in Samoa, is what makes the Telesa series so popular in our society. As one student from Fa’atuatua Christian College said, “You can relate to it”. And indeed you can. The simplicity of the English language used as well the relationship between the characters of this book all scream “Samoa”. From the popular and humorous Simone to the respectable Daniel Tahi, this book depicts the core Samoan values we hold so dear: love, respect and humility; with a bit of humour and an appreciation of the numerous selfless sacrifices people make for those they love. The Bone Bearer book was sold for only $40.00 during the book signing and is still on special now for $45.00 until next week. Tourists suggest better management of dog population in Samoa A recent study by researchers at New Zealand’s Massey University has highlighted the potential impact that the bursting dog population could have on tourism in Samoa. Massey University veterinary students have visited Samoa regularly and in conjunction with the Animal Protection Society of Samoa have neutered over 900 dogs. The University’s Dr Kate Hill has been involved in a number of research projects and says most recently they surveyed tourists in Samoa, and found 64 percent had had a negative interaction with a dog while there. “And over 80 percent of the tourists thought that there needed to be better management of the dog population. It’s just because tourism is such an important part of the Samoan economy

we probably need to balance the perception of the tourists with actually what the Samoan population do with their dogs.” Kate Hill says better management of the canine population includes introducing spaying and neutering programmes, and providing better veterinary services and vaccinations. She says more research is needed on identifying the potential for disease that could be transferred from dogs to people. Samoa has passed legislation to control the dog population in the country and the Police administering the new law says they are waiting for the Attorney General today this week to finalise some of the last paper work before the establishment of a board that will be responsible for this task.
