Two Nuclear Energy Companies Were Formed in 2007Š By Richard McPherson In 2007, one nuclear energy company was formed in Russia, the other was formed in the United States of America. A decade later the Russian company had built nuclear power plants with a $200 billion backlog for more. The American company was looking at waiting another 5-years for the United States Nuclear Regulatory Commission (NRC) to perhaps approve its design. The Russian company in 2017, Rosatom State Nuclear Energy Corporation was a Russian State Corporation headquartered in Moscow founded by Vladimir Putin. It is a nonprofit organization with 33 nuclear power plant projects in 12 countries. The American company in 2017, NuScale Power LLC, is a private sector corporation headquartered in Corvallis, Oregon founded by Jose Reyes, Ph.D., and Paul Lorenzini, Ph.D., related to Oregon State University, facing only more debt. When the NRC staff learned of NuScale Power, Rosatom State Nuclear Energy Corporation was not a secret to the NRC in 2007. In February 2008, NuScale Power informed the NRC of its intention to design a natural circulation small modular pressurized water reactor. Over 2/3rds of the commercial reactors built in the US were pressurized water reactors (PWRs), starting with the first one producing electricity on December 18, 1967. By 2017 the NRC had 60-years of PWR experience. And the NRC had over 50-years of knowledge available about natural circulation pressurized water reactors from the US Navy on the USS Narwhal (SSN671) and a land-based prototype for testing and training at the Nuclear Power Training Unit (NPTU) located on INL operating for 20-years until it was shut down in 1995. The INL is the geographical center of commercial nuclear power development in the world and has not been used properly since even before the Batt Settlement Agreement. I qualified on my first nuclear plant (A1W) there in 1965. We are working on creating two new 501c3 corporations near the Center for Advanced Energy Studies (CAES) and the University of Idaho (UI). One an engineering entity to support selected advanced nuclear reactor development, so companies won’t squander precious resources as NuScale Power has had to do in completing a design, also working in concert with the INL, UI, CAES and other labs as appropriate, with strict internal controls to safeguard intellectual properties. The second one will cooperate with UI. It will be a graduate school for nuclear facility management. In both entities, people will have access through the Mitopia system (www.mitopia.com) to have knowledge at their fingertips to make better use their brain. A separate third entity would transfer the US Department of Agriculture (USDA) sheep research station to the DOE to create a National Center for partially spent fuel storage with robotic hot cells for developing
