To provide effective and accessible, whole-person care that promotes lifelong selfsufficiency and well-being for the Greater Dallas community.
Self-sufficiency and well-being for all.
We are a welcoming community that fosters inclusivity and belonging.
We provide each client with compassionate care by respecting and addressing their individual needs.
We respond with integrity to unexpected challenges when they arise.
We are a team of dedicated professionals who provide the highest standard of excellence in service.
OUR SERVICES AND PROGRAMS ARE BUILT UPON OUR CORE BELIEFS:
Any of us might need help from time to time as we navigate life’s unexpected crises and challenging transitions.
An individual’s emotional and physical well-being is the foundation for personal self-sufficiency, strong families, and meaningful social relationships. Each child’s physical, intellectual, and emotional potential can best be realized by growing up in a safe and nurturing environment. All adults want to support themselves, meet family needs, and contribute productively to their community. Older adults should have the option to remain in their own homes for as long as it is safe to do so.

Dear Friends of Jewish Family Service,
The future of Jewish Family Service is taking shape before our eyes. As we look ahead to 2026, we eagerly anticipate the grand opening of the new Jewish Family Service of Dallas Karla & Larry Steinberg Building-- which will be a permanent home that embodies the next chapter of care, connection, and community. This transformational project stands as the ultimate legacy of our 75th Anniversary and a testament to what we can achieve together.
This milestone was made possible through the Meeting the Moment campaign. Together, we have turned vision into reality by purchasing a new building, holding a groundbreaking ceremony, and beginning renovations that will allow us to serve our community like never before.
As we close this remarkable year, we also celebrate the impact your generosity has already made. JFS Dallas provided whole-person care to 22,000 individuals, supporting emotional, physical, nutritional, and financial health. The Northpoint Health Center completed its first full year of service, delivering compassionate, high-quality primary care to hundreds of patients. And lives were forever changed.
The story of this year, and of our 75th anniversary, is one of partnership and purpose. Volunteers, donors, lay leaders, partners, and staff have united to build something extraordinary: not only a new building, but a stronger, more connected community.
As you turn the pages of this report, we invite you to imagine all that lies ahead. Together, we are building a foundation for the future; to ensure JFS Dallas continues to meet the moment for every individual and family who turns to us for help.
Thank you for your generosity, your trust, and your belief in the work we do. You have brought us to this moment, and with your continued partnership, we will open our doors in February 2026 ready to serve—stronger than ever.
With gratitude and excitement,

Cathy Barker President & CEO

Julie Gothard Board Chair

Jelena, our new Russian-Speaking Case Manager, has already made a tremendous impact on our work with Holocaust Survivors. Originally from Estonia, she is a native Russian speaker and is also fluent in Hebrew, having lived in Israel as well.
Her addition to the team has been invaluable, as approximately 80% of our clients are from the Former Soviet Union (FSU). Many have limited English proficiency, and some do not have family members who can assist with translation. With Jelena’s support, clients feel more comfortable and understood, and we’ve received wonderful feedback about how meaningful it is to have her on staff.
In addition to strengthening communication, Jelena has allowed us to administer assessment tools that are validated and standardized in Russian. This has greatly enhanced the quality of care we can provide.
Most recently, with the launch of the BNF Claims Conference financial assistance program addressing food insecurity among those living under the poverty line, we have been able to add about 35 new Survivors under our care, most of whom are from the FSU. Jelena’s role has been essential in reaching and supporting these clients.

We’ve had the privilege of helping an older couple, let’s call them *David and Ruth. Just three weeks after moving from Israel, they were trying to navigate a new life in a new country. Their family members in Dallas connected them with the JFS Northpoint Health Center, where our team of Community Health Workers welcomed them.
Our team quickly assessed their needs and connected them with the Holocaust Survivor Care Program, providing support tailored to their unique background. We also enrolled them in our Food Pantry program to help meet their immediate nutritional and kosher food needs, and guided them through the process of applying for health insurance programs they were eligible for.
It has only been a few months since their initial intake, but I can already see that David and Ruth not only have affordable access to medical care— they also feel supported, seen, and part of a caring community that speaks their languages, Hebrew and Russian.

At JFS Dallas, we strive for whole-person care, and this was clear in the case of a young preschooler we supported earlier this year. Her teachers noticed behavioral challenges in the classroom and weren’t sure how to help. When the school administrator reached out to our team, we worked closely with the child, observing her in class for several weeks and developing a comprehensive plan that was developmentally appropriate and easy for her teachers to follow.
We also included medical recommendations to address factors that could be affecting her ability to manage a full day, and held several meetings with her parents, the school staff, and our early childhood interventionist. In addition, we referred the child for play therapy and supported her parents through consultation.
By aligning all caregivers and our treatment team on one plan, we were able to help her make meaningful progress. This experience reinforced for me how our interdisciplinary approach allows us to provide compassionate, coordinated care that truly makes a difference for children and families in our community.

The JFS Food Pantry serves individuals from 23 zip codes and operates as a client-choice pantry, allowing individuals to walk the aisles and select the foods they prefer. Each visit provides a month’s worth of groceries at no cost.
The pantry stocks a core selection of nutritious items, including canned fruits and vegetables, frozen meat and poultry (Glatt kosher options available), dairy, and household staples, alongside donated items such as baked goods, chef-prepared meals, and fresh produce.
These donations come from partnerships with local food banks and grocery stores, as well as generous contributions from community members. Each week, volunteers stock the JFS Food Pantry with fresh produce and other shelf stable items
By Anonymous JFS Employee, Food Pantry
“Last summer, I was driving home from work when I saw a houseless individual lying in the grass on the side of Montfort Rd. I wasn’t sure if they were still breathing, so I stopped to check. They were alive and suffering drug withdrawals. I called 911, gave this individual my card, and pointed to our building, encouraging them to come to JFS for help.
Two weeks later, they arrived at the food pantry. We sat down together, and I helped connect them with the right services. Over the next eight months, they continued to receive support, coming back each month. They were honest about struggles along the way, but gradually, things began to change—they found a small apartment, picked up odd jobs, and started rebuilding their life.
By the next summer, they stopped coming to the pantry, and I worried about them. Then, in the fall, someone walked in to JFS dressed in business attire, clean, healthy, and confident. It was the same person I had met last summer. They wanted to thank me and the entire JFS team for helping them.
At that time, they had been sober for nearly a year, started a full time job, reconnected with family and friends, rented a house, and were now helping others struggling with addiction and homelessness through another nonprofit. Since then, they’ve even donated food and supplies to the food pantry. Seeing someone transform their life and then give back to help others has been one of the most meaningful experiences of my time at JFS”.

At PediPlace’s pediatric clinics in Lewisville and Denton, JFS Clinicians, Myah Dhesi and Shatavia Andrews offer weekly counseling sessions and work closely with medical staff to deliver holistic, integrated care. While PediPlace serves over 5,000 patients each year, JFS clinicians support a growing number of those children and families through targeted Behavioral health services.

By Shatavia Andrews, Play Therapist
It has been an exciting year for me at the PediPlace Denton location! When I first started on August 19, 2024, the Denton office hadn’t even opened yet. Since then, I’ve moved in, assembled furniture, gathered toys—and most importantly, started seeing patients.
Over the past year, I’ve welcomed around 55 new patients at the Denton office and we’ve held sessions well into the hundreds.
When I first arrived, my office was just a bare conference room. But with a little hard work and a lot of creativity— my specialty—I’ve transformed it into a warm, welcoming space that my patients and I truly enjoy. My caseload continues to grow, and referrals keep coming in!

Since 2017, JFS Dallas has been proud to partner with Jubilee Park & Community Center to bring free, confidential Behavioral health counseling directly to the 62-block community of Jubilee Park located in Southeast Dallas.
At the Jubilee Park Community Clinic, Jessica Castillo, Behavioral Health Clinician, provides culturally responsive, bilingual care tailored to children, teens, and families. From individual counseling to parenting education, JFS creates a safe, supportive space where residents can manage stress, address trauma, and build emotional resilience.

By Jessica Castillo Ortiz, Behavioral Health Clinician
Working at Jubilee Community Center for almost two years has been a truly rewarding experience. One standout moment that captures the heart of this work is my ongoing therapeutic relationship with an 11-year-old pre-teen girl of Hispanic background. When we began, she was struggling with anxiety and emotional regulation. Over time, she has grown tremendously, gaining tools to express herself and manage her feelings in healthy ways.
A big part of her progress is tied to her experience in our teen activity room— a really special and inviting space designed for creativity and healing. Thanks to the modern and thoughtfully designed space we have at our community center and clinic, this room offers a wide variety of expressive tools, including arts and crafts, puzzles, board games, a sandbox, Play-Doh, and beaded bracelet materials. She always comes in excited and looks forward to using this space as her own outlet for connection and healing.
Seeing her joy and confidence grow through this process has been incredibly moving. It’s a powerful reminder of the importance of culturally responsive, play-based, and trauma-informed care.

“I am now focused on my goals in life and trying the best I can to improve my mental health.”
By Anonymous Roseland Community Resident
I am a survivor and therapy has helped me express myself and share personal things that I wouldn’t share with anyone else. My therapist is there each week and it’s a wonderful time for me to sit down and talk about anything that is going on in my life, sad or happy. I can freely discuss my feelings in a confidential space. My therapist also has a welcoming office with everything we can need. We can draw, play games and talk about anything, it’s comfortable….My therapist is nice, friendly and smart… I always tell others that the therapy in Roseland is a wonderful place to go.
Before therapy, I was struggling to find individualized care that was accessible and affordable. I appreciate Roseland and the community and the resources they have. I was still alarmed and scared that I could lose everything because I had a hard time trusting people. I am now focused on my goals in life and trying the best I can to improve my mental health.

On September 26, 2024, nearly 400 community leaders, partners, donors, staff, and volunteers gathered to celebrate the groundbreaking of the new Jewish Family Service Karla and Larry Steinberg Building. Just a mile from our current office, this new 100,000-square-foot facility will enable JFS Dallas to expand services and meet the growing needs of our community for decades to come.
The ceremony highlighted JFS’s 75-year legacy and honored the visionaries behind this milestone. Town of Addison Mayor, Bruce Arfsten welcomed the community, Rabbi Mordechai Harris connected the moment to Jewish tradition of dedication, and Board Chair Julie Gothard reflected on JFS’s anniversary year of growth. Campaign leaders Jim and Ynette Hogue, Steve Waldman, Stan Rabin, Don Zale, Eric Goldberg, and Joel Litman were recognized for their commitment, with Litman sharing his personal journey with JFS Dallas spanning four decades.
President & CEO Cathy Barker launched the public phase of the $40 million Meeting the Moment campaign, sharing plans to expand behavioral health services, add a second medical and first dental clinic, reimagine the food pantry, and serve even more clients. Karla and Larry Steinberg, joined by their son Oliver, spoke about their philanthropic journey and inspiration for their lead gift to the campaign.
The ceremony concluded with community leaders “turning the dirt,” marking the official start of construction on JFS’s future home— which is set to open in Spring 2026!

Volunteering with JFS Dallas has truly been a life-changing experience for me. As a proud Venezuelan American, I am incredibly thankful for the support you have provided to the Venezuelan diaspora, those fleeing persecution and seeking help.
However, our impact goes beyond just helping families from my home country; we also make a meaningful difference in our community. What I love most about our food pantry at JFS Dallas is our mission to help anyone in need without judgment. I feel deeply honored to be a part of your team.

The JFS Dallas Foundation secures the future of Jewish Family Service by supporting its long-term sustainability through planned giving and endowments. While annual donations help meet today’s needs, gifts to the Foundation ensure JFS Dallas can continue providing high-quality, physical, emotional, nutritional, and financial health services for generations to come.
By establishing or contributing to a fund, you help preserve the legacy of JFS and make a lasting impact on the lives of children, teens, adults, and older adults throughout our community.

Whole-person care is a transformative approach to health that proactively addresses all aspects of a person’s well-being. At Jewish Family Service of Dallas, we know that physical, emotional, financial, and nutritional health are closely related, and that challenges in one area of life don’t exist in isolation. That’s why JFS Dallas provides compassionate care and support across every area of life. We respond to our community’s needs, meet people where they are, and help them build stronger, more stable futures. For a full list of services or to learn more, go to www.jfsdallas.org.
