Mitchell Government Center Tempe City Hall - City Council Chambers 31 East 5th Street, Tempe, Arizona Mark Mitchell, Mayor Onnie Shekerjian, Vice Mayor Robin Arredondo-Savage, Councilmember (proponent of call to order) Kolby Granville, Councilmember Joel Navarro, Councilmember (proponent of call to order) Corey Woods, Councilmember All attendants are in there early 40’s to early 50’s. Mitchell (male), Shekerjian (female), Arredondo-Savage (female), Granville (male), and Navarro (male) are presumed to be Caucasian, and Woods (male) is African American. Explore and compare the policies and procedures of benchmark cities for issuing special events permits in city parks or festivals that include liquor provisions. The City’s Special Events Task Force with input from the Tempe Police Department makes decisions on issuing permits for hard liquor at special events. Decision-making emphasis is placed on protecting event-goers and preventing unnecessary city liability. There is no written policy, however, decisions are made using general guidelines such as: type and size of event, duration and previous experience with events. In presenting this item, there were no visual materials to make a case for the topic.

My professional opinion:

Even though the committee all responded positively to creating a written policy, the Mayor made it clear that he actually thought a policy was already put into place and was mistaken. I think it would have been helpful for the presenters of this topic to have done some research on why such a policy should be set in place, such as average alcohol consumption at festivals, and then once the policy is set into place and idea of what it could look like so that it was visually interesting to the vendors that will be wanting to sell the alcohol will know the city’s policy
