WHAT'S HAPPENING? Construction updates in Downtown The City is installing a new modular building behind the City Council Chambers and the Celina Police Station. This building will house Parks & Recreation, Fire Administration, and Engineering. The modular building is scheduled to open for employee use at the end of August. Sutton Fields Homecoming Neighbors, family, and friends alike welcomed Staff Sergeant Robert Tingle home on Thursday, July 29. Celina Police Officer Chase Guidera led SSG Tingle and his family through the neighborhood with sirens and lights to mark his arrival as people gathered with signs, balloons, and smiles to welcome him home.

SSG Tingle is originally from Newton, Mississippi. He, his wife Kimberly, and their son Joshua have been in Texas for about 7 years and in Celina since May 2020. SSG Tingle has been a member of the Army National Guard for approximately 17 years. Most recently, he was deployed with the 36 Infantry Division out of Camp Mabry in Austin. The City of Celina is thankful for the brave individuals, such as SSG Tingle, who have

Warehouse Grace Bridge is needing some people to come and help sort donations at the warehouse such as furniture, clothing, shoes, and books. This would help the organization regain some much-needed space as the community brings in more donations. Community Garden Another opportunity is to help out at the Community Garden! The garden is located in Downtown Celina across the street from the Library. They are needing a few volunteers to help harvest fruits, veggies, and herbs on Fridays before distribution, in addition to maintaining the garden during the week, Helping out in the garden makes an impact in the community by helping the organization to serve fresh produce to families. Pastry & Veggie Packing Grace Bridge feels tremendously blessed by their grocery store partners who give us extra pastries, bread, and veggies each week. Because of this abundance they have been distributing out the extra food during the week and are needing volunteers to help set up and prepare items to be given out.

Food Distribution Join the team at the Celina Food Bank as they work together to distribute food to those in need. If you would like to help during this time, they need help packing food, running the food boxes to the vehicles, traffic controllers, and family encouragers! Any children 15 years and younger, must be accompanied by an adult.

CITY COUNCIL Council Meeting

10 City Council Regular Meetings occur on the second Tuesday of each month at 5 PM in the City Council Chambers located at 112 N. Colorado Street.

City Ordinances Celina is governed by a Mayor and City Council who are elected by the people of the City. The Mayor and City Council acting together are the Governing Body. All Governing Body members serve three-year terms. The Governing Body, being the elected representative of the people, adopts all ordinances and resolutions and determines the general goals and policies. STRATEGIC PLAN DASHBOARD

Track City Progress Online In 2018 the community and the City embarked on a journey to create a plan to shape the City as it grows. The Strategic Plan is and has been in operation since 2018 and continually brings insight into how we should grow and develop. With the community's support, the City of Celina has done well in implementing this plan, but there are still many steps left to achieve the goals we set together. With the new public dashboard, residents now have the capability to see progress towards the 10 goals set in the Strategic Plan. Strategic Plan The Strategic Plan consists of 10 two-year goals that were developed by looking at the City's vision, what we are deeply passionate

about, what fuels our economic engine, and what we can be the best at. It guides everything we do. Check it out at celinatx.info/strategicplan. Strategic Plan Dashboard Measures and displays the City's progress towards the goals defined in the Strategic Plan. The dashboard continuously updates as projects are completed. Explore the dashboard at celinatx.info/publicdash. Annual Report The Annual Report is another excellent source of information on the work that the City is doing. The Annual Report outlines the types of projects, with examples, that the City completed in 2020 in accordance with the Strategic Plan and the City's goals. PUBLIC WORKS Pothole Repairs The Public Works Department is continuing to work on pothole repairs throughout the City. Report potholes and other items for repair by downloading the Celina Life Connected app to report issues to the City with photos and location information. Each request can be tracked for follow-up from the City. The app is available now on the Google Play and Apple App stores.

Sanitary Sewer Smoke Testing The City recently completed sanitary sewer smoke testing in several neighborhoods. One important task of the survey was to locate breaks and defects in the wastewater system. The information collected from this study will be used to repair and improve the City's wastewater system.

811 Day: Call Before You Dig August 11 is National 811 Day. 811 is the number you call for FREE from coast to coast in the United States to get underground pipelines and cables marked. August 11 is a reminder for everyone to Know What’s Below before beginning any projects that involve digging. In Texas, the law requires you to dial 811 or submit a locate request at texas811.org two business days before any digging project, whether you’re planting a tree or building a skyscraper. The utility companies will send locators to your home or worksite to mark (with paint and/or flags) where the underground utilities are so you can safely dig without hitting something. There are more than 7,000,000 miles of underground utilities buried in Texas. There are probably some under where you are right now. The only way to know, and to be able to dig without hitting them, is to get the lines marked before beginning your project.

ROAD WORK UPDATE Glendenning Pkwy Repairs Glendenning Pkwy is undergoing repairs, in addition to several other rural roads within the city limits. A map of repairs can be found at bit.ly/3gTTuty.

Annual Maintenance Project The 2021 Annual Street Maintenance project is underway from May 29 to mid-October. For more info, visit celinatx.gov. Project locations include: 1. S. Dallas North Tollway Extension The section of Moberly Rd between CR 9 and Fairfield Rd will be temporarily closed to traffic from June 15 to August 31. The NTTA will be conducting storm drain and roadway construction as part of the DNT Extension Phase 4B. This phase of the project involves NTTA construction on two lanes from FM 428 to the Grayson County Line. This phase of the project as a whole is expected to be complete by late 2022/early 2023. Brush and Bulky Trash Brush and bulky trash pick-up is no longer a routine service. This service is now available twice a month to customers, but it must be scheduled with Waste Connections. Brush and bulky trash pick-up will occur on the customer's next regularly scheduled trash pickup day. The deadline for registering is 4:30 PM the day before pick-up. Please note that for Monday pick-ups, customers must schedule by 4:30 PM the Friday prior.

Celina water customers are now able to access their water usage data online from anywhere! This portal will let you track and monitor your home or business’s water use. Some of the highlights of this service are detailed below. Water usage details: View your water usage by the year, month, day, or even hour! Compare it to weather and rainfall in one easy-to-read chart. High usage alerts: You can also set a highlevel alert to monitor daily, multi-day, or billing cycle flow if you want to keep your overall usage in check.

Vacation alerts: This is great for when you are away from Celina but want to keep an eye on your home. This alert feature will send you an email if the meter reads more flow than you expect while you are away. Custom alert recipients: This feature allows you to set the alerts to email a friend, family member, or caretaker in the area to address the issue if you are away! Grab your most recent bill and go to mycelinah2o.com to create your account now! You will need your account number. What You Should Know About Stormwater What is Municipal Separate Storm Sewer Systems (MS4)? MS4 is a conveyance or system of conveyances that is: owned by a state, city, town, village, or other public entity that discharges to waters of the U.S., designed or used to collect or convey stormwater (example storm drains, pipes, ditches), not a combined sewer, and not part of a wastewater treatment plant, or publicly owned treatment works (POTW). The Texas Commission on Environmental Quality (TCEQ) established the Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR040000; issued December 2013 to ensure that Texas water bodies are not polluted deliberately. This permit sets the requirements and conditions for stormwater discharges from a small municipal separate storm sewer system (MS4) into surface water in the state.

Now Hiring: Concession Worker This seasonal, part-time position will provide customer service, food service, money handling, and more for Parks & Rec during the fall season. Shifts will take place primarily on Saturdays, with some Tuesday shifts during adult softball and occasional Sundays during tournaments. Applicants must be 16 years of age or older, possess a Class C Driver's License, and obtain a Learn2Serve Food Handler Certification before shifts. Learn more at celinatx.info/concessionworker.

CITIZENS POLICE ACADEMY Pictured above: the inaugural Citizens Police Academy class.

Second Class Starts Sept. 16 The Citizens Police Academy (CPA) is a community relations program that will help bridge the gap and strengthen the relationship between the Celina Police Department and the citizens they serve. During this nine-week course, participants learn about criminal law and patrol tactics for Criminal Investigations. The group may also take a field trip to the Collin County Detention Center. This academy will help prepare the participants to become ambassadors of the Celina Police Department within their communities. This is a free course. The program will run from Thursday, September 16 to November 11, 2021, with classes held from 6:30 to 9:30 PM. There will be two Saturday sessions on October 16 and November 6.

After graduating from the CPA, alumni become eligible to train for two additional volunteer groups: Volunteers in Policing (VIPs) and Citizens on Patrol (COPs). The Police Department will release more information on the volunteer groups and application process later in the year. FIRE DEPARTMENT Fire Station 3 Design The Fire Department is in the final phases of design for Fire Station 3, to be located at the intersection of FM 1385, Ballenger Road, and Crutchfield Road.

Fire Station 1 Remodel Fire Station 1 is undergoing a remodel to make space for a dedicated training room. This will allow the department to hold presentations, host large group discussions, and increases accessibility for various training.

NFPA Compliance Testing The department recently completed the National Fire Protection Association (NFPA) compliance testing, which ensures adherence to the NFPA codes and standards.

Meet Your FD: Rob Hale Greetings! My name is Rob Hale. In 2004 my wife Chandra and I moved to Celina from Central Arkansas. Chandra and I have been married for 21 years. We both grew up in Texas and knew one day that we would ultimately make North Texas our home. We have been blessed to call Celina our home and equally blessed to have this community to raise our two children in. Our oldest, Maddie, is 14, and our youngest, Robbie, is 12. Both of our children have only know Celina as their home. It has always been my passion to serve others and to make the fire service my career. I began my service with CFD first as a volunteer firefighter in 2007 and then later in 2018 as a career firefighter/paramedic. This is truly the greatest job in the world and one that allows me the opportunity to serve such a great community. As a member of the Celina Fire Department, I have the honor of serving not only my neighbors but so many of our friends. To see Celina grow from the very modest small town when we moved here in ’04, to what it is today is sometimes difficult to wrap my head around. The growth has opened new doors for me and has allowed me to fulfill my dream of raising my family and working in this community that we love so much.

City Receives Tree City USA Award The Tree City USA program, organized by The Arbor Day Foundation, has been in place since 1976. This program is a national effort to encourage communities to manage and expand their public trees. Since the program's inception, over 3,400 communities have committed to becoming a Tree City USA.

is given to Tree City USA communities that demonstrate a higher level of tree care and community engagement. Through updating the City's tree-friendly ordinances, the City was able to secure the Growth Award.

Celina recently achieved the Tree City USA designation for the second year in a row. This means that the City meets four core standards of sound urban forestry management: maintaining a tree board or department, having a community tree ordinance, spending at least $2 per capita on urban forestry, and celebrating Arbor Day. Not only was Celina able to secure a second year of certification as a Tree City USA, but the City also received a Growth Award which
