It’s a decade since the Emirates Spinnaker Tower opened – a decade in which it has become an iconic south coast landmark and, for many, the symbol of Portsmouth. Its design, celebrating the city’s nautical heritage, was chosen by 60% of residents over two other proposals: the Globe and the Triple Tower. The 170m tower was built by the council with the help of funding from the Millennium Commission, succeeded by the Big Lottery Fund. The building is owned by the council, while the visitor attraction business is owned by Heritage Projects (Portsmouth) Ltd, part of Continuum Attractions.

Golden touch The finishing touch to the Emirates Spinnaker Tower is on its way, to complete its new look. After preparation with a bottom coat of paint, a final coat of specialist metallic paint will go on.

Its high-speed internal lift travels at 4m per second. It’s founded on 84 piles, one the height of Nelson’s Column. It’s taller than the London Eye, Blackpool Tower and Big Ben. In high winds it can flex 150mm. There are 570 steps from the base up to the Sky Deck. Views from the tower stretch to 23 miles. The 27m spire weighs 14 tonnes.

The blue, white and gold design reflects the city’s rich maritime heritage, as well as Emirates’ distinctive branding.

It used enough concrete to fill five and a half Olympic pools.

As part of a five-year partnership worth £3.5 million, Emirates has become the tower’s first-ever sponsor. The new design is based on feedback from the community.

Great ideas for getting Run with the best You can brush shoulders with elite athletes when Portsmouth hosts the Morrisons Great South Run for the 25th time. Mo Farah, Jo Pavey and Paula Radcliffe are among some of the famous athletes to have run the course, alongside runners competing for fun or to raise money for charity. Up to 30,000 people of all ages and abilities are set to take part this year. The 10-mile event is on Sunday 25 October, with the popular 5k, junior and mini events the day before. The two days boost the city’s economy by more than £3m a year. If you’re not running you can still enjoy the carnival atmosphere by joining the thousands of supporters along the route. The website is part of the Community of Football project, which is all about getting more people playing football in some way, to improve their health and wellbeing. It’s funded by Sport England and supported by the council, Portsmouth FC and Pompey in the Community. The project follows Portsmouth’s bid last year to become an official City of Football. We missed out on winning the title but Sport England was so impressed with our pitch that they funded the Community of Football project.

Two wheels or two feet You can gradually increase the amount you walk and cycle with the free Active Steps programme. You can even borrow a bike or electric bike, or get your own serviced for free. You get a health check at the beginning and end of the 10-week course, and there’s lots of personalised support, including advice on routes, cycle training and bike maintenance tips. Active Steps is run by the charity Sustrans, which helps people make more journeys by foot, bike or public transport. Try Stoptober with Rob Rob Anderson-Weaver reckons Stoptober is the perfect opportunity to quit smoking. Stoptober is the 28-day stop-smoking challenge during October. If you can stop smoking for 28 days, you’re five times more likely to quit for good. Rob, 34, from Fratton, says: “Since April, when my wife became pregnant with our first child, I’ve managed to go from 15 or 20 a day to only a few a week. I’m going to use the support from Stoptober to try and quit for good before our baby arrives in November.” Rob’s top tips: 1. Keep your fingers occupied – hold a small pen with the nib removed. 2. If you miss fag breaks, join them but don’t smoke. 3. Don’t beat yourself up. Any improvement is positive. 4. Do it for yourself, not to please someone else. Better health for veterans

If you’ve been in the services, it can be hard to adjust to all the responsibilities of civilian life. Sometimes, keeping yourself healthy is difficult. That’s why we’re encouraging ex-service men and women to get a free NHS Health Check. It’s a quick and easy test for people between 40 and 74, who don’t already have a known medical problem. Scott Key, who was in the British Army for 12 years, heard about NHS Health Checks through the Company of Makers, who help veterans and their families. He went for a check at Lalys pharmacy, Kingston Road. It involves taking your height, weight and blood pressure, checking cholesterol levels and asking lifestyle questions. Scott said: “The test was very easy, especially in comparison to the medical I had when I joined the army! “I was slightly nervous about giving blood but it didn’t hurt at all.

“I think the check’s a good idea. It can help detect early signs of illnesses before they get serious.” The Company of Makers are working with the council to promote NHS Health Checks to ex-service personnel. We’ve launched an anonymous survey for former service men and women to find out how many are registered with GPs, what prevents them using healthcare and their views on NHS services. We’re working hard to meet the challenge and to continue to provide quality services for residents, but we can’t do this by efficiencies alone. Difficult decisions will need to be made about the services we continue to provide. The council has already made £74.4m of savings over the last five years. These include: ff £9.3m by reducing support staff ff £1.9m by reducing the number of senior managers. These have been cut from 33 to 15.

Rubbish... or treasure?

Instead of just throwing away the stuff you no longer want – why not do something different with it? You could give unwanted items to charities. Marmion Road in Southsea and London Road in North End are hotspots for charity shops, but you’ll find them in shopping areas all over the city. Another option is to sell your items online on sites like Gumtree and eBay. Or why not try a car boot sale? Barter your unwanted items away at the car boot at Pier Road, Southsea every Sunday or check out another one in the area. Take-back schemes are a way of getting rid of unwanted household goods – some shops will take away an old appliance or item if you buy a new one.

Times are a-changin’ Opening times at the Portsmouth recycling centre at Port Solent are changing for autumn and winter. From October to February opening times are 9am to 4pm. You can take your garden waste, large metal objects (drink cans and food tins can go in your green recycling bin), plus bulky items such as TVs and fridges. The centre will accept many other things too – search recycling centre at www.portsmouth.gov.uk for details. Why not grab yourself a bargain at the re-use centre (below) while you’re there?

Small electrical items that fit into a standard-sized carrier bag can now be recycled from home. Just put the bag next to your green bin on your recycling collection day. You can recycle glass, clothes, books, DVDs, shoes and textiles at neighbourhood recycling points. See www.recyclenow. com/recycling-locator for your nearest one. Lastly…don’t forget that the Portsmouth recycling centre at Port Solent will recycle all sorts of things from paint to fluorescent tubes. Please put your recycling and refuse out by 7am on your collection day and no earlier than 7pm the night before. To help prevent animals getting at your rubbish, please use strong black sacks.

Help if you are a young carer Getting geared up for winter If you’re a carer and find the winter months a particular struggle, come along to the Guildhall on Thursday 22 October between 10am and 3pm. We’ll be on hand to provide advice on winter warmth grants and other services that can help you keep warm and well when it’s cold outside.

If you’re under 18 and look after someone, then the Carers Centre can help you. You could get a break from caring by joining a weekly activity group or enjoying one of our one-off trips and activities. A young carer is a child or young person who often takes on practical and/or emotional caring responsibilities that would normally be expected of an adult. Our new carers’ strategy recognises that young carers have specific needs. We know that caring can have a significant and long-lasting effect on children and young people, and we understand how important it is for them to get a break from caring and to socialise with other young carers. We’re working hard to identify and support young carers so they have the best chance to reach their potential and have the same opportunities as other children. Young carers tell us that their groups are great fun – they really enjoy them. They can mix and relax with people their own age, who understand what it’s like to look after someone you love. There’s also a range of activities that young people can get involved with during the school holidays. It’s important to be able to have fun and take time out from being a carer. Sharing records, improving care Most GP practices and all NHS community and mental health services in Portsmouth have decided to share a single IT system for storing patient information. The main benefits for patients receiving care from a GP or NHS community staff will be: ff NHS staff having the right information about you, at the right time ff you not having to repeat your medical history to different health professionals

Sharing information: how it used to work Until now each GP practice, community and mental health service has held its own individual record about you – they cannot see your full medical information, and so may not know everything about your health.

Sharing information: how it will work now With more NHS staff sharing the same IT system, the person treating you will be able – with your consent – to see your complete medical record and so will have upto-date information about you. You won’t have to explain your history every time you meet a different NHS clinician – something we know is frustrating for many people. 26

What happens next? GPs using the shared IT system (most practices, but not all) are writing to their patients to explain the change. If you are content for your records to be available to other NHS staff caring for you, you do not need to do anything. However, if you want all – or part – of your record to be unavailable for sharing, just complete the “opt out” form the practice will send you. School places – do it online If you apply late for a school place, it will affect your chance of getting into your preferred school. So please make a note of the deadlines. If your child is in year 6, you have until 31 October this year to apply for a secondary place. If your child was born between 1 September 2011 and 31 August 2012, they’ll start school next September. Applications for infant and primary school places open on 3 November and you have until 15 January 2016 to apply. If your child is in year 2 at an infant school, applications for junior school places also open on 3 November and close on 15 January 2016. The quick and easy way to apply is by going to www.portsmouth.gov.uk/schooladmissions – you can change your application at any time before midnight on the closing date. A day at the zoo – how about you?

If you’ve been thinking about adopting a child, register an enquiry with us and you could enjoy a free day out at Marwell Zoo. We’re running an information session at the zoo on Saturday 31 October, 9.45am–12.30pm. You can have all your questions about adoption answered by our staff, enjoy a presentation and meet other prospective adopters. In the afternoon, you’ll be free to explore the zoo. Could £500 help your street? You could get up to £500 to make your local area a place where you and your neighbours love to live. The money is available through Love Your Street, which has already awarded £5,500 to neighbourhood projects around the city, including afternoon teas for isolated people, a street mosaic and community gardens. A Southsea residents group, Wimbledon Park Patch, got £500 to hold community events and revamp a tired wall with street art murals. Fourteen artists, including internationally known My Dog Sighs, who’s based in Portsmouth, came together to work with local families. My Dog Sighs said: “We had a great day painting. Residents’ parking update

Keep off our zig zags Child pedestrian casualties in Portsmouth are 50% higher than the national average, with around 40 children being hurt in collisions with vehicles each year. All of these incidents are avoidable, and a key factor is children crossing from behind parked cars.

Please remember: Zig zags outside schools should always be kept clear – don’t use them as a drop-off point. Don’t park or drop off on double yellow lines.

Earlier this year the council decided on a £30 charge for a first residents’ permit, to help cover the costs of running parking zones.

Remind children of the risks of crossing from behind parked vehicles.

We then asked residents in the zones if they still wanted them. Most said they did, so the majority of zones will stay. Most residents who responded in the following zones wanted them removed: AA (Newbolt Road), AC (Farmlea Road) and JD (Portsea North). Most residents who responded in the following zones wanted the majority of roads to be removed from them: GA (Fratton), FD (Bevis Road) and FG (Stamshaw South). We’re consulting residents in these six zones on these proposed changes. If you live in one, look out for yellow street notices with more details, and information on how to comment. The notices will also be on www.portsmouth.gov.uk – search traffic regulation orders. To see results of the citywide consultation on parking zones, search survey at www.portsmouth.gov.uk and then click on parking survey results. Once any changes to the six parking zones above have been made, we’ll consult on proposed improvements to all other zones so they can be enforced more effectively.

After their win in the Louis Vuitton America’s Cup World Series in Portsmouth in July, our home team Land Rover BAR went on to come third in Sweden in August, putting them in second place overall. They next race in Bermuda from 16 to 18 October. A second World Series event will be held in Portsmouth in July 2016. Rankings in the series determine the teams’ starting scores in the America’s Cup qualifiers in 2017. Skipper Sir Ben Ainslie said: “Apart from winning the America’s Cup, winning the opening event here in Portsmouth, at home, was the best thing that we could have done. “Also, the crowds that came out to support the team throughout the weekend were really inspirational and we could hear the cheering on-board which gave us a huge boost. Hard work starts soon Studios take shape We’ll be starting construction work on the new interchange at The Hard this autumn. Here are some of the ways we’re minimising disruption: ff A one-way system has been introduced with cars coming from Queen Street going along Wickham Street, to keep traffic flowing. ff Buses are using temporary stops on The Hard and at the front of the current interchange site. ff The taxi rank has moved to outside the arches, near the pedestrian entrance to Gunwharf Quays. ff Tourist coaches are using Queen Street to drop off and collect.

Development of the Hotwalls studios in Old Portsmouth is now under way, with former artillery barracks being transformed into 13 artists’ premises. The studios will open next year thanks to £1.75m of government funding. Heritage England has backed the project, which will secure the future of this historic monument in a creative way. We plan to work with a not-for-profit company to run the studios, and include a restaurant on the site. The build means temporary diversions along the walkway above the site.
