APP was appointed by Myer to act as their Project Manager and represent Myer’s interests in relation to the 40,000sqm Refurbishment and Fit-out works.


Myer has consolidated its operations into the iconic and heritage listed Bourke Street Store that has now been fully redeveloped and refurbished to the standards of a world class department store. APP’s services included management of Myer’s obligations under the Development Agreement, liaison and coordination with the Developer and their agents, representation and management of Myer’s interests in relation to the project management of the entire internal fit-out. Myer Melbourne was awarded the Store Design of the Year Award at the Oracle World Retail Awards in Berlin. The works within the Department Store were staged to allow the Store to continue trading throughout the entire development. This required considerable stakeholder management and coordination between all the parties. The Department Store also includes over 100 individual concessions / tenancies within the Store. This included 3 cafes and 50 world class cosmetic installations. APP also assisted Myer with the tenancy coordination and fitout of all these individual tenancies.

The Planning Group was approached by Harvey Norman to assist in redeveloping a former telephone exchange site for a 69,000sqm homemaker centre, anchored by Harvey Norman and IKEA. This development includes an extensive range of homemaker stores and associated amenities for customers and staff. Key tasks and challenges: - To gain development approval initially from Council and the Victorian Civil & Administrative Tribunal (VCAT). This involved liaison with Council and the Department of Planning and Community Development.

- One of the major challenges of this project was to gain support for a major shopping destination located outside a designated Activity Centre. This particular challenge was overcome by arguing the site will form part of a homemaker centre. - Another task that was undertaken for this project was to negotiate with the neighbours regarding their concerns and issues. We overcame these issues through listening and responding to their concerns.

SPRINGVALE RD HOMEMAKER CENTRE Springvale Rd, VIC - Client: Harvey Norman


Werribee, VIC - Client: Places Victoria TPG are engaged to provide ongoing strategic development and statutory planning advice to Places Victoria to facilitate the development of Riverwalk Estate. Riverwalk is an integrated community, which will ultimately provide 2300 residential lots, a town centre, schools, community facilities and employment opportunities together with areas for both active and passive open space. Key tasks and challenges: ongoing challenges presented to the broader consultant team include resolution of heritage matters associated with the historical use of the site for WWII activities, site contamination, tree removal, traffic management and detailed design. Recently the TPG Urban Design team prepared a concept plan for the layout and circulation strategy for the proposed Southern Employment Precinct. A thorough investigation and analysis of the existing site conditions and adjacencies were key in the concept and coupled with the Riverwalk Development Plan produced the best possible solution.

TPG has prepared Activity Centre Zone (ACZ) Schedules for Cranbourne (Principal Activity Centre) Eltham (Major Activity Centre) and Diamond Creek (Major Activity Centre). To prepare strategically sound ACZ schedules we reviewed, consolidated and incorporated strategic documentation, defined the Activity Centre boundary, prepared a Framework Plan for each centre and reviewed the current planning schemes to identify broader changes that may be required to implement the new schedules. Objectives and centre wide provisions were articulated for all centres and comprehensive table of uses was defined with appropriate conditions. Each Activity Centre was subdivided into precincts and sub-precincts and a suite of height and setback controls were articulated for each sub-precinct. For Cranbourne we produced relevant planning scheme amendment documents outlining the changes required to the current planning scheme controls and Local Planning Policy Framework in the form of an explanatory report, list of changes and also an implementation plan to deliver the ACZ schedule.





CENTRO The work we produced in the Cranbourne ACZ Schedule also features in the DPCD “Activity Centre Mapping Style PRECINCT 4 Guide” as a supported example of the style of mapping that is required in ACZ schedules.

In addition Nillumbik Shire Council asked use to review its draft height controls proposed under Amendments C51 and C53 for the Eltham and Diamond Creek Major Activity Centres. This included reviewing Council’s current controls and providing a detailed assessment and report as the appropriateness of mandatory and discretionary height controls within the Eltham and Diamond Creek MAC boundaries.

AUSTRALIAN GRAND PRIX Melbourne, VIC - Client: Australian Grand Prix Corporation APP has been appointed to provide Engineering Project Management services for the Australian leg of the prestigious FIA Formula One World Championship. APP is responsible for managing the event overlay which transforms Albert Park from open public parkland to an international standard Motorsport venue, and then returns and restores the venue back to parkland. Works involve extensive consultation with a diverse and broad range of

stakeholders to manage the public interface, permanent and temporary facilities, world media, regulatory bodies, sporting organisations and occupational health, safety and environment requirements. The event takes place in March, with an estimated 300,000 spectators as well as a substantial global audience, and boosts the Victorian economy by up to $100 million each year.

The Planning Group, in collaboration with Charter Keck Cramer and Fitzgerald Frisby Landscape Architecture, was appointed by Council to produce a Masterplan for the site known as the ‘Bayswater Triangle’. Utilising the directions provided in the Bayswater Activity Centre Structure Plan (Bayswater 2020), the Masterplan details future land uses and built forms for the ‘Triangle’ and recommends proposed changes to planning controls.

Key tasks and challenges: - The impact of the railway line and the integration of the site with the rest of the activity centre, and surrounding industrial and parkland areas; - Considering the directions of major landowners (including VicTrack and the Australian Leisure and Hospitality Group Limited (ALH)); - Presence of existing community facilities (arts centre, meals on wheels) and organisations (CFA); and - Designing the site to benefit from vistas to the Dandenongs.

BAYSWATER TRIANGLE MASTERPLAN Bayswater, VIC - Client: Knox City Council


TPG was engaged by Knox City Council to: devise and test a methodology for preparing design guidelines for new residential development; and undertake a housing capacity analysis based on the application of the design guidelines. Key challenges associated with this project included: - focus urban renewal and infill residential development in activity centres and on principal public transport network; - respond and be consistent with the Knox Urban Design Framework, the Knox Housing Statement, and Knox Planning Scheme (or recommend a planning scheme amendment); - provide design guidelines which enhance the local environment and neighbourhood character whilst providing the capacity for increased housing yields, and - develop design guidelines with deliver improved environmentally sustainable design outcomes including water sensitive urban design and urban heat island minimisation.


TPG assisted Australand in navigating the planning scheme amendment process to achieve a rezoning of 100+ha of land for industrial uses and subsequently prepare a Development Plan (DP) to guide future subdivision and development. The key task was to achieve a practical DP that would facilitate development and could be efficiently implemented. Outside the normal challenges of incorporating protected vegetation, this proposal needed to include an additional 35 hectares of land within the DP that was fragmented and not in the ownership of Australand which required managing land owner expectations. In addition the site had interfaces with a major freeway, market gardens and rural residential development which required

Southland, VIC - Client: DPCD, Kingston and Bayside City Councils

This project demonstrates TPG’s ability to strategically research, assess and articulate future land uses and development directions for a large and complex area of land. The project also demonstrates the ability to utilise GIS in assessing development factors translating into strategic planning directions. The project also provides direction for future planning framework needs and processes to implement the changes required.


Melbourne, VIC - Client: Cbus Property/Charter Hall REIT Joint Venture

APP is acting as Project Manager and Superintendent for the proposed development at 171 Collins Street in Melbourne. The proposed 18 Storey commercial office tower and the redevelopment of the existing heritage listed Mayfair Building on the site represents the first premium grade commercial office development at the eastern end of Collins Street in 20 years. The developers are also looking at targeting a 6 Star Green Star Design and As-built rating for the commercial office tower, which will also be the new Headquarters for BHP Billiton, who have committed to a long term lease of about 12,000 sqm NLA in the building.

APP were engaged in mid-late 2010 to provide the following services that will be completed in 2013: - Act as Base Building (Landlords’) representative under the AFL between BHPB and the Developer; - Act as Project Superintendent under the D&C Contract between Brookfield Multiplex and the Developer; - Act as Tenancy Coordinator in the delivery of approximately 2,500 sqm GLAR of food and beverage and retail tenancies.


Melbourne, VIC - Client: National Australia Bank APP was engaged by the NAB to act as client representative. The project was seen by the National as an opportunity to consolidate several divisions within the bank from a number of CBD sites, bringing them together in a physical and organisational sense.


APP, in conjunction with Clifton RCP, were appointed as Project Manager for the ANZ Head Office relocation to Docklands. The office development, at 83,550m2 is campus style with over 10 levels and is the largest office building in the southern hemisphere occupied by a single tenant.

APP’s role included finalisation of the Development Agreement, managing the Fitout design and documentation, and overseeing the Base Building Construction and Fitout Integration by Bovis Lend Lease. It has been awarded a 6-star green rating certificate for a number of environmentally sustainable features that will produce 70 per cent less greenhouse emissions and use 50 per cent less water than conventional office buildings. Other features include air conditioning coming up from the floor, plants and wind turbines on the roof, cooling from river water below and electricity generated on-site from natural gas.


Point Cook, VIC - Client: Villawood The Planning Group advocated for the endorsement of the Development Plan, subdivision permits, rezoning for a Mixed Use site and the subsequent permits for a Leisure Centre and a Child Care centre. Alamanda created an immediate sense of liveability and community through up-front delivery of community facilities, including a residents club with gym, pool, tennis courts and function room, Bayview Park, the Wetlands Park, Village Green and Traffic School – all complete prior to the first residents moving into their homes. The estate offers a contemporary lifestyle complete and encourages community interaction through the cafe, community intranet and sports park.


TPG currently provides ongoing professional consultancy services to the Metropolitan Fire and Emergency Services Board (MFB). Involved at the outset, TPG assists with site acquisition (either through negotiation or compulsory acquisition) and provides ongoing strategic advice and assistance to the MFB to allow them to meet their ongoing and evolving fire station needs. This may include briefing and coordination of sub-consultants including architects and traffic engineers, as well as meeting and negotiating planning outcomes with Council. More often than not, this requires careful balance of MFB needs (and Board Resolutions) against a dynamic and ever changing planning realm.

Services provided to the MFB include: - Due diligence assessments - Planning advice on site purchases and compulsory acquisition - Preparation and management of planning permit applications - Representation and advocacy on statutory and strategic planning matters at Council, VCAT and Planning Panels

TPG has been engaged by Places Victoria and the Southern Grampians Shire to undertake the design and documentation of the Lake Hamilton Foreshore Picnic Facilities and Regional Playground. This exciting project involves developing a design for the site which focuses on the creation of ‘an access for all’ play space as a regional and local “draw card”. The play space theme celebrates the local environment and establishes an educational and creative play environment with a range of over 100 facilities and experiences for people of all ages and abilities. The play space is integrated with new picnic facilities, public art, way-finding elements, sensory gardens, shared pathways, a jetty and bird hide to create a recreation experience which builds upon its lakeside location and broader environmental context.

APP was appointed by DEECD in March 2009 to provide Project Management and full design services to the “Building the Education Revolution� program of works in Southern Metropolitan and Gippsland regions.


Southern Metropolitan Region, VIC Client: Department of Education & Early Childhood Development

The program includes the construction of teaching and learning facilities at over 320 schools. The projects being undertaken are a combination of new build facilities, refurbishments and relocatable buildings. APP is working closely with DEECD facilities group and regional representatives, school Principals and school council representatives to provide facilities that will both school and community use assets. The program will be progressively completed through 2012.






Allison has 20 years experience as a planner and project manager. Her experience includes project management of multi disciplinary teams for rezoning, structure planning, due diligence, preparation of master plans, preparation of planning policy for government authorities and land owners, stakeholder and community consultation and development advice.

Jonathan initially joined APP in June 2007 as a Project Director. During his time with APP he has been instrumental in the growth of the Melbourne office from 15 to almost 80 staff and a four-fold increase in turnover. This has been through successful commissions and delivery on key projects for APP (as Project Director) such as the Myer Bourke Street Store Redevelopment, the Qantas Melbourne Domestic Terminal Expansion and the La Trobe Institute of Molecular Science – as well as leadership, accountability and management of the Melbourne office to drive growth and successful business operations.

Fiona is a Project Director with experience in a diverse range of projects including commercial, retail, health and industrial in Victoria and throughout Australia. Since 1997, Fiona has been responsible for the successful management of projects from master planning / concept design to construction completion, including design management, negotiation with relevant authorities for approvals and contract administration.

APP: National Manager Urban Development

As a Project Director Allison has been responsible for scoping the broad spectrum of development and environmental projects. Allison has facilitated and managed a range of community and government agency events. She has provided strategic advice to government authorities in implementing environmental compliance systems. And has also co-ordinated specialist studies for heritage projects, community surveys and managed stakeholder responses for large land projects.

Fiona joined APP in Sydney in 2003. Since January 2005 Fiona has been based in the Melbourne office and has managed large scale projects such as NAB Docklands, Building Education Revolution (BER) Education Stimulus Package, ANZ office Collins Street, BAE Shipyard Development and Westpac Annual Retail Programme of Works Vic/ Tas. Although still based in Melbourne, Fiona’s now fulfils a national role within APP as General Manager, Project Management.




Julie is the National President of the UDIA and CEO of The Planning Group. This recognises her extensive experience practicing town planning with State and regional planning authorities and within the private sector for over 25 years.

Phillip has over twelve years experience in statutory and strategic planning having worked for numerous local Councils and the private sector.

Andrew leads and directs masterplanning and urban development practices. Working across APP and TPG urban development Andrew’s background in Environment, Landscape Architecture and Masterplanning enables him to work across a range of projects including greenfield and brownfield development. He also has specialist skills around golf course, resort, recreational planning and visual assessment.

As CEO of The Planning Group, Julie aims to facilitate major development projects that maximise commercial returns and meet local planning objectives. She is recognised as a leading manager, negotiator and innovator in the land development and building industry. Her long association with Government has provided her with a sound understanding of how to achieve superior results within the parameters needed by private developers.

Phillip has extensive experience in statutory and strategic planning which includes managing a range of complex planning matters and working on combined planning scheme amendment and permit applications. During this time, Phillip has prepared and presented reports to various community stakeholders, managed and represented clients at VCAT and Planning Panels and has also been a mentor, coordinator and manager.

Prior to joining The Planning Group, Andrew was employed with global consulting organisation Environmental Resources Management (Australia) Pty Ltd. Commencing at ERM as a Principal Urban Designer and Landscape Architect, Andrew progressed to become a Global Partner in 2003, and was then promoted to Managing Partner of the Victorian operations responsible for 90 staff.
