Telecare TELECARE is a personalized service for the Rossmoor Community because we care about you. Especially if you are living alone or convalescing from an illness or, if your family is away on vacation, or not residing in this area, then, TELECARE can be valuable and comforting to you. TELECARE is carried out by Rossmoor volunteers for all residents and all without cost to you!

To Rossmoor TELECARE Participants: 1. Please let us know when you will be away. 2. Don’t have your answering machine on from 7am to 8am. 3. Be sure that your telephone is “on the hook” when you go to bed. 4. Please try not to use your phone between 7:00am and 8:00am.

HOW TELECARE WORKS Every morning from 7:00-8:00 including Saturdays, Sundays and holidays, a volunteer calls your home. If there is no answer, or if there is a busy signal, the volunteer makes two, three, and sometimes four calls. If there is still no answer, a neighbor or friend, by mutual consent, is called to be certain that all is well. If the volunteer cannot reach either the resident or designated contact, Public Safety is called to check the resident’s home. HOW TO PARTICIPATE IN TELECARE To register for Rossmoor TELECARE at no cost to you, call 280-8865. With your consent, a member of your family may also register you. You may request calls every day, or for certain days of the week. If you plan to be away when TELECARE calls, please be sure to let TELECARE know by calling 988-7702 and leave a message regarding the time you will be away.

Antonia Lowe, TELECARE Chariman...............280-8865

* Please remember, if the volunteer does not get an answer or gets your answering machine, or continues to get a busy signal, then Public Safety will visit your home to insure your safety. Because we care about you, each December the volunteers entertain the TELECARE participants at the Annual Holiday Party. This provides an opportunity for the Participants and volunteers to become acquainted.

Hiring In-house Help

21

Guide to Hiring In-House Help Identify the Care Reciever’s Needs Home care can include taking care of physical and emotional needs, as well as promoting the abilities of the person needing help. A good in-home worker will help an individual maximize his/ her remaining capabilities & will work with the person, not for the person. Determine the Worker’s Duties You need to determine what the workers tasks will be and how often they will perform them. Determine the Schedule It is important to devise a weekly schedule with what hours on what days you need the caregivers help, before advertising or conducting interviews. Decide on What Worker Qualifications are Important to you Take some time to figure out whom you would like to work for you, ie. gender, age, smoking habits, ethnicity, driver’s license, pet friendly, certifications, live-in experience or bonded. Recruitment A list of options for recruitment are on the previous page Interview & Check References You should interview in steps (phone then in-person). Be sure to ask for three references (not letters of reccommendation) and check up on the references. Ask references how long they have known the applicant and in what context, how well they worked with seniors, and if the application takes initiative, is flexible, reliable, trustworthy, and punctual. Determine Wages & Benefits It is best to write an actual contract including salary, benefits, pay day/method, work schedule, worker duties, and termination policy. Know Your Legal Responsibilities Household employers must withhold social security and Medicare taxes from employee’s wages and pay an equal amount of taxes themselves. They must also withhold federal income taxes, at the employee request. They employer must pay taxes if the employee is paid more than $750 per quarter. Call IRS at 1-800-829-1040 and ask for Publication 926, “Employment Taxes for Household Employers. You should also be sure to have liability insurance coverage for accidents in your home.

To be eligible, you must be over 65 years of age, or disabled, or blind. Disabled children are also eligible for IHSS. The types of services which can be authorized through IHSS are housecleaning, meal preparation, laundry, grocery shopping, personal care services (such as bowel and bladder care, bathing, grooming and paramedical services), accompaniment to medical appointments, and protective supervision for the mentally impaired. You may be eligible for IHSS if you:

1. Are a current recipient of Supplemental Security Income/State Supplementary Payment (SSI/SSP) 2. You meet the eligibility criteria for SSI/SSP except your income exceeds the SSI/SSP income levels 3. You meet all the eligibility criteria for SSI/SSP, including income, but do not receive SSI/SSP 4. You are a Medi-Cal recipient who meets SSI/SSP disability criteria.

Home-Health Agencies These agencies supervise their workers and you are charged a rate based on hours used. Homehealth agencies are the employers. The advantage of using home-health agencies is that they can provide coverage promptly. They comply with all legal requirements and their rates of pay tend to run higher than what you would pay privately Referral Agencies There are agencies that charge a finder’s fee for locating in-home workers. These agencies are less costly than home health agencies because you pay the worker directly and are charged only a finder’s fee. See Medical Guide or call Contra Costa Senior Information for list of referral agencies. ChoiceEldercare.org Newest option available to families is to use free care coordination services of ChoiceEldercare.org. They match families with caregivers free of charge. The caregivers get the background check before they are placed. They also host a large detailed database of available caregivers for the elderly. Locating Help on Your Own You can post notices in several places to locate in-house help, as well as looking in the classifields or online. You can call Contra Costa Senior Information for the in-home service registry closest to you at 1-800-510-2020 or 925-229-8434.
