.DECISION the area chosen for development was selected for its fulfillment of the requested parameters.

it is located centrally within the county, northeast of the city center. the area is readily accessible by highway, and falls between the second and third band removed from urban areas. located on the edges of park land with ideal elevations throughout, opportunities for scenic views are widespread, yet it does not disturb existing park land.
