COTA Board of Directors Election 2018 The Board of Directors (BOD) of Chinese Overseas Transportation Association (COTA) renewed two positions in 2018. Dr. Jianyang Zheng and Dr. Xuewei Qi were elected as new BOD members. The election took place between October 20 and November 10, 2017, and was administered by the 2018 BOD Election Committee of COTA. Effective from January 7, 2018, the new COTA BOD members include:

Dear COTA Members and Friends: As the 12th President of the Chinese Overseas Transportation Association (COTA) and on behalf of COTA Board of Directors (BOD), I would like to thank you for your strong support and active involvement in COTA activities.

COTA is a U.S.-registered non-profit organization. Established in 1996 with the former name of NACOTA, COTA promotes transportation research, education, and technology transfer; and leads international collaborations in the transportation field with a focus on China-related issues. Since 2000, COTA has organized the annual COTA International Conference for Transportation Professionals (CICTP) with universities, governments, and the private sector in China. The CICTP conference attracts hundreds of high-quality paper submissions every year, features keynotes from transportation leaders around the world, and has become one of the most influential international transportation conferences in China. At each Transportation Research Board (TRB) Annual Meeting in Washington D.C., COTA organizes a Winter Symposium to showcase the most up-to-date transportation developments in China as well as cutting-edge research and technologies in transportation internationally. In 2018, COTA will launch a new Annual Fall International Workshop on Transportation Innovations. This first Workshop will be held in Hawaii during the first week of October in 2018. Other notable COTA activities and initiatives, includes special-topic workshops held before and after CICTP conferences in collaboration with COTA partners, COTA awards, career development forums, College of Transportation Dean’s Forum, and more. The success of all COTA activities and initiatives is attributed to voluntary work by COTA members and friends, as well as support from our colleagues in China and organizational partners worldwide. I would like to take this opportunity to express our sincere appreciations to all of our collaborating universities, government agencies, industry partners, and non-profit organizations. COTA has established comprehensive rules and policies in the COTA Bylaws to ensure its effective and efficient operations as a professional and transparent non-profit organization. In the next two years while I have the honor to serve as COTA President, COTA will: 1. Develop a five-year strategic plan that will guide the direction of COTA growth and development; 2. Establish a COTA Government and Industry Advisory Committee that work with the COTA BOD to expand the reach of COTA to non-academic transportation professionals; 3. Establish and operate a number of COTA Technical Committees that allow more volunteers to contribute to COTA technical activities and serve COTA constituents; and 4. Make necessary Bylaw revisions to accommodate COTA growth and to evolve COTA into a more professional organization with dedicated staff and enforcement of all established COTA policies and procedures in its day-to-day operations.

Lastly, I would like to highlight several COTA activities in 2018 and hope to see many of you there:

1. The 18th COTA International Conference of Transportation Professionals (CICTP2018), July 5-8, 2018 in Beijing, China. Local Host: Tsinghua University. 2. The Inaugural COTA International Workshop on Transportation Innovations, First week of October 2018 in Hawaii, USA. Local Host: University of Hawaii.

To provide better service for the society and involve COTA members and friends more in COTA activities, we would like to established a Technical Committee. We also invite submission of committee proposals. The draft proposal is as follows: 1. Responsibility of COTA Technical Committee

• Promoting academic exchange and collaborations among transportation professionals overseas and in China.

Technical Committee

• Promoting COTA through academic and outreach activities. • Assisting in the development and implementation (e.g. review papers, invite speakers, and organize sessions) of the COTA Conference International Conference of Transportation Professionals (CICTP) program, COTA Winter Symposiums, COTA International Workshops, and other COTA activities. 2. Setting up of a COTA Technical Committee COTA Technical Committees are set up for specific technical areas. To set up a Technical Committee, a proposal supported by the COTA President and at least two other COTA BOD members needs to be presented at a COTA BOD meeting. A two-thirds majority of COTA BOD endorsement is needed to approve the setup of a Technical Committee. 3. Technical Committee Chair

COTA Technical Committee Chairs are appointed by the COTA President upon the recommendation of the COTA Academic Committee. Chairs provide oversight and manage the responsibilities assigned to their respective committee.

• A chair is the main point of contact between committee members and COTA BODs. • Chairs lead their respectively committee to aid in the development of the CICTP program, COTA Winter Symposiums, COTA International Workshops, and other COTA activities. • Committee chairs serve a three-year term. Committee chairs may apply for a second three-year term at the end of the first term and may continue to serve a second threeyear term upon the approval of COTA President. 4. Technical Committee Members COTA Technical Committee Members are appointed by the COTA President upon the recommendation of the COTA Technical Committee Chairs and the endorsement of the COTA Academic Committee Chair.

• Committee members may serve up to three consecutive three-year terms. • At the end of each term, the committee should rotate at least one-third of members. • Technical committee should include members of different background and has a balanced geographic representation, and a balanced representation of academia, governmental, and industrial background. The 18th COTA conference International Conference of Transportation Professionals (CICTP2018) will be held during July 5-8, 2018, in Beijing, China, jointly organized by Chinese Overseas Transportation Association (COTA) and Tsinghua University (THU). As the hosts and organizers of CICTP2018, COTA and THU invite submissions of original research and innovative practice from both researchers and practitioners. CICTP2018 will address challenges and opportunities emerging from the development of new technologies. Transportation research that supports the exploration of intelligence connection and mobility is especially encouraged. The conference will host a series of technical sessions, plenary sessions, and special forums, including the World Bank Forum, the Dean’s Forum, and COTA Career Development Forum for Young Scholars and Students. The bestpaper awards and other professional awards will be granted to the authors of excellent papers or institutes/enterprises which have made outstanding contributions to the development of transportation systems in China. Call for Papers THE First COTA International Symposium on Emerging Transportation Technologies (COTA iSeT2-2018) is a major annual academic event sponsored by the Chinese Overseas Transportation Association (COTA). The vision of the symposium is to stimulate the interactive discussions and exchange of emerging research ideas and innovative technology development, encourage multi-disciplinary collaborations and sharing of advanced knowledge, and enhance research, education, and workforce development activities in transportation. Driven by technological innovations in response to our grand challenges today, connected and automated vehicle (CAV) technologies, big data analytics, mobility as a service, mobility on demand, shared mobility, and future smart transportation systems, cooperative traffic sensing and information fusion, and intelligent infrastructures and smart management, have been emerging rapidly in recent years. Original and innovative contributions to emerging transportation research and advanced implementations are sought for technical sessions. The conference theme is Emerging Technologies for Sustainable Mobility Enhancement. Please submit articles conveying new developments in technology innovations, data analytics, numerical modeling techniques, experimentation, advanced technology deployment, and case studies, results of laboratory or field operational tests, and other related creative endeavors as well as special educational and outreach developments to advance transportation theory and practice for mobility enhancement. The 21st COTA Annual Symposium 2018 COTA Winter Symposium, i.e., the 21st COTA Annual Symposium, was successfully held on January 7, 2018, in conjunction with the 2018 TRB Annual Conference in Marriot Marquis in Washington DC.

Thirteen speakers from China and the U.S. presented their most up-to-date research in various transportation areas, including transportation data analytics, connected and automatic vehicles, as well as transportation updates in China. The symposium organization and steering committees put in great efforts in soliciting these highly recognized speakers. Dr. Jianming Ma and Dr. Guohui Zhang organized and chaired the symposium. COTA hosted its annual reception again during the 2018 TRB. This year more than 400 transportation professionals and students attended the event. The reception provided a great venue for Chinese transportation professionals across the world to meet and socialize.
