4. Adoption of the MINUTES of the General Assembly 2012, Belgium. - GA Session 1: 9:30 am Friday 26 October: Brussels – TBA (33 Sections were present) - GA Session 2: 9:30 am Saturday 27 October: Leuven – Het Stuk (38 Sections were present) - GA Session 3: 9:30 am Sunday 28 October: Leuven – Het Stuk (40 Sections were present) - GA Session 4: 9:30 am Monday 29 October: Mons – Mondaneum (38 Sections were present) - GA Session 5: 9:30 am Wednesday 31 October: Ghent – City Hall (40 Sections were present) 1. Opening by the president and adoption of the Agenda John Davis, the president of the ISCM, speaks words of welcome. New members are given a special welcome. One-minute silence was taken in memory of deceased composers, and other persons who contributed to the development of contemporary music. Mentioned were, amongst others: Salvador Ranieri, Emmanuel Nunes, Ilhan Mimaroglu, Emil Petrovics, Jan Wolff. The proposed Agenda was adopted without amendments. 2. Nomination of two vote tellers Philippa Horn and Balázs Horváth are elected as vote tellers for the 2012 ISCM General Assembly. 3. Reports of the ISCM World New Music Days 2011. Nomination of writers of 2012 reports The reports of the ISCM by Frank J. Oteri, Angie Mullins and Jim Hiscott are published in the Croatia Edition of the World New Music Magazine. John McLachlan, Nina Calopek and Ivan Siller are  elected  as  report  writers  for  this  year’s  festival.   4. Adoption of the Minutes of the General Assembly 2011 The Minutes of the ISCM General Assembly 2011 are adopted and approved. 5. Members a. welcome to new full Associate Members: - MACM, Malta Association for Contemporary Music Ruben Zahra of the MACM gave a short introduction on his organization. MACM is given a warm welcome. - Beijing Modern Music Festival The Beijing Modern Music Festival is welcomed as a new associate member. They also applied to become a Section in the first session (see point 5.c) b. situation of current members From now on there is one Section in Chile, which is the SCD c. applications: - Le Forum des Compositeurs: application to become the ISCM Wallonia Section Result of the voting: approved unanimously. Le Forum des Compositeurs is the ISCM Wallonia Section from now on. - Chengdu, Sichuan Conservatory of Music: application to become the ISCM Sichuan Conservatory Section Result of the voting: approved unanimously: The Chengdu, Sichuan Conservatory of Music is the ISCM Sichuan Conservatory Section - Beijing Modern Music Festival: application to become the ISCM Beijing Modern Music Festival Section Result of the Voting: approved unanimously: the Beijing Modern Music Festival is now the ISCM Beijing Modern Music Festival Section - other applications Guests of Futurs Composés from France (currently, the ISCM has no members in France) are welcomed at General Assembly Session nr 5. They explain that they will prepare an application to join the ISCM as French Section from the 2013 General Assembly on. d. presentation ISCM-activities of members - Victoria Korshunova gave an introduction to the International Young Composers Academy in Tchaikovsky City, Russia, an educational project of the Russian Section: http://academy.iscmrussia.ru - Sorin Lerescu and Pavel Mihelcic gave more information on their collaboration in a roundtable project between the Romanian and Slovene Sections. - Alper Maral announces a festival initiated by the Turkish Section in collaboration with the Asian Composers League in Izmir, Turkey. - Max Savikangas announces an ISCM branded festival of the Finnish Section in Helsinki in March 2013.

4. (continued) - Henk Heuvelmans points out that EU-funding in 2013 is possible for EU countries, but also for project from EU-countries in collaboration with Canada and Australia. He also mentions the involvement of the Gaudeamus Muziekweek in the Ulysses Platform: www.ulysses-network.eu. This network could be interesting for several ISCM membes. - Other ISCM related activities of members will be announced on the website. After the website-upgrade (see point 13), members will be able to put the information on the ISCM-site themselves. 6. Information about the ISCM-IAMIC Young Composer Award The jury members of the ISCM-IAMIC Young Composer Award 2012 are Emilio Mendoza, Alper Maral, Balázs Horváth, and Stephen Lias. The result was announced in the concert of Saturday, November 3. Olga Smetanova will propose the winner to write a new work for the ISCM World New Music Days 2013. 7. Acceptance of the Report on the actions of the Executive Committee John Davis reads the report of actions and summarized the meetings the executive committee (ExCom) had in Bratislava and Salzburg. He mentions the move of the secretariat from MCN to the office of the Dutch Section, and the resulting reduction in in-kind administration support previously offered by MCN. He summarizes the action plans for documentation, the budget protocols and the Excom travel expenses protocol adopted by the Excom. The report is adopted by a show of hands. 8. Finances a. situation of current members Only 1 member is in arrear. b. audit 2011 There is a long discussion about the 2011 audit. Topics discussed are the need for sending these reports well in advance, the expenses regarding the meeting costs for the ExCom, and the other fees, e.g. the fee of the accountant. Lars Graugaard (treasurer) explains that we will send the financial report more in advance, and that we will be following the statutes regarding timings of communications. In regard to reducing expenses, he expects a reduction in the ExCom meeting costs by meeting twice a year, instead of three times. The treasurer will not travel to the Netherlands anymore to meet with the accountant. There is a wish for a break down of the broad categories of costs to get a more detailed overview, esp. in the ExCom meeting costs. Marcel Wengler, auditor, confirms that all expenses of 2011 are correctly documented, and that the invoices are correct. Vote for acceptance of the 2011 audit report: out of 38 voters, there are 22 for, 3 against, and 13 abstentions. The audit report of 2011 is accepted. c. proposed budget 2013 There was much discussion about the proposed budget with several members expressing various views. Lars Graugaard explains that he distributed the budget only recently because the ExCom could only review it in the pre-General Assembly meeting, and it was agreed that communications could be more effective. The ExCom had agreed to modestly increase the remunerations, recognizing the additional workload with the loss of in-kind support from MCN. To facilitate further detailed discussion on  the  budget,  a  special  ‘Budget  Meeting’  is   planned to discuss it, and to find out how more budget could be applied to support projects of the members. A transfer from the reserves is proposed (the surplus above a protected amount to keep a solid financial basis) to be applied to the member support fund The ExCom receives a mandate to try to reduce bookkeeping costs, and to make a 4-5 year plan. The ExCom distributed a revised budget amongst the members after the special meeting. JD presents it in General Assembly Session nr 5, and explains by highlighting the changes: - in the budget formatting, management is separated from activities - there  will  be  a  break  down  of  all  items  above  €  5K - travel  costs  are  broken  down  and  reduced  by  €  4K - remunerations are split to show where assigned - reserves  are  kept  at  €  100K Vote to accept the revised 2013 budget: 39, 1 against, 0 abstentions. The revised 2013 budget is accepted.

Members Support Fund The ExCom will prepare outlines for a renewed Members Support Fund as described in 8c.  The  budget  will  be  transferred  from  the  reserve  above  €  100K 9. ISCM/VICC composers-in-residency program Ramon Anthin provides a short report on the composer residencies. He invites applications to VICC, and refers to the website. Bruno Strobl speaks some words about his recent stay there. He praises the comfortable place, which is well-equipped and available 24 hours. 10. World New Music Magazine Printed copies of the ISCM World New Music Magazine volumes 21 (the Croatian Edition) and 22 (the Belgian Edition) were handed out to the delegates. The magazines will also become available online soon on the website of the ISCM. Maarten Quanten, the editor of the Belgian edition, gave a short introduction on the contents of Volume 22. All persons who contributed to both volumes were thanked formally by the excom. After a discussion, the decision has been taken to form a WNMM planning group with David McMullin compiling a list iof names of interested parties to participate in this group. . 11. ISCM WMD festivals a. call-for works: schedule of starting points and deadlines The schedule will be updated as soon as there are new deadlines. All members will be notified by email and through the website. b. update 2013, Austria and Slovakia Ivan Siller and Bruno Strobl and their teams gave the updates on 2013 accompanied by a Powerpoint presentation. The Slovakian project Music for Kids and Teens received some extra attention. Input (scores, ideas) for this project is most welcome. A printed preliminary list of selected works was handed out to the delegates. c. update 2014, Wroclaw, Poland Izabela Duchnowska explains that some entries from Sections did not meet the submission criteria, but they were not excluded. From the 513 scores received, 106 were for symphony orchestra. The results from the official submissions were published already, the results for the individual submissions and the Opera category will be announced soon. d. update 2015, Slovenia Pavel Mihelcic gave an update of the schedule. The total duration of the festival will be 9 days, and the deadline for submissions will be somewhere in 2013, to be confirmed later. e. candidates beyond 2015 - 2016: Portugal withdrew as a candidate, due to financial insecurity. JD announces that a partnership involving mainland China members is considering developing a proposal for 2016. There must be a serious proposal at the General Assembly for a vote in the next General Assembly. He invites also for other proposals. - 2017: Vancouver, Canada is the only candidate. Jim Hiscott reveals some features of the suitable infrastructure of the city for a large festival of contemporary music like the ISCM World New Music Days. - 2018: Utrecht, The Netherlands: Henk Heuvelmans clarifies that Utrecht is still considering a candidacy. th - 2019: The Estonian Section will celebrate the 40 anniversary of the Estonia Music Days. This might be an opportunity to include the ISCM World New Music Days. 12. Online Submission System and Annual Report See point 13. 13. ISCM Website: presentation of the new website Peter Swinnen presents the site in development, and points out temporary URL. He shows the “backstage”  submission  system.  The  development  is  still  in  progress.  New  content  can  be   edited and moderated easier, and the members will get their own login code and are able to put their information online on the ISCM website. They can also review and edit their own contact information. 14. ISCM Executive Committee a. schedule of resign Olga Smetanova, David McMullin and Ramon Anthin have to resign after this General Assembly. Olga Smetanova and David McMullin can not be reelected. Franz Eckert was reelected as Legal Counsel for another term of three years.

(continued) (14) b. election of two new ordinary members (voting was in Session 3) After three rounds the results the newly elected ordinary members of the ISCM Executive Committee for a term of two years are: - Nina Calopek (Croatia) - Riin Eensalu (Estonia) - Alper Maral (Turkey) In total there were three voting round, with 13 candidates in the first round, 12 in the second round, and 11 in the third round. The three elected members all received 15 votes in the final round. 15. Honorary members a. information about the procedures The excom has prepared a discussion paper to develop further the procedures. John Davis summarizes discussions regarding the criteria. The idea is announced that we will consider having two types of honorary membership – one being the acknowledgment for the role of a person within  the  ‘ISCM-family’  and  the  other  being  acknowledgment  for  the  contribution  of  a   person to the development of contemporary music in general. There was no discussion from the floor regarding this matter, so no decision is taken. The ExCom will further put this topic on the agenda in its future meetings. b. election - recommended candidate: Kaija Saariaho Olga Smetanova gave a short presentation (including a film) on life and works of Kaija Saariaho. Hereafter she was elected unanimously a new Honorary Member of the ISCM. 16. Discussion about the ISCM World Music Days 2012 JD: congratulates the organizers and all others involved for efforts/work/energy – (long, loud applause…)  – also thanks Stef Coninx of Flanders MIC. Peter Swinnen says that it was a challenge to present a new kind of festival. There were two goals: diversity of world, make contemporary music visible and present in society, and to create momentum for better music life in Belgium. 17. Miscellaneous Archive of the ISCM: the materials of the ISCM archives are now in the Royal Library in Copenhagen, Denmark. Timea Djerdj will do research on the contents of the archive, and the Library can start making a digital archive of the materials digitally available. The excom will check the possibilities for producing a documentary and a book about the ISCM with regard to the centenary of the ISCM in 2023. A project plan will be developed. Bruno Strobl announces that the Austrian Section is working on a small booklet on their history, which will be presented at the World New Music Days 2013. Joan Cerveró announces that some research will be done on the material available in the archives of the Spanish of the period from 1922 until the end of the Spanish civil war.

Welcome to new members Roger Shapiro Fund, USA (as the Mid-Atlantic Associate Member) Established by composer/pianist Dina Koston, who named the fund after her husband, psychiatrist Roger Shapiro, the Roger Shapiro Fund is a new fund for commissioning, performance and recording of New Music. Ms. Koston intended the fund to promote music in the Western modernist tradition; not popular music, folk, or jazz.The Roger Shaprio Fund is also concerned with promoting further knowledge and appreciation of the music of Dina Koston. The Roger Shapiro Fund aims to arrange for composers to collaborate with organizations, particularly presenting organizations and performing ensembles that have built a sizeable audience or are implementing creative strategies to gain an audience for new music. www.rogershapirofund.org

(continued) Music on Main, Vancouver, Canada Music on Main launched on October 3, 2006 with One Night Stand: Steve Reich, a  one  night  festival  of  the  Reich’s  music  that  was  part  of  the   international  celebrations  of  the  composer’s  70th  birthday.    Artistic  Director   David Pay created the series with a promise of great music in a casual but stimulating environment, with top-flight musicians, an ear for contemporary music, and refreshing concert formats. Now in its seventh season, Music on Main has produced more than 150 concerts featuring nearly 400 musicians and close to 40 world premieres at Heritage Hall on Main Street and at the Cellar Restaurant and Jazz Club in Kitsilano. www.musiconmain.ca New Music USA New Music USA was formed by the merger of the American Music Center and Meet The Composer. The American Music Center was founded in 1939 by Marion Bauer, Aaron Copland, Howard Hanson, Otto Luening, Harrison Kerr, and Quincy Porter. Their goal was to establish an environment that would encourage the ongoing creation of new American music and promote its production, publication, distribution, and performance through the United States and abroad. In support of this mandate, the six founders created a library of scores and recordings to address significant problems of access and promotion, as well as an information-gathering and distribution service to provide difficult-to-obtain data necessary for the promotion of contemporary music. www.newmusicusa.org Tongyeong International Music Festival, South Korea The Tongyeong International Music Festival (TIMF) is an annual music festival held in Tongyeong of South Korea, around the end of March. The TIMF is promoting contemporary classical compositions, by discovering new generations of composers and performers around Korea and Asia. The festival was first established in 2002 to commemorate Isang Yun (1917-1995) who was born in Tongyeong. We are enthusiastically aspiring to host the 2016 ISCM World Music Days for the benefit of the ISCM and the future of new music. From the season 2014, TIMF and Tongyeong City will open a newly built Tongyeong Concert Hall, and so this brand-new venue will offer another turning point to a new epoch of modern creation. www.timf.org b. situation of current members

(continued) c. applications New Music South Africa to become the ISCM South African Section vote in Session 1 New Music South Africa currently is an Affiliated Associate Member www.newmusicsa.org.za Futurs Composés to become the ISCM French Section vote in Session 1 national network of musical creation in France, was founded in 2009 by the merger of two existing networks: Le – Île-de-France. It has set the goal to give structure to a real professional network gathering musical creation operators on a national level. Since it’s  foundation,  the  number  of  its  members  almost  doubled  (from  90 to 170 members) and today it embodies, through the diversity of its members, all the musical creation sector: national centre of musical creation, groups and companies, composers, publishers and labels, ensembles, independents, musicians, subsidized theatres, production, programming, information and training organizations. www.futurscomposes.com d. presentation ISCM-activities of members 6. ISCM Members’ Support Fund Results from the first ISCM Members’  Support  Fund  application  round:  projects   granted. Also: information about the application procedure for 2014. 7. Information about the ISCM-IAMIC Young Composer Award For 2013 ISCM will contribute to the prize money. Winner of the ISCM-IAMIC award in 2012 was Eric Nathan. He has composed a new work called Paestum, which will be premiered by the Melos Ethos ensemble in Bratislava during the festival on November the 8th, 2013. 8. ISCM/VICC composers-in-residence program Information on the program, reports and schedule. Explanation of the new digital application form. 9. World New Music Magazine An update on the newest Slovakian/Austrian edition and future editions will be given. The magazine will also be put on the ISCM website for online reading and download. 10. Online Submission System and Annual Report Information on this, and integration into the new ISCM website of the submission system and the annual reports. 11.
