For this year’s Chisago County Relay for Life, a mother-daughter tandem, plus a former North Branch police chief, will be honored. The annual event, which will be held at the Gateway to the North Mall, formerly known as the North Branch Outlet Mall, on Saturday, Aug. 3, traditionally honors survivors of cancer, along with memorializing someone who has recently passed away from cancer.

MOTHER-DAUGHTER SURVIVORS The honorary survivors for this year’s event are Betty Fogel and her daughter, Vickie Duchaine. At the age of 83, Fogel is still extremely energetic despite being diagnosed with melanoma skin cancer. One of her main passions is bowling, where, according to many, “she still can beat anyone on her three bowling teams.” Fogel is also a very active volunteer. She has given endless hours of personal time to many causes in the county including being on the Tom’s Relay for Life team. Her daughter, Vickie, has survived three kinds of cancer – breast in

2000, cervical in 2001 and currently is also under treatment for melanoma skin cancer. Duchaine has always been full of life and still is making lots of exciting plans for the future. She was a volunteer at St. Gregory Catholic Church, Stacy Lions, Cub Scout #141 in North Branch, North Branch Girl Scout Troop leader and for many years worked also on the Tom’s Team in the Chisago County Relay for

Life. She is truly a walking example of cancer survivorship and an example of what money given to this Relay means on an individual basis. North Branch firefighter dies in truck crash STAFF REPORT NEWS@COUNTYSTAR.COM

The North Branch fire department lost one of their own last weekend as active firefighter Tony Rollins died in a single-car crash early Sunday morning. According to the Chisago County Sher-

iff’s Office incident report, at about 5:10 a.m. on Sunday, July 21, Rollins’ pick-up truck was traveling southbound on Forest Boulevard just north of Harris when it left the roadway, entered the east ditch and rolled multiple times. Rollins was declared dead at the scene. Rollins was not on duty at the time of the

crash. The exact cause is still being investigated by the Chisago County Sheriff’s Office and the MN State Patrol Reconstruction team. Rollins was a 10-year member of the North Branch fire department and was SEE CRASH, PAGE 8

Big in size, but small in attitude There is no doubt that this area is, and has been, growing for some time now. Besides the obvious increases in population, there is the increase in “big” business (and the converse decrease in “small” business). With that, there has also been a change in the mindset among many of the residents. Especially in the last several years, there has been a plea for more “big city” amenities. From more and better services from the city, improved roads and a push for things like a splash pad or other forms of entertainment, the general consensus sounds more like we look at ourselves differently than in the past. But every once in a while, our smalltown attitude just can’t help but show Worth a through. This last week was certainly one Thousand of those cases with the passing-by of the Big Boy steam engine train. Words While a few people had known about Big Bill Boy’s scheduled appearance for awhile now, it wasn’t until the city of Cambridge’s Stickels III official Facebook post last Wednesday where the excitement really started to build. In a show of how modern technology can merge with that small-town attitude, the city’s Facebook post quickly and easily became their most-viewed post and was shared many times over. Our own story also quickly became our most-viewed story for the month, much less the week. On Friday morning, the Star was inundated with phone calls, online messages and even a few people stopping in, all clamoring for up-to-date information on when Big Boy would be passing through, along with if and where in the area it would be stopping. But it also seemed like most people just chose to not chance things and camped out at their desired viewing position way before even the earliest estimates of arrival. My mom mentioned how the whole thing reminded her of the scene from “The Music Man” where the residents excitedly awaited “The Wells Fargo Wagon” to come down the street, but with the modern twist of people tracking Big Boy on Union Pacific’s website, plus getting messages or seeing posts from people who were awaiting Big Boy south of their location. The almost carnival-like atmosphere (I really think someone should have been walking around selling food and drinks) was magnified as Big Boy stopped between Isanti and Cambridge, forcing everyone north of Isanti to wait almost an additional hour. When it did go through, it was at a very leisurely pace, giving everyone an extended show. Afterwards, social media was flooded with videos and still photos of Big Boy, followed by posts thankful for images by those who were lamenting the fact they couldn’t see it in person. The following Monday, the whole scenario was repeated for Big Boy’s second appearance, although it was definitely on a smaller scale, and as it turned out, the sequel wasn’t as good as the original as Big Boy flew past earlier than anticipated. While there were some cynics questioning the appeal of what amounted to a two-minute show, I for one found it worth the buildup, and not just from a news perspective. It was admittedly a simple thing, but it was also a real morale booster and a diversion from the negativities of the world. It was also a good reminder that even though we are a growing community, we still haven’t completely succumbed to life in the “big city.” Bill Stickels III is editor of the Isanti-Chisago County Star. LETTERS TO THE EDITOR Information meeting set to learn about senior organization To the editor, Hi, my name is Merrilee, and I turned 65 this year – and now I am learning about Medicare. The Seven County Senior Federation is helping me, and I endorse them without hesitation. The Seven County Senior Federation was born in 1974 as a “child of necessity” out of the need for seniors to unite for their common good. SCSF is open to everyone age 18 or older, though it is geared to those older than 50. As of June 2019, there are 1,772 members in the seven-county area that includes Aitkin, Carlton,

Chisago, Isanti, Kanabec, Mille Lacs and Pine. The SCSF runs on donations and volunteers and is self-supported by income generated at their One More Time stores. The SCSF has helped members with issues of taxes, Medicare, Social Security, transportation and more. I believe Seven County Senior Federation provides much needed services to seniors. Fatal crash closes Highway 95 STAFF REPORT NEWS@COUNTYSTAR.COM

A fatal, four-vehicle crash at the intersection of Highway 95 and 392nd Street just west of North Branch caused the highway to be closed for several hours Tuesday, July 23, as emergency personnel cleared the scene. The chain reaction crash was reported at approximately 3:45 p.m. According to the Minnesota State Patrol’s incident report, a Honda Fit, driven by 62-year-old James Mark Aufderhar, of North Branch, was stationary while attempting to make a left turn from westbound Highway 95. At the same time, a Chevy Cruze, driven by 57-year-old Robert Alan Lakeberg, of Stanchfield, was waiting behind the Fit for Aufderhar to make the turn when Lakeberg was rear-ended by a 2016 Dodge Ram Promaster pick-up truck driven by 26-year-old

Thomas James Crowson, of Cambridge. The force of the collision caused the Cruze to enter the eastbound lane, where it made contact with a 1989 Honda CBR 300 motorcycle driven by Larry Micheal Cooper, of North Branch. The Ram then continued on to make contact with the Fit. As a result of the crash, Cooper – the motorcycle driver – was declared dead at the scene. Both Crowson and Lakeberg received non-life-threatening injuries and did not require transportation to a medical center. Aufderhar did not sustain any noticeable injuries, according to the state patrol. The incident report indicates that Cooper was wearing a helmet at the time and all other drivers were wearing seat belts. The exact cause of the crash is still under investigation by the Minnesota State Patrol. Alcohol was not involved, according to the report.

Ask A Trooper: Are wheelies legal? Question: We live on a gravel road and during the summer months, ATVs and dirt bikes will drive by from time to time. for the questions. Regarding doing a wheelie on the road, there is no law that specifically states both motorcycle tires are to be touching the road. However, this would be covered in state law under “careless or reckless”

driving. Some local ordinances also have laws that pertain to “exhibition driving.” So in reference to popping wheelies going down a public road or street, it’s illegal. As for your question about pets, pets should be kept off the roadway unless you are controlling them with a leash. Regarding who is responsible, law enforcement would investigate who or what caused the crash and submit the reports to the prosecuting attorney for potential charges. The other part of it would be the civil liability for the rider or the pet owner, which could involve insurance companies or personal attorneys. Sgt. Isanti County earns clean audit report from state BY JENNIFER KOTILA NEWS@COUNTYSTAR.COM

The Isanti County Board received a clean audit report at its July 17 meeting. The audit report was presented by Julie Mader of the Office of the State Auditor. During the audit, there were no difficulties dealing with county management; no misstatements noted, so no audit adjustments needed to be made. There were no disagreements that came up during the course of the audit, according to Mader. “The opinion we issued is the best opinion you can get,” she said. “If there’s anything other than that, it would state it in this paragraph. But it does state in our opinion the financial statements referred to above present fairly in all material respects the respective financial position of the governmental activities, each major fund, and the aggregate remaining fund information of Isanti County,” Mader said. She noted there were no material weaknesses identified in financial statements, and no non-compliant materials in the financial statements. However, there were two significant deficiencies related to internal controls. The county’s two federal programs audited were highway planning and construction and medical assistance. There were also no material weaknesses found, but there was one significant deficiency identified related to the medical assistance program. The Office of the State Auditor issued an unmodified opinion over the major federal programs, which is the highest opinion a county can get, according to Mader. Isanti County does not qualify as a low-risk auditee, which means the Office of the State Auditor audits 40 percent of federal expenditures versus 20 percent. DEFICIENCIES RELATED TO INTERNAL CONTROLS A repeat finding for the highway department is segregation of duties due to limited staff of the department, making it hard to segregate accounting functions. The recommendation from the Office of the State Auditor is for the county to be aware of the lack of segregation of duties, and, if possible, implement oversight procedures to ensure that the internal control policies and procedures are adequate. Another repeat finding is related to implementing a comprehensive set of policies and procedures. “Over the last few years, there has been a lot of progress in this area,” Mader said, noting there are a lot of good policies and procedures in place. The county only needs a few more in some of the areas in order to follow the accounting standards, as well as implementing the monitoring of the internal controls and the risk assessment, she added. A third repeat finding is related to the medical assistance program and eligibility testing. During the audit, a sample case of 40 files were looked at

to compare what is in the case file and what is entered in the Maxis system. There were five case files that had documented assets, such as income or bank account statements, that did not support the information entered into Maxis. There was also one case file that had income that could not be appropriately determined based on the support that was in the case file. “We are not saying that these people weren’t eligible, they probably were eligible,” Mader said. “It’s just that the information in the file did not match what was entered, so there were errors there. As we all know, medical assistance is a very complex system. They are dealing with a lot of case files, so it is high volume. So there’s always some human error taken into consideration.” In order to correct the problem, human services is conducting supervisory case reviews, Mader added, noting the complexity and the volume of cases make it is hard to get away from having no errors at all. FUND BALANCE ANALYSIS The audit report also includes an analysis of the fund balance. The county’s current fund balance policy states that the general fund and human service fund should maintain an unrestricted fund balance equivalent to 30 percent of the subsequent year’s budgeted fund operating expenditures. The road and bridge fund will maintain a minimum fund balance equivalent to 20 percent of the following year’s budgeted fund operating expenditures, according to county policy. She acknowledged that she does the calculation slightly differently than the county auditor Chad Struss, which may skew the numbers slightly. The analysis indicates that the road and bridge and human service funds are okay, but the general fund is slightly less than it should be, according to Mader. “I just want to thank the county staff, all the departments, Chad’s department especially for making the audit go so smoothly. It’s always a pleasure to work with everyone here,” Mader said. COUNTY ASSESSOR RESIGNS County assessor Michelle Moen will resign effective Aug. 15, and the board approved placing deputy assessor Elisha Long in the position of interim assessor. The board has 90 days from Aug. 15 to appoint an assessor to fill the remainder of Moen’s term. However, the Minnesota Department of Revenue can grant the county a 90-day extension to replace Moen. BOARD APPROVES COCKTAIL ROOM LICENSE FOR MICRODISTILLERY The board approved a cocktail room license for Isanti Spirits. Owner Rick Schneider informed the board that he has been doing limited bottle sales over the last few years, but this is an effort to refocus the distillery toward the tourism of breweries, wineries and microdistilleries.

The Chisago-Isanti County Heartland Express public transit will provide free transportation to fairgoers of all ages on Saturday, July 27. Heartland will pick up riders at SAC’s Senior Enrichment Center, 140 Buchanan Street N #164, Cambridge, near the police department parking lot. Buses will pick people up every hour on the hour from 9 a.m. to 1 p.m., except at noon. Then, for the return trip, riders can catch the bus back to SAC’s at a designated spot every hour between 30-45 minutes past the hour until 11:45 a.m.

Darrell Wayne Anderson, age 84, of Elk River, Minn., formerly from Princeton, Minn., and born in Cambridge, Minn., peacefully and quietly passed away in his home in Elk River on Friday, July 12, 2019. He was known for his genuine love and acceptance for all, his infectious smile, his warm handsshakes, his awesome hugs, h his twinkle in his eyes, his sspontaneous winks, his b bright shining blue eyes, h his powerful tenor voice a and his faith and love for tthe Savior Jesus Christ a and His gospel. He was a devoted and loviing husband, father, grandffather, great-grandfather, b brother, uncle and friend. H He loved his country and sserved in the U.S. Army in K Korea from 1954-1956. He loved singing and performing for over 60-plus years in many capacities: as a member of the Shriner Chanters, the Dessert Knights Barbershop Quartet, the Sheik’s Sextet, and performing in many plays such as “Music Man,” “South Pacific,” “Sound of Music,” “Fiddler on the Roof ” and “Pajama Game” through the Princeton Drama Workshop. For the past seven years he had the honor and privilege of being a member of the “Alive & Kickin’” premier senior rock ensemble and performing with them in the state of Minnesota. He is preceded in death by son-in-law Michael Shea; nephew Michael Anderson; brother-in-law Deloyd Norling; ex-wife Lois Nelson Anderson. He is survived by his wife Christine; daughters Jody and Tami of Princeton, Minn.; sons Jay of Princeton and Scott of Victoria, Minn.; step-daughters Michelle Quick and Dianna Quick; 18 grandchildren; 15 great-grandchildren, sisters Carol Norling of Cambridge and Janice Larson of Morgan, Utah; brother Richard Anderson of Ramsey, Minn.; two aunts, two uncles, and many nieces and nephews. Marilyn Elaine (Moline) Pearthree, age 86, of Cambridge and formerly of Barnum, died peacefully July 22, 2019, at Cambridge Medical Center. Marilyn was born Dec. 26, 1932, in Moose Lake, Minnesota, to Charles and Sylvia (Seppanen) Moline. She grew up in Kettle River and graduated from Barnum High School in 1950. After graduattion she lived in Seattle b before returning to Kettle R River. On Jan. 16, 1954, she m married Harold “Bud” P Pearthree, and they raised ttheir four children in tthe Barnum and Hincklley area. Marilyn loved p participating in all kinds o of games with her family. Dwight R. Oman Dwight R. Oman, age 78, of Cambridge, passed away on July 20, 2019, at Abbott Northwestern Hospital after a 1½-year battle with cancer. Dwight was born on June 24, 1941, to Archie and Ann Oman in Braham, Minn. He graduated from Cambridge High School in 1960. He was drafted into the U.S. Army and served in Vietnam. He returned h home and started working a as a truck driver for Land O Lakes and Olson & Son E Excavating in Cambridge, M Minn. Dwight was an avid c classic car enthusiast. Dr. Lynn A. Sulerud, of Cambridge, will be retiring at the end of July 2019 after 41 years of practicing optometry. He graduated from Fertile Beltrami High School in 1971, attended Pacific University College of Optometry and founded the Blaine Eye Clinic in 1979. He has grown the practice from a single-doctor clinic to a beautiful, state-of-the-art clinic with seven doctors serving the north metro for 40 years. His parents are Alta and Ellsworth Sulerud from Fertile. He is married to his high school sweetheart of 45 years, Valerie (Hamre) Sulerud. Their three children have all followed in their footsteps pursuing careers in the healthcare field. Their daughter, Dr. Breann Forliti, will be filling her dad’s shoes as co-owner of the Blaine Eye Clinic and their son Nate is head of business operations. Lynn and Val plan to enjoy their retirement at the cabin near Sturgeon Lake sharing their love for the outdoors with their children and grandchildren. Brown was extremely wellknown around the area, having begun his police work in St. Croix Falls, Wis., and was the North Branch Chief of Police from 19831996. He also served as undersheriff of Chisago County for a period of years. He loved working with youth, especially in the DARE program. Doug also served as a North Branch firefighter for over 28 years. Being a firefighter is a high-risk factor for cancer, and the family wants to also encourage any current firefighters to get their yearly physicals to catch cancer early. Brown’s cancer was discovered by a colonoscopy in 2018; however, by that time it had already reached Stage IV. Because of that, his family wishes to encourage everyone to get colonoscopies as recommended by the American Cancer Society, starting at age 45 or upon

Help ‘Stuff the Bus’ on Night to Unite Now is the time of year parents and guardians start preparing students for the upcoming school year. The goal is simple – stuff a school bus full of school supplies. Stuff the Bus will take place at Central Park in North Branch on Tuesday, Aug. 6, from 5-7 p.m. This year’s event will take place as part of “Night to Unite” and will occur just prior to that evening’s Concerts in the Park event, featuring music from a DJ. Following the concert, Stuff the Bus is sponsoring a showing of the movie “Trolls,” also at Central Park. There will be a bus on hand and the hope is to “stuff” it with school supplies by the end of the event. Community Education will provide cookies and water for those in attendance. Girls from Girl Scout Troops 56945, 56353 and 57603 (of North Branch and Hugo) were among the many thousands of Girl Scouts across the United States to find adventure in their local state park during the “Girl Scouts Love State Parks” weekend July 13-14. Continuing a 107-year tradition of outdoor exploration and leadership, “Girl Scouts Love State Parks” is a national movement aiming to get all Girl Scouts into their state parks on one weekend. During “Girl Scouts Love State Parks” weekend, Troops 56945, 56353 and 57603 visited Minneopa State Park in Mankato. They went on a hike to see the Minneopa Falls, drove through the bison enclosure and learned about the 1860 Seppmann Mill. They also worked on their Girl Scout Junior Outdoor Art Explorer badge, Girl Scout Brownie Eco Friend badge and the Girl Scout Brownie Bugs badge, along with the Every Girl in A Tent badge. “This weekend, we learned about the Seppmann Mill and the Junior troops learned about knife safety,” said Temperance Miles, of Troop 56353. “It was a hot weekend,” said Stacy Miles, troop leader of Troops 56353 and 57603, “but we were able to keep cool and still have a great

Employee-powered idea helps pollinators at ECE CONTRIBUTED EAST CENTRAL ENERGY

Grass near the pond at East Central Energy (ECE) headquarters in Braham will soon turn from emerald green to brown. After months of research and planning, ECE has teamed up with MN Native Landscapes of Otsego, Minn., to transform roughly two and a half acres of turf grass into pollinator habitat. Another habitat is planned near the Superior Operations Center. Both projects started as the seed of an idea in 2018 when Member Account Analyst Alicia Kroll learned how ECE utilizes pollinator-friendly practices in its vegetation management system. Kroll soon discovered that other electric cooperatives were modifying their lush, green lawns for a higher purpose:

providing much-needed habitat for pollinators. “I’m lucky to work for a company that encourages employee engagement,” says Kroll. Knowing that nothing was out of bounds, she went straight to the top and emailed President/CEO Steve Shurts with the hope of gaining his support. “I immediately agreed with her notion that ECE could do more for our pollinators,” Shurts said. He gave Kroll the go-ahead to form a committee to begin researching potential sites. With a degree in zoology and many years in animal rescue, Kroll now spends her days ensuring billing accuracy while working on the pollinator project, which includes a blog on the co-op’s website. “ECE has provided me an opportunity to use my knowledge and passion

The permit was approved via unanimous vote on June 4 and work has already begun. SUPERINTENDENT’S REPORT David Treichel, Director of Teaching and Learning and Michelle Trunk, District Q-Comp Advisor, presented information on the district Q Comp program for the 2018-19 school year. This report will be approved later in the agenda. Brett Carlson, Director of Community Education, gave a presentation on the Community Education programs for the 2018-19 school year. He shared information on the Youth Connections program and youth and adult classes. He talked about marketing community education throughout the community, expanding adult class offerings, and continuing to strengthen community partnerships. He also talked about exciting things coming in 2019-20 including the Youth Connections new space, the new Fitness Center and gym space, and programming trends. The school board viewed a training video from the Minnesota State High School League (MSHSL) called Why We Play - Defining the Purpose of Education-Based Athletic and Activity Programs. The training must be completed before approving the Minnesota State High School League’s Membership Resolution. The resolution will be approved later in the agenda. The intent of this requirement is to assist schools and their communities in aligning around a shared common language, where every stakeholder clearly understands the purpose of education-based athletic and activity programs. FURTHER RESOLVED, that the North Branch High School is authorized by this, the Governing Board of said school district or school to: Renew its membership in the Minnesota State High School League; and participate in the approved interschool activities sponsored by said League and its various subdivisions. ORDINANCE 700 Amending Title VII Traffic, Chapter 70 Traffic Regulations The City Council of the City of Cambridge does hereby amend Title VII Traffic, Chapter 70 Traffic Regulations as follows: § 70.99 PENALTY Whoever shall violate any provision of this title for which no specific penalty is provided shall be punished as set forth in § 10.99. Any officer of the Cambridge Police Department or any other person employed by the city, and having authority to enforce a code provision designated as an administrative offense, shall, upon determining that there has been a violation, notify the violator, or in the case of a vehicular violation, attach to the vehicle a notice of the violation. Said notice shall set forth the nature, date and time of violation, the name of the official issuing the notice, and the amount of the scheduled penalty. Any individual receiving an administrative citation is entitled to a hearing before an Administrative Hearing Office as provided in Title III, Chapter 37 Enforcement of Administrative Offenses. § 70.991 PAYMENT Once such notice is given, the alleged violator must, within 30 days after the issuance of the notice of the violation, pay the amount set forth on the schedule of penalties for the violation, or within 10 days may request a hearing in writing, as is provided for hereafter.
