Members set fee for police videos By BOB JOHNSON The Iola Register

MORAN — Moran council members approved charging $20 to anyone wanting a copy of a video taken during a traffic stop or other investigations by Chief of Police Shane Smith. Smith has had a video camera on the dash of his patrol car for some time and more recently added a head camera, which permits him to film any encounter while on duty. Such recording devices help document on-duty activities. “You can see a change in people’s demeanor,” Smith said, when they realize he is wearing the video camera. “It is a big advantage.” While many videos will be available under auspices of the Kansas Open Records Act, some may be restricted to attorneys representing the subject or not released if they are part of a sensitive portion of a criminal investigation. By and large, though, Smith said sharing the recordings would be beneficial to all involved. The camera Smith wears is identical to those used by Iola and Allen County officers, the AXON FLEX, which opens some software sharing among the agencies, in particular, he said, when he assists or is a first responder for an incident in areas under county jurisdiction. The deadline to file for April 7’s city and school elections is three weeks from today, Jan. 27. In Iola, incumbents Jonathan Wells, First Ward, and Eugene Myrick, Third Ward, have filed for re-election. Other Iola councilmen whose four-year terms expire this year are Bob Shaughnessy, Second Ward, and Steve French, Fourth Ward. Terms of four of eight Iola council members

expire every two years. French told the Register at a special council meeting Monday he was leaning toward running again. Shaughnessy was not at the meeting and thus was unavailable for comment. Seeking re-election to the Gas Council are George Grisier and Larry Robertson. Jane Burns announced she would not be a candidate for re-election. The only other person to file to date is Kris Smith, who will stand for re-election to position 7 on the

USD 256 (Moran-Elsmore) Board of Education. Iola and Humboldt candidates must file with their city clerks; all other city candidates may file either with a city clerk or at the Allen County clerk’s office. All Allen Community College, school board and Southwind Extension District board candidates must file in the county clerk’s office. Cost is $10 for Iola council members, $5 for all others. Bret Heim, a local attorney for nearly 20 years, has been hired as the chief prosecutor for Iola Municipal Court. Iola City Council members approved Heim’s hiring during a special meeting Monday after privately interviewing him and Coffey County Attorney Chris Phelan. Heim, who works out of Immel & Heim, P.A. in Iola, brings previous experience as a prosecutor. He worked as an assistant in the Allen County attorney’s office from 1995 to 1999 and has been Moran’s city attorney and municipal court prosecutor since 1997. Phelan has been assistant Allen County Attorney since June 2011, but was hired in November as Coffey County Attorney, and is resigning his Allen County post once a new See PROSECUTOR | Page A6

WASHINGTON (AP) — Republican senators poised to lead major committees when the GOP takes charge are intent on pushing back many of President Barack Obama’s policies, setting up potential showdowns over environmental rules, financial regulations and national security. The all-GOP Congress — Republicans also have a commanding majority in the House — gives the powerful Senate committee heads a newfound opportunity to steer legislation and help shape the national debate. With Republicans winning control of the Senate in the November election, all the committees will get new leaders, though all have been around for years. The heads of the 13 major committees and Veterans’ Affairs are some of the most senior members of the Senate. Three are octogenarians
