$500,000 Grant Keeps Fire Department Staffed
W
hen the bottom fell out of the real estate market, so it did for those dependent on real estate tax revenue; think schools, police and fire departments. So when the Daisy Mountain Fire Department lost five employees to attrition recently, Fire Chief Mark Nichols had to scramble to find a way to hire replacements under the newly tightened budget.
In 2013, under the guidance of the fire board, Nichols applied for and won a S.A.F.E.R (Staffing for Adequate Fire and Emergency Response) grant from the Federal Emergency Management Agency (FEMA). The $500,000, awarded in February, will cover training of the five recruits as well as their salary for two years, according to DMFD Capt. Dave Wilson. io

The Solar Decision
Back when the initial outlay was high, not going solar was the easy choice. Today, the decision is much harder. If it seems too good to be true… By Nuri Boraie

ou might have heard about an exciting new solar program through APS. If approved by the Arizona Corporation Commission, the program aims to install solar panels on 3,000 homes to help make “rooftop solar available to customers who would not otherwise be able to afford it.” Participating customers would receive a $30 monthly credit on their bill for 20 years in exchange for allowing APS to install the solar panels. The power generated by these panels, however, would flow directly to the grid—not into the rate payer’s home—allowing APS to meet the newly raised requirements for alternative energy. If you’re interested in taking your home off the grid, this program is not for you.

he sun beats down on Arizona about 300 days per year, making this an undisputed mecca for solar energy. According to the Solar Energy Industries Association, Arizona creates more solar energy per person than any other state. And, the trend isn’t slowing. In 2012, Arizonans installed more grid-feeding solar panels than any other state. “Solar is the fast-growing source of renewable energy, and last year 100 percent of Arizona’s new electricity generation capacity came from solar,” said Ken Johnson, vice president of communications for SEIA. In the past five years, Anthem Parkside has received 316 requests for solar systems, according to Parkside Community Manager Annette McCarthy. “This is an average of 63 requests and approvals per

year. However, we have seen the number of requests steadily increase over the years,” McCarthy told In&Out. Within Your Reach
Lower cost systems and increased financing options are a couple reasons behind the growth according to GTM Research, a market analyst in the clean energy industry. According to a June MarketWatch report, bank loans for solar system purchases are becoming increasingly available, putting ownership in reach of a new segment of the market. Analysts predict this new financing will lead to a growth in solar system ownership. And, the ability to lease a solar system, often with no out-of-pocket costs, has quickly dotted Google Earth with black rooftops

Once an option only for those with vats of disposable income, residential solar’s recent growth has largely been fueled by those with an income of $40,000–$50,000, according to Center for American Progress. In fact, almost 66 percent of solar systems are owned by third parties according to GTM Research. Sell a House with Solar
With the potential to save money and save the planet, why aren’t more people opting in? Given that the average homeowner moves every seven years, the 20-year lease or long-term loan might have something to do with it. According to Jeff Slaugh of SolarCity, leasees have several options if they move before the lease term is up: 1) Pay off the remainder of the lease and price the home to absorb the loss; 2) Pay the panel owners to transfer the system to the new home (presuming the roofline will accommodate); 3) Transfer the lease to the buyer. But some realtors say the lease option might cause problems if a homeowner decides to sell. “Often, buyers decide against a house because it had a solar lease. …Many are skeptical,” said Amy Wylie, a local real estate agent. And, if the buyers are taking over the lease, they have to qualify financially. “It can make them feel uncomfortable to have to qualify for another expense while they are trying to obtain a loan,” Wylie said. “Also, the cost of the lease—and they can be pricey!—can deter a buyer. On the flip side, some buyers love the idea of saving on their electricity bill,” she said. A Taxing Decision

So not only do those who lease lose out on tax breaks, beginning October 2015, they could end up paying as much as $152 per year in taxes. Solar leasing companies SolarCity and Sunrun, have filed suit in response to ADOR’s interpretation, calling it illegal. “There are advantages to both leasing and purchasing,” said SEIA’s Johnson. “Much like the own-versus-lease option with cars… It’s a very individual decision, but newer financing models help avoid the up front costs of paying for a PV system,” Johnson said. With so much changing so frequently, for many, it seems the decision might be so vexing, they decide not to decide. io

I
have had my solar system for three years now and feel authorized to provide a (semi-) objective look at the experience. Do I regret my decision? No. Would I do it again? Yes. Is it everything I thought it would be? Not really, but what in life is? When I was young and poor, my weekly shopping list consisted of potatoes and onions… and, maybe a bottle of ketchup if I had run out of the free condiment packs hoarded during a rare fast-food splurge. Every meal was a combination of those cheap ingredients and not a skin, kernel or squirt was wasted. As my wallet thickened, so did my shopping list. That’s pretty much the story with solar.
evil looks. In order to maximize my return on solar investment, we purchased a 6.44 kW system, which cost about $12,000 after the tax credit and APS rebates. We bought ours outright, as opposed to leasing. The calculations gave us a break-even sometime in year six, if we stuck to our frugal plan. Back to potatoes and onions. Our system was commissioned, then a funny thing happened. A previously unknown sense of freedom arose. Laundry started going in at all hours, thermostats dropped during previously forbidden hours, and I was no longer lulled to sleep by the drone of the pool pump. Oh-oh. Based on the newly gathered data, we’re now looking at closer to a 10-year payoff. But there’s a sense of security that comes with lower monthly bills which, coupled with the lack of droning pool-pump, helps me sleep.
When I first submitted my utility bills for solar salesman scrutiny, all four companies thought there was a typo. For a large home with five occupants (and the laundry that If I had a time machine, I probably comes with them), a pool, electric spa, two would’ve had them slap three or four more A/C units, and all the other typical first-world panels up there. Other than that, the system crap, we averaged just over $270 a month. and the installation has performed flawlessly. Story Behind the Creation Legend has it John Martin, president of G.F. Heublein & Brothers, an East Coast food and spirits importer, purchased a small vodka distillery in the 1930s that we know today as Smirnoff. While Martin was visiting his friend Jack Morgan who owned the Cock ’n Bull pub on the Sunset Strip in Hollywood, he lamented about the fact that he couldn’t sell his vodka. (Most hadn’t heard of vodka at the time.) Morgan complained he couldn’t sell his ginger beer, and a third person (never identified in any of the stories) offered copper mugs that she either didn’t want or need. io
Seen frequently in upscale urban bars, the conspicuous copper mug is the giveaway. The copper transfers a bright frostiness from the drink to the hands and lips, amplifying the refreshment. The drink, Moscow Mule a stupid simple combination of vodka, ginger beer and fresh-squeezed lime, is an 2 ounces vodka Juice of half a lime exhilarating summer cooler that’s not as 4 ounces non-alcoholic ginger beer (Goslings) sweet as you’d think. Directions After sampling the Mule at one of Chicago’s South-side bars, Rookies coowner Sean Kaye brought the recipe and the copper mugs to his own neighborhood hang-out, much to the thrill of this Chicagonative.

The common house finch is often mistaken for a sparrow. The red breast and head feathers of the adult male catch your eye as they flit across the yard. Native to northern Mexico, they have a long, twittering song that is now heard across all of America.
