Pelican™ takes the iM2435 Pelican™ Storm Case™ on the road

Designed as a rolling office or tool/photography equipment caddy, the iM2435 fits in most overhead airline compartments and is available with an optional “mobile office” file kit that features a lid organizer and a customizable padded divider set that will accommodate a 15.6 inch laptop. Standard features include stainless steel, ball-bearing, polyurethane wheels; an extra-long, telescoping, metal handle for easy transport; and recessed rubberized top grip for easy stacking and maximum comfort. The case also features integrated padlock protectors for added defense against cutting and theft. Like all Pelican Storm Cases, the iM2435’s high-performance HPX™ polymer construction helps it protect sensitive equipment from

some of the harshest conditions on Earth. It also features extremely strong press and pull latches to ensure that the case stays secure in rough situations. Additional features include a lid equipped with a polymer o-ring for a dust and watertight seal, and an automatic pressure equalization Vortex™ valve, that stops moisture from entering the case and prevents vacuumlock so the case opens easily at any altitude. The iM2435 completes a line of top-loading-type Pelican travel cases which includes the 1430 and 1440 Cases. All three cases are backed by Pelican’s Legendary Lifetime Guarantee of Excellence.

The S610e reader displays meaningful user messages such as ‘Wrong Time-Zone & ‘Card Expiring’ and features a keypad for additional PIN code security. The S610e reader also offers the highest level of reliability as it features an internal database for offline card validation. The reader’s database holds up to 200,000 card holder records internally and up to 8,000 records offline. This means that should communication be temporarily lost at the Khalifa Port, staff can still validate cards throughout the Port at all times. CEM S610f fingerprint readers will also be installed on critical doors/areas throughout Khalifa Port. The S610f reader has all the features of the S610 reader but the added benefit of biometric security. For high security areas users will be prompted for three identity checks (card, PIN and biometric verification) using one device. Being such a large and expansive site, Khalifa Port required mobile security. The CEM S3020 portable reader is ideal for roaming security. The lightweight, handheld mobile reader can be used at remote Port sites or


temporary entrances which have no power during the construction phases. Khalifa Port also chose CEM’s industry leading Power over Ethernet door interface units for seamless installation and to ensure cabling was kept to a minimum. The DIU 230 door interface unit utilises CEM Power over Ethernet Plus technology to power readers and heavy duty maglocks on two doors, using a single Ethernet network cable. This created sizable cost savings on the project as it eliminated the need to fit mains power supplies/ fused spurs above each door. Khalifa Port also use the AC2000 security management system to its maximum efficiency taking advantage of software applications such as AC2000 AED (Alarm Event Display), VIPPS ID Badging and Visitor Management.

early 40 percent of visitors to hospitals, airports, shopping malls and office buildings in major cities in India are unaware of the location of fire exits, and more than one in four do not follow appropriate fire evacuation procedures in the event of an alarm, according to a recent study by Honeywell (NYSE: HON), conducted by Indian Market Research Bureau (IMRB). The study, conducted to raise awareness of the important role that the public plays in fire safety, also showed an overall lack of training or awareness for both workers and visitors in these facilities, with nearly 50 percent of workers saying they have not participated in a fire drill or other safety training exercise. Nearly 80 percent of visitors responded that they were not aware of fire alarm procedures indicating a lack of visible signage and instructions. Fire safety awareness is a crucial factor in avoiding fire-related incidents, and businesses, workers and visitors to their facilities need to equip themselves with basic safety knowledge, as well as ensure that the systems protecting them are appropriately designed for the risk they are protecting against. According to the National Crime Records Bureau, a total of 24,232 deaths in 2010-11, or 6.3% of total deaths in India, were due to fire accidents. “Most injury and fatalities from fire incidents happen due to lack of awareness about what to do in case of a fire alarm as well as lack of preparedness by facility owners,” said Mr. D.K. Shami, Dy. Fire Adviser, Directorate


General of Civil Defence, Ministry of Home Affairs, Government of India. “Per the Fire Act, we have a legal and moral obligation to employees to secure them against the risk of fire.” In hospitals, nearly 40 percent of employees are unaware of fire evacuation procedures. This represents a serious life-ordeath situation because hospital employees are accountable for evacuation of patients and visitors. The situation isn’t much better in commercial buildings. Nearly half of employees working in shopping malls and more than half of office workers were not aware of fire evacuation procedures, signaling a simple opportunity to improve on worker and visitor safety at these facilities. And the situation gets much worse in homes: 85 percent of the respondents said their home residence lacked a fire alarm system or detection device. “To avoid catastrophic situations due to a fire employers and building owners need to have appropriate fire alarm systems, and also conduct regular training for employees and have appropriate signage in place for visitors,” said Harish Vellat, Regional Director, Honeywell Life Safety (HLS), India. “While almost all of those surveyed said they had fire alarm systems in place, there is a deep lack of awareness of the steps that should be taken if a fire or other critical issue occurs.” As a leading provider of fire systems,

The growing aspirations of the expanding Indian middle class also mean that people expect fire safety to be available to them as a basic amenity. More than 35 tier 2-4 cities are driving the adoption of fire safety products and improving their fire safety standards. This will spark a trend as India expands its growth across its top 45 cities and towns. The survey was conducted in May of 2013 of approximately 1,100 people in eight Indian cities, including Dehli, Mumbai, Kolkata, Chennai, Kochi, Pune, Bhubaneswar and Indore. Survey respondents included employees and visitors of airports, shopping malls, hotels and


corporate office buildings and approximately half were socio economic classification (SEC) A1 and the other half SEC A2. The research was commissioned by Honeywell Life Safety, one of the world’s largest manufacturers of commercial fire alarms, detection and evacuation systems, as part of a drive to assess and raise public awareness of fire safety. Oman auto dealership gets a robust Hikvision solution for their security needs


ocated in the heart of Muscat, the capital of oil-rich Oman, reside the showrooms of Suhail Bahwan Automobiles. Offering car manufactures such as BMW, Infinity, and Nissan, Suhail Bahwan Automobiles is the biggest automobile dealer in Oman. And appropriately, it also boasts some of the largest showrooms for these models. With such impressive, and lucrative, facilities, it is no surprise Suhail Bahwan Automobiles placed a great deal of emphasis on securing the safety of not only its cars, but the many employees and customers that surround them.

A Hikvision Platform

Anoop Nair, sales manager at Technosolutions, the integrator on this car showroom project, designed a robust solution featuring 8 separate Hikvision products and featuring no less than 100 individual Hikvision cameras. When asked why so many Hikvision products, Mr. Nair responded, “with the quality and versatility that Hikvision products offer, and the competitive price they are set at; they are simply the best choice on the market for a solution of this nature.” For this solution, the client’s goal was to monitor all showroom locations deemed critical. Locations, such as entrances, exits, financial transaction counters, customer service counters, and a variety of other employee work areas were to


be observed with a high-resolution CCTV system. Satisfying this goal would lead Mr. Nair to employ 6 separate Hikvision camera models, as well as Hikvision’s video management software to manage the overall solution. This software provided an optimal platform based on both practical and performance-based aspects. “With this many Hikvision products, we really wanted a Hikvision platform to tie it all into. Hikvision software has grown by leaps and bounds, and was a big plus for this project.” To further simplify and gain added efficiency, Hikvision’s DS1000KI Network Keyboard was chosen to operate this CCTV solution. The DS-1000KI’s joystick makes PTZ control of camera functions and management of up-to 99 networked DVR units a simple effort.

6 Camera Models

While Hikvision software and keyboards allowed the means to control this solution, a great deal of effort was placed into selecting cameras. Since a location such as an automobile dealership presents a wide variety of optical challenges, Mr. Nair utilized a wide variety of Hikvision model types to meet this challenge. For internal areas like reception and financial transaction counters, Mr. Nair chose the DS2CD753F-EI 2.0 Megapixel Vandal Proof Network Dome Camera. He


noted that Oman’s automobile showrooms have experienced instances of camera vandalism in these areas. Utilizing a 30 meter IR range, the DS-2CD8253F-EI is positioned in such a way as to actually see license plate numbers. Additionally, preset motion searches allow security the ability to zoom onto objects in total darkness. Rounding out this solution is an


internal and external aspect. The DS-2DF1534 Indoor Network PTZ High Speed Dome Camera, placed on the interior of the 4-meter high showroom ceilings, exploits an up-to 23x optical zoom to “provide coverage of each and every nook of showroom and see people and objects that normal bullet / dome cameras cannot,” explained Mr. Nair. Presidential Debate monitored with Milestone IP video Demanding but fast installation used HD, thermal, infrared, mobile and wireless technology


ilestone Systems, the open platform company in IP video management software (VMS), delivered the core of the security solution for the Presidential Debate of 2012 held at Hofstra University’s 600-acre campus on Long Island, NY. Implemented by systems integrator EIA Inc., the complex installation included mobile access over wireless network connections for both ground and air surveillance with a mix of high-tech cameras. The Secret Service, Nassau County Police Department and Hofstra University security personnel had less than one month to complete a rapid deployment throughout the campus and surrounding areas of Hofstra University for the second of three live presidential debates in the 2012 election. Only weeks before the event, hardware and network issues challenged the installation - a system design and correction was needed to ensure that President Barack Obama, Governor Mitt Romney and all attendees were protected. The Nassau County Police Department undertook the month-long operation deploying cameras to cover all angles of the presidential debate stage, the roads leading to Hofstra, the campus itself and the crowds outside the event. With Milestone XProtectŽ Corporate VMS, multiple mobile viewing stations were connected to 46 camera feeds before, during and after the Presidential Debate. This gave authorized security and law enforcement personnel clear and detailed views. With Milestone XProtect Corporate VMS, the incident commander was able to monitor campus roadways, buildings, faces in the crowd and the presidential candidates themselves, from strategically placed remote control centers and onsite. The Milestone solution connected the cameras through Wi-Fi over one network, so each command center and mobile officer was able to view any or all cameras as needed.

The cameras were networked through Milestone XProtect Corporate video software which provided the surveillance team with visibility to vantage points of the debate and surrounding areas,” says Glenn Taylor, Senior VP Sales at EIA Inc. As a certified Platinum Partner for Milestone Systems, EIA delivered core competency in networks and security integration for a seamless and easily accessible security feed during the presidential debate. EIA helped connect the entire system through a combination of wireless systems and the existing fiber networks throughout the university with broadband services from Verizon. To build the elaborate security network, the 46 cameras of the event’s temporary security system were fed through the already installed parent IT network points. Through a Firetide wireless mesh system and failover network, all of the buildings and associated cameras were available to the police through secure firewall access. The entire operation was headquartered in a security operations center, with multiple


mobile command centers strategically placed outside the Nassau Coliseum and in a fallback zone off campus. The police utilized the Milestone Mobile client with Video Push from their smartphones. Plain-clothed officers monitored the crowds from within using the smartphone cameras to give the command centers a live eye view of the crowd. Officers in the command center were also able to see additional camera views using the Milestone XProtect® Smart Client, following activities from different camera sources at the same time.

The deployed system included 29 Sony SNC-ER550 Full HD Rapid Dome cameras with 1080p HD, 19 Sony SNC-CH280 Network HD 1080p bullet cameras with infrared illuminators, an Arecont Vision AV20185DN 20-megapixel Panoramic IP camera and a Direct Insight node camera. There was no limit on camera locations: they were installed on bridges, telephone poles, light poles, along the Hempstead Turnpike - everywhere. Even a helicopter flying over the event was equipped with a high definition camera to provide another view. “There were so many things going on – the helicopter in the sky recording super HD broadcast-

quality video then recording it in Milestone using XProtect® Screen Recorder, which presented the live video in six, seven or eight viewing stations together with the rest of the surveillance cameras. We were able to serve it to anyone who was involved,” explains Glenn Taylor. “When I look at what we went through from a technical point of view and to have the ability to get everything up and running so fast without a hitch, Milestone performed as promised, doing exactly what it was supposed to do. It was, as always, very impressive.” During the event, a few minor incidents did not pose a direct physical threat to the President and governor, but resulted in actionable arrests. One protest group was streaming live feed to its website from campus. That group was linked to a watch list for the debate and the police monitored the live feed in the command center. Using Milestone XProtect, they could view multiple angles and find what they needed. “We work with a large number of applications and Milestone has the only VMS that allows us to seamlessly integrate them into our deployments without error. Milestone is always the strongest choice when it comes to our projects. We never have to worry about making changes,” states Taylor.

However lately, with the commissioning of our Fire Test & Research Laboratory, we are the main organization to suggest improvement in standards, related to testing of equipments. IS: 15683 was mainly drafted by us & now we were instrumental in bringing about 4 amendments to it based on our experience. I am proud to announce that our Fire Test & Research Laboratory is “Leader” in the industry. Q. You are bringing “Fire Industry Directory”. How it would benefit the industry & how it will stand out from others, if, any? We are bringing out this directory on the popular demand of our fire officers as well as manufacturing industry leaders.

Govt. boost like reduction in tax rates is urgent need of the hour for this segment, as that would help to make India a better, safer and much more secure place. And this sense of secureness in mind enhances one’s productivity, efficiency and gives them much needed peace of mind. There by it would be an important factor in India’s growth story.

Q. How much of growth are you expecting this year and are you also expecting any business from the overseas market?

Last few years “SECURITY” is seen as topmost concern and priority in everyone’s mind, worldwide. With spreading awareness, we have seen phenomenal growth in this segment in spite of all odds. This year is also not going to be different; we foresee almost 30-40% growth for us in this segment. Yes we also expect some good overseas requirements coming in this financial year.

ecurity Knowledge and Skill Development Council (SKSDC), set up under the National Skill Policy, signed a Memorandum of Understanding (MOU) with Asian Professional Security Association, India Chapter (APSAIndia) at an impressive function held at the India International Centre, New Delhi last evening. The MOU, signed between Chairman SKSDC, Kunwar Vikram Singh and President APSA-India, Shri Shiv Charan Yadav aims at setting up national occupational standards for the private security sector. The function which was graced by Mr Dilip Chenoy, CEO & MD of National Skill Development Corporation, was attended by a cross section of security professionals from Central Association of Private Security Industry (CAPSI), APSA- India, SKSDC and those associated with training companies and assessment bodies for the private security sector. APSA is a leading association of security professionals in the Asian Region. It was formed in Bangkok, Thailand in 1994 and has its headquarters in Malaysia with chapters in Thailand, India, Philippines, Singapore, Malaysia, South Korea, Indonesia, China, Vietnam and Hong Kong. The MOU signed between APSA and SKSDC is indeed a historic event which fosters association between two leading bodies of the security sector in developing occupational standards for up skilling technical and management personnel in the use of equipment. orts and waterside facilities are, from a security point of view, the Achilles’ heel of national security. Port facilities, bridges, weirs, tunnels, cargo ships, ferries and cruise liners are potential targets. The entrance to a port is the soft underbelly of military and civilian port defences. These areas are not well protected against intrusion by terrorist or enemy divers. Past events, dating back to World War II confirm the subsurface weakness of ports, when navy frogmen first began to use them as points of attack. Attacks may take the form of armed combat divers or the use of explosives against target vessels or facilities.

The prospect of enemy divers entering ports or coastal waters undetected to attack naval and civilian ships or piers is a real threat, not only for navies and military forces but also in terms of the safety and security of civilian global trade and shipping. Underwater access presents an easier way to enter ports and attack ships anchored at the dockside. Drug smuggling and the rise of terrorist threats have increased the need underwater monitoring of the seas in the vicinity of Ports. the waterside. Underwater Security also includes the examination of ships for contraband containers that may be fixed to the hull. The two technologies available for underwater surveillance are video cameras and sonar. However, in most harbours, underwater vision is limited due to the turbidity of the waters. Coastal waterways are naturally turbid because of strong tidal currents. ‘Sonar’ technology is the preferred choice as it is not affected by water clarity or murkiness. Sonar can be used to scan areas to ensure they are clear of foreign objects such as mines, Improvised Explosive Device (IEDs), or contraband. Multi-beam sonar can be used to detect the presence of divers, whether in a secure area within a defined perimeter or an underwater area under surveillance. Sonar altimeters can be used to create an “acoustic fence”, which, when breached, could trigger an alert for further investigation.


An acronym for SOund Navigation And Ranging is a technique that uses sound propagation to detect objects, such as vessels, on or under the surface of the water. There are two main types of sonar systems active and passive. In active sonar, a pulse of sound is sent out and the operator waits for echoes. When a sound signal is sent into the water, part of it will be reflected back when it hits an object. The distance to the object can then be determined by measuring the time between when the signal was sent and when the echo is received. In passive sonar, the operator listens to sounds emitted by the object one is trying to locate. Passive sonar uses the sounds emitted by objects such


as ships, submarines and creatures such as marine mammals and fish to determine their location.

Typical underwater detection systems consist of a real time sonar that scans the underwater environment in zero visibility waters. The system can be mounted on a small boat to scan harbour walls, piers, bridges for an underwater threat. The system can also be used to complement long range diver detection systems. These systems have built-in intelligence, to distinguish humans from marine animals, based on their different shapes and typical underwater movements. The performance of these systems is not impeded by darkness or fog or low underwater visibility.

Detection of un-authorised divers.

This could be achieved by having a crew of combat divers in a highspeed craft patrolling the undersea area on a 24x7 basis. However this is an expensive and time-consuming task. Sonar is used to detect divers, rapidly and effectively. Underwater detection systems generally operate up to a range of 800 meters. At ranges less than 200 metres, higher

frequency sonar can be employed. High-frequency, multi-beam sonar technology is the most effective approach for protecting high-value targets from underwater threats. For restricted, high-reverberation environments where multibeams cannot operate effectively, e.g., canals, narrow single-beam scanning sonar is deployed. Single-beam operates much like radar sweeping an area, with a narrow, high intensity beam that provides high-resolution images. Multi-beam sonar, on the other hand, “fires” a number of beams simultaneously to cover a broader field of view. Some sonar technologies have the ability to adjust the vertical field of view, enabling the beam to be expanded or narrowed in the vertical dimension and even “steered” up or down to address various monitoring challenges and range conditions.

Diver detection sonar Further single beam sonar can be used in conjunction with multi-beam technology, to provide coverage in confined areas and as an imaging tool for providing shortrange diver confirmation.

Inspection of the Hull

Ship hulls are scanned to determine if explosives or contraband (usually narcotics) have been attached. Magnetic mines may be attached anywhere to a steel hull below the

High Resolution Scanning Sonar can examine a ship’s hull in a short period of time and are able to spot raised objects on the hull only a few centimetres high. When properly deployed, details as fine as weld seams are visible as shown in this scan. These systems can be mounted on remotely operated vehicles (ROVs) to create 3D ship hull scans to detect small mine size objects. Scanning sonar is positioned most easily by using a ROV with sufficient power to hold against currents and to press firmly against the hull. This provides a steady platform for the high resolution scanning sonar and enables high quality scans that readily define features such as a small container attached to the hull of a ship.

Inspection of the Berth.

High resolution scanning sonar is used to examine a ship’s berth in the greatest level of detail. It helps determine if a berth is clear of objects that could represent a threat to a visiting warship, cruise liner or other high value asset. Berth inspections can be conducted in real time and comparisons made to previous scans. Commercially available products enable a single person to easily provide a complete security inspection of a vessel pier and the surrounding underwater terrain. The sonar head can be oriented to provide horizontal coverage (for the seafloor near the pier) and may be vertically oriented to provide vertical coverage for inspection of pier walls.


Remotely operated vehicle (ROV) High resolution sonar is capable of rendering complete vessel hull imagery that can detect foreign objects as small as a few centimetres. Vessel inspections, using sonar, can be completed in far less time than diver searches and with

Most systems available have built-in algorithms that incorporate elements of artificial intelligence to logically select only those targets with the characteristics of underwater or surface swimmers. Advances in these technologies have led to better reliability and fewer false alarms. Shortage of qualified personnel:

Manufacturers are incorporating advances in technology to fill this gap. Environmental concerns : There is growing concern over the effect of sonar surveillance systems on marine life. Manufacturers are taking care to ensure that the effect is minimal. Training : Effective and efficient training of sonar operators is essential. Even the most sophisticated sonar system is only as good as the quality of its operators.


Reliability : Technology improvements in sonar systems over the past decade have focused on improvements in the reliability and consistency of detection. Greater effectiveness : Operating at lower frequencies than scanning sonar, but with higher energy, results in a multi-beam sonar with a longer reach, increasing its effectiveness in diver detection. Use of a small ROV’s that can be launched, at the push of a button, to investigate a threat. Underwater “loudhailers” to warn innocent divers who may have breached the security zone. Integration: In addition to the autodetection and tracking of targets, advancements in software make it possible to route alarms to other command and control systems. All tracking data on targets can thus be merged on a single display screen for fast action. This offers early warning against an impending attack.

The surveillance of nursing staff does suggest an added advantage for patients in safeguarding them from violent staff. However, this form of watching also has the potential for manipulating the relationship between patients and nursing staff more widely. Nursing staff, as well as some patients, are aware of the hierarchical power


invested in the ward manager, who acts as the ‘supervisor’ keeping a watchful guard. Both patients and staff learn ‘self-discipline’ through not knowing when they are being watched and it is this uncertainty that allows the ward manager to maintain control. The use of CCTV monitoring has therefore the potential to influence and change nursing practices with patients, and these may not necessarily be to the advantage of patients. The use of CCTV surveillance with some patients, who are very acutely unwell and subject to a wide range of cognitive distortions, raises the question of the panoptic effects of CCTV in managing violent situations. For some of these patients, the presence of cameras in the ward environment is more likely to incite a violent response because the cameras heighten levels of paranoia that are associated with their delusions and mental health problem. Closed Circuit Television (CCTV)is a security system ,with cameras used to collect images which are transferred to a recording device while displaying live images on a monitor where it can be watched by an operator. It is a situational measure aimed at deterring potential offenders and detecting crime by those who choose to ignore the deterrent effect of CCTV ; enabling the police and other statutory agencies to respond to incidents effectively. The recorded images can then be used as evidence in court in the prosecution of offenders.

Retail :

This part of article explores the extent to which CCTV impacts on shoplifters and then ‘shop theft’ in commercial settings. Particularly,

this article focuses on the impact of Closed Circuit Television (CCTV) on shoplifters as used in the retail sector to deter or detect shoplifting; examining potential offender’s perception of CCTV as a crime reduction tool with a view to identifying the favourable conditions that improve the effectiveness of CCTV in the retail sector in dealing with shoplifters. Further more, it aims to determine the requirements for effectiveness of CCTV in retail stores; the extent to which CCTV impacts on the decision making process of a shoplifter and the extent to which it is deterred; to also determine conditions under which CCTV can be effective and the skill required to counter any change in offender behavior. But first, it is important to examine findings of facts from notable recent researches on the effectiveness of CCTV in specific settings. the US in the eighties. The European Union has since adopted CCTV is widely admired and accepted in the retail industry, due in part to its wide range of applications extending from situational crime prevention in retail shops to its use in reducing the fear of crime in members of the public It is believed to have a dominating influence over other security measures in retail shops in tackling shop thefts. Shoplifting has been in existence for as long as shopping itself, It is a wrongful acquisition of property belonging to another, defined as an act of stealing from a retailer during the opening hours of the store to the public by a person appearing to be a legitimate customer, As a result, many retailers have relied on crime prevention theories such as Crime Prevention Through Environmental Design (CPTED), routine activity theory, rationalchoice theory and other security concepts aimed at crime reduction precipitating both human and technological approaches to shoplifting leading to the use of security guards, CCTV with the view to increasing the ‘risk’ to offenders. Despite the huge investment in security and security equipments, such as CCTV , retailers continue to experience losses due to shoplifting. Despite this scale of shoplifting, it is surprising to note that other countries such as US, Canada, Australia, mexico also blame shoplifting as a major source of loss after employee theft each blaming approximately 30 percent of their losses on theft by customers. CCTV works better in car parks; raising a question of the possibility that the effectiveness of CCTV in car parks could be attributed to CCTV as part of a package of interventions focused on a specific crime type. Situational application of CCTV requires that other


security measures compliment its use as a security provider reducing benefits of crime and crime opportunities, making crime difficult for offender by increasing the risk of getting caught. In addition, other situational factors like the territorial nature of the car parks and access control might have created a circle of ownership with in the car park, with the help of CCTV altogether inducing the perception of risk in the minds of offenders. The car park study is particularly interesting and relevant to this topic of CCTV impacton shoplifters due to its similarity with retail (commercial) settings; as both have marked boundaries and exhibit some sense of territoriality. However, Welsh and Farrington (2002, as cited in Department of Criminology, 2009/2010) analyzing the impact of CCTV on crimes advocated the need for further research that explains what it is about CCTV that impacts on crime. Welsh and Farrington’s view indicate that any study of CCTV impact on crime must take a subjective view and would require interviewing of offenders. It may be appropriate to take the view that anyone with access to goods on the shop floors is a potential offender, (Farrell; Pease, 2006:181). The work of Welsh and Farrington (2002, as cited in Department of Criminology,2009/2010) meta-analysis on the impact of CCTV initially involved 46 studies, but only considered 22 research papers, in which they found CCTV to have desirable effect on 11 of the studies; inconclusive in 1 of the studies; undesirable impact on crime in 5 of the studies and null effect in 5 out of the 22 studies btained. Gill and Spriggs, (2005) carried out a separate study on the impact of CCTV based on avariety of contexts; carparks, town centres, city centres, hospitals and residential areas using 13 CCTV projects with 14 separate systems. The aim was to measure crime data in Page 4 of 10 control and intervention areas before CCTV installations; then measure change in existing crime figures for a long duration following CCTV installation.The


method used in this study differs from Welsh and Farrington’s metaanalysis of existing findings of previous studies. Firstly, control and intervention areas were established and police recorded crime statistics in both areas obtained before and after CCTV installation. Secondly, public attitude surveys were carried out in residential and town centre areas. Thirdly, other security measures operating alongside CCTV and the extent to which they offer any explanation to effect on rime were identified. Next, technical specification and installation of CCTV were looked at; together with the assessment of CCTV control room and how it partners with external agencies. Finally, economic impact of each CCTV system was assessed. Gill and Spriggs, (2005:vi), found that six out of thirteen systems how decrease in crime in the intervention area; while only two of the systems show crime reduction in the control areas relative to the intervention or target areas. Conversely, crime was found to increase in seven areas and this was found to have nothing to do with CCTV, rather fluctuations in crime in line with seasonal and national patterns were to blame. While systems installed in car parks and hospitals were found to be encouraging, results from town centres and residential systems were found to be nconclusive. CCTV was found to have less impact on alcohol related offences compared to property or premeditated offences like theft of cars. Subsequently, violent offences were found to increase in all areas. Further more, camera coverage and density were found to have significant effect on crime while CCTV was found to yield positive

results in locations with access control points. Three systems were found to show displacement of crime, with one of them showing displacement of burglary and one other showing displacement of car crime. Public attitude survey carried out in nine residential and three city centre areas, covering ‘camera awareness’ showed 61-97 percent awareness level in residential areas; whereas awareness level in city areas only increased with camera density. Fear of crime or victimisation decreased in intervention areas compared to control areas and this change Page 5 of 10 was found to be unaffected by whether or not it is a residential or city area. However, awareness of camera was found to increase the fear of victimisation in some of the persons surveyed. Overall, a feeling of safety was found to increase in all but one area following CCTV installation. In eight areas reported victimisation came down following CCTV installations compared to control areas. Again, victimisation was not found to be affected by type of area and worry about being avictim of crime reduced in line with reported victimisation. Gill and Spriggs, (2005: ii), suggested existence of direct proportionality between crime level in a given area and fear of victimisation, as one increases with increase in the other and vice versa. Consequently, Gill and Spriggs concluded that increase in victimisation could be attributed to crime levels in an area and not the number of cameras. Change in behaviour was not significant as out of the 15 percent that said they would visit areas they had previously avoided following CCTV installation only 2 percent actually went to places they had INDUSTRIAL SAFETY REVIEW | JUNE

previously avoided after installation. It was also found that support for CCTV went down in areas amongst those who previously expressed delight in having camera in their area. Concern for civil liberties was also found to decrease in those who expressed such concern before installation. Overall, support for CCTV remained high at 70 percent of all sample areas except in one area. Further more, Gill and Spriggs found that perceived effectiveness fell following installation in all areas surveyed. The respondents did not believe installations made any difference to the rate at which people reported incidents to the police nor did they see any increase in police response to reported incidents following installations. In the end, there are characteristics that were found to determine whether a CCTV scheme meets its objectives; ‘scheme objectives, management, density, camera coverage, and positioning, technical characteristics and operation of the control room’.However, Page 6 of 10 none of the characteristics was found to have any direct link with the outcomes but each contributed to the outcomes in various levels, (Gill and Spriggs, 2005: x). Theoretical perspective The situational concept within which CCTV finds its application as derived from therational choice theory focuses on the crime event by increasing the risk of getting caught. It could be proposed that the greater the number of potential offenders within the target retail store that perceive this risk the more the impact on the shoplifters and the refore the more the impact on crime. As far as crime prevention is concerned, a positive impact is one which also reduces crime. Drawing from the approach of Wikstrom, (2008:129) to the explanation of process(mechanism) by which ‘cause’ produces ‘effect’ and the process (mechanism) that‘connects cause and effect that brings about the effect’; what triggers the crime event in an individual in a particular context or environment (situational mechanism) needs to be


understood in order to understand the process by which CCTV achieves its results in some settings, (Wikstrom 2008:129). The possible mechanisms (what it is about CCTV) that affect individual offenders resulting in an outcome can be investigated from the rational choice and routine activity per spectives, (Beck and Peacock 2009:97). The rational choice perspective which forms the basis for situational crime prevention,(Cornish and Clarke, 1986, vi, as cited in Cote, 2002) describes the decision making process of an offender and their choices in stages; that first, offender decides whether they are willing to satisfy their wants by getting involved in crime, followed by the type of offence they are likely to commit as informed by the individuals current situation, then eventually choosing a target. It is believed that crimes which can be completed in a short space of time are hardly reduced by the presence of CCTV compared to those that take more time to complete given the offender’s calculation of time and effort. Thus, assessing impact of CCTV in a retail shop will inevitably take account of ‘the routine activity theory’ that an offender in the presence of a suitable target and absence of a capable guardian results in a crime event. This theory is complemented by Wortley & Mazerolle’s (2008) view of the rational choice perspective that an offender still needs to calculate if expected benefits meet the expected costs or risks. If this is the case, it could be proposed that CCTV produces a desirable outcome only specific to rational crimes perpetrated by rational offenders. This is evident in the Gill and Spriggs, (2005) research finding that produced desirable effects in car parks and residential areas as opposed to the inconclusive results in city centres; with violent crimes showing no reduction in the intervention areas. Therefore, the context within which CCTV can be expected to produce a desired outcome must be one which induces rationality in the minds of potential


offenders. Consequently, Gill and Spriggs (2005) found CCTV to produce desirable effects in places with access control. It may be inferred that access control induces territoriality, (Crowe, 2000:36) enhancing both natural surveillance and electronic (CCTV) surveillance precipitating some sense of rationality in the minds of potential offenders. In order to ascertain CCTV effectiveness, it might be necessary evaluate through interviewing techniques the varying degrees of this rationality in individual offenders, aseffectiveness of CCTV is dependent on the individual offender’s perception of risk According to Tilley, (1993), CCTV fires mechanisms by way of making it more likely that offenders will be caught, stopped or removed, punished or deterred. In addition, the offenders may not wish to risk apprehension or prosecution using the evidence captured on video tape or observed. More so, increased publicity about CCTV and its usage in catching thieves are received by potential offenders thereby deterring them from committing crime as risk exceeds benefit. This can only be possible if the context (environment) can induce security awareness or rationality in potential offenders in that context. Page 8 of 10 in summary, a particular crime prevention measure in one context (in this case CCTV) fires mechanisms which produces a particular outcome, (Tilley, 1993:3). ‘Mechanism’ can be said to be the impact the security measure has on the potential offender leading to the CCTV producing a certain outcome in a specific ‘context’. While ‘context’ refers to the conditions necessary for the crime prevention measure to impact on a potential offender (mechanism) to achieve the desired outcome; out –come patterns seek to know what the practical effects of causal mechanisms fired from a given context are, (Tilley,1993:3).In conclusion, from the theory analysis above, the conditions that make CCTV do better in some setting than others can be linked to environmental

design and individual offender’s rationality. The level of rationality and how it varies from person to person have a bearing on how CCTV can achieve its desired outcome in retail shops and this can be evaluated if we can interview all those that may have to

target property.

However, these standards and codes have typically been “prescriptive” in nature and required that fire protection be provided, regardless of the frequency or severity of the potential hazard. Fire protection in the energy production industry generally consists of fire proofing, water or deluge systems, foam systems and fire detection and alarm systems. The fire protection community is slowly using performance-based criteria in determining appropriate fire protection. “Performance-based” applications to code compliance have been adopted across the world. In the energy production sector, risk assessment is used and the latest modeling programs are used to assess the hazards of fires and explosions. Based on the results of these studies, the fire protection engineer and owner can then determine the appropriate fire protection required for the hazard. This paper addresses the use of risk assessment techniques for fire protection in the energy production industry.

Is More Better?

In the Piper Alpha incident in 1989, 168 people lost their lives as a result of an explosion and resulting fire in an offshore platform. Would more fire protection have helped in that incident? Figure 1 is a storage tank fire and is another example of the need for fire protection. There are many other incidents where the question of adequate detection and mitigation could have reduced the impact of the incident.

How Much is Too Much?

There has always been debate about the amount of fire protection that is necessary in the energyproduction industry. Inadequate or improper protection can lead to potential loss of life and property, resulting in reduced production and possible environmental impact. Overprotection can lead to increased cost, false alarms or trips of systems and increased maintenance. More importantly, overprotection can lead to a false sense of security by management that the facility is completely safe. So what is the correct level of fire protection?

The Use of Risk Assessment

Risk assessment is a process where the results of a risk analysis are used to make decisions, either through a risk ranking of hazard reduction strategies or through comparison to target risk levels and cost-benefit analysis. Risk is often referred to as the product of the consequences of the potential INDUSTRIAL SAFETY REVIEW | JUNE 2013 | 113


this approach can be used for Liquified Natural Gas facilities, gas turbine generator stations, power plants or practically any type of energy-production facility. The outcome of a hazard analysis is a list of potential fire hazards that may occur on the facility. A partial list could include jet fire, pool fire, explosion, electrical fire or building fire. The list would also include the corresponding location where each could occur. These hazards can then be turned into scenarios for further analysis. A common mistake is to list just the hazards, where as a scenario is a series of events that need to occur to create a hazard.

Consequence Analysis

Risk assessment techniques can be used to determine the amount of fire protection required for a given hazard by conducting an analysis or calculations to define the fire protection required to mitigate the hazards. The process consists of a series of steps as illustrated in Figure 2. Each step in the risk assessment process is discussed in the following sections.

Hazard Analysis

The first step in any risk assessment is to conduct a hazard analysis. The hazard analysis techniques used to identify potential hazards in the process and facility are shown in Table 1. Typical facilities where hazard analyses are performed include refineries, storage terminals, gas plants, platforms, floating production/storage and off loading floating storage and off loading, or any combination of these. Consequence analysis is the process used to determine the impact or magnitude of the scenarios. For example, one scenario could be a pump seal failure in the light-ends handling area of a facility that results in a vapor cloud forming with an explosion if ignited. In assessing the consequences, there are two very important questions that must be addressed: • What is the range in size of the events that can occur? • What is the impact of the event?

In assessing the impact, one would normally take into account the radiant heat, blast overpressure and/or toxic effects on any occupied buildings, evacuation routes, escape equipment and process equipment that could be involved in escalation. Toxic effects may include the products of combustion from fires such as smoke, carbon monoxide or hydrogen sulfide contained in the material. In performing any consequence analysis, analytical tools can be very useful in determining the


consequences of a scenario. In most cases, each scenario will have a variety of conditions that need to be evaluated in the consequence analysis. This includes factors such as the size of the release, orientation of the release, temperature and pressure of the operation, and weather conditions (that will all vary). The impact of these variables on the results and the behavior of the release must be taken into consideration during the modeling. A question that often arises during the consequence analysis is how sophisticated the program needs to be. Programs range from spreadsheets that use simple equations to computational fluid dynamics (CFD) modeling that can take days for a single scenario evaluation. The answer is that it depends on the complexity of the design, the time the analysis is being performed and the desired results. In the conceptual stage, simple models can be used, but as the design details increase, the complexity of the consequence analysis frequently also increases.

Likelihood Determination

If the installed fire protection would be based on only the consequence analysis, then the energyproduction industry would be very well protected. In reality, though, the likelihood of the consequences must be taken into consideration. In determining the likelihood of the consequences, certain key information is required, such as the frequency of the initiating event, frequency of ignition, probability of escalation, likelihood that the weather will be favorable or not and other factors specific to the given scenario. In any likelihood determination, there are generally

a large number of scenarios to be analyzed. This means that computer models may have to be used to ensure that the iterative process of evaluating each variable of each scenario is performed. The experience level of the analyst is very important. The analyst will make many decisions in the analysis that can influence



of the data used in the calculations.

Risk Tolerance

the outcome. In determining the likelihood, it is very easy for the analyst to go to a previous report and select a frequency to use in the analysis or spend days looking for a value that does not exist. The source used and assumptions made need to be carefully documented.


The “risk” is the product of consequence and likelihood of each scenario. The risk for each scenario can be combined by specific areas or for the whole facility to obtain desired risk profiles. The risk is calculated using event and fault trees that take into account safety and mitigation systems. The main problem associated with any risk assessment is the appropriateness


After the risk is calculated, the results must be compared to either governmental or company criteria to determine if the risk is tolerable. This means that the risk is at a level people are generally willing to accept. If it is, then additional fire protection is not required and the level of fire protection (mitigation) used in the risk calculation is adequate. If the level of risk does not meet the” acceptable” risk criteria, then additional mitigation may be required. The options for reducing the risk are selected and the analysis recalculated to determine the impact on the risk. In some cases, the options provide significant risk reduction, whereas others have little impact on the risk. One concept that is being used extensively is as low as reasonable practical (ALARP). Figure 3 shows the ALARP concept. This concept suggests that, at some point, the cost to mitigate a hazard is so high that it is no longer practical to implement the option. Cost-benefit analysis can be used to determine if ALARP has been achieved.

Jet Fire Analysis Example

In a jet fire assessment, the two important parameters are the flame dimensions and the calculation of the thermal radiation field around the flame. The convective heat transfer rate can be very high, leading to rapid failure of objects inside the flame envelope. Thermal radiation outside the flame envelope can also lead to equipment failure. In addition, there is the potential for fatalities and to block escape routes over a large fraction of the deck of a floating production/storage and offloading vessel. Below 37.5 kW/


m2, most equipment items, with the exception of load-bearing steel plates, will survive, while personnel fatalities are credible down to below 12.5 kW/m2.1 There are many methods available to calculate flame lengths and thermal radiation contours for an ignited release of gas from a leak on process equipment. Most commercial consequence assessment codes, such as PHAST,2 can be used to calculate thermal radiation contours for jet fires. The example considers a release of lift gas, which is primarily methane, at 25 MPa and 60C. The release occurs from a riser and is immediately ignited, resulting in a jet fire. The wind speed is 5 m/s. For an assumed 10 kg/s release, the calculated hole size is 14.6 mm. Radiation contours calculated using PHAST are shown in Figure 4 for 37.5 kW/m2, 12.5 kW/m2 and 6.3 kW/m2, where:

Personnel at these locations need to go to alternative muster points and may become fatalities if the event escalates while they are at these alternative locations. blast overpressures being generated. Evaluation of the potential for fatalities of personnel trapped on escalation of the event would be considered as part of the risk analysis and would be dependent upon where the personnel are when the scenario would occur. There is no discernable effect on the temporary safe refuge (TSR) for the release shown. However, if the release is directed towards the TSR, there will be direct flame impingement on the firewall in front of the TSR. An “A”-rated firewall will be penetrated in around 15 minutes with direct impingement of a jet flame. An “H”-rated firewall will survive over one hour in these conditions.3 Thus the additional expense of an “H”-rated fire-wall is justified for this scenario. There is also potential for escalation as unprotected process equipment, steel plate and beams will rupture or fail in under 10 minutes when directly exposed to jet flame. When exposed to a radiative flux of 37.5 kW/m2 process equipment and steel beams under load will likely survive for 60 minutes.3 Using event trees, the frequency of the jet fire impacting the accommodations was estimated. The frequency of a leak was calculated as 1.40E-3, a probability of ignition of 0.3, weather direction toward the building of 15% for an overall frequency of 6.3E-5 events/ year or once in 15,873 years. Given the consequences of immediate fatalities with 10 personnel in the area in the unlikely event the fire occurs, the risk for this scenario is 10 x 6.3E-5 events per year which equals 6.3E-4 fatalities/ year. If the company’s risk tolerance criteria is 1.0E-4, then the scenario fails this criteria and additional risk reduction is required.

FIPS 197 validation for entire iSTAR controller family of Software House

This includesiSTAR Edge, iSTAR Pro, iSTAReX, and iSTAR Ultra. iSTAR Ultra controllers will be released in the near future by Tyco Security Products. Uncontrol sources of ignition lead to major fire incident at IOCL, Oil Terminal, Hazira, Surat (Learning through experience based on true Emergency)

He has 17 years 8 months of working experience in fire services in various company Like Reliance industries limited, Refinery Jamnagar/Oil and Natural Gas Corporation, Hazira/ BHEL, Bhopal/Hindustan Zinc limited, Udaipur (RAJ).


n 5 JAN 2013 approx 12:30 hrs devastating explosion followed by Major Fire incident reported in Motor Sprit storage tank at IOCL, oil terminal village kawas, Surat (Gujarat).Which claims life of two persons and petrol worth Rs 35 crore has been burnt and Rs 10 crore loss of infrastructure has also been reported in the blaze. The fire was controlled after a 21hour continuous fire fighting operation by more than 15 fire brigades, not only from Surat but also from adjoining areas like Valsad, Navsari, Vapi, Ankleshwar and Bharuch & Essar oil Jamnagar to contain the flames. The Emergency fire teams of Essar steel India limited, Surat Municipal Corporation, RIL, KRIBHCO, NTPC, ONGC and other companies also rushed to IOC facility to assist in Major fire management. In my hitherto span of 17

years of service, I have witness and attended various major fire emergency calls, but the recent IOCL oil storage terminal depot, major fire emergency call was my lifetime experience. On getting information of fire incident our Fire teams immediately respond to site. On reaching at site came to know, Motor Spirit storage tank number–4 (Capacity 9689KL), diameter 30 Meter height 15 meter was on full surface fire. The other eight adjacent highly flammable hydrocarbon storage tanks of motor sprit, High Speed Diesel, super kerosene, petrol, IOCL bottling plant & gas pipeline for local consumers at high risk. The Gujarat State Disaster Management Authority and industrial belt Hazira, surat companies Fire services like EStIL, Surat municipal Corporation, NTPC KAWAS,RIL, KRIBCO, ONGC and


other company fire brigades were engaged to douse the major fire. The Gujarat State disaster management authority immediately alert all fire services in Gujarat state and DISH (Director Industries Health and Safety). The HSE department senior official along with Human resources, administration and security team of EStIL, Hazira were present at site. Approx 75 numbers of fire tenders and 30 numbers of water bouzers were at site. The strategy of fire fighting was plan to safeguard the surrounding oil storage tanks number 3 & 5 with control burning of motor sprit storage tank number 4 and avoid mechanical failure. The top priority was to save petrol storage tank number-5 capacity 9689KL (Approx 7800KL Inventory at the time of fire) which was not approachable. There was an explosion occurred in tank number 4 floating roof pontoon during maintenance job (Probably while arresting hydrocarbon leakage from pontoon). The probable cause of explosion might be due to uncontrolled source of ignition at floating roof tank number 4 or human error (The root cause of explosion is in under investigation).The half part of floating roof blown off due to impact of explosion and lying at North side approach road of tank number 4 & 5. The north side approach route obstructed for movement of fire emergency vehicles. All fire emergency team were engaged in fire fighting operation for the protection tank number 3 & 4 with application of foam into tank number 4 and water spray for surface cooling of tank 3 & 4.Our fire team takes the initiative to established fire water relay system for uninterrupted supply of fire water and minimizes movement of vehicle and emergency team members. I take the initiative for meeting with all fire officer to establish coordination among fire services. Mean while senior officials of surat district has

reached at site take the charge of incident commander. We have a discussion about personnel safety of working emergency vehicles & team members, identification of HOT/COLD/SAFE Zone and barication of area with the help of police to avoid any unauthorized entry or mishap. The emergency response team members operating in downwind direction were withdrawn (South side of tank area).In keeping view of personnel safety, safe evacuation avoid further injury or casualty due to mechanical failure of tanks or Vapor explosion. We have surveyed the surrounding area of IOCL plant with the District senior officials to search alternative approach route for tank number5.One approach route was identified at North side of oil storage tank number 4.We have decided to break the concrete wall with the help of JCB & prepare the temporary approach road for tank no. 5.The application of foam with long range foam monitors on rim seal area started & surface cooling with water from ground level. The tank number 5 was the most critical to save, having Petrol stock 7800 KL, which rim seal was already caught fire at three areas. I have took the lead for firefighting operation for petrol storage tank number-5 with the help of GIDC Notifier area fire tender and my fire team member. Later NTPC Kawas fire team advance in spite of unbearable heat radiation up to appox 10 meter of tank number 5 dyke walls and foam application started on tank-5 and other fire services also join for continuous foam application on rim seal area. On 06.01.2013 at 12:30hrs flames were coming out at tank number -5 rim seal area even though continuous application of foam by long range monitor from ground level. I have a discussion with senior fire as well district officials present at site that tank number 5 is at high risk. If the rim seal fire is not extinguished it may lead to catastrophic disaster. I knew that the rim seal fire can only be extinguished on reaching at tank roof with foam application inside foam dam(Due to design constraint of fixed foam pourer system, external foam supply was not possible, fire water network dry out). Nobody was willing to go on the top of the floating roof tank because tank was already exposed in huge heat radiation more than 24 hours. I have diagnose the sign and symptoms of tank number 5 rim seal fire like a doctor before starting treatment of patient. The rim seal was made of fire retardant material, that why flames were seen in three pockets instead of full rim seal area. In past I have attend a workshop on how to extinguish footing roof tank rim seal fire in case semi fixed foam pourer system collapse or fixed foam pourer system foam storage tank foam exhaust or external foam supply not possible to foam pourers due to design constraint of fixed foam pour system or non availability of water. I have decided to go with calculated risk to extinguish the tank 5 rim seal fire. It was time to use my vast working experience in petrochemical and oil and gas industry. I have briefed my EStIL & IOCL fire team about personnel safety action plan, important safety tips for working on tank roof, consequence of flash fire, heat radiation, how to control the rim seal fire at tank no. 5 (inventory 7800 KL Petrol) and safe method of foam application inside rim seal foam dam. After ensuring ground level backup with high range water monitor and uninterrupted water and foam supply & relay system at ground level command centre with RIL, ONGC, SMC & other fire services. The foam application was started with foam making branch at floating roof into rim seal area. All communication while fire fighting was carried out with fire service signals between ground level and at tank roof fire team. The most critical and audacious operation started


on floating roof tank number 5.The flames were moving in circumference of rim seal area as the finished foam application into foam dam continued approx 30 minute till the rim seal flammable vapor fully sealed & fire was put off. If this fire fighting operation has been not carried out, it would have been a terrible disaster, because IOC Bottling Plant, HPCL depot and other highly flammable storage tanks & gas pipe line feeding to local consumers were adjacent to IOCL oil terminal. This was the most commendable job done by entire EStIL team under the able guidance of senior management leadership in coordination with HSE department seniors and other fire service under the guidance of District Authority, Director Industrial Safety and Health, Gujarat State Disaster Management Authority. Myself along with one colleague Mr. Narendra.S.Doot have been honored for valiant commendable job in fire fighting operation and incident command and contribution to control and extinguished major fire incident at IOCL oil terminal on the Republic Day 26 JAN 2013 parade at surat, Police parade ground by Gujarat state cabinet minister. The root cause of devastating fire incident “is under investigation whether the fire was caused by human error or system gaps or both by the district administration. In my opinion & experience some probable Factor which might lead to major fire incident were mentioned below • Unplanned job and improper fire risk assessment before attending pontoon leakage job at floating roof tank • Non compliance work permit system • Lack of supervision • Uncontrolled sources of ignition • Use of mobile while working on tank roof


• Synthetic cloths worn by contract worker might generate static spark lead to explosion in leaking pontoon • Use of normal torch light • Use of normal tools for maintenance which might generate spark • Other unknown reason might reflect in incident investigation report

The stumbling block in fire emergency management :-

• Risk assessment and emergency mitigation plan was not available for oil storage tanks explosion & full surface fire • Plan layout was not available • Inventory transfer system not implemented due to one tank was under maintenance • Oil storage tank dyke wall was half filled due to operation of all water long range monitors • Due to heat radiation dyke wall drainage system valve not approachable to release stagnant water inside dyke wall area, which might escalate the fire situation due to overflow flammable hydrocarbon in surrounding area. • Delay in establishing Unified Incident command and control system • Ground incident command centre not established • Non availability of common channel for wireless communication system with emergency fire services to update situation or to help each other • Insufficient fire trained staff to respond the fire emergency in early stage • Manually operated Fixed fire protection system • Non availability of High range foam cum water monitor, foam

My special thanks to EStIL & IOCL team fire showed exemplary courage to control the devasting fire and save national property without any fear for their lives thereby setting an inspiring example for others. I salute to all agencies for their meticulous work.
