Fish kill: rugit a naiyanud iti kanal, masuspetsa a nakagapu SWS, Standard Today polls show impending Aquino victory Despite the intensified black propaganda against Sen. Noynoy Aquino, the latest SWS and Manila Standard Today surveys show that Liberal Party standard bearer is poised for a convincing, if not, a landslide victory on May 10. In the Business WorldSocial Weather Stations (SWS) poll held from April 16 to 19, Aquino widened his lead by 12 points over NP bet Sen. Manny Villar, compared to the nine

percent margin he posted in the March 19-22 survey. The LP presidential candidate increased by one point to 38 percent while Villar lost two points to drop further to 26 percent. At third place was former President Joseph Estrada whose ratings dropped from 19 to 17 percent. Lakas bet Gilberto Teodoro was fourth, gaining three points to 9 percent. The other presidential

poll result has a +/- 2 margin of error. Roxas of the Liberal Party has seen his numbers continuously slipping, this time to 39 percent from 42 percent. Nacionalista Party candidate Legarda was relegated to third spot after receiving a preference rating of 24 percent. Scores for the other vice presidential bets, however, are virtually unchanged, the survey firm said.

Enrile: alternative livelihood to help farmers relying on illegal forest activities Senate President Juan Ponce Enrile said yesterday that alternative livelihood should be given to families depending on illegal forest activities to boost their income and at the same time protect the environment. Enrile said over a radio interview in Dumaguete City that he will look into the existing program of the government in

order to determine other socioeconomic projects that could be implemented to help alleviate the plight of farmers relying on illegal forest activities for survival. “Dapat na bigyan sila ng alternative livelihood para magkaroon sila ng disenteng income at para maprotektahan din ang ating kalikasan lalo na

WITH THIS MLE TURN, NOW WE MAKE THE ROAD WHILE WALKING: OUR TASK AT NAKEM AND AT THE UH ILOKANO PROGRAM UNTIL 2015 By Dr. Aurelio Solver Agcaoili University of Hawaii CONTINUATION The six EFA GoalsXX can never be vague to us as these are concerns that have not left us even when we were discriminated against, even when the tolerance for our languages and cultures was not the virtue that we saw, heard, and experienced during all these educational regimes that did not regard the difference and diversity that we offered as something of value to the development of our cultural and political citizenship. Nakem Conferences could not be vague with what universal primary education was. We went to school sharing seats with others, even walking barefoot for hours to experience the traces of words that were not ours, to go through the rite of getting into a world we do not

understand because the words in that world were not ours. Nakem Conferences could not be vague with increasing adult literacy: we owe it to our communities and our people that our adults will be able to read and write in the Ilokano language again. With about eight Ilokanos in the country and millions more abroad, we have only a single monolingual magazine to speak of, with a weekly circulation of 50,000. This means that a fraction of one percent (or .6%) only reads—or buys. Given that people share their reading materials with others, we can extrapolate and increase the number of readers to four per week. We have these facts: the original number based on the weekly circulation reveals that: 6250 out of one million read. With the multiplier, we have: 25,000 out of one million read, or a measly 200,000 out of some 8 million.

We cannot even compare the gravity of the situation when someone calmly said, “Houston, we have a problem!” in that calm NASA-speak. We have an astronomical crisis pointing to the eventual disappearance of our language! The tell-tale signs are there: you initiate a conversation in Ilokano with the young in Ilokandia and chances are you get a response in Tagalog or some foreign language. This problem, of course, is compounded by the fact that many of our magazines and newspapers do not live long because: (a) the number of readership has always been a problem and (b) the overall environment for adult education does not support the learning process in the Ilokano language. There are of course business issues related to the failure PAGE 6

MAY 3-9, 2010 SUNDAY MAY 09, 2010 6th Sunday of Easter Ps 67:2-3, 5, 6, 8 O God, let all the nations praise you! 1st Reading: Acts 15:1-2, 22-29* Some persons who had come from Judea to Antioch were teaching the brothers in this way, “Unless you are circumcised according to the law of Moses, you cannot be saved.” Because of this there was trouble, and Paul and Barnabas had fierce arguments with them. For Paul told the people to remain as they were when they became believers. Finally those who had come from Jerusalem suggested that Paul and Barnabas and some others go up to Jerusalem to discuss the matter with the apostles and elders. They took with them the following letter: “Greetings from the apostles and elders, your brothers, to the believers of non-Jewish birth in Antioch, Syria and Cilicia. We have heard that some persons from among us have worried you with their discussions and troubled your peace of mind. They were not appointed by us. But now, it has seemed right to us in an assembly, to choose representatives and to send them to you, along with our beloved Barnabas and Paul, who have dedicated their lives to the service of our Lord Jesus Christ. We send you then Judas and Silas who themselves will give you these instructions by word of mouth. “We, with the Holy Spirit, have decided not to put any other burden on you except what is necessary: You are to abstain from blood from the meat of strangled animals and from prohibited marriages. If you keep yourselves from these, you will do well. Farewell.” 2nd Reading: Rev 21:10-14, 22-23 The angel took me up in a spiritual vision to a very high mountain and he showed me the holy city of Jerusalem, coming down out of heaven from God. It shines with the glory of God, like a precious jewel with the color of crystal-clear jasper. Its wall, large and high, has twelve gates; stationed at them are twelve angels. Over the gates are written the names of the twelve tribes of the sons of Israel. Three gates face the east; three gates face the north; three gates face the south and three face the west. The city wall stands on twelve foundation stones on which are written the names of the twelve apostles of the Lamb. I saw no temple in the city for the Lord God, Master of the universe, and the Lamb are themselves its temple. The city has no need of the light of the sun or the moon, since God’s Glory is its light and the Lamb is its lamp. Gospel: Jn 14:23-29 Jesus said to his disciples, “If anyone loves me, he will keep my word and my Father will love him; and we will come to him and make a room in his home. But if anyone does not love me, he will not keep my words, and these words that you hear are not mine but the Father’s who sent me. “I told you all these while I was still with you. From now on the Helper, the Holy Spirit whom the Father will send in my name, will teach you all things and remind you of all that I told you. “Peace be with you; I give you my peace. Not as the world gives peace do I give it to you. Do not be troubled; do not be afraid. You heard me say: ‘I am going away, but I am coming to you.’ If you loved me, you would be glad that I go to the Father, for the Father is greater than I. I have told you this now before it takes place, so that when it does happen you may believe.” Reflections “Those who love me will obey my teaching. My Father will love them and my Father and I wil come to them and live with them.” To be steeped in the words and heart of Jesus is to be steeped in the will of God. After that, I’m not confused anymore about what to do or how to live. Then life simply becomes an enterprise of equally holy parts. (Daily Gospel 2010, CLARETIAN PUBLICATIONS)

OFW FAMILIES SPENDING LESS ON FOOD, MORE ON HEALTH - ADB STUDY BY JEREMAIAH M. OPINIANO OFW Journalism Consortium MANILA—MORE families of overseas Filipino workers are spending less on food and more on health, a study by the Asian Development Bank revealed. Using econometric estimations, Filipino Alvin Ang, Indian Shikha Jha, and Indonesian Guntur Sugiyarto noted that the percentage share of expenditures of migrant households to food went down slightly, from 44.9 percent in 2000 to 43.3 percent in 2006. But expenditures to health are increasing (from 2.3 percent in 2000 to three percent) while allocations for durables are steady (2.2 percent in 2000, 2.2 in 2006). Remittances “do not have a significant influence on other items of expenditure, particularly investment spending on education, health care, and durable goods,” said the authors of “Remittances and House-

hold Behavior in the Philippines.” Whether it’s a crisis year or not, Ang told the OFW Journalism Consortium that the share of spending for food by households in the Philippines receiving remittances is lower even with rising remittances. Some 18.05 percent of all Filipino households received cash from abroad in the year 2000, ADB estimations show. This figure rose to 20.72 percent in 2003 and 23.3 percent in 2006. “[This is] because these families are getting increased incomes, and also spend on other items,” said Ang who also teaches economics at the University of Santo Tomas. Hence, Ang and his colleagues concluded in the paper, there’s no evidence consumption is being fueled solely by remittances. This view douses the oftquoted analysts’ view that prompted property developers,

telecommunication companies, insurance firms, and shopping malls to chase the money of overseas Filipinos. Not even billions of dollars coming from over eight million Filipinos overseas can provide clear proof remittances have been stirring domestic demand in sectors such as education, health care, and durable goods. “[Our] analysis…does not support evidence of remittances contributing toward rebalancing growth by creating domestic demand, except for food.” Spend THE ADB paper is among the first papers to precisely show how OFWs and their households spend their remittances, even as previous studies have observed that overseas Filipinos spend their remittances on “conspicuous consumption” or “unproductive expenses”. The authors analyzed data

from the 2000, 2003, and 2006 Family Income and Expenditures Survey (FIES) of the National Statistics Office, and looked at the income and expenditures of both migrant and non-migrant households. The data used were prior to the global economic crisis of 2008 since government has yet to process the FIES of 2009. Ang, however, said it does not matter whether there is a crisis or not. “The same remittance economy is affected.” If the 2009 FIES data would be available at the least by 2011, Ang himself said he would be interested to determine if the “shock event” called the global economic crisis “would have stopped or diminished the expenditures of migrant households on certain items”. Still, the authors said their conclusion on remittances and domestic demand wasn’t definitive.#.

WITH THIS MLE TURN... (From page 2) of these publications but this is not concern of this paper at this time. Nakem Conferences could not be vague with the need for an education that is geared towards gender equality. While the issue of gender equality takes as a subtext the issue of patriarchal privileges, our people are not blind to the immediacy of responding to inequalities resulting from these privileges. We have not succeeded in all respects and that we need to educate ourselves further along these

lines. But given the right mix of motivations and incentives such as the learning environment, we will evolve a fairer and more just society for our people. Our language, certainly, is not pure but polluted as every language is, but the fact that it accords respect for varieties of gender, for the equality of the sexes, and for the recognition of the virtue of acceptance and tolerance— this is enough data to make us proceed with our reading of this world of gender parity.
