There was no alarming or particularly exciting event during the last six months. 15 workshops were organized during this period bringing 314 academics to Oñati. In addition 67 participants attended the summer course on “domestic violence” (kindly and competently organised by Encarna Bodelón and Manolo Calvo). 18 visitors came to study in the library and were hosted in the residence. 20 students from 14 different countries started the Master course.

Durante los últimos seis meses no se ha producido ningún acontecimiento alarmante. Durante este periodo se han organizado 15 talleres, que han traído hasta Oñati a 314 académicos. Además, 67 participantes asistieron al curso de verano sobre “Violencia doméstica” (organizado con amabilidad y eficiencia por Encarna Bodelón y Manolo Calvo). 18 visitantes vinieron a estudiar a la biblioteca y se alojaron en la residencia. Son 20 estudiantes, pertenecientes a 14 países diferentes, los que han iniciado el curso del Master.

Our email server’s frequent unreliability may be due to its enormous workload when newsletter, programs, papers, applications and cancellations are sent back and forth around the world. We take it as a reward for our recent efforts in improving our internet profile that a hacker chose precisely our website to deliver his political message against President Bush. Since this happened in August it was shown undisturbed for a couple of weeks and prevented the socio-legal community to access our webpage.

La frecuente indisponibilidad de nuestro servidor de correo electrónico puede deberse a la enorme sobrecarga que supone el envío y tránsito por todo el mundo del boletín informativo, así como de programas, ponencias, solicitudes y cancelaciones. Consideramos que la recompensa por nuestros recientes esfuerzos por mejorar nuestro perfil en Internet ha sido el que un pirata informático haya elegido precisamente nuestra página web para transmitir su mensaje político contra el Presidente Bush. Al ocurrir en agosto, dicha interferencia apareció sin problemas durante un par de semanas, impidiendo que la comunidad socio-jurídica pudiese acceder a nuestra página web.

The position of the Institute in a global context has been strengthened by a recent and still ongoing debate about ways of further integrating socio-legal communities around the world. One proposition is the creation of an International Law & Society Association, another one the building of regional networks with or without the support of the RCSL. In all those options the Oñati Institute will have an important role to play since no other institution has such a global reach and is so unsuspicious of hegemonic intentions. The IISL integrates socio-legal communities by choosing scientific directors from different cultural backgrounds, by attracting students from (by now) 43 countries and professors from 32 countries. The library still has a predominantly western collection but is prepared and keen to acquire non-western publications. Workshop participants from poor countries (as defined by the International Sociological Association) get travel grants from the Institute’s budget. In addition the Institute offers residence grants in order to enable researchers with insufficient economic resources to use the library. Regarding the strengthening of regional integration the forthcoming First European Socio-Legal Conference (July 6-8, 2005) to be organised at Oñati will hopefully lead to new forms of cooperation within a European network and to the emergence of a European identity in socio-legal studies. Finally, good news from the Board of the IISL: Joxerramon Bengoetxea was elected as my successor (from September 2005August 2007).

La posición del Instituto en un contexto global se ha reforzado con el reciente y siempre actual debate sobre el mejor modo de integrar a las comunidades socio-jurídicas del mundo. Una propuesta es la creación de una Asociación Internacional de Derecho y Sociedad, otra sería la creación de redes regionales con o sin el apoyo del RCSL. En todas esas opciones, el Instituto de Oñati habrá de jugar un papel importante, ya que ninguna otra institución tiene un alcance tan global y es tan poco sospechosa de intenciones hegemónicas. El IISJ integra a las comunidades socio-jurídicas eligiendo a directores científicos procedentes de diferentes culturas, atrayendo estudiantes de (hasta ahora) 43 países y profesores de 32 países distintos. La biblioteca sigue albergando una colección predominantemente occidental, pero está preparada y deseosa de adquirir publicaciones no occidentales. Los participantes en los seminarios procedentes de países pobres (según la definición de la Asociación Internacional de Sociología) reciben becas para viajes que salen del presupuesto del Instituto. Además, el Instituto ofrece becas de residencia para permitir el uso de la biblioteca a investigadores con recursos económicos insuficientes. En lo referente al reforzamiento de la integración regional, esperamos que la Primera Conferencia Socio-jurídica Europea (6-8 de julio de 2005) que se organizará en Oñati conduzca al establecimiento de nuevas formas de cooperación dentro de una red europea y a una identidad europea en el ámbito de los estudios socio-jurídicos. Finalmente, buenas noticias de la reunión del Consejo Rector del IISJ: Joxerramon Bengoetxea ha sido elegido como mi sucesor (septiembre del 2005 – agosto del 2007)

Azken sei hilabeteetan ez da ezer kezkagarririk gertatu. Denboraldi honetan zehar 15 tailer antolatu dira eta, ondorioz, 314 akademiko etorri dira Oñatira. Horrez gain, 67 pertsonak parte hartu zuten “Etxeko indarkeria” izeneko udako ikastaroan (Encarna Bodelón andreak eta Manolo Calvo jaunak adeitasunez eta eraginkortasunez antolatu zuten ikastaroan, alegia). 18 bisitari liburutegira joan ziren ikastera eta egoitzan hartu zuten ostatu. Bestalde, 14 herrialde ezberdinetako 20 ikaslek hasi dute masterra.

Au cours des six derniers mois aucun évènement alarmant n’a été signalé. Durant cette période, 15 ateliers ont été organisés, qui ont réuni à Oñati plus de 314 universitaires. De plus, 67 participants ont assisté au cours d’été sur la “Violence domestique” (organisé avec force amabilité et diligence par Encarna Bodelón et Manolo Calvo). 18 chercheurs sont venus étudier à la bibliothèque et ont logé à la résidence. 20 étudiants, provenant de 14 pays différents, ont commencé cette année les cours du Master.

Cet incident s’étant produit en août, l’interférence est apparue sur le site pendant deux semaines et a empêché la communauté socio-juridique d’y accéder.

La position de l’Institut dans le contexte global s’est renforcée grâce au récent débat (toujours ouvert, d’ailleurs) sur la meilleure manière d’intégrer les communautés socio-juridiques du monde. Une des propositions est la création d’une Association Internationale de Droit et Société, une autre la mise en place de réseaux régionaux avec ou sans l’appui du RCSL. Quelle que soit l’option retenue, l’Institut d’Oñati sera amené à jouer un rôle important, car aucune autre institution n’a une portée aussi globale et ne pourrait être moins suspectée d’intentions hégémoniques. L’IISJ intègre les communautés socio-juridiques en choisissant des directeurs scientifiques issus de différentes cultures, en attirant des étudiants de 43 pays (pour l’instant) et des professeurs de 32 pays différents. La bibliothèque abrite certes à ce jour une collection éminemment occidentale, mais elle est prête et désireuse d’acquérir des publications non occidentales. Les participants des séminaires originaires de pays pauvres (d’après la définition de l’Association Internationale de Sociologie) reçoivent des bourses de voyage provenant du budget de l’Institut. De plus, l’Institut offre également des bourses d’hébergement afin de permettre l’utilisation de la bibliothèque aux chercheurs ayant des ressources financières insuffisantes. En ce qui concerne le renforcement de l’intégration régionale, nous espérons que la Première Conférence Socio-juridique Européenne (6-8 juillet 2005) qui sera organisée à Oñati, conduira à l’établissement de nouvelles formes de coopération au sein d’un réseau européen, ainsi qu’à une véritable identité européenne dans le domaine des études socio-juridiques.

The 2004/5 Master’s programme is under way and seems – according to the student evaluations – particularly successful. We want to express our gratitude to our faculty for their kindness and high motivation in teaching the following courses: CLASSICAL SOCIOLOGICAL THEORIES Roger Cotterrell is Professor of Legal Theory at Queen Mary and Westfield College, University of London. What a privilege it is to have been able to teach the excellent students which the IISL attracts and to have an association with this unique institution of higher education and research devoted to the great field of sociology of law. I am very aware that it is through the vision of people like Volkmar, Andre-Jean and others, whom I greatly enjoy spending time with at Onati and elsewhere, that the IISL exists. Combine both events: European Socio-Legal Conference in Oñati (July 6-8, 2005) and RCSL Annual Meeting in Paris (July 11-13, 2005)! Anne Boigeol and Lawrence Friedman let us know that the RCSL 2005 meeting will take place in Paris, 11 to 13 July, 2005; it will be a joint meeting with the national equivalent of the RCSL (Réseau thématique sociologie du droit de l’Association française de sociologie) and with the European Network on Law and Society (RED&S). The general but not exclusive topic will be: Law and Justice beyond the borders (Droit et Justice au delà des frontières). We have coordinated the timing of these two events from the very beginning and believe in their complementarity. Since Oñati and Paris are relatively close (half a day by train) both meetings could be attended consecutively. The weekend in between could even be used for visiting one of Spain’s most famous attractions: the running of the bulls in the Sanfermines festival in Pamplona. If participants first travel to Oñati they could take advantage of very inexpensive flights (also one-way) to the Bilbao Airport from other Spanish as well as English, German and Italian airports.

DH, Curso de Derechos Humanos por Internet La Fundación Asmoz de Eusko Ikaskuntza y el Departamento de Derecho Constitucional, Administrativo y Filosofía del Derecho de la UPV/EHU, bajo la dirección de Francisco Javier Caballero Harriet, Catedrático de Filosofía del Derecho de la UPV/EHU y Andrés Krakenberger Larsson, activista de Derechos Humanos y Ex-Presidente de la Sección Española de Amnistía Internacional han organizado la 1ª edición del Curso de Derechos Humanos a través de Internet. El objetivo primordial de este curso de 250 horas de duración es el de formar a abogados, alumnos de últimos años de carrera de Derecho, miembros de ONGs y personas en general interesadas en contar con conocimientos prácticos de defensa de los Derechos Humanos. Se señalarán las técnicas orientadas hacia el esclarecimiento y, en la medida de lo posible, hacia la reparación de situaciones de vulneración de Derechos Humanos tanto en el plano de la casuística como en los ámbitos legislativo o social.

El curso se divide en una serie de módulos que consisten en una lección redactada por el profesor responsable, haciendo hincapié a los casos prácticos al hilo de cada capítulo. La evaluación será continua: se deberán resolver los ejercicios prácticos de cada módulo y participar en los seminarios o foros de debate que se plantean durante el curso. Al finalizar con el estudio de los módulos, se deberá realizar un examen final. Para todo ello, el alumno accederá mediante una clave personal a la página-web del curso, donde podrá consultar el material adicional que contenga cada lección, plantear sus dudas al responsable de área, participar en debates, acceder a los ejercicios prácticos y mantener un contacto personalizado con la secretaría. EUROPEAN WAYS OF LAW First European Socio-Legal Conference to be held in Oñati – July 6-8, 2005 The title of this conference assumes special European characteristics not only – which is obvious – of law in the books but also of law in action. Styles of regulation, styles of adjudication, the role of the state, as well as legal cultural behaviour may differ considerably from the American way of law or from socio-legal particularities in other world regions. The purpose of the conference is a broad view of the socio-legal enterprise to include law’s relations with all the social sciences; a multi-cultural outlook, a strong focus on attracting young researchers and enabling them to meet like-minded scholars, and a contribution to a real strengthening of European identity in socio-legal studies. The emphasis on Europe will be strong but not exclusive: comparisons with non-European legal cultures are welcome and submissions on law and society topics unrelated to the general theme will also be considered. The event will be richer if participants are free to propose papers on topics that go beyond the conference theme and present possibly unexpected developments. Although the official language will be English, sessions may be held in other European languages if a sufficiently large audience can be expected (the papers presented will have to provide an English summary).

Interview with Prof. Kuk-Woon Lee In July 2004 Prof. Kuk-Woon Lee, Handong University travelled with his son all the way from Korea to spend a week in Oñati. He worked in the library and discussed future cooperation with the IISL. Q. What is the situation of the Sociology of Law in South Korea? A. There have been some Korean legal scholars who were interested in Sociology of Law until 1960´s. Some classic books of Sociology of Law were translated by them. In 1970´s, some young law professors who had turned back to Korea after studying abroad proclaimed the importance of sociological approach in both of research and education. They introduced the legacy of western classical sociology of law and also tried to research Korean society from that perspectives. Some of them published a certain number of text books named usually ´Law and Society´ or ´Sociology of Law–An Introduction´. The most important contribution of them was to produce a certain number of young scholars who identified themselves as sociologists of law, even though they had to teach the other typical legal subjects like constitutional law in the college of law they belonged to. By these young scholars, a kind of sociological movement in law was (re)started in Korea. They organized some academic circles and published academic reviews like ´Law and Society´ and ´Democratic Legal Science´, which were relatively critical to the context of Korean Law. Definitely, they have been the energy and impetus of the social and legal reform in Korea since the late 1980´s. One of the major topics in last decade was whether Korea introduce the socalled American style professional and graduate law school or not. Some of the Korean Sociologists of Law have had very important roles in the discourse of legal education reform. Comparing to the 1980´s when the Korean society as a whole was so much interested in social science, the situation of the Sociology of Law in Korea right now is not so much better. Most of the legal curricula have Sociology of Law as a key component of the basic foundation of legal science with Philosophy of Law and History of Law. But the passion and enthusiasm of the students is not as it was in 1980´s.

First of all, you should keep in mind that Onati is too far away from Korea. Can you believe that I flew almost two whole days to get here. Inspite of the long distance, there are certain number of Korean scholars who regularly attend at the LSA and/or LSARCSL joint meeting. I think that some of them are very interested in the association of Sociologist of Law in Europe and coming here to have a real academic talk with their vocational partners. So, I guess, the 1st European Conference of the Sociology of Law held in IISL could be a good chance for cooperation between the socio-legal people of the East and West edges of the old continent. In recent years, there is a boom of comparative study of law among the far eastern countries law professors. This trend could be a good reason for the East Asian Sociologists of Law to be cooperative with their European friends, I guess. As you learned something from US people for the integration of Europe, we could (or should) learn from you for our future. Q. Your son is only 8 years of age. What were his comments about this short visit? A. Actually I have two more sons (twins) and one lovely daughter. Jeong-Min(David) is the oldest. There are at least two reasons for me to accompany him here. First, I want to make a secret memory with my son at the place where his father´s being can be revealed. I want to show him the Daddy as a scholar. Until the last day of the last semester, I had been just a busy and busy chairperson of the department of law to the eyes of my son, I´m sure. Second, I had kept in mind a thought that on someday in the future my David should be in Europe and experience something different from what he used to be. In that sense, OÑATI was the best place I could have. It was a perfect journey both to me and my son.

Q. What is your particular research interest? A. I´m teaching and researching in both of the Sociology of Law and Constitutional Theory. For the former, my specific concern has been on the topic of Lawyer´s Politics and/or Lawyers Political Engagement in both of domestic and global levels. For example, I have been tracing the process of Korean legal education reform from this political point of view and participating the Judicial Watch Movement in Korea since the mid of 1990´s. For the latter, I have been very carefully watching the trend of Critical Legal Thought after the modernpostmodern debate. El proyecto de investigación que inicié el año pasado encuentra su razón de ser en el seguimiento del curso de doctorado “Empresa i Sistema penal”, coordinado interuniversitariamente por el Instituto Joan Lluís Vives. Previniendo que en este mi segundo año realizaré el primer capítulo introductorio a la tesis en torno a la construcción del nuevo Derecho penal europeo, he querido enfocar la continuación de esta primera aproximación jurídica de una manera más interdisciplinar, ya que el tema del la crisis del Derecho penal y la formulación de propuestas alternativas me lo permite. En consecuencia, me ha resultado especialmente útil contar con el acceso al fondo bibliográfico y documental del Instituto Internacional de Sociología Jurídica de Oñati. Como escenario incomparable, los paisajes de este pueblo guipuzcoano, su gente amable y el intercambio de impresiones con el resto de compañeros investigadores en la Residencia han conseguido crear el ambiente más que propicio para empezar a enfocar las conclusiones de una tesis cuya segunda y singular parte se habrá gestado aquí. El objetivo principal de esta estancia de investigación, es la de contar con el espacio idoneo que permita una dedicación plena al desahogo de la tesis doctoral. En tal sentido, encuentro dos razones fundamentales para elegir Oñati; la primera se debe a la posibilidad de explotar intensivamente el acervo que sobre mi temática existe en el centro de documentación del Instituto; así como la oportunidad de poder intercambiar ideas y recoger sugerencias en torno al diseño de la investigación, el tópico y la metodología empleada para la construcción de datos, tanto con los profesores que integran el curso del master como los distintos investigadores y alumnos que, a lo largo de mi estancia, tenga oportunidad de contactar. En cuanto al proyecto de investigación, este abreva de la tradición de la sociología jurídica de corte empírico. A tal fin me sirvo de una mixtura metodológica que incorpora la construcción y análisis de datos desde la doble vertiente que ofrecen los enfoques cualitativo y cuantitativo. En tal sentido herramientas etnográficas como la entrevista y la observación participativa, conviven con el uso de programas informáticos de estadística textual, lo que en conjunto me permitira construir un texto de mayor solidez científica. 9

My main interest has been on a case study involving the role of the roots movement of workers or citzen, in their capability to mobilize collective action. The result of this research was very interesting, in particularly concerning the literature of health and safety and environment crimes. AMEDEO COTTINO University of Turin (Italy) 17 – 24 July 2004 As planned, I went through the most recent literature on the main theme of my coming book on white collar crime: culture and/of violence. The “catch” was bigger than expected. Eventually it confirmed that I am on the right track. FRANCO PRINA University of Turin (Italy) 17 – 24 July 2004 La visite à l’IISJ m’a permis de poursuivre mes recherches sur le rapport entre attitudes vers les normes (formées dans le processus de socialisation), perception de légalité et illégalité, comportements déviants parmi les adoléscents de différentes cultures qui sont “traités” par la justice pénale. En particulier je me suis concentré sur les notions de légalillégal, de justice, de sanction dans la culture de l’ISLAM, pour l’intérêt vers les jeunes marocains immigrés en Italie, souvent impliqués dans des parcours de délinquance. RAUL RUIZ CALLADO Universidad de Alicante (España) 4 – 12 Septiembre 2004 Durante estos días de estancia en el Instituto Internacional de Sociología Jurídica (IISJ) de Oñati he recabado información y he consultado bibliografía necesaria para la tesis doctoral que estoy realizando sobre los movimientos migratorios en las sociedades del sur de la Unión Europea, más concretamente en lo referente a ciudadanía multicultural, integración, identidad grupal y, especialmente, pluralismo normativo respecto al tratamiento de la inmigración. En el IISJ he disfrutado de una magnífica biblioteca, con sus estupendos recursos tanto materiales como humanos que han hecho fácil y agradable mi labor de investigación en este tiempo. Tanto el entorno en el que está radicado el Instituto como las infraestructuras del mismo propician inigualablemente el estudio, la lectura y la reflexión. CHIBA-OÑATI PROGRAMME

El Instituto Internacional de Sociología Jurídica de Oñati (IISJ) dispone de un Fondo Masaji Chiba. En palabras del donante, el dinero debe ir destiando a “ayudar al estudio socio-jurídico del derecho no occidental, incluyendo el derecho indígena de los pueblos occidentales, así como los estudios de jóvenes becarios no occidentales”.

The Masaji Chiba Fund has been established at the International Institute for the Sociology of Law (IISL) in Oñati. In the words of the donor the money is to be used “to help the social scientific study of non-Western peoples, including indigenous law among Western peoples, and studies by non-Western young scholars”.

CHIJIOKE NWANKWO CHIBA GRANT 2004 We live in the age of legislations. At every level of human and political organisation-local, municipal, state, national and international-, we are assailed by scores of laws seeking to guide our actions and direct us aright. I have always been fascinated by legislations. In my work as a lawyer in Nigeria, I utilised the framework of legislations and due process in handling the cases of clients. In that setting, it was always to insist that a certain provision of a particular legislation afforded protection to a client, or that it ought to be invoked to safeguard his interests. It was, in summary, an effort down the road to legalism. But, increasingly, it became clear that despite the presence of express provisions in existing legislations, the obtainable practices are ways and miles away from those provisions. This situation triggered off my interest in studying the divergence between the intendment of legislations and the normative practices observable in places where they have been imposed. The impact of legislations is of concern to legal sociologists. The discrepancy between the law in the books and the law in action which Ehrlich´s pioneering work postulated is of great interest to me. Nowhere is this scenario noticeable as in colonised societies. In Nigeria, there are many forms and systems of law which coagulate to make up the Nigerian legal system. The complex interaction of these diverse systems of law which function, simultaneously, presents a classic paradigm of legal pluralism. The Chiba grant has made it possible for me to engage in a practical study intended to examine the distance between legislations and the prevalent normative practices which make up our daily life. I chose to study the impact of laws and judicial decisions on the existence,

scope and application of customary law in Nigeria with respect to the rights of women to inherit property as well as widowhood practices. With the logistics provided by the Chiba grant, I undertook a field study in Nigeria where I conducted interviews with women, widows, and traditional rulers. These are to form the empirical facts which will be used as a template for measuring the extent of dissonance between the existing laws and the obtainable practices. I was, also, able to trace and assemble the relevant provisions of the law which are germane to the research. I equally got decisions of the superior courts in Nigeria that dealt with the rights of women and the applicability of customary law. I am presently at Oñati. The use of the IISL library has been of tremendous assistance. I have found the relevant literature on which to situate my arguments. I am amazed to find books which are not only apt for my study but are also specific to the Igbo people of Nigeria who are the focus of this study. Bajo este título, sugerente y de absoluta actualidad, se celebraron las jornadas que, cada final de curso académico, acostumbra organizar el IISJ. Participaron 60 personas de España y América Latina. El elenco de los académicos que tomaron parte en el curso muestra la calidad del mismo. Los temas que se abordaron resultan asimismo elocuentes, y suscitaron un gran interés entre la numerosa concurrencia. Este Curso de Verano fue coordinado por los profesores Manolo Calvo y Encarna Boledón. Abrieron las jornadas la abogada María Fernández, Presidenta de la Asociación “Dones Juristes”, y Encarna Bodelón, de la Universidad Autónoma de Barcelona, con la ponencia “Análisis crítico de las prácticas jurídico-penales en materia de violencia familiar. Nuevas propuestas para el desarrollo de una política pública contra la violencia familiar”. Tamar Pitch, de la Universidad de Camerino, Italia, tomó el relevo con el tema “¿Qué seguridad para las mujeres?”. El siguiente en actuar fue Gerardo Meil, de la Universidad Autónoma de Madrid, que disertó sobre “La violencia doméstica desde la perspectiva sociológica”. Esther Vicente, de la Universidad Interamericana, Puerto Rico, habló de los

“Debates contemporáneos sobre la violencia en la pareja”, a la que siguió Angela Alemany, Abogada, Presidenta de la Asociación Mujeres Juristas “Themis”, con el tema “La violencia familiar ante la Administración de Justicia. Una aproximación crítica”. Beatriu Masià, Co-Directora del Master de Violencia Familiar de Barcelona, disertó sobre “Y por qué no preguntamos a las mujeres maltratadas sobre sus necesidades. Una reflexión sobre las intervenciones en violencia de género”. Alda Facio, Programa Mujer, Justicia y Género, del ILANUD (Instituto Latinoamericano de las Naciones Unidas para la Prevención del Delito), presentó el tema de “Los Derechos de las mujeres no son opcionales. La CEDAW y su protocolo”. Arantza Campos, de la Universidad del País Vasco, habló de la “Violencia de género. Una perspectiva desde Euskal Herria”. Inmaculada Montalbán Huertas, magistrado, experta del Observatorio contra la Violencia Doméstica y de Género del Consejo General del Poder Judicial, se encargó de clausurar el Curso con su ponencia “Objetivos del Observatorio contra la Violencia Doméstica y de Género. Registro Central de medidas cautelares y órdenes de protección”.

A new book has recently appeared, AFTER NATIONAL DEMOCRACY. RIGHTS, LAW AND POWER IN AMERICA AND THE NEW EUROPE, edited by Lars Trägardh. The “imagined community” of the nation, which served as the affective basis for the post-French Revolution social contract, as well as its institutional counter-part, the welfare state, is currently under great stress as states lose control over what once was referred to as the “national economy”. In this book a number of authors – historians, legal scholars, political theorists – consider the fate of national democracy in the age of globalisation. In particular, the authors ask whether the order of European nation-states, with its emphasis on substantive democracy, is now, in the guise of the European Union, giving way to a more loosely constructed, often federalised system of procedural republics (partly constructed in the image of the United States).

Dentro de este último semestre se ha publicado el último libro de la Colección Oñati: Derecho y Sociedad, con el título de LA RELACIÓN SEGURIDAD-INSEGURIDAD EN CENTROS URBANOS DE EUROPA Y AMERICA LATINA, coordinado por Ignacio Muñagorri y Juan Pegoraro.

Just when this Newsletter is being edited, Hart announces the publication of a new book of the IISL Series: HEALING THE WOUNDS, edited by MarieClaire Foblets and Trutz von Trotha. The book examines the various paths to peace and reconciliation in low intensive conflicts.

Cuando este Boletín Informativo llegue a sus manos estará a punto de aparecer un nuevo libro de la colección publicada en Madrid por Dykinson. El título es CIUDADANÍA Y COSTOS SOCIALES. LOS NUEVOS MARCOS DE REGULACIÓN, y sus coordinadoras, M. Susana Bonetto y M. Teresa Piñero.

El tratamiento de las cuestiones sobre “seguridadinseguridad” ha ido privilegiando determinados objetos de estudio, como son la institución policial y la institución carcelaria. La propuesta de las jornadas que han dado origen al libro pretendía diversificar las direcciones en los estudios abarcando los múltiples rostros del problema. Era preciso abordar cuestiones como la emigración, las políticas de seguridad en relación a jóvenes y adolescentes, o la seguridad en ciudades y en marcos supranacionales.
