Welcome to the 4th Issue of the ‘THE ELECTRICAL ENGINEER MAGAZINE’ for 2010 with the theme, “IIEE Leading in Green Energy Solutions to Climate Change”. 2010 brought valuable success to the Institute because of the dedication and support exhibited by the National Officers, Regional Governors and Chapter Officers under the leadership of our 2010 National President, Engr. Gregorio Y. Guevarra. The four issues of the Electrical Engineer Magazine in 2010 document the events and activities that transpired during the year. I would like to express my profound gratitude for the efforts of all the contributors and supporters of ‘The Electrical Engineer Magazine”, especially the members of our Publications Committee headed by Engr. Nick Balderama. We extend our warmest congratulations to the new set of 2011 National Officers, Regional Governors and Chapter Officers. Fourth Quarter 2010 PRESIDENT’S REPORT
Engr. Gregorio Y. Guevarra, PEE The Institute is now heading towards the 4th Quarter guided by its 2010 theme, “IIEE Leading in Green Energy Solutions to Climate Change”. Because of the accomplishments of its different committees and working officers and members, the 4th quarter was an eventful time in the Institute. 1. Membership Benefits The Institute aims to provide further benefits to its members. In line with this, the 2010 Board of Governors approved the IIEE Membership Card as privilege card for the new and interested IIEE members. This IIEE Membership card covers accidental and death benefits for the members of the Institute. The Institute, through the Vice President for Technical Affairs, Engr. Jules S. Alcantara already purchased technical books for the existing IIEE Library located at the 2nd floor of the IIEE National Headquarters. These books will provide additional reference materials that maybe needed by its members. Starting March 2010, the Institute brought the membership staff, together with the ID Making Machine to every regional conference to provide assistance to members from the region in their IIEE membership and PRC renewal.
2. Ratification of the Amended IIEE ByLaws The Institute approved the proposed amendments to the IIEE By-laws as drafted by the 2009 Ad Hoc Committee chaired by Hon. Francis V. Mapile. The
proposed amended sections were published in the first two issues of the 'The Electrical Engineer Magazine in 2010. The campaign for proxy voting was promoted in every regional conference and in every Chapter President's Meeting. As of November 2010, the Institute has gathered more than 3000 of proxy votes. We look forward to the final ratification by midyear of 2011, which will be held in Visayas.
3. Review of the Provisions of RA 7920 The existing provisions of RA 7920, known as 'The New Electrical Engineering Law' was reviewed by the Legislation and Legal Affairs Committee (LELAC) during several meetings conducted in the past quarters. The IIEE Council of Former President, chaired by Engr. Antonio S. Herrera, Jr., conducted a Forum on the revisions to RA 7920 last July 31, 2010 at the IIEE National Office. It was attended by the IIEE Incumbent officers, CFP members, Board of Electrical Engineering (BEE), Legal and Legislative Affairs Committee (LELAC), IIEE Legal Counsel and the members of the Academe. The final draft was presented by the members of the LELAC chaired by Engr. Emil Marabulas to the 2010 Board of Governors during the 10th Regular Board Meeting in Cebu.

4. Continuing Program on the Accuracy of Membership Database This is a continuing thrust of the Institute since the previous year’s administration. Each regional governor was given a hard copy of membership application form of their respective members from the regions. This aims to verify and harmonize the membership database of the Chapters with the existing membership database of the IIEE National Office. The regional governors were tasked to report the updated database of their chapter. 5. Building A Strong Relationship with Government, Private Industry Partners and other Accredited Professional Organization The Institute entered into several partnerships with government agencies and private sector and other professional organizations.

Corporate Social Responsibility with Focus on Environmental Protection The Institute is known not only for providing quality and excellent services in the electrical industry but also for its well formulated and implemented plans and programs to serve the general public through various social civic activities. Several activities in line with the 2010 theme were conducted by the chapters under the leadership of the 2010 Regional Governors and Chapter Officers.
The 2009 Edition of PEC 1 was published during the first quarter of the year and is already available in the IIEE National Office.
7. Training of Future Leaders Through the Council of Student Chapters
10. Program to Encourage Registered Electrical Engineers to become Professional Electrical Engineers
The Institute believes that strong student chapters will pave the way for a stronger future foundation of the Institute. The Council of Student Chapters Batch 24 conducted the following activities concerning with student development. a. 11th Annual National Student Convention on February 17- 19, 2010 at the Technological Institute of the Philippines, Manila. b. CSC Batch 24 Workshop last May 14-16, 2010 at Engr. Tomas Mulingbayan's Place in Nasugbo Batangas. c. Regional Student Conference, 24th Regional Quiz Show and 10th Regional Math Wizard on September 24-26, 2010.
8. Implementation of the Initial Phase for the Construction of the IIEE Training and Testing Center The Institute Ad Hoc Committee on New Building chaired by the Immediate Former President, Engr. Arthur N. Escalante held several meetings with regards to the initial phase for the construction of the IIEE Training and Testing Center. The final draft of the architectural and engineering drawings were presented and approved during the 11th ExCom meeting. The comments and suggestions of the members of the ExCom were subsequently included by Arch. Fernando L. Santos on the final draft.
9. Information Campaign for the Implementation of the revised provisions of PEC 1 2009 Edition In the past regional conferences, the revised provisions of PEC 1 2009 Edition became an integral part of technical sessions and seminars for the information of the general membership.
The Board of Electrical Engineering (BEE) encouraged the Registered Electrical Engineers (REE) to become Professional Electrical Engineers. The topic on 'How to Become A Professional Electrical Engineers' was included in the Institute's technical sessions during the regional conferences and conventions for further information of the general membership. As of September 2010, the Institute has a total of 1744 Professional Electrical Engineers.

The 2010 National Mid-Year Convention and General Membership Meeting
(a) (iii), Art. III of RA 7920. The section stipulates the issuance of special permits to foreign electrical engineers and for other purposes. The Board Resolution No. 3 Series of 2010 pertains to the adoption of the new PRC BEE logo. Both resolutions were published in the Philippine Star on March 10, 2010. The first 2010 Registered Electrical Engineer and Registered Master Electrician Licensure Examination were held last May 25-27, 2010 in Manila, Baguio, Cagayan De Oro, Cebu, Davao, Iloilo and Legazpi. The second licensure examination for Electrical Engineering was held last September 11-12, 2010. This year’s PRC Deputation program was again revived. Visitations to various establishments were conducted during the Regional Conferences held in Roxas City and Cebu.

IIEE Scholarship Program
The Professional Regulation Commission (PRC) and Philippine Association of Professional Regulatory Boards (PAPRB) conducted the Awarding Ceremonies for the 2010 outstanding professionals and outstanding accredited professional organization last June 18, 2010 at the Fiesta Pavillion, Manila Hotel.
The IIEE Scholarship Committee chaired by Engr. Larry C. Cruz recommended nine (9) scholars for approval of the 2010 Board of Governors.
Engr. Rodolfo R. Peñalosa, Former Board of Electrical Engineering Chairman, was chosen as the 2010 Most Outstanding Professional in the field of Electrical Engineering. The Institute was again one of the seven (7) nominees for the title of Most Outstanding Accredited Professional Organization (MOAPO) 2010.
For the second semester of school year 20102011, the IIEE has eight (8) poor yet deserving students taking up Bachelor of Science in Electrical Engineering under the IIEE Scholarship Program.

IIEE Baguio Benguet Chapter, host of the 2010 National Mid-Year Convention and General Membership Meeting held its Induction of 2011 Chapter Incoming Officers and Family Day last December 19, 2010 at Camp John Hay at Loakan Road, Baguio City. The event was graced by the officers and members of the chapter, which was also enthusiastically participated in by their families and relatives. Engr. Gregorio Y. Guevarra, 2010 IIEE National President and Engr. Armando R. Diaz, 2010 IIEE Vice President for Internal Affairs graced the occasion. The Induction of Chapter Officers was administered by Engr. Guevarra. Engr. Diaz commended the chapter and further encouraged the chapter officers to continue to serve the Institute and its members.

CENTRAL LAGUNA CHAPTER HOSTS 13TH J2U.2 By: Engr. Florencio D. Berenguel, Southern Luzon Regional Governor
The Central Laguna Chapter headed by its President Engr. Eduardo B. Emata, Jr. hosted the 13th and last leg of J2U.2 on December 4, 2010 at Picnic Grove Tagaytay City. It was attended by eight Chapter Presidents and officers of Region IV coming from its different chapters; Batangas, Quezon, East Laguna, Northern Laguna, Southern Laguna, Southern Cavite, Northern Cavite and Central Laguna with a total of 68 attendees, 63 members, 2 non-members and 3 students. The occasion was grace by our National Officers headed by 2010 IIEE National President Engr. Gregorio Y. Guevarra.
Jhongie D. Juance for their continuous support to the Region IV Governor’s programs and activities. The event was capped with the formal signing by Engr. EB Emata, Jr. the signature banner as proof of his commitment to the J2U.2 Program Caravan. The National Officers who witnessed the event also affixed their signatures to the J2U.2 banner as proof of their support for the activities.
The National Officers delivered their short messages and congratulated Region IV officers and members for a successful year 2010. Hon. Jaime V. Mendoza, member of the Board of Electrical Engineering, served as Technical Speaker on the topic RA 7920 (Deputation) during the J2U.2. He also served as a panelist during the open forum; particularly on the implementation of RA 7920 and for other chapter concerns such as the manpower requirements of CBK and foreign practice. The official turn-over of leadership was held as part of the year-end program. Engr. Florencio D. Berenguel, 2010 and outgoing Region IV Governor delivered his valedictory address and presented his accomplishment report. He is very proud to say that the region “MADE A DIFFERENCE IN 2010”. Proof of this are the 3 out of 4 major awards (Hall of Fame for Big Chapter Category, awarded to Northern Laguna, 2010 Most Outstanding Chapter for Big Category, awarded to Southern Cavite, and one of the Most Outstanding Governor for 2010 awarded to Engr. Florencio D. Berenguel) given to the region during the 35th ANC Annual Awards. He further extended his gratitude to the officers and members for a year of very good performance. Incoming 2011 Region IV Governor, Engr. Roselyn Rocio, received the Region IV Banner from Outgoing Governor Engr. Berenguel as a symbol of leadership in the region, during the turn over ceremonies. A Plaque of Leadership Award was also given to all outgoing Chapter Presidents of the Region for their unselfish leadership and dedication to the Institute. Also, Plaques of Recognition were given to 2010 Region IV Deputy Governor Engr. Jozane F. Jalbuena and Engr. Edgardo L. Antonio, and to 2010 Region IV Executive Secretary Engr.

CEBU CHAPTER HOSTS 11th IIEE CENTRAL-EASTERN VISAYAS REGIONAL CONFERENCE By: Engr. Nelson M. Rosales, Central-East Visayas Regional Governor
The 11th IIEE Visayas Regional Conference was successfully conducted on October 6-9, 2010 at the Waterfront Hotel, Mandaue Cebu hosted by the Cebu Chapter. The event featured different activities such as product presentations, technical sessions and exhibits. It was participated in by more than 200 delegates from the different IIEE local chapters of the region including students. The Opening Ceremonies of the convention was held on October 7, 2010. Cebu City Mayor Hon.Thadeo Z. Ouano graced the occassion as the Guest Speaker. The event became more meaningful because of the joint song number of the IIEE Hymn by the Former Presidents of the chapter. The conference featured various technical sessions where notable speakers shared their expertise in different topics such as AMPACITY Transmission Technology, Fundamental Concepts on Biogas Production, Electrical System Application in â€œGreen Buildingâ€?, Electrical Safety in Industrial Application, Philippine Distribution Code, Principles and Construction of Brushless A.C. The qualifiers of that event underwent an elimination round held last September 23-25, 2010. IIEE HOLDS 2011 PRE-PLANNING AND TURN-OVER CEREMONIES
The Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE) held its 2011 PrePlanning and Turn- over Ceremonies last December 12, 2010 at Quezon City Sports Club, E. Rodriguez Sr., Quezon City. The pre-planning conference was held prior to the 12th Joint Board Meeting of the Incumbent and Incoming IIEE Board of Governors. Engr. Armando R. Diaz, Vice President for Internal Affairs and Incoming 2011 National President presented his four-point plans and objectives under his administration. The IIEE National Officers and Board of Governors discussed the possible theme for the 2011 that will emphasize and focus on the mission of the electrical practitioners in the modern day. After the discussions and brainstorming, the Board came up with a theme, “Economic Development through Clean and Affordable Electricity”. The chosen theme implies the action of the Institute in sustaining further development of the economy through an environmental-friendly and affordable electricity. The Turn-Over Ceremony was held on the night of December 12 at Pugad Lawin (Main Dining) of QCSC. It was started with a thanksgiving mass celebrated by Father Glenn Gomez.

The turn-over ceremonies was attended by the IIEE Former Presidents, Ladies Auxiliary, Board of Governors and Committee Officers. Engr. Gregorio Y. Guevarra, 2010 IIEE National President gave his valedictory speech before the IIEE Officers and Staff. He extended his warmest appreciation to all the 2010 Board of Governors, IIEE Committee Officers and staff who exerted all their efforts towards the success of his plans and programs in 2010. After his valuable speech, Engr. Guevarra formally turned-over his position as the National President by handing over the symbols of the IIEE authority such as the gong, gavel and the IIEE Banner to Engr. Armando R. Diaz. Engr. Diaz delivered his acceptance speech before the IIEE Officers, sharing his 2011 goals for the Institute. He further gave an overview of the primary thrust of the Institute for 2011. Engr. Jules S. Alcantara, Incoming VP for Internal Affairs led the officers in singing the ‘Auld Lang Syne’ as the unusual closing remarks for the TurnOver Ceremonies. Part of the turn-over ceremonies was the 2010 IIEE Officer’s Christmas Party. The atmosphere was livened up by the invited band and special numbers from the IIEE Staff.

The four-day event became more meaningful because of the special participation of the Asean Federation of Electrical Engineering Contractors – Federation of Asian and Pacific Electrical Contractors Association Conference (AFEEC-FAPECA) 2010. Almost 2,500 electrical practitioners coming from the different chapters of the Institute gathered in one venue to upgrade their knowledge through the activities in this year’s Annual Convention. The IIEE National Officers, Board of Governors and Committee Officers witnessed the formal opening. It was also participated in by the foreign delegation of AFEECFAPECA, headed by its President, Mr. Sopon Laosuwan of Thailand. Hon. Cristino Panlilio, Department of Trade and Industry Undersecretary for Investment and Industry Group and the Managing Head of the Board of Investments graced the occasion as the Keynote Speaker. Mr. Sopon Laosuwan also gave his short message as the Guest Speaker of the ceremonies. PLANT TOUR This year’s plant tour was held in Wartsila Subic on November 24, 2010. It was participated in by thirtyfour (34) delegates from the convention. Aside from the plant tour, the committee also arranged an eco tour to Anawangin Cove in Zambales. OPENING OF THE CONVENTION The 35th Annual National Convention was formally opened on November 26. It was graced by the delegations from AFEEC-FAPECA represented by its National President Mr. Sopon Laosuwan, the Council of Former Presidents, IIEE Committee Officers and the members of the Institute. Hon. Peregrino P. Fernandez, Jr. President of Baca Valley Energy and Montalban Methane served as the Keynote Speaker. The Opening ceremonies also witnessed the Launching of IIEE Electrical Inspection Guide by the City and Municipal Electrical Engineers and Electricians (CMEEE), and the Manual on LEED Compliant Lighting System Design by Engr. Jesus Santos. Engr. Arthur N. Escalante, 2009 IIEE National President launched the IIEE Training Center and Testing Laboratory to be constructed on the vacant lot beside the existing IIEE Building. The Selection and Awards Committee conferred the 2010 Senior Grade Membership.

The forum aims to share new developments in the area of the academe among the schools and universities that offers Bachelor of Science in Electrical Engineering nationwide. One hundred twenty five (125) electrical practitioners participated in the forum.

The 2010 Most Oustanding Chapter- Overseas Category was awarded to the Central Region Chapter, Saudi Arabia (IIEE CRCSA) and the 2010 Most Outstanding ChapterBig Chapter Category went to Southern Cavite Chapter. For this year, the Selection and Awards Committee came up with the Hall of Fame for the Chapter that was awarded on three consecutive years as the Most Outstanding Chapter in all categories.The Western Region Chapter Saudi Arabia made it to the Hall of Fame-Overseas Category, for being the Most Outstanding Chapter in Overseas Category from 2007 to 2009. Furthermore, the Northern Laguna Chapter was the first Hall of Fame- Big Chapter Category after awarded as the Most Oustanding Chapter Big Category for four (4) consecutive years, from 2006 to 2009. The Closing ceremonies also witnessed the Induction of the new Chapter Officers and the Announcement and Proclamation of the 2011 Board of Governors. The Manila Electric Company (Meralco) continues on with its streak of excellence as the company received four awards for its communication initiatives and programs in the 2010 Philippine Quill Awards of the International Association of Business Communicators (IABC) Philippines. This year, Meralco’s Corporate Marketing and Communications garnered four Awards of Merit for the Communications Management and Communications Creatives Divisions. Almendras Clarifies Power Situation of the Country October 29, 2010 (Taguig City) Energy Secretary Jose Rene Almendras reacts to statements regarding the installed capacity of power plants, “I have already emphasized in various fora that it is not appropriate to use in the assessment of the power supply and demand situation the installed capacity of the plants but rather the actual available capacity which are lower than the dependable capacity. I have never said in any discussion that there is ample power supply since the first day of my assumption of office in the Energy Department.” In doing the yearly projection of the demand and supply situation for the country, he said that the DOE does not consider “rated/ maximum” capacity of a power plant. The Secretary has also stated that the previous administration’s declared dependable capacity may not be reliable, he clarifies that the dependable capacity being used in the generation expansion simulation for the Indicative Power Development Plan (PDP) being prepared by the DOE under the EPIRA environment considers other factors such as forced outage rate, planned maintenance services, and other things that will impact the availability of the power plant to produce electricity. Taking into consideration these factors, the DOE has determined that the Luzon will need at least 300 MW by 2011. Likewise, the critical power supply situations in Visayas and Mindanao in 2008 and 2009, respectively, have already been forecasted by the DOE’s PDP 2004 Update. However, the Government is constrained by the policy framework provided under the EPIRA, and that the expected timely entry of private sector in putting up new generating facilities did not materialize. Given this situation, the DOE is looking for sources which can be done quickly. Since his assumption of office, Sec. Almendras has been conducting regular meetings with relevant agencies and corporations like the NPC, PSALM, NGCP, TransCo and NEA to discuss the country’s power supply situation in the coming years as well as devise ways and means to meet the power requirements of the country. Please note that the Electric Power Industry Reform Act of 2001 (EPIRA) has made it very clear that the NPC cannot anymore incur new obligations and
www.doe.gov.ph can only generate electricity from its undisposed generating facilities. Thus, to ensure there will be adequate new generation capacities to meet the country’s projected electricity demand, there is a need to make the investment climate very attractive to prospective investors. It is worth mentioning also that there are several factors that will facilitate private sector investments in power generation such as power supply contracting, timely completion of power projects both in the transmission and power generation projects. For the years 2010-2015, there are projects that have been lined up. For 2010, we have private sector initiated power projects such as the Panay Energy Development Corporation (PEDC) at 164 MW and Cebu Energy Development Corporation (CEDC) at 164 MW for the Visayas Grid, and HEDCOR Sibulan Inc. at 42.5 MW for the Mindanao grid. This means that we will have an additional 470.5 MW of generation capacity in the country. For 2011, the last unit of CEDC’s plant with a rated capacity of 82 MW will go online, while Green Power Iloilo’s first unit with a rated capacity of 17.5 MW will be operational. Korean Electric Power Corporation (KEPCO) and Salcon Power Corporation’s (SPC) with a rated capacity of 200 MW in the Visayas grid will go online, while in the Mindanao grid, Cagayan Electric Power & Light Company, Inc.’s 8 MW Cabulig hydro electric plant will start operations. In 2013, GN Power’s 600 MW coal-fired power project will start operations. Green Power Iloilo’s second unit (17.5 MW) will become operational. For 2013, the Visayas grid will have an additional 20 MW through EDC’s Nasulo Geothermal plant. For 2014 and 2015, there will have two projects, namely: the EDC’s Mindanao Geothermal 3 (50 MW) and Green Power Samar (18 MW) in the Visayas grid. The EPIRA has mandated the DOE to ensure that sufficient and continuous power is available --- to this end, the agency is currently in talks to interested parties but this will take three to four years to build. The ‘dark ages’ that have been mentioned should, for all intents and purposes, remain in the past.

Contingencies In Effect Over Pipeline Shutdown www.doe.gov.ph
October 29, 2010 (Taguig City) Persistent oil leaks in the basement of the West Tower Condominium, located in Barangay Bangkal, Makati City, have led to the shutdown of First Philippine Industrial Corporation’s (FPIC) pipeline operations traversing the area. It is remembered that in July 12, when it was first detected, oil leaks were found in the basement of the abovementioned condominium. The Makati City government also created an inter-agency committee to investigate the source of the oil leak. FPIC is the operator of the country’s largest commercial oil pipeline that transports petroleum products from refineries in Batangas province to the Pandacan oil depot in Manila.
Junjun Binay, emphasized that the immediate solution that everyone is looking into is determining the source of a leak and stop it with finality. She also stated that Mayor Binay foresees the pipeline shutdown to last for at least seven (7) days. She added that while the shutdown may affect the price of petroleum product, market forces will determine the price. The agency has vowed that it will closely monitor the situation to ensure that supplies of petroleum products will still be available in Metro Manila and areas directly affected by the closure.
Directly affected by the shutdown are operations by Pilipinas Shell and Chevron Philippines, Inc. The pipeline shutdown will affect 50 to 60% of Chevron’s supply. Likewise, Pilipinas Shell’s supply will be affected by 60%. Chevron has presented alternatives to shipping its petroleum products. It has proposed that trucks to Batangas and Poro will serve North and South Luzon; this method will be able to serve 25 to 30% of the Pandacan volume. Chevron has also proposed the use of barges in the shipping of gasoline, kerosene, and diesel; this will serve 25 to 30% of its requirement. The oil company will face a different concern in the transport of jet fuel as this will need a dedicated barge. FPIC’s shutdown, on the other hand, will directly affect Shell’s 715 stations from regions I-IV, including Metro Manila. Shell has determined that it will use the same methodology as Chevron with the use of trucks and barges in the shipping of its petroleum products. The Department of Energy (DOE), on its part, has already requested from the Department of Transportation and Communications (DOTC) and the Metro Manila Development Authority (MMDA) assistance in lifting the truck ban in Batangas City and Metro Manila while the pipeline is nonoperational. Here are some of the buzzwords used in the electric industry which few people really understand. We would like to discuss here Smart Grid and FACTS. SMART GRID Smart Grid has no standard definition, though generally the term refers to an improved power system through the use of information via digital technology to optimize the flow and use of electricity from points of generation by power plants all the way to points of utilization by consumers. The US Energy Independence and Security Act of 2007 (EISA 2007) describes “smart grid” as a modernization of the electricity infrastructure to maintain a reliable and secure system that can meet future growth. The grid consists of the source, the consumers’ loads and the transmission / distribution systems in between. The source of electricity are the power plants that generate electricity using wind energy, biogas, nuclear fuel, coal, hydro, natural gas, diesel fuel and other sources of energy. The flow of electricity is basically done through the transmission and distribution systems. Electricity is delivered to and utilized by consumers at various lower voltage levels. The smart grid involves integrated operation of the power system from the home to the power plant. It provides the communication of information about grid conditions to system users, operators and automated devices, making it possible for generators, transmission and distribution operators and consumers to dynamically
respond to changes in grid condition and for all parties to make informed decisions for economic efficiency and system reliability. With an increasing complexity of the power system and a need for the system to be reliable, resilient and friendly to intermittent renewable energy, a Smart Grid approach that complements the traditional expansion and upgrading works of electric infrastructures significantly improves efficiency, power quality and reliability, reduces restoration times from outages and minimizes emissions adverse to the environment. Features of the smart grid include the following: (1) The technology uses sensing, measurement and control devices with two-way communications in electricity production, transmission, distribution and consumption (consumer) parts of the power grid. A smart grid has an intelligent real time monitoring and feedback system that keeps track of all electricity flowing in the system. The technology includes Net Metering System (and Smart Meters) , Variable Electricity rates (peak and off peak), Load Control Switches to control large electricity consuming devices, distribution automation and many others. (2) Smart meters, which are one small element of smart grid, provides power outage information that is timelier and more accurate than otherwise possible.

Advanced metering infrastructure enables dynamic pricing and consumer participation mechanisms. (3) Smart grid has outage detection, improved automated diagnosis of power system disturbances and self-healing capabilities that improve electricity grid system response to energy emergencies. Other smart grid components have the ability to prevent certain types of outages from occurring and is capable of isolating disturbed zones and limiting cascading outages that can spread over wide areas. (4) It has “Plug and play” ability to connect new generating plants to the grid, reducing the need for time consuming interconnection studies and physical upgrades to the grid. (5) Smart grid integrates demand response and local energy resources such as intermittent renewable energy so that it reduces electricity system vulnerabilities and risks in the longer term. It has an enhanced ability to manage large amounts of wind and solar power. (6) The smart grid would make it easier to install distributed generation, such as rooftop solar panels, and to implement “net metering,” a ratemaking approach that allows operators of distributed generators to sell surplus power to utilities. (7) A higher level of implementation would allow the utility to automatically reduce the customer’s electricity consumption when power is expensive or scarce. This would be managed through links between the smart meter and the customer’s equipment or appliances. Many countries are studying smart grids to address energy efficiency, environmental issues such as global warming and resilience of the power system and are currently using the smart grid technology for testing purposes. Constraints in the implementation of smart grid are the lack of incentives in the regulatory framework and lack of consistent standards, although the US National Institute of Standards and Technology has released a roadmap for establishing such standards. Other names for a smart grid include smart electric grid, smart power grid, intelligent grid, future grid, and the more modern intergrid and intragrid.
FACTS FACTS is the acronym of Flexible AC Transmission Systems. It is composed of static equipment used for AC transmission of electricity. Its purpose is to enhance controllability, security and flexibility of a power transmission system. It results in an increase of existing network’s power transfer capacity while maintaining its stability. The technology includes the following: 1. Series compensation - modifies the line impedance resulting in controllable line flows and voltages. In long transmission lines, a significant series inductance occurs which can cause large voltage drop when high current flows. To compensate, series capacitors are connected; 2. Shunt Compensation – a well established and widely used technology that is primarily used to reduce transfer reactances. There are two types of shunt compensation: a. Shunt capacitive compensation – shunt capacitors are connected in parallel with the inductive load (lagging load current) which will result in a net improvement of power factor (approaching unity); b. Shunt inductive compensation – this compensation employs shunt inductors connected across transmission lines when charging the line ( to correct the line’s capacitive effects) or when there is very low load at the receiving end (to reduce high voltages at the receiving end since the shunt capacitance in the transmission line causes voltage amplification called Ferranti Effect). Examples of series compensation include: a) Static synchronous series compensators (SSSC); b) Thyristor-controlled series capacitor (TCSC) where a series capacitor bank is shunted by a thyristor-controlled reactor; c) Thyristor-controlled series reactor (TCSR) where a reactor bank is shunted by a thyristor-controlled reactor; d) Thyristor-switched series capacitor (TSSC) where a series capacitor bank is shunted by a thyristorswitched reactor; e) Thyristor-switched series reactor (TSSR) where a series reactor bank is shunted by a thyristor-switched reactor. Examples of shunt compensation technologies that use power semiconductors to control the reactive power balance even during transient conditions include:

a) Static synchronous compensator (STATCOM); b) Static VAR compensator (SVC) With FACTS, there is continuous control and management of reactive power resulting in better voltage control, improved stability limits, increased transfer capacity, minimized congestion and a power system whose behavior becomes more robust, flexible and predictable. Other application of FACTS is its use in wind generation. Most of the wind power generation uses asynchronous generators which may absorb substantial amounts of reactive power thus adversely affecting the system voltage. Another situation is the use of off-shore wind farms which utilize AC sea cables that have substantial capacitive power. FACTS technology manages the reactive power balance in these conditions of the power system. This research design is a proposal for the improvement of the existing male urinal system of MMDA (Metro Manila Development Authority). The research focuses on the installation of lighting independently from the power line. It introduces the new source of electricity from urine using the UECA (Urine Energy Converting Attachment). Urine is made up of chemicals that serve as electrolytes that can acquire the capacity to conduct electricity. This research project doesn’t only answer the scarcity in terms of energy but it also deals with the environmental issues and promoting safer urinals at night. Urine and its composition Urine is a liquid by-product of the body that is secreted by the kidneys through a process called urination and excreted through the urethra. Cellular metabolism generates numerous by-products, many rich in nitrogen, which require elimination from the bloodstream. These by-products are eventually expelled from the body in a process known as micturition, the primary method for excreting water-soluble chemicals from the body. These chemicals can be detected and analyzed by urinalysis. Amniotic fluid is closely related to urine, and can be analyzed by amniocentesis.
Basic Components of an Electrochemical Cell An anode is an electrode through which electric current flows into a polarized electrical device. A cathode is an electrode through which electric current flows out of a polarized electrical device.
Urine is an aqueous solution of greater than 95% water, with the remaining constituents, in order of decreasing concentration urea 9.3 g/l, chloride 1.87 g/l, sodium 1.17 g/l, potassium 0.750 g/l, creatinine 0.670 g/l and other dissolved ions, inorganic and organic compounds. Galvanic corrosion (electrolysis) requires the presence of two different metals, a conductive (metallic) metallic path between them, and an ionic path (water or moisture connecting the two metals). If this drain line and stainless steel surface offer this combination, then electrolysis can occur. Galvanic corrosion is an electrochemical process in which one metal corrodes preferentially to another when both metals are in electrical contact and immersed in an electrolyte.

In a primary cell, the anode is also the negative electrode and the cathode is the positive electrode. In a secondary cell, when on charge the negative electrode becomes the cathode and the positive electrode become the anode. The electrolyte serves as the path for completing the electrical circuit inside the cell via the transport of ions from one electrode to another.

UECA (Urine Energy Converting Attachment) The UECA presents and introduce Energy utilization in the urinal system. With the use of this Urine Energy Converting Attachment, we can light up these urinals at night without the expense of having a separate electric line for the lights. The attachment will be a separate compartment that is to be build underground. The urine goes in the attachment, where it is utilized as a source of energy.

Construction of UECA The size of sandwiched-type (copper plate, tissue and aluminium foil) set up depends upon the size of the container to be used. In our case, we used a (4 x 2.5 x 1) cm cell on which the sizes of other materials were based. The tissue is placed in between the copper plates and aluminum foils to hold the urine. To secure the set up, it is again placed inside a plastic container of the same dimension of the cell. This also serves as a protection from leakage of the urine in the container. Arrange this set up in the cells of the container and using cardboards to compress the set ups. The connection of the set up depends on the needs of the power supply; it can be series, parallel or series â€“ parallel connection.

From the urinals, urine will flow in to the attachment through pipes. The compartment underground serves as the protection of the attachment. This compartment should be at least two feet underground to avoid spillage and leaks. A well sealed cover will be used that can be detached for easy checking of the attachment. Another compartment should be provided for the septic tank for excess urine from the attachment. UECA should be installed properly to perform well. Any leakage of water and other substances from the ground will cause damage to the attachment.
Recommendation We recommend the constant monitoring of the attachment to ensure its proper maintenance. Once a week, the attachment should be checked and its components be replaced to ensure its continuous use. We also advise to put a roof and cover to the funnel that collects urine in each urinal to prevent foreign substances from entering the attachment ( e.g. rain, cigarette butts, bubble gum, etc.). SUMMARY OF FINDINGS The UECA rated capacity can be obtained for several hours. For LED to light, it needs a high amount of current. Simple manipulation of the circuit is needed to achieve the expected rating output. For the test that the researcher conducted over a period of time, the current output gradually decreased while the voltage remains the same. Continuous use of the urinals over a shorter time interval makes the attachment work better.

Conclusion The researchers therefore conclude that using UECA (Urine Energy Converting Attachment), we can provide the electricity needed by the lighting system of the sidewalk urinals. UECA converts urine into electricity. Copper plates and aluminum foils present in the attachment allow the occurence of the process called electrolysis. It is where the two electrodes attract the ions in the electrolyte which is present in urine. At the electrodes, electrons are absorbed or released by the atoms and ions. UECA will answer the problem of lack of energy. By using, waste as a raw material, it cleverly provides an efficient lighting system for the urinals â€“ which will make the facility safer to use at night and more efficient in answering the needs of the people.

Lighting Systems Energy Efficiency Options by Eng’r. Aldrin R. de Guia Looking at what is happening at our world nowadays is a cause to alarm someone. There are many unexpected natural calamities that have taken place just recently. In Cebu City and Central Visayas, abnormally heavy rains triggered massive flash floods. Some coastal villages in Cebu were devastated by big waves and heavy floodings. In Mindanao, prolonged rains brought about the tail end of the cold front stormed in, overflowing several municipalities. In Australia, towns in the southern state of Victoria experienced the biggest floods in 200 years. All these things just happened within the month of January this year. What we have thought of as a very rare heavy rainfall that happened on September 26, 2009, tropical storm “ Ondoy “ seems to be repeating somewhere more frequently. Some advocates blame these events as causes of human activities, which result to “climate change”. Efforts to fight climate change has been done for years but based on what is happening to mother earth, it seems that they were not enough. Some group of nations call for a very strong commitment to solve climate change, one of the ways of energy reduction is efficiency in utilization of energy. Energy efficiency is vital for conserving energy resources, reducing green house gas emissions and carbon dioxide emissions that can contribute to climate change Technologies that are more energy efficient deliver the desired output using optimal amount of energy. The following are the energy efficiency options you can apply to your household, commercial establishment and industrial facilities. Compact Fluorescent lamp is an energy efficient replacement for incandescent bulbs. Compact fluorescent lamps only use about 25% of the energy consumed by incandescent bulbs with even better brightness level (lumens) and lasts 8 times longer. The 40 watts fluorescent lamp can be replaced with either 36 watts FL, 32 watts FL or 24 watts FL (with adapter). The electromagnetic ballast which consumes around 10 watts used in the operation of the 40 watts FL can be replaced with electronic ballast
which only consumes 2 -3 watts. This will give you around 75% energy savings. In warehouse areas or outdoor applications mercury vapor lamps may be replaced with energy efficient metal halide lamps. A 250 watts mercury vapor can be replaced with a 70 watts metal halide lamp. This would yield 74% energy savings. Another energy efficient lighting replacement you can do is the replacement of halogen lamps with high pressure sodium. A 300 watts halogen lamps can be replaced with 70 watts high pressure sodium lamps. Despite of the significant wattage reduction, the high pressure sodium lamps can deliver the same or better brightness. Presently, the most energy efficient lamp is the Light Emitting Diode. This lamp has a wide variety of application. It can be used as an indoor and outdoor lighting. It can also be used as decorative lighting, advertising and road sign lighting. By replacing a 40 watts fluorescent lamps system with an LED, a 52% energy savings is achieved. Although LED comes with a higher cost, it has promising benefits such as being environmental friendly because it has no mercury content, very low operating temperature as compared with other types of lamps and has long life. These new lighting technologies are initially more expensive compared to the conventional units most of us use. However, considering the energy savings and environmental benefits, a careful attention to their use must be considered.

Short Term Demand Forecasting Using Stochastic Hour Ahead Proportion Analysis John C. Placente and Rafael G. Maramba Abstract Short term demand forecasting is very important in power systems planning, operations, risk and contingency analysis. Traditional models such as simple moving average, weighted moving average, exponential smoothing and linear regression have been usually used to carry out short term load prediction. Past studies involved time, temperature, humidity and other weather conditions as factors in determining future load. The thesis proposes a novel mathematical demand forecast model and a new prediction factor based on Stochastic Hour Ahead Proportion (SHAP). Using the 2008 Philippine Electricity Market Corporation (PEMC) historical demand as forecast simulation data, SHAP forecast model undergo several evaluations such as accuracy characterization thru calculation of Mean Absolute Percentage Error (MAPE) and Standard Deviation of Error (SDE). SHAP’s accuracy was also compared with other traditional models using statistical T-test. On a 24 hour ahead forecasting interval, SHAP offers statistically better MAPE and SDE of 2.457% and 1.634%, respectively, as compared with the traditional models’ MAPE and SDE of 4.556% and 1.976%. Satisfactory results have been obtained to prove that SHAP is adequate to provide accurate demand forecasts. The study finally suggests the acceptance of SHAP analysis as a new power system short term demand forecast method.
Deviation of Error (SDE). The study is also to compare the results obtained from the new method with simple moving average, weighted moving average, exponential smoothing and linear regression methods. II. PROPOSED FORECAST MODEL Hour Ahead Proportion (HAP) is the ratio between the electric demand value at time T+1 hour and at time T. For example, in a certain hour 1AM, the demand is 5000 MW. At the next hour, which is 2AM, the demand is 4500 MW. Therefore, the HAP of 1AM and 2AM will be 4500 MW / 5000 MW which is equal to 0.90. Taking a wider period of one day, 24 values of HAP can be generated. For example, Table I shows an example of HAP computation in 24 hours. Taking a wider period of 30 days, there will be 30 HAP values each for 1AM, 2AM up to 24AM. There will be a lot of HAP values that can be clustered hourly and daily. Collecting all of the HAP values and consider these as past observations, it can be later used for statistical treatment. Forecasting for the next period HAP at time T hour, with the use quantitative analysis and statistical measurements, the Stochastic Hour Ahead Proportion (SHAP) can be obtained.
A. SHAP Determination Algorithm
SHORT term demand forecasting is very important in power systems operations and planning. Time-ahead demand information is needed in power plant generation scheduling, equipment maintenance, purchases of fuel, load dispatch, coordination, security and contingency analyses.
In order to determine the value of the SHAP for a certain hour of a specific day, follow the following algorithm:
One of the factors that needs to be further studied in load forecasting is the Stochastic Hour Ahead Proportion (SHAP) analysis. Hour Ahead Proportion (HAP) can be quantified by the ratio of demand at time T + 1 hour and the demand at time T. Using the historical data, statistical measurements, risk analysis and decision making process, the Hour Ahead Proportion can be stochastically obtained, thereby creating SHAP. By multiplying SHAP with the previous hour demand value, the next hour demand can be forecasted. SHAP analysis is a newly developed mathematical forecast model and thesis made by the author. The purpose of this study is to fully evaluate the accuracy of SHAP forecast model using the Philippine Electricity Market Corporation (PEMC) historical actual demand as experimental data. The study aims to test the model on hour-ahead, two-hour ahead, up to 24-hour ahead forecasting durations. The test indicators for the model efficiency shall be the Absolute Percentage Error (APE), Mean Absolute Percentage Error (MAPE) and Standard
1. Obtain N HAP values coming from the previoussame days of previous N weeks. The HAP value to obtain should be of the same day as the day being forecasted. The number of weeks, N, shall be the analysts’ decision based on simulating the obtained errors from N=2, 3, 4, 5 and so on. Objective is to use the N where it yields the most accurate forecast among simulation samples. For the thesis, N=6 shall be used. 2. Name the N HAPs as HAPW1, HAPW2, HAPW3, HAPW4 … HAPWN. HAPWN means the HAP coming from a certain similar day, N weeks away from the focus of forecast. 3. Determine if the HAP obtained is coming from a special day such as non-working holiday, boxing event, major power failure day, and etc. 4. If the HAP values obtained from the last N weeks are special events, eliminate this HAP and secure another HAP coming N+1 week (if the N+1 week is a special event, eliminate the N+1 week HAP and then secure the N+2 week HAP). 5. Calculate the mean of the obtained N HAP values. The mean of the HAP values taken from the six weeks will be called as the SHAP value. 6. The SHAP value will then be used for next forecast.

B. SHAP Forecast Mathematical Model The next period demand forecast heavily relies on the SHAP values obtained from the analysis. In order to obtain the next period demand forecast, there are two requirements, namely, (1) the actual demand data prior the hour of the next period and (2) follow the mathematical model for the demand forecast. For example, if the analyst will forecast the demand of Tuesday 1AM up to 24PM, the actual demand measurement for Monday 24PM must be obtained. Meanwhile, the mathematical model can be expressed,

For example, a forecast for August 19, 2008 (PEMC) needs to be obtained. First, the value of actual demand on August 18, 2008 at 24PM is 4381.84 MW. Second, using the SHAP determination algorithm and the forecast mathematical model, the 24-hour ahead forecast can be obtained and results are shown on Table II and Table III.

III. CONCLUSION Based on study evaluations performed, the short-term demand forecasting method using Stochastic Hour Ahead Proportion (SHAP) analysis has been proven to adequately predict future load data. The SHAP mathematical model offers a MAPE of 1.2381% at one hour ahead to 2.4569% at 24 hour ahead stretching to 5.9416% at one week ahead forecasts. Furthermore, SHAP additionally suffice an SDE of 1.0791% at one hour ahead to 1.6337% at 24 hour ahead, and reaching 4.3728% at one week ahead prediction. While SMA, WMA, ES and LR exist to be the most traditional and widely written methods in demand forecasting, the new SHAP model has produced statistically better accuracy evaluation indicators in 24 hour ahead forecast: SHAP MAPE of 2.4569% versus other traditional models
JOHN PLACENTE received his Master of Science in Electrical Engineering degree, major in Power Systems (Cum Laude), from Mapua Institute of Technology in 2009 and obtained his BS Electrical Engineering (Cum Laude) degree from Pamantasan ng Lungsod ng Maynila (University of City of Manila) in 2004. From 2005 to 2009, he worked in Intel Technology Philippines as Process and Equipment Engineer and as Facility Electrical Engineer focusing in high voltage (HV), low voltage (LV), power line conditioning (LC), facility data automation and simulation systems. Then in 2010, he joined PacificTech Solutions as Electrical Design Engineer and Grid Management Committee as Senior Engineer for Reliability and Protection. Currently, he is an Electrical and Instrumentation Design Engineer in Lycopodium Philippines and Assistant Professor II in Mapua Institute of Technology. He is a Philippine Registered Electrical Engineer (15th Placer, September 2004) and is a lifetime member of IIEE. RAFAEL MARAMBA received his Master of Engineering in Computer Engineering from Mapua Institute of Technology in 2002, and obtained his BS Electrical Engineering degree from the institute in 1978. From 1978 to 1981, he worked as an Outside Plant (OSP) Telephone Engineer at PLDT in Makati City. Between 1981 and 1996, he worked in various parts of the Kingdom of Saudi Arabia as OSP Design Engineer and Consultant for a range of ARAMCO telecommunications projects. He specializes in the design of outside plant telephone facilities which include aerial and buried installations, construction of manholes and conduits, and other related projects. Currently, he is an electrical and computer engineering professor (Professor IV) at the School of EECE and School of Graduate Studies of the Mapua Institute of Technology in Intramuros, Manila, Philippines. He is a Philippine Registered Electrical Engineer and a member of IIEE.
