The 11 annual Iwaki Global Citizens Festival with a theme on international exchange was held on the 19th of August at Taira Chuo Park. Thanks to the pleasant weather, a lot of citizens visited the festival grounds. In the Iwaki International Association’s booth, with the cooperation of foreign resident volunteers various events were held throughout the day. The visitors received face painting and also participated in palm painting. The visitors also wrote a message for the message tree prepared by the IIA praying for peace. There were also other various performances held on the day including a performance by the Drum Café from South Africa. A special thank you to all the volunteers and visitors to the Iwaki Global Citizens Festival! 

The 42 annual Iwaki Tanabata Festival (Star Festival) was held in Taira central area for 3 days from August 6th to the 8th. Tanabata originates from the Chinese Qixi Festival. It commemorates the reunion of the deities Orihime and Hikoboshi. According to the legend, the Milky Way separates these lovers, and they are only allowed to meet once a year on the seventh day of the seventh lunar month. To celebrate this event, the streets of Taira were decorated with colourful Tanabata decorations and it was filled with many stalls selling festival food and goods. The streets of Taira were packed with people enjoying the lively summer of Iwaki. The highlight of the festival was on the third day when the Iwaki Odori (Dance Festival) was also held in the Taira central area.

Emergency Dental Care All emergency dental care will be provided at the General Health and Welfare Centre (Sogo Hoken Fukushi Senta) in Uchigo. This centre is open on Sundays and all National holidays from 9am to 12pm and 1pm to 4pm. The reception closes at 3:30pm. For more information please contact the centre on 27-8620.

Counselling Centre for Women: Counsellors can assist you in Japanese, Chinese, English, Korean, Portuguese, Spanish, Thai and Tagalog. Available languages differ each day. Ph: 050-1501-2803. New Residency Management System for All Foreign Nationals Residing in Japan!

The new residency management system went into effect on July 9, 2012. Out of the various enquiries the IIA has been receiving, in this month’s Time Out, we will focus on the “Re-entry Permit”. For more details, visit the website of the Immigration Bureau (http://www.immi-moj.go.jp/newimmiact_1/index.html). さいにゅうこくきょか

Question: What is the “Re-entry Permit ( 再 入 国 許可)” in the new system like? Answer: You must decide before you leave Japan for another country whether you will come back to Japan within 1 year of your departure or if you may stay overseas consecutively for more than 1 year. In the previous system, you were required to get the re-entry permit every time before you left Japan; however, in the new system, it is changed as follows: さいにゅうこくきょか

〇In case that you are returning to Japan within 1 year: “Special Re-entry Permit (みなし 再 入 国 許可)” さいにゅうこくきょか

〇In case that you may stay overseas consecutively for more than 1 year: Apply for the “Re-entry Permit ( 再 入 国 許可)” (valid for 5 years)

※Note that the system is different for the Special Permanent Residents. さいにゅうこくきょか

“Special Re-entry Permit (みなし 再 入 国 許可)”: You are NOT required to apply for the “Re-entry Permit” like you were in the previous system if you are returning to Japan within 1 year (before your status of residence expires). However, you CANNOT extend the “Special Re-entry Permit” (valid for 1 year at maximum) once you left Japan and while you are in other country. If you leave Japan with the “Special Re-entry Permit”, you have to return to Japan before it expires; otherwise, your status of residence will be invalidated. さいにゅうこくきょか

“Re-entry Permit ( 再 入 国 許可)” (Application fee: 6,000 yen) In the new residency management system, the Re-entry Permit is valid for 5 years. ※Expiry Date: The permit will be validated on the day when it is issued and will be valid for 5 years at maximum if it does not go over the expiry date of your status of residence.

★If you leave Japan with the “Re-entry Permit”, be sure NOT to check in the box for “Departure with Special Re-entry Permission” on the Embarkation Card for Reentrant (ED card). If you check in the box, the Special Re-entry Permission (valid for 1 year at maximum) will come into effect and your “Re-entry Permit” valid for 5 years at maximum will be invalidated. ざいりゅう

You are required to present your “Resident Card ( 在 留 カード)” and a valid passport at departure. Please be sure to take it with you.

These days, many people feel constantly tired. Thai massage is said to have a history of 2500 years. Why not experience and learn about the tips of Thai massage? The Japanese Language Proficiency Test (JLPT) is recognised worldwide as a valid test of one’s Japanese ability. Every year the JLPT is held on the first Sunday of July and December. The application for the December JLPT will be open from the 3rd of September to the 3rd of October. September is the start of autumn and the weather will finally be cooler with the autumn breeze. With the summer festivals over, autumn is a more quite season in Iwaki, but there are a lot of performances held in Alios this month including various traditional Japanese performances such as wadaiko (drums), shamisen and Japanese dance.
