ICPI Membership Matters The key question for any association is, “Do our programs help members be more successful?” As ICPI enters its 25th year, the answer is clear. The Institute and its members lead the segmental concrete paver industry in the U.S. and Canada: • Members operate more than 60% of concrete paver producing machines in the U.S. and Canada. • ICPI is the industry’s recognized authority on concrete paver installation/maintenance best practices and technical information. • The Institute has educated 32,000 industry professionals about concrete pavers, more than any other organization in the U.S. and Canada. Matt Lynch • 2,500 professionals currently hold ICPI Certifications and Designations, the industry’s top credentials for concrete paver installers. • The Institute owns and produces Hardscape North America, the largest trade show for hardscape contractors and dealers in the U.S. and Canada. In terms of industry health, the latest data available shows that sales of concrete pavers and slabs have reached a post-recession high in the United States and Canada, increasing 35.5% since 2010. Contractors also reported an increased demand for their services, led by ICPI-member contractors who have experienced 29% higher sales than non-members. (Please see page 4 for more details.) In the Member Needs Assessment conducted in January 2018, participating ICPI members almost unanimously said the Institute’s programs are important to their companies and that ICPI is accomplishing its mission “to deliver education and technical guidance leading to awareness, acceptance and use of segmental concrete pavement systems in the United States and Canada.” An extremely high number of members also indicated they would recommend joining ICPI to colleagues in the industry. In fact, ICPI has the highest Net Promoter Score (NPS) of all trade associations monitored by McKinley Advisors, a respected, full-service consulting firm for associations. NPS gauges member loyalty and potential for membership growth. ICPI’s NPS is universally considered “Excellent” by experts and is three times higher than the average association. (Please see page 5 for more details.) ICPI’s Strategic Plan (on page 6 of this report) provides a strong, clear path for member and industry success. The results reported in this annual report are organized around the goals established in this plan. In addition, the Strategic Plan will be key as we tackle the looming workforce shortage that could limit industry growth in years to come. At the 2017 Summer Meeting, the Board of Directors decided to confront this problem head on by creating a Workforce Development Special Committee, charged with developing education programming for vo-tech and high schools. Over the course of the next several years, ICPI and its members will lead the industry efforts to solve this issue. It has been my honor to serve as Board Chair of ICPI during this exciting time of growth. It has also been a pleasure working closely with so many members. I leave my role with great optimism for the future. Looking ahead, I’m pleased to tell you that ICPI and the industry is in good hands. Kendall Anderegg, President of Mutual Materials Company, will serve as the new ICPI Board Chair. Kendall brings her extensive business expertise and five generations of family industry history and knowledge to the job. Industry Health Report Concrete Pavers Sales Reach Post-recession High Sales of concrete pavers and slabs increased to a projected 721.4 million square feet in the U.S. and Canada during 2016, according to the 2017 ICPI Industry Sales Profile. The 2016 total was 35.5% higher than 2010 when the industry reported the low point for sales at 472 million sf. Research for the Sales Profile is conducted every Spring by an independent research firm, Industry Insights, on behalf of ICPI. Annual sales results from the 2017 calendar year will be available in early summer 2018. “Overall, the segmental concrete pavement industry in the U.S. and Canada is strong with an increase of 4.3%,” said Matt Lynch, ICPI Board Chair. “We also are seeing a positive impact on companies that supply materials, equipment and services to the concrete paver industry, including manufacturers of paver producing machines.”

Here are other highlights of the report: U.S. and Canada Combined Concrete Paver Sales • Estimated 721.4 million sf • 4.3% increase over 2015 • 77.7% sold to residential market

Permeable Interlocking Concrete Pavement (PICP) • • • •

Estimated 59 million sf 9.5% of all (ASTM) paver sales 62.6% sold to the commercial market 37.4% sold to the residential market

Concrete Paving Slabs • 25.9% for commercial, municipal and industrial applications • Slabs represent 11.1% of the total segmental concrete pavement production in the U.S. and Canada • Slab production is markedly greater in Canada representing 28.5% of total product mix

Concrete Grid Pavements • 57.9% of concrete grid sales is to the commercial market • Concrete grids represent 0.5% of the total segmental concrete pavement production in the U.S. and Canada

Contractors Installing Segmental Concrete Pavers Also Experience Sales Growth Gross sales for segmental concrete pavement contractors in the U.S. and Canada increased by 8.8% in 2016, according to the 2017 ICPI Contractor Industry Survey. Industry Insights also conducts this survey on behalf of ICPI with member and non-member contractors. Data for 2017 is currently being collected for the 2018 report. The new report will be available in late spring 2018. “This survey of contractors also shows significant progress,” said Mr. Lynch. “It’s great to see that the overall industry is enjoying consistent growth and that homeowners and other end users understand the benefits of using concrete pavers and slabs.”

Here are other highlights of the report: • 69.1% of contractors required crews to review and participate in formal, documented safety program, an increase of 4.1 percent from 2015. • The greatest challenges confronting contractors included recruiting/hiring quality employees, increasing overhead costs, competition, and retaining quality employees. • Average wages/salary increased by 3.0% in 2016 and were forecasted to increase again in 2017 by 3.2%.

ICPI Report Card Every year, ICPI conducts a Member Needs Assessment to measure how well the organization meets the needs of its members. Each member company’s Member Representative, all participants on the Institute’s committees, and all attendees of ICPI meetings received invitations to participate in the survey. In all, 294 people completed the assessment. Here are the results from the new Member Needs Assessment conducted in January 2018.

ICPI Education Committee Approves Road Map for ICPI Education Offerings How Will ICPI’s New Education Road Map Help Members and Designers? “The Education Road Map provides assurance to member companies and end users by demonstrating that our solutions are based on facts, testing and research,” said Mark Dooley, ICPI Education Committee Chair Mark Dooley and RLA, Architectural Sales with Basalite. of Basalite “For homeowners, it establishes a minimum requirement for education and experience they should seek from contractors installing segmental concrete pavement systems, just like other contracting professionals. For commercial project designers, there is a high level of credibility demonstrated through ICPI’s technical research and knowledge that’s easy to explain in specifications.”

The Education Committee approved recommendations of five Education Road Map task groups and voted to seek funding for implementation of new education programs and delivery. The Road Map provides pathways to all educational programs for contractors/installers, sales reps/dealers, design professionals, students/professors, and owners/government officials. With the most complete content, the Contractor Installer track will roll out first. The Road Map divides courses into the 100 level (Installer), 200 level (Specialist), and 300 level (Professional). The map defines mandatory courses for each level with prerequisites for instruction. In addition, ICPI plans to launch a Learning Management System that will allow participants in ICPI education programs to manage their participation online.

ICPI’s Website Focuses Key Information for Designers, Homeowners and Other End Users More people visited the ICPI website during 2017 than any previous year. The redesigned ICPI website addresses the needs of four primary audiences: Contractors, Homeowners, Members, and Designers with a specific section for their needs. The homeowners section includes comprehensive information on concrete paver benefits, selection, installation, and maintenance. In addition, the contractor member search engine on the website has been used by homeowners and other users more than 16,000 times during 2017. There are also industry-leading project profiles, detail drawings, and Tech Specs for designers and contractors.

“When I deal with homeowners, whether they are customers, potential customers, or just seeking information, the new ICPI homeowners page is an important resource,” said Donny Duke, Director of Design of ICPI-contractor member Engledow Estates of Carmel, IN. “It provides me with an independent, industry-wide source of information where homeowners obtain impartial product and installation information, including why and how to find a certified installer.”

ICPI – The Industry’s Leading Education Provider on Segmental Concrete Pavements More than 32,000 industry professionals have taken at least one education course from ICPI during the past two decades. ICPI’s flagship education offering is the Concrete Paver Installer (CPI) course. Taking the course, passing the exam with at least a 75% score, and documenting installation experience are key requirements for professionals becoming ICPI Certified Concrete Paver Installers. The course covers job planning and documentation, estimating quantities, installation best practices and safety and contract basics. Goal #2 – Industry Quality Continued Why Does European Paving Designs Require All Employees, Including Administrative Staff, to Take the ICPI Concrete Paver Installer Course? ICPI contractor member European Paving Designs, Inc. of San Jose, CA, specializing in commercial applications, has 16 employees who are ICPI Certified Concrete Paver Installers, the most of any company in the United States and Canada. On its website, European Paving Designs explains why the company places such a special significance on certification: “A quality installer will invest their time and resources to become certified and obtain designations in order to provide higher quality and more sustainable installations.” In addition, all other company employees, including those in administrative roles, are required to take the Concrete Paver Installer course. “EPD and the ICPI have a shared commitment of forwarding the industry, fostering growth in the market, and continual innovation,” the company’s website also states. “Here at EPD we demonstrate our commitment by making available ICPI education programs cross-functionally in the organization. Having this mindshare enables collaboration for an enriched customer experience. Bahler Brothers, an ICPI-member contractor in South Windsor, CT, gets the most out of membership, certification and other ICPI opportunities. “We have a very good reputation, but ICPI membership gives us further credibility with customers,” said Jen Kloter, sales and design team member for Bahler Brothers. “Through membership, we have the ability to call upon the experts when we face a challenge. We also quote ICPI all the time when we discuss our installation process with potential customers. Goal #4 – Increase Acceptance of ICPI Generate interest in and adoption of ICPI resources among members and the end user community HNA 2017 Shatters Records for Attendance, Exhibits and Educational Programs ICPI’s Hardscape North America is the industry’s largest trade show for contractors and dealers. Great numbers. What do they really mean? Ask contractors who attended. When asked by Hardscape Magazine how HNA compares to other industry shows, Josh Graczyk, owner of member Grindstone Hardscapes in Elm Creek, NE said, “I don’t think there is any comparison. I don’t think you can compare the mass amount of information that you get from this show. You can get so much in one stop here.” Mr. Graczyk, who has attended five of the last seven HNAs, brought six of his employees including his wife-office manager in 2017. “You get a lot of value out of the camaraderie and having employees learn about their trade,” he told Hardscape Magazine. “It keeps them engaged about their trade. A lot of times they learn efficiencies and better ways to do their jobs, so the payback can come from that.” Mr. Graczyk says key HNA activities for his team include the live hardscape demonstrations, ICPI education classes, the HNA Awards ceremony, and viewing the HNA Installer Championships…but he told Hardscape Magazine, “The trade show itself and the equipment are my favorite parts. You can be in the industry for 20 years, and you can go to this show and find something new that’s going to make your job easier or more efficient.”

Speaking of finding something new at HNA… Tom Tomaro, Vice-President of ICPI-contractor member Diamond Landscaping, Inc. in Pittsburgh, PA, made a customer very happy because he attended HNA 2017. “We wanted a fire pit for our concrete paver project in our backyard,” said homeowner Holly McKissock of Gibsonia, PA. “We were having trouble finding the right product. Our contractor, Tom, went to the Hardscape North America show and found the perfect product. We are very excited!”

Goal #4 – Increase Acceptance of ICPI Continued ICPI Government Affairs Efforts Protect and Help Create New Opportunities for the Industry By advancing members’ interests at the national and municipal levels, ICPI’s government affairs activities help members increase business opportunities and defend the industry against illadvised, counterproductive government regulation. Here are some highlights:

U.S.: • Sixty ICPI members, local design professionals and government officials, participated in a demonstration for Congressman David Price (D-NC) on how permeable interlocking concrete pavement (PICP) can help mitigate stormwater and reduce flooding. Congressman Price is a key Member of the U.S. House Appropriations Committee and Ranking Member of the Transportation, Housing and Urban Development Appropriations Subcommittee. “There is a need for a better way. Not only to mitigate damage from a ICPI Members conduct PICP demonstration for U.S. particular storm, but also to build to better standards to mitigate damage in the future,” said Congressman David Price (D-NC). Congressman Price. “This (permeable pavement) is part of a bigger picture that has to do with everything from the way we pave, to the way we construct housing, to where we put our wetlands and parks. But, it (permeable pavement) is a big part of the picture.” • ICPI successfully worked with the U.S. Transportation, Housing, and Urban Development (THUD) Appropriations Subcommittees in the House and the Senate to include Congressional report language encouraging the U.S. Federal Highway Administration to advance the adoption of permeable pavements by state and local governments. • ICPI continues to support the Construction Industry Safety Coalition’s (CISC) efforts to reduce the burden of the new Silica regulation to the segmental concrete paver industry. Even though our legal petition has been denied, we continue to negotiate with the US Department of Labor and OSHA to further develop safety programs and provide resources to members to improve the safety of their employees.

Canada: • ICPI hosted the Montreal PICP Symposium in April featuring nine expert speakers and attended by more than 80 government officials and designers. Seven members sponsored the event. • Staff and members have worked with the City of Toronto to establish a standard pallet of paver colors and shapes for municipal projects and to rewrite the city’s specifications for pavers to align it with industry best practices. • ICPI hired AP Public Affairs to work with members on key municipal and regional governmental issues impacting the industry and their businesses.

ICPI Works to Defend and Expand U.S. H-2B Worker Visa Program It’s a well-known fact. The aging workforce created a labor shortage in segmental concrete pavement construction. Legal, seasonal skilled labor helps fill a significant need for contractor company owners. “Our industry needs workers through the H-2B Worker Visa Program,” said Fred Adams, Jr., President of Fred Adams Paving, an ICPI Member contractor. “ICPI’s government affairs efforts help us keep an eye on the program and influence developments. As the labor shortage grows and the demand for our products continues to increase, the H-2B Program, along with courses in U.S. vocational and high schools, will play a significant role in determining the success of our industry.”

In 2017, the U.S. Government increased the cap of 66,000 H-2B visas by an additional 15,000 visas. With only 66,000 visas available, American businesses attested they would likely suffer irreparable harm without the ability to employ all the H-2B workers requested in their petition. In response, the U.S. Department of Labor declared a one-time increase based on its statutory authority. With the increase expired on Sept. 30, 2017, it remains to be seen if an increase will be repeated. Nonetheless, this is the first increase in H-2B visas in years and is desperately needed with the construction labor shortage. Hopefully, this successful increase will lead to changes that favor U.S. employers including the construction industry.

ICPI Foundation Establishes Strong Base for Future Industry Growth From establishing permeable interlocking concrete pavement as a preferred stormwater management solution for municipalities, developing life cycle cost comparisons for interlocking concrete pavements, to determining performance of slabs and planks under vehicular traffic, the ICPI Foundation for Education and Research continues its role in supporting ICPI’s efforts in expanding markets for segmental concrete pavement systems. The Foundation targets funding education and research that benefits the segmental concrete paver industry in the mid and long term. The endowment secured $5.3 million in pledges to date. The Foundation continues with plans on increasing the endowment to further its impact on the industry and users. The following summarizes current Foundation projects.

Municipal Interlocking Concrete Pavement Performance Modeling This project consists of two contracts where both consultants will model the impacts of interlocking concrete pavement (ICP) within municipal pavement management systems using ASTM pavement condition analysis methods. Total life performance costs under various maintenance cost scenarios will be developed and compared to that for asphalt and concrete. This will help determine if there is a compelling life-cycle cost case for municipalities to switch from asphalt or concrete pavements to ICP. The municipal pavement management systems examined will include networks and typical pavement sections from low or medium volume streets in Nashville, Tennessee, Boston, Massachusetts, and Leesburg, Virginia. Deliverables are expected late in 2018 which include PowerPoint presentations for use by ICPI members.

PICP Monitoring by the Wisconsin Department of Natural Resources The Foundation funded two years of water quality analyses of outflows from a full-scale PICP no-infiltration design previously monitored for several years with support from ICPI members. Monitoring began in spring 2017 and the study included an evaluation of the effectiveness of various surface cleaning methods on infiltration rates. This project will provide performance data on no-infiltration designs that can incentivize use by the DNR in Wisconsin and in other states and provinces.

Road Map for Permeable Pavements Conference, University of California at Davis The Foundation and other pavement industry contributors funded an invitationonly national conference November 14-15, 2017 in Davis. Fifty stakeholders representing industry, government agencies, academia, and consultants developed a road map for expanding the use of permeable pavements. The deliverables identified many barriers to adoption and prescribed steps to overcome them. The conference provides direction for the Foundation for possible future research investments in permeable interlocking concrete pavement, and confirmed current ones. The deliverables from the conference are on www.ucprc.ucdavis.edu/permPvmt.

University of California Davis PICP Structural Testing

Another important Foundation project was the UC Davis full-scale load testing and mechanistic modeling of PICP. Completed at the end of 2014, the structural design guidelines and procedures were incorporated into Caltrans permeable pavement guidance documents. The design procedures are also in ICPI’s 5th edition of the PICP manual and will appear in an ASCE/ANSI PICP national design standard in 2018. “This project was important for my company and the industry,” said Ron Illium, P.E., Regional Engineer for Basalite. “ICPI staff worked hand-and-hand with Caltrans on the state’s pervious Ron Illium of pavement design guidelines. Basalite Getting the structural design guidelines and procedures approved by Caltrans provides a real level of confidence for engineers, government officials, and contractors. The guidelines establish PICP as a validated and useful solution for municipalities, state government, and even private commercial projects. In particular, the ICPI cross section and PICP Class 4AB Thickness Chart have been very helpful in working with designers not only in California, but also in Nevada.” Continues next page

ICPI Foundation Establishes Strong Base for Future Industry Growth Continued Full-scale Load Testing of Paving Slabs and Planks ICPI members donated paving slab and plank materials, plus land at a manufacturer’s yard to build a full-scale load testing area. The testing will help validate finite element modeling previously funded by the Foundation that resulted in vehicular traffic design tables for slabs and planks. Trucks loaded with pavers will make many passes over the paving units until they crack. The load data and resulting performance will be compared to the design tables to validate or adjust them. Load testing will likely take one to two years.

PICP Life Cycle Cost Analyses (LCCA), Tools and Training This project surveys the life cycle costs of selected PICP projects, influencing factors, and monetization of PICP lifetime benefits. It will develop an Excel tool for calculating LCCAs accompanied by a report that provides rationale on accounting for costs not directly related to the PICP. The project will create training materials for ICPI member sales force and a training workshop. A list of potential PICP projects for LCCA has been provided for review. These will be converted to case studies with training materials for ICPI commercial sales representatives.

Winter Operational and Maintenance Best Management Practices (BMPs) for Permeable Interlocking Concrete Pavers This project is managed by the University of Toronto with joint funding from the Canadian government. Construction of two permeable pavement test areas at the Toronto and Region Conservation Authority were completed in 2017. One area will be clogged with sediment and the effectiveness of various cleaning equipment tested. The other area will study deicer use compared to that used on conventional impervious asphalt pavement. The project starts in winter 2018 and continues for two years.

How Do Foundation Projects Benefit Members and the Industry? Segmental Paving Slab and Plank Modeling/Structural Analysis Concrete paving slabs and planks are seeing increased use in residential, commercial and municipal applications, especially with some exposure to vehicular traffic. As previously noted, the Foundation funded finite element modeling a few years ago to determine pavement thickness recommendations for paving slabs, planks, and thin pavers. The recommendations have been incorporated into a draft of Tech Spec 24: Structural Design of Segmental Concrete Paving Slab and Plank Pavement Systems. An additional Foundation project currently underway (see “Full-scale Load Testing of Paving Slabs and Planks” above) will help validate the finite element modeling and provide field-based data needed to finalize and publish Tech Spec 24.

“A common question I receive from customers and designers is what type of paver they should use for a particular application,” said Glenn Herold, P.Eng., Director of Commercial Solutions for Oaks Concrete Products. “The common response was the aspect ratio. However, this doesn’t apply well to larger format pavers. Through ICPI and the Foundation, we were able to get funding to perform finite element analysis, which clearly defines what type and thickness of product is suitable for different traffic conditions. Consolidated Statement of Financial Position Since the ICPI Foundation is affiliated with the ICPI and is operated exclusively for its benefit, the two organization’s statements of financial position are consolidated. The ICPI Foundation Board of Trustees continues to manage Foundation finances from an endowment fund to support research and education benefiting the ICPI and the industry. With the Foundation, ICPI continues to be strong and well-positioned to advance its mission to deliver education and technical guidance leading to awareness, acceptance and use of segmental concrete pavement systems in the U.S. and Canada.

ICPI Statement of Activities Revenue ICPI’s total operating revenue in 2016-17 reached $3.72 million, an increase of $330,100 or 9% from last year. Revenues from membership dues ($1.2 million) increased by $98,600. Meetings and Exhibits increased by $171,000 to $1.5 million, due to additional revenue for the Hardscape North America trade show. Programs ($653 thousand) including contractor education increased by $36,500. Publications income ($243 thousand) increased by $7,200.

Expenses ICPI contained 2016-17 operating expenses to $3.4 million, an increase of $148,100 or 7%. ICPI continued to invest in programs to further its mission, while keeping administrative and governance expenses at 15%. Meetings and Exhibits are the largest expense of $1.34 million which includes Hardscape North America, Annual and Summer Meetings. Programs/Research of $485,100 included expenditures for Concrete Paver Installation courses, technical resources developed by the Technical and Construction committees, support of ASTM, CSA, ASCE standards and university curriculum. ICPI also provided webinars for design professionals and contractors. Publications expenditures of $314,100 supported educating and informing design professionals, contractors and manufacturers though the Interlock Design Magazine, Tech Specs, The PICP Design, Construction and Maintenance Manual, software and other literature. In addition, $256,300 was invested in membership services and development. ICPI supports the ICPI Foundation administrative and governance expenses.

ICPI Staff ICPI runs with a small, efficient staff to implement its strategic plan. Compared to many trade associations, ICPI has a high level of member involvement making it a dynamic and creative organization. Staff serves as liaisons to the Board and various committees that align with their expertise.
