Members present. Zena Coles (Chairman), Andy Totten (Vice Chairman), Graham Fletcher, Judith Morrice.

Declarations of interest in items on the agenda. a. Members’ position on allotments: Advice from Lynsey Tomlinson, Peterborough City Council: Relatives of allotment holders should declare an interest in allotment matters but can still take part in discussions and voting because they have no pecuniary interest. Noted. b. Declarations by members: Item 8c: Graham Fletcher, Judith Morrice. Item 6b: Zena Coles, Andy Totten.

To confirm and sign the minutes of meeting held on 2nd November 2010. Approved by the Council and signed by the Chairman.

Finance. a. Monthly financial report: Noted. b. Budget: i. Review of 2010/11: Noted. ii. New for 2011/12: Agreed new budget for signing at February meeting. c. Bank Account interest: Interest received from Barclays deposit account for 1 April to 20 December 2010 was £0.86 (.0038%) on a balance of £2249.20! Just 1% would be £22.49. Can a better return be achieved? It was agreed that the Clerk would carry out research. d. Authority to pay: The following: Approved and signed. i. Clerk’s salary and expenses: for November, £237.94 and December, £197.71. ii. Simon Hurn: churchyard maintenance, £1056.00. iii. Robin Morrison: reimbursement, Andy Perkins (invoice number 11) grass cutting, £97.50. iv. Robin Morrison: reimbursement, Michael Bratley allotment annual rent, £150.00 v. National Allotment Society: annual membership, £64.63. vi. Anglian Water: allotment water charge (21/07/10-19/10/10) £12.46. vii. Invitation to share subscriptions: Offer from Ufford Parish Council. Nalc Direct Information Service £103.50 per annum, Society of Local Council Clerks £82.00 per annum, Local Council Administration £62.00 (latest edition), total cost £247.50. Cost to Bainton and Ashton at 50% is £123.75 per year and £30.94 for three months remaining of current year. It was agreed to take up the offer for the last three months of 2010/2011 and the full year for 2011/2012. e. Invoices issued: i. Allotments: Anglian Water, water charges £12.46. ii. Allotments: Annual Rent, £150.00.

Planning. a. Consultation, Brookfield, 10/01604/FUL: It was agreed to submit comments and to request a share of S106 Planning Obligations monies. b. Village Design Statement and Supplementary Planning Document. Judith Morrice reported the Public Consultation will take place during January and February 2011. Noted. c. Notification, 3 Bainton Gardens, 10/01444/CTR: work to trees. Noted. d. Notification, Limrose, 10/01391FUL: application granted. Noted. e. Discharge of Conditions, Oakfields, 10/01425/DISCHG: Submissions of 11 October 2010 approved. Noted.

Environment. a. Bus Stop Lay By: Awaiting Peterborough City Council deliberations. It was agreed to carry this item over to the next meeting. b. Bainton Green Road Tree: It was agreed to carry this item over to the next meeting. c. Allotment Gateway: Awaiting Peterborough City Council report. It was agreed to carry this item over to the next meeting. d. Washdyke: It was agreed to carry this item over to the next meeting. e. Roads and Pavements: It was agreed to carry this item over to the next meeting.

9.

Other items. a. Neighbourhood Council: Awaiting outcome of end of January meeting. It was agreed to carry this item over to the next meeting. b. Rural Affairs Committee Working Group: Awaiting outcome of end of January meeting. It was agreed to carry this item over to the next meeting. c. Neighbourhood Watch: Judith Morrice reported that all areas of the parish were now covered by local coordinators who were online and working to link residents with information on Police activity and the PCSO Carol Aston. Noted. d. Electoral Register publication and updates: It was agreed to subscribe to this free service. e. Councillors’ Training: Graham Fletcher reported on the training session attended by himself and Richard Harris at Glinton on 10th September 2010. They received a two hour instruction on Council Meetings procedure and rules, including the Code of Conduct and Standing Orders. Noted.

10. Village Matters – for discussion only. a. Long Term Village Strategy, Noted. b. Rosemary Yates email was Noted and the Clerk would respond. c. Asset Register, Councillors were asked to inform the next meeting of any assets owned by the Parish. 11. Correspondence. 12. Correspondence. a.
