Minutes of a Meeting of the Council held in the Reading Room on Tuesday 4th October 2011 at 7.30 pm.
To record names of members present. Zena Coles, Judith Morrice, Andy Totten, Richard Harris, Graham Fletcher. 2. To note apologies for absence. None. 3. Declarations of interest in items on the agenda. None. 4. To confirm and sign the minutes of meeting held on 6th September 2011. Signed by the Chairman. 5. Members of the public are invited to address the council with regard to any items on the agenda. None. 6. Finance. a. Monthly Financial Report: Including: Precept, Base Rate Reward Account, Comments. Noted. b. Annual Return: External Auditor queries, including: Appointment of Internal Auditor, Assets, Clerk’s Allowances and Expenses, Allocation of Expenses, Clerk’s hours worked and hourly rate. Noted. c. Budget Meeting. To be held at 7.30pm on 14/11/11 at Judith Morrice’s House. d. Authority to pay: Agreed. i. Clerk’s salary and expenses: September, £200.05. ii. Clerk’s tax: September, £3.00. 7. Planning: a. 11/01491/CTR, Consultation, Maple House, Tallington Rd, Bainton. Trees Notification. No comment. b. 11/00993/FUL, Planning Permission, First House, Bainton Green Rd, Ashton. First floor extension. Noted. 8. Environment. a. Bus Stop LayBy. Bus Company is awaiting permission to move one bus stop. Noted. b. Roads and Pavements: Including: Tallington Road Trees. Awaiting action from Peterborough City Council. Noted. c. Peterborough City Council Natural Environment Projects Grant. It was agreed to bid for funding from the City Council to enable Renovation of the Washdyke and wildlife area. Action – Judith Morrice. d. Flood Wardens: Appeal for Volunteers. Noted. e. Tallington Road Trees. Item withdrawn. f. Grass cutting Equipment. It was agreed to retain the Council’s lawn mower as backup for the grass cutting contractor’s own equipment and that the Allotment Association could use it as required and provide a commensurate contribution to any servicing costs. 9. Other items. a. Village Website. It was agreed to keep the Parish Council information listed within the Reading Room Website if possible. Andy Totten to investigate. b. Barnack Ward. Report on meeting by the Chairman, Noted. c. Neighbourhood Committee. Report on meeting by Andy Totten, Noted. d. Jubilee Celebrations. Village meeting to be held on 8th November to form a committee for organising the celebrations. e. Red telephone Box. Agreed for the Clerk to write to BT and landowner to request action on cleaning the box and the immediate area. f. Policing. Meeting is to be held on 14th October to discuss villages’ concerns with local police chiefs. g. Barnack School: Donation appeal. It was agreed to make a donation, Judith Morrice to investigate. h. Victim Support: Donation appeal. It was agreed not to make a donation. i. Clerk’s Duties: Reminder. Noted. 10. Village Matters – for discussion only. a. Thank you letter for donation received from Buttercross Club. b. It was Noted that the Planning Forum meeting is on 1st November. 1.
