yla Sullivan! Where is Kyla Sullivan?” The winner’s name rang out across the exhibit hall at the annual Come Home to Howard County Housing Fair. Hundreds of eager homebuyers and exhibitors scanned the crowd, looking for someone jumping up and down, screaming or laughing. But they couldn’t find her. “I couldn’t move,” says Kyla. “Luckily there was a nice lady next to me, shaking my arm yelling ‘That’s you, that’s you, that’s you!’” It took a moment to sink in, but Kyla soon realized she wasn’t dreaming. annual Come Home to Howard County Housing Fair! The County and our exhibitors and sponsors are excited to highlight the benefits of renting, buying or renovating a home in Howard County. The quality of life in Howard County is second to none. I know from growing up here, and now sharing it with my family, that Howard County is a special place to live. I am honored to represent this great community with its abundant parks and community centers, thriving arts, historical, and cultural outlets, and quality schools and housing. This year’s Fair again features more than 55 exhibitors, free workshops, free credit reports and consultations, and children’s entertainment. You also can take a bus tour of available homes and enter a housing lottery for a chance to purchase homes in Ellicott City and Elkridge. Especially after a record-setting event in 2012, I want to thank the Howard County Housing staff and all our community partners for their efforts to expand affordable housing opportunities in the County and their support to make this event a reality. All Americans have had to adopt a family budget that could adapt with the nation’s fluctuating economy. At the heart of these choices are the month-to-month decisions about a family’s basic needs, not the least of which is housing. The difficulty of providing “housing for all” in a still recovering economy is further impacted by the County’s growing population of residents from a multitude of socio-economic backgrounds. This is a demanding task, even for one of the wealthiest counties in the nation. Howard County Housing (HCH) has eagerly faced this challenge over the last five years with projects like Monarch Mills, Cottages at Greenwood, the Ellicott City redevelopment and a host of other affordable housing activities that evince our success. This year’s event offers a variety of exhibitors; activities for the whole family, including workshops and bus tours; a treasure chest of prizes; and a housing lottery for two quality area homes priced well below market value. A single mother and business operations specialist, Kyla grew up in Columbia and had been living at her parents’ home with her daughter. She didn’t realize that the Housing Fair’s housing lottery was the perfect opportunity for moderate income buyers like herself. In fact, it wasn’t until her mother urged her to apply for the housing lottery that Kyla seriously thought about becoming a homeowner. “I always dreamed of owning my own home, but assumed renting was the only option I had,” says Kyla. Kyla learned that day that owning a home in Howard County, her home town, is easier than she thought it would be. On April 13, 2013, Howard County Housing will open the doors to the 7th annual Come Home to Howard County

Housing Fair, welcoming hundreds of people hoping to become homeowners just like Kyla. The event is completely free, offering more than 25 education sessions equipping attendees with everything they need to know about buying, maintaining or renting a home. But one of the main draws to the fair is the Housing Lottery. Administered by Howard County Housing, this program provides potential home buyers with the opportunity to purchase a high-quality new or renovated home at a greatly reduced price. All entrants into the housing lottery must meet income levels and pre-qualify for a mortgage. “The process was really straightforward. I downloaded the forms from the website, put together all my paperwork and dropped it off at the Howard County Housing Office,” says Kyla. “Programs like the Moderate Income Housing Unit Program is just one of the great programs we offer to help make home ownership a reality,” says Tom Carbo, Howard County Housing Director. “We want folks like Kyla to live here, to own homes here and to be a part of our thriving community.”

Kyla wasn’t the only person whose dreams of homeownership came true that day, though one person didn’t get the good news until much later.

hile Kyla’s name was announced to the 1,000 attendees gathered at the fair, Esther Ahn of Laurel was selected as an alternate, ready to step in if one of the original lottery winners chose not to purchase the home for any reason. Although Esther was excited to be named an alternate, she didn’t know if she’d ever actually get the chance to purchase her dream home. Luckily, a few weeks after the housing lottery took place, Esther received a phone call. One of the housing lottery winners had backed out. The house was hers! “I was so excited, I couldn’t believe it. I called my parents, my friends, my

grandma, and they were so happy,� said Esther Esther, an information systems coordinator, had been searching for a home for herself and her grandmother when she learned about the Housing Fair and Housing Lottery from an email a coworker had sent her. “I was looking at houses online, but it seemed like such a big process and I’d have to save a lot of money for a down payment. I wasn’t sure where to start,� says Esther. “I thought the Housing Lottery might be a way for me to buy my first home.� After submitting a completed application and the appropriate documents, she received a call asking if she’d like to see the lottery house for herself. “I checked out the place. I loved it. Everything was brand new,� says Esther. What’s it like to own a home in Howard County?

Rental Programs

The most diverse and inclusive communities offer housing choices that accommodate the needs of renters and homeowners, and families of varying sizes and income levels. The cornerstone of such an accommodation is affordability. All of HCH’s rental assistance and housing programs offer varying levels of affordability—families pay 30%—80% of the area median income for rent. HCH is not an emergency housing agency, therefore immediate requests for housing assistance are not fulfilled. Because the demand for affordable housing outweighs the supply, all of HCH’s programs have a waiting list and applicants are contacted for eligibility interviews as their name reaches

the top of the waiting list. The length of time that a family waits for an eligibility interview cannot be predicted and is dependent upon funding or the availability of a unit. Howard County Housing’s menu of rental assistance and housing programs are as follows: ■ Housing Choice Voucher Program ■ County Rental Housing ■ Public Housing Effective July 1, 2012 all the waiting lists for the programs listed above are closed. ■ Rental Allowance Program (RAP) Applications will be accepted for one day only (Saturday, April 13th from 10am to 2pm) at the Housing Fair from current Howard County residents only. oward County Housing has forged a partnership with Consumer Credit Counseling Service of Maryland and Delaware (CCCS) to provide Howard County Housing rental customers, interested in homeownership, the guidance to achieve the goal of becoming a homebuyer. CCCS helps individuals and families resolve financial problems through confidential

budget counseling, debt management repayment programs, and community education. At the April 13, 2013 Come Home Howard County Housing Fair, CCCS will be hosting educational workshops. Certified credit counselors will also be on site to help attendees pull and review their credit reports. To make an appointment for a comprehensive counseling session,

CCCS financial counselors can be reached at 1-800-642-2227. Both phone and face-to-face counseling sessions are available, day or evening. In the confidential counseling session, certified counselors review expenses, income and spending habits, and help individuals make personalized action plans to manage debt, increase savings, create a spending plan, and achieve financial goals. Aside from financial counseling, CCCS is also a HUD certified housing counseling agency and can help with foreclosure prevention, reverse mortgage counseling, and pre-purchase homebuyer education.
