Charles Fraser & The Alligator By Robbie Bunting he other day a friend called and asked what the story was regarding the man and the alligator on Pope Avenue. I told him the guy with the cap walking with the gator was Charles Fraser the founder of Sea Pines, and more importantly the man who discovered the present day covenant. I further explained that Charles went to Yale and was being groomed for his families lumbering business, but when he first saw the natural beauty of Hilton Head Island, all bets were off in cutting down any trees for his dad.

Who is the statue of a guy walking with the gator on Hilton Head Island? Funny how it worked out, but Charles ended up protecting most of the trees on Hilton Head Island. Remember Dr. Seuss’s story about the Lorax? Charles became the spokesperson for the trees and nature on Hilton Head. Charles wrote covenants & restrictions that

included earth tone colored homes so you would focus on the trees, architectural review boards that limited the size of trees a home owner can remove, winding roads that made you see the trees and not the developments, bike paths so we slowed down and enjoyed the trees and he made these restrictions transfer with property to the subsequent owner. Charles was not only a visionary, but in my mind he was the founder of Hilton Head Island. What about the Alligator on Hilton Head? My friend than asked where the alligator came in and I had no clue. I remember my sons climbing on this gator in the Sea Pines Center and I remembered one group of investors that removed it from the Island, but I told him it was probably something to do with living on a sub tropical Island. Turns out I was not far off. When Hilton Head was first starting development, the Saturday Evening

Post came to the Island to visit and in March 1962, the magazine published a story about Sea Pines. It included a picture of Fraser, then only 26, walking beside the alligator. That famous picture helped put Hilton Head on the map, and changed this Island forever. You can hug a tree on Hilton Head because of Charles Fraser! So if you were wondering who the man walking with the alligator is next time you are out, go ahead and hug a tree in honor of Charles Fraser. The trees probably would not be here without Charles Fraser and most likely neither would we. You can see the statute of Charles Fraser and the alligator on Pope Avenue at the Compass Rose Park. For those Islanders that have been here for a long time, it is where the Huddle House used to be! Folly Field was one of the first vacation destination areas on Hilton Head Island with its beautiful beach and was the first neighborhood on the Island. Forest Beach

Forest Beach is divided by Coligny Circle into two neighborhoods named North Forest Beach and South Forest Beach. Sea Pines is the southernmost tip of Hilton Head Island and encompasses 5,000 acres of pristine oceanfront, marshes and deepwater. What is a Regime Fee on Hilton Head?

e have our own language when it comes to Hilton Head real estate. We say villas, regimes, harbours, plantations and complexes when others would call them condos, condo fees, marinas, PUD’s and projects. We use the word regime for condos in Hilton Head because when a condo is built in South Carolina, a Horizontal Property Regime is formed and recorded. This regime than manages the common property going forward. This blog is about regimes fees on Hilton Head Island.

What legally defines a regime on Hilton Head

In South Carolina, Apartments, for horizontal property purposes, are defined in S.C. Code Ann. § 27-31-20(a) as a part of the property intended for any type of independent use including one or more rooms or enclosed spaces. Each co-owner, or owner of an apartment in a horizontal property regime, acquires condominium ownership, and owns his or her individual apartment, and has a common right to share, with other co-owners, in the common areas of the property.[ Queen’s Grant II Horizontal Prop. Regime v. Greenwood Dev. Corp., 368 S.C. 342, 628 S.E.2d 902, 2006 S.C. App. LEXIS 79 (S.C. Ct. App. 2006).]

Common Ownership on Hilton Head

Common property that a Hilton Head regime will take care of can include the pool, landscaping, trash, pest control, wood infestation, roofs, walls, common area electric, common area insurance, roadways, and sometimes working capital. They may also handle common area liability and hazard insurance, administration, and collecting regime fees. The reason we say usually as all regimes do not cover the same things.

What’s not Common Ownership

When you buy a villa you own the inside space of your condo and undivided interest in everything around you. When you are standing out by the pool you own that spot, but when you are inside your villa no one else can ever be in this space unless you invite them. 20

Basically everything outside the walls and windows other than the condenser unit is usually common property and taken care of by the regime. The owner is responsible for the liability and contents inside, the interior including all of the appliances and of course enjoying this great island without worrying about who is going to mow the yard. Put your feet up and relax!

Is it cheaper to own a home?

Let’s just take a look at a typical regime and owning a home. Usually a regime fee will be somewhere around $450+/per month. When you own a home you have to pay everyone separately sending checks for landscaping per month at about $150, pool maintenance per month at about $150, pest control per month at about $30, a termite Bond at $30, trash Removal at about $40, building maintenance estimate about $50, water and sewer at about $50, some insurance costs, someone to manage it, and some working capital reserve. This fee can also include some insurance , cable TV and other amenities. Regime fee allows owners to split the cost (based on unit size) between all the other owners.

What about Assessments on Hilton Head?

When its time to resurface the tennis courts, it may cost the villa owners something to have it done…the money

often times already there with the proactive regimes nowadays. If it is not, the cost is passed on directly to owners, based on the unit size and location and is often less than owning a home when it comes to getting the property into tip top condition.

Is it included in the Regime Fee?

All regime fees are not the same. Some include, some don’t. Below is a list of things that may or may not be included. Ask for a copy of the latest regime report from the seller or the seller’s agent to verify: • Annual Insurance? • What about Pets? for owners? for renters? • Are there Capital Assessments planned? • Is Cablevision and/or Wifi included in the regime fee? • Are there Special Assessments that are being billed or planned? • Is the Water and Sewer for the villa included in the regime? • Is the regime fee an average and based on percentage?

A lock and go lifestyle

Golf cart-friendly communities By Robbie Bunting

T

he best Hilton Head Island purchase we ever made was “Ol’ Bessie.” That is what my wife and kids named our 1991 club car golf cart. When we purchased her in 1993, she had already been set out to pasture by a golf course in the north east and we were told because the seasons were shorter up there, she still had a lot of life in her. We paid $1,500 and added the back seat kit and the top and she is still going strong. There are many reasons to own a golf cart and many areas on the Island that allow carts listed below.

Places on Hilton Head where you can own a private golf cart

The very large golf-cart friendly communities in the area include Sun City Hilton Head and Daufuskie Island. Some of the gated communities that allow private golf carts include Wexford, Palmetto Hall, Spanish Wells, Haig Point, Indigo Run, Colleton River, Berkeley Hall, Belfair, and Leamington. I have also spotted some golf carts in the Folly Field, Forest Beach, Jonesville Road, Spanish Wells Road and other secondary road areas. South Carolina law says licensed drivers can operate golf carts with a special permit on secondary roads or to cross a primary road during daylight hours less than two miles from their residence. Beaufort County Sheriff’s officials also said it is not safe to take a shortcut across a 55 mph highway in an

electric cart. Golf carts definitely fit our town’s ”eco-friendly” efforts.
